In the West Bank, Israeli forces demolish part of a classroom in a bedouin community nr. Jerusalem, and 6 residences and 9 sheep barns in the n. Jordan Valley. IDF troops arrest 10 Palestinians, including 1 Palestinian Legislative Council mbr., during raids and house searches nr. Jenin, Tulkarm, and in and around Hebron; and patrol nr. Salfit and Hebron during the day. Palestinian youths throw Molotov cocktails at an Israeli settler’s vehicle late at night nr. Ramallah, injuring 1 settler. In East Jerusalem, Israeli forces demolish 3 residential buildings in al-Tur and Bayt Safafa. Israeli forces continue targeting Shu‘fat r.c., raiding the camp for the 5th day this week and arresting 6 residents. In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

IDF troops arrest 18 Palestinians and issue an arrest summons to a 19th during late-night raids in and around Nablus, Salfit, Hebron, and Bethlehem. Meanwhile, Israeli forces confiscate a number of water pipes from Khirbat alHadidiya village in the Jordan Valley. In East Jerusalem, Israeli forces arrest 4 Palestinians during late-night raids in Issawiyya and Abu Dis. (WAFA 5/24; PCHR 5/27)

In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. Elsewhere, a U.S. official says that the Obama admin. is skeptical of Netanyahu’s push for bilateral talks, saying “we of course support meaningful negotiations, [but] we do not believe in negotiations just for the sake of negotiations.” (AFP, HA, JP, JTA, MNA, TOI 5/24)

Late at night in East Jerusalem, Israeli forces return the body of a Palestinian killed in a confrontation with Israeli border police in 11/2015. Meanwhile, Israeli forces arrest 4 Palestinians during late-night raids in Jabal Mukabir, Qalandia r.c., and Issawiyya; and assault and arrest a Palestinian in the Old City. Along Gaza’s border, Israeli forces open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, Israeli forces raze 50 dunams (around 12.3 acres) of Palestinian land nr. Qalqilya, uprooting 50 olive trees; and issue a stopwork order to a water pipeline under construction in the Jordan Valley. IDF troops conduct late-night house searches and raids nr. The IDF maintains, for a 2d day, the closure of Qabatiya where the 3 Palestinians suspected of perpetrating the 2/3 shooting in the Old City were from. In the village, an Israeli armored vehicle rams and seriously injures a Palestinian youth, and 3 other Palestinians are injured in intermittent clashes. (HA, MNA, WAFA 2/4; PCHR 2/11)

In Ramla, Israel, 2 Palestinian youths are detained after allegedly stabbing and lightly injuring an Israeli security guard at a bus station. In Silwan, unidentified assailants throw Molotov cocktails at an Israeli bus, causing substantial damage and no injuries. Meanwhile, Israeli forces violently disperse Palestinian youths gathering in Jabal Mukabir, East Jerusalem, to call for the return of the bodies of Palestinians killed by Israeli forces (there are no serious injuries).Israeli forces also demolish a building in al-‘Izzariya; conduct a raid in Abu Dis, sparking clashes with stone-throwers (there are no serious injuries); arrest 3 Palestinians on further raids in Silwan, Qalandia r.c., and Biddu. In the West Bank, Israeli forces demolish 5 homes and 4 other Palestinian structures in the Jordan Valley, as well as 3 agricultural structures in a village nr. Ramallah overnight. IDF troops violently disperse Palestinians protesting and throwing stones nr. Qalqilya; 1 Palestinian is injured. The IDF conducts raids and house searches in 1 village each nr. Salfit, Nablus, and 3 villages nr. Ramallah, arresting 6 Palestinians and issuing 1 family a notice to vacate their home; patrols in 2 villages nr. Ramallah and 7 nr. Hebron. Palestinian hunger striker al-Qiq rejects an Israeli High Court of Justice decision to suspend his administrative detention until his health improves. Al-Qiq argued that the ruling upheld his administrative detention in a different form. (MNA 2/4)

Israeli PM Netanyahu files an ethics complaint against 3 MKs from the Joint List for their 2/2 visit to the East Jerusalem families of Palestinians who have allegedly committed serious crimes or attacks in recent mos. (HA, JP, YA 2/4; JP, TOI 2/5)

Across the oPt, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against the Israeli occupation in 5 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, outside Beit El settlement, and nr. Ofer Prison), Kafr Qaddum nr. Qalqilya, and 3 areas along Gaza’s border; 14 Palestinians and 1 Israeli activist are injured. Israeli forces confiscate construction equipment Palestinians were using to build a new road in the n. Jordan Valley. Meanwhile, IDF troops conduct late-night raids in Dahaysha r.c. nr. Bethlehem, issuing arrest summons to 4 Palestinians; patrol during the day in 1 village nr. Salfit and 4 each nr. Hebron and Ramallah. Along Gaza’s border, IDF troops open fire on Palestinian farmers nr. Gaza City, causing no injuries. In East Jerusalem, around 300 Israeli troops conduct an overnight raid on the Islamic studies dept. and student union at al-Quds University in Abu Dis, confiscating equipment and docs. French FM Laurent Fabius announces that France will begin preparing for an international peace conference in an effort to “preserve and achieve the 2-state solution.” He also says,“If this attempt to achieve a negotiated solution reaches a dead end, we will take responsibility and recognize the Palestinian state.” (HA, JP, NYT, YA 1/29; MNA 1/30)

IDF troops shoot and kill a Palestinian close to the Bayt ‘Aynun junction nr. Hebron after he allegedly attempts to stab one of them, and the Palestinian Red Crescent reports that Israeli forces prevented medics from treating the man. The incident sparks brief clashes between the IDF and stone-throwers; there are no injuries. Separately, IDF troops shoot and kill a 2d Palestinian at a checkpoint nr. Nablus after he stabs and lightly injures an Israeli officer. Meanwhile, Israeli forces demolish 4 greenhouses and a water well in the Jordan Valley, a home under construction in a village nr. Hebron, and 2 livestock structures outside al-‘Arub r.c. nr. Hebron. The IDF conducts house searches and raids in 1 village each nr. Salfit and Bethlehem, arresting 1 Palestinian and issuing an arrest summons to 1; patrols in Jenin and 1 village each nr. Tulkarm, Qalqilya, and Salfit, as well as 5 nr. Hebron. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Bayt Lahiya. The Israeli authorities shut down the Kerem Shalom border crossing temporarily due to an escalation of violence in the n. Sinai (the Egyptian army kills 30 fighters with SPIS and other armed groups in operations today nr. Rafah, Shaykh Zuwayd, and al-Arish). Off Gaza’s coast, Israeli naval forces arrest 2 Palestinian fishermen working nr. Bayt Lahiya and confiscate their boat. In East Jerusalem, Israeli police violently disperse an educational event allegedly organized by the Northern Branch of the Islamic Movement (Israel banned the Northern Branch on 11/16); 1 Palestinian is arrested and there are no serious injuries.
