Hebron throughout the day. Israeli forces raid a coal manufacturing facility nr. Jenin, seizing trucks and equipment. Palestinian youths open fire on Palestinian Authority security forces (PASF) troops nr. the al-Fara‘a r.c. during a protest against the PA’s recent detention of residents of the camp; there are no serious injuries. IDF troops shoot and critically injure a Palestinian in Hawara village nr. Nablus after he allegedly attempts to stab a soldier with a screwdriver. Late at night in the West Bank, Israeli forces use concrete to seal the entrance to the Hebron-area home of a Palestinian accused of assisting in the killing of 4 Israelis in Tel Aviv on 6/8. They also confiscate a tractor from Ras al-Amud village in the n. Jordan Valley and reopen the entrance to Aqraba village nr. Nablus, which was closed on 9/20 as collective punishment for reported stonethrowing in the area. The IDF arrests 14 Palestinian during late-night raids nr. Jenin, Bethlehem, and Hebron; and patrols nr. Hebron and Nablus during the day. In East Jerusalem, Israeli forces demolish a car wash in Bayt Hanina overnight. They also conduct raids in Abu Dis, sparking clashes with stone-throwing Palestinian youths; there are no serious injuries. Around 100 right-wing Jewish activists tour Haram al-Sharif in the morning. An errant mortar shell fired from Syria lands in an uninhabited area of the Israeli-occupied Golan Heights, causing no damage or injuries. The IDF responds later in the day, firing artillery at Syrian army targets. There are no reported injuries. (JP, TOI 10/9)

IDF troops shoot and kill a Palestinian policeman outside the Beit El settlement nr. Ramallah after he opens fire on Israeli soldiers at the Beit El checkpoint, injuring 3. The IDF raids the assailant’s Jenin-area home after the attack, arresting his brother and confiscating the family’s work permits. They also shut down the Beit El checkpoint (it will remain closed through 11/14). Elsewhere in the West Bank, Israeli forces close down the entrance to Marah Rabah village nr. Bethlehem, as well as 2 side roads, after reports of stone-throwing in the area. They also demolish 10 residential structures and animal sheds in the n. Jordan Valley, confiscate 4 tractors from families living nr. Tubas, and deliver stop-work orders to several homes under construction nr. Hebron. Early in the morning, PASF troops conduct raids in Balata r.c. nr. Nablus, sparking 6 hours of clashes and minor firefights with the alleged criminals they came to arrest. In East Jerusalem, Israeli forces raid a middle school in Silwan and attempt to arrest a number of students accused of stone-throwing before 2 administrators intervene. Israeli police shoot and kill a Palestinian in Sheikh Jarrah, East Jerusalem, after he injures 6 Israelis in a drive-by shooting nr. an Israeli police headquarters (2 succumb to their injuries later in the day). The Palestinian was reportedly supposed to turn himself into the Israeli authorities today to begin serving a 4-mo. sentence for attacking a police officer in 2013. Israeli forces later conduct a series of raids in Silwan and al-Ram, interrogate the attacker’s family, and spark clashes with stone-throwing Palestinians; 7 Palestinians are detained, and 1 Associated Press photographer and 2 Israeli soldiers are injured (1 seriously). Israeli troops return to al-Ram late at night, arrest the attacker’s teenage daughter, and threaten punitive demolition of the attacker’s home. Around 1,200 right-wing Jewish activists visit Joseph’s Tomb nr. Nablus, sparking clashes between their IDF escort and stonethrowing Palestinians; there are no serious injuries. Meanwhile, IDF troops arrest 13 Palestinians and damage 1 workshop during raids and house searches nr. Tulkarm, Hebron, and Qalqilya. Inside Israel, Israeli forces demolish multiple homes in the bedouin village of Bir Hadaj nr. Beersheba. The IDF also demolishes 22 residential and agricultural structures in the n. One Palestinian is killed and 3 others are injured in a tunnel collapse nr. Bayt Hanun in Gaza. Also along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Dayr al-Balah, causing no injuries or damage. In the West Bank, the IDF temporarily forces 19 Palestinians from their homes in the n. Jordan Valley to make space for military drills in the area, and patrols nr. Nablus and Hebron during the day. In the West Bank, Israeli forces demolish part of a classroom in a bedouin community nr. Jerusalem, and 6 residences and 9 sheep barns in the n. Jordan Valley. IDF troops arrest 10 Palestinians, including 1 Palestinian Legislative Council mbr., during raids and house searches nr. Jenin, Tulkarm, and in and around Hebron; and patrol nr. Salfit and Hebron during the day. Palestinian youths throw Molotov cocktails at an Israeli settler’s vehicle late at night nr. Ramallah, injuring 1 settler. In East Jerusalem, Israeli forces demolish 3 residential buildings in al-Tur and Bayt Safafa. Israeli forces continue targeting Shu‘fat r.c., raiding the camp for the 5th day this week and arresting 6 residents. In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

The IDF continues its closure of Hebron and the surrounding district, patrolling throughout the region during the day. Meanwhile, IDF troops deliver stop-work orders to a water well under construction in a village nr. Hebron and to several houses and animal barns in the Jordan Valley. They also conduct house searches and raids nr. Bethlehem, Hebron, and Qalqilya, arresting 8 Palestinians, assaulting and injuring 1, and issuing an arrest summons to 1. In East Jerusalem, Israeli forces arrest a Palestinian trying to get on the Jerusalem Light Rail while carrying 3 pipe bombs. He was reportedly planning an attack on Israeli civilians during rush hour. They also arrest 4 Palestinians during late-night raids in Issawiyya. Two Palestinians open fire on a crowd of Israelis in an open-air shopping area in c. Tel Aviv, killing 4 and injuring 10. Israeli forces shoot the 2 men, critically injuring 1 and mildly injuring the other. IDF troops raid the attackers’ home village of Yatta nr. Hebron late at night, detaining several Palestinians and barring all entrances and exits, except for humanitarian cases. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City overnight, sinking 1; 3 of the fishermen are arrested (they are released later in the day). Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In East Jerusalem, Israeli forces arrest 4 Palestinians during raids in the Old City. In the West Bank, Israeli forces confiscate a Palestinian truck from Khirbat al-Hadidiya in the Jordan Valley. Israeli settlers raze some Palestinian land nr. Bethlehem. The Israeli police decide that Palestinians killed after committing serious crimes against Israelis will be denied funeral processions and burials in their home neighborhoods or villages. Instead, the police will select the cemeteries in which to bury them. (HA, MNA, TOI, YA 6/8)

IDF troops arrest 18 Palestinians and issue an arrest summons to a 19th during late-night raids in and around Nablus, Salfit, Hebron, and Bethlehem. Meanwhile, Israeli forces confiscate a number of water pipes from Khirbat alHadidiya village in the Jordan Valley. In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. Elsewhere, a U.S. official says that the Obama admin. is skeptical of Netanyahu’s push for bilateral talks, saying “we of course support meaningful negotiations, [but] we do not believe in negotiations just for the sake of negotiations.” (AFP, HA, JP, JTA, MNA, TOI 5/24)

After a significant lull in major violence, Israeli forces shoot and kill a Palestinian at the Ras Biddu checkpoint n. of Jerusalem after she allegedly attempts to stab an Israeli border guard. In East Jerusalem, the Israeli authorities return the bodies of 3 Palestinians killed in confrontations with Israeli forces on 3/8/2016, 10/12/2015, and 10/13/2015. Israeli forces arrest 2 Palestinians on a raid in Silwan, sparking clashes with stone-throwing Palestinian youths (1 Palestinian is injured). They also demolish an Islamic structure in al-Masara. In the West Bank, IDF troops conduct raids in Aida r.c. nr. Bethlehem and Jalazun r.c. nr. Ramallah, arresting 7 Palestinians; and patrol nr. Bethlehem, Hebron, and Tulkarm. Two Palestinians stab and injure 2 Israeli women in an Israeli settlement in East Jerusalem in the morning. The assailants flee the scene. In the evening, an Israeli soldier is seriously injured when he accidentally detonates an improvised explosive device (IED) planted at a checkpoint n. of the city. After the blast, the IDF discovers and safely detonates several other IEDs planted in the area. Elsewhere in the West Bank, Israeli forces deliver stopwork orders to 5 homes and a water pipeline under construction in the Jordan Valley. IDF troops patrol in 3 villages nr. Hebron and 2 each nr. Late at night in East Jerusalem, Israeli forces return the body of a Palestinian killed in a confrontation with Israeli border police in 11/2015. Meanwhile, Israeli forces arrest 4 Palestinians during late-night raids in Jabal Mukabir, Qalandia r.c., and Issawiyya; and assault and arrest a Palestinian in the Old City. Along Gaza’s border, Israeli forces open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, Israeli forces raze 50 dunams (around 12.3 acres) of Palestinian land nr. Qalqilya, uprooting 50 olive trees; and issue a stopwork order to a water pipeline under construction in the Jordan Valley. IDF troops conduct late-night house searches and raids nr. Israeli forces carry out an unspecified operation in Issawiyya, sparking clashes with stone-throwing Palestinians; 1 Israeli police officer is injured and 1 Palestinian is injured and then arrested. Late at night, Israeli forces raid a home in Issawiyya, assaulting and arresting 6 mbrs. of a single family. For a 2d day, the IDF maintains its closure of Nahalin village, where an Israeli settler was stabbed and injured on 2/9. Meanwhile, a Palestinian is killed in clashes between stonethrowers and IDF troops in al-‘Arub r.c. that erupt when Israeli forces patrol in the camp. They also conduct late-night house searches and raids in al-Fawar r.c. and 3 villages nr. Hebron, Tulkarm and Tulkarm r.c., 2 villages nr. Nablus, and 1 each nr. Ramallah and Jenin, arresting 17 Palestinians. Israeli forces demolish 7 residential structures, 6 animal shelters, and a water pipeline in and around alFarisiya village in the n. Jordan Valley. They also patrol in 4 villages nr. Hebron, Tulkarm and 1 nearby village, and 1 village nr. Jenin. An Israeli settler attacks a Palestinian vehicle with an ax outside a settlement nr. The IDF maintains, for a 2d day, the closure of Qabatiya where the 3 Palestinians suspected of perpetrating the 2/3 shooting in the Old City were from. In Ramla, Israel, 2 Palestinian youths are detained after allegedly stabbing and lightly injuring an Israeli security guard at a bus station. In Silwan, unidentified assailants throw Molotov cocktails at an Israeli bus, causing substantial damage and no injuries. Meanwhile, Israeli forces violently disperse Palestinian youths gathering in Jabal Mukabir, East Jerusalem, to call for the return of the bodies of Palestinians killed by Israeli forces (there are no serious injuries).Israeli forces also demolish a building in al-‘Izzariya; conduct a raid in Abu Dis, sparking clashes with stone-throwers (there are no serious injuries); arrest 3 Palestinians on further raids in Silwan, Qalandia r.c., and Biddu. French FM Laurent Fabius announces that France will begin preparing for an international peace conference in an effort to “preserve and achieve the 2-state solution.” He also says,“If this attempt to achieve a negotiated solution reaches a dead end, we will take responsibility and recognize the Palestinian state.” (HA, JP, NYT, YA 1/29; MNA 1/30)

IDF troops shoot and kill a Palestinian close to the Bayt ‘Aynun junction nr. Hebron after he allegedly attempts to stab one of them, and the Palestinian Red Crescent reports that Israeli forces prevented medics from treating the man. The incident sparks brief clashes between the IDF and stone-throwers; there are no injuries. Separately, IDF troops shoot and kill a 2d Palestinian at a checkpoint nr. Nablus after he stabs and lightly injures an Israeli officer. Meanwhile, Israeli forces demolish 4 greenhouses and a water well in the Jordan Valley, a home under construction in a village nr. Hebron, and 2 livestock structures outside al-‘Arub r.c. nr. Hebron. The IDF conducts house searches and raids in 1 village each nr.
