Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu. Min. Bennett on 12/12, days after they had rejected a previous version. The proposal will allow 24 of the 40-odd families to relocate to nearby plots of land on the same hilltop. They also arrest 2 of the fishermen and confiscate their boat. In the West Bank, IDF troops arrest 6 Palestinians during late-night raids nr. Bethlehem, Hebron, and Jenin, and patrol during the day nr. Salfit, Hebron, and Qalqilya. Israeli PM Netanyahu and DM Lieberman permit the transfer of 5 armored vehicles from Jordan to the PA because of the deteriorating security situation in the oPt, particularly in Nablus, according to an Israeli spokesperson. The PA has been requesting approval for such transfers for at least 4 years. (MNA, TOI 12/7)

After mos. of negotiations and intracoalition struggle, Netanyahu resolves several conflicts over the illegal Amona settlement outpost. First, he secures Atty. Gen. Avichai Mandelblit’s approval for the govt.’s plan to relocate the 40-odd families from Amona to a nearby plot of “abandoned” land. Second, he announces plans to petition the High Court of Justice for a 30-day delay of its evacuation and demolition order to give his govt. time to prepare temporary alternate housing for Amona’s residents. Third, he brokers a deal with Finance Minister Moshe Kahlon and Education Minister Naftali Bennett on the so-called regulations bill, which Bennett is backing in order to retroactively authorize the illegal West Bank settlement outposts, including Amona. In the West Bank, IDF troops mistakenly enter Tulkarm and are escorted out by PASF. Some Palestinian youths throw stones at them as they are leaving, causing 1 minor injury. Meanwhile, unidentified assailants open fire on an IDF position nr. Ramallah. The IDF returns fire, but the assailants escape; there are no serious injuries. IDF troops arrest 13 Palestinians during late-night raids and house searches nr. Hebron, Salfit, Nablus, Hebron, and Ramallah; and patrol during the day nr. Salfit and Hebron. PA foreign minister (FM) Riyad al-Maliki states that Palestinians continue to work on a draft UN Security Council (UNSC) res. condemning Israeli settlements that they intend to submit within days. A Palestinian prisoner in Israel’s Ramon Prison dies of a stroke. He was severely beaten by Israeli guards in 2003, and his health has deteriorated ever since. Hours after his death, a group of Palestinian prisoners declares a 3-day hunger strike in solidarity with their deceased comrade. In the West Bank, Israeli border guards assault a Palestinian worker attempting to cross into Israel nr. Qalqilya. They cause moderate injuries and leave him with the broken leg he sustained after falling from the separation wall. Israeli forces demolish around 35 saplings in a nature reserve nr. Hebron. IDF troops violently disperse Palestinians gathering nr. Salfit to protest recent settlement expansion in the area; 1 Palestinian is arrested when he stands in front of a bulldozer. They also arrest 12 Palestinians during late-night raids in and around Bethlehem and Jenin, and nr. Hebron and Nablus; and patrol nr. Hebron and Nablus. Israeli settlers set fire to a Palestinian home under construction nr. Nablus, causing moderate damage. In a meeting with Israeli PM Netanyahu in New York, Republican presidential candidate Donald Trump says that, if elected, he will “accept the long-standing Congressional mandate to recognize Jerusalem as the undivided capital of the State of Israel,” according to a Trump campaign press release. Netanyahu later meets with Democratic candidate Hillary Clinton, and she pledges to oppose “any attempt by outside parties to impose a solution to the Israeli-Palestinian conflict . . . including the UN,” according to a press release from her campaign. PA pres. Abbas addresses the UNGA in New York City and pledges to present the UN Security Council (UNSC) with a res. condemning Israel’s settlements in the West Bank. Israeli PM Netanyahu also addresses the UNGA in New York, reaffirming his pledge to resist any UN attempt to dictate the terms of a res. to the Israeli-Palestinian conflict and welcoming the “spirit” of the Arab Peace Initiative. IDF troops shoot and injure a Palestinian youth at a checkpoint nr. Qalqilya as she is walking home from school. The Israeli soldiers reportedly thought she was planning a stabbing attack (she will be released from detention on 9/22). Elsewhere in the West Bank, IDF troops raid the Bil‘in homes of several leaders in the activist groups that organize the Friday protests in the Ramallah-area village, confiscating a number of cell phones and computers. Late at night, 2 Israeli soldiers torch a Palestinian-owned lumber warehouse in Nablus, and IDF troops arrest 7 Palestinians during raids and house searches nr. Tulkarm, Jenin, Bethlehem, and Tubas. In East Jerusalem, Israeli forces continue targeting Shu‘fat r.c., arresting 5 Palestinians during raids in the camp and in Abu Dis. Along Gaza’s border, IDF troops open fire on Palestinian homes nr. Following a request from the public prosecutor’s office, the Palestinian High Court of Justice postpones until 10/3 its decision regarding the municipal elections that were initially set for 10/8. While in New York for the UN General Assembly (UNGA) meeting, Israeli PM Netanyahu meets with U.S. pres. Obama. They reportedly do not discuss the push for Israeli-Palestinian peace that the Obama admin. is rumored to be planning after the U.S. election in 11/2016. Amid an upswing in tension across the West Bank, Israeli soldiers shoot and seriously injure a Palestinian after he allegedly stabs and moderately injures an Israeli officer outside the Efrat settlement nr. Bethlehem. IDF troops on a patrol nr. Jenin clash with and violently disperse stone-throwing Palestinian youths; 4 Palestinians are arrested. They arrest 3 more Palestinians during late-night raids in and around Nablus; and patrol throughout the day nr. Nablus, Hebron, and Salfit. Israeli forces shut down the entrance to Bayt Umar village nr. Hebron to allow for maintenance work on an IDF watchtower in the area (the work will continue through 9/22). IDF troops disperse the clashes, arresting some of the Jewish activists. There are no serious injuries. Because this was an unauthorized trip, the activists did not have an IDF escort. Elsewhere in the West Bank, IDF troops conduct raids and house searches in 1 village nr. Hebron and in Aida r.c. nr. Bethlehem, arresting 3 Palestinians; and patrol nr. In Nablus, PASF troops arrest and beat to death Ahmad Izzat Halawa, 50, a Fatah military leader allegedly involved in the killing of 2 PASF troops on 8/18, sparking clashes; 1 Palestinian is lightly injured. Palestinians in Nablus begin a general strike to protest the killing. PASF troops also conduct an atypical raid in Area C of the West Bank searching for suspects connected to the 8/18 killings, and arrest many Palestinians in Anata village. Two days after Egyptian pres. al-Sisi said that Russian pres. Putin would be willing to host Israeli-Palestinian peace talks, Israeli PM Benjamin Netanyahu speaks with Putin by telephone to discuss the idea, as well as other regional issues. No further details about their conversation are reported. (HA 8/23; TOI 8/23)

As the IDF continues its closure of Hebron and the surrounding district that was put in place on 7/1, Israeli PM Netanyahu visits the separation wall under construction nr. Hebron and remarks on the necessity to “prevent illegal residents and attackers from reaching Israel’s cities.” Meanwhile, IDF troops arrest 14 Palestinians and issue 6 arrest summons during late-night raids nr. Bethlehem, Nablus, and Hebron; and patrol throughout the day nr. Hebron. Israeli forces uproot a number of olive trees outside Dayr Istya village nr. Salfit to clear space for Israeli settlers to build a road. In East Jerusalem, Israeli forces demolish several Palestinian structures nr. the Israeli settlement of Atarot. Along Gaza’s border, Israeli forces shoot and injure a Palestinian farmer working nr. Dayr al-Balah and conduct a limited incursion to level land nr. Jabaliya r.c. IDF troops conduct further late-night raids and house searches in and around Hebron, Bethlehem, and Tulkarm, arresting 11 Palestinians, issuing arrest summons to 2, and confiscating 1 vehicle. The Israeli authorities revoke the entry permit of the governor of Hebron after he visits the home of the Palestinian who allegedly stabbed a settler youth to death on 6/30. The Israeli govt. approves the construction of 600 new residences for Palestinians in the Bayt Safafa neighborhood of East Jerusalem, despite criticism from some of its right-wing mbrs. Israeli PM Netanyahu also advances plans for 800 new Jewish settler housing units in East Jerusalem and Ma’ale Adumim, a West Bank settlement nr. Jerusalem. A senior Israeli official refers to the 800 settler units as an effort to “sweeten the pill” for Israelis opposing housing construction for Palestinians. (HA 7/3; JP, WAFA 7/4; HA 7/8)

Before the weekly cabinet meeting, and in response to the recent uptick in violence in Hebron, Netanyahu says, “We will make a special effort to strengthen [settlements] and will propose a special plan for Kiryat Arba at the next cabinet meeting.” Kiryat Arba is the settlement where a youth was killed in her sleep on 6/30. After 4 days of closure, the IDF eases restrictions on Palestinian movement in Yatta. Palestinians between the ages of 15 and 25 are forbidden to enter and leave the village. All others can enter and exit only after passing security inspections. Elsewhere in the West Bank, Israeli settlers clash with Israeli forces demolishing an illegal structure in the Kiryat Arba settlement. Settlers also throw stones at Palestinian vehicles nr. Israeli PM Netanyahu says that the Arab League must alter the Arab Peace Initiative if it is going to serve as a basis for renewed Israeli-Palestinian negotiations. “If they bring the proposal from 2002 and define it as ‘take it or leave it,’” he says, “we’ll choose to leave it.” (HA, TOI 6/13)

In the wake of the deadly 6/8 attack in Tel Aviv, Israeli PM Netanyahu pledges to “act firmly.”Israeli authorities implement measures to crack down on Palestinians in Israel and the oPt: The IDF’s Coordination of Govt. Activities in the Territories Unit (COGAT) freezes the entry permits of more than 83,000 Palestinians, effectively barring them from entering Israel. This includes permits that were issued for Ramadan, and 204 issued to mbrs. of the attackers’ families prior to 6/8. COGAT also suspends all Gazans’ weekly trips to East Jerusalem (the suspension will prove temporary, covering only the 6/10 trip). Israel’s security cabinet meets in Tel Aviv to deliberate over additional measures to take in response to the attack. Afterward, DM Lieberman orders the IDF to suspend the return of all bodies of Palestinians killed in confrontations with Israeli forces. For the first time in a week, a Palestinian youth allegedly stabs and injures an IDF soldier in Tel Aviv. He is arrested after the incident. The Israeli cabinet unanimously approves Yisrael Beytenu chair Lieberman as DM; the Knesset approves his appointment in a 55–43 vote, and he is then sworn in. In a press conference following the vote, PM Netanyahu welcomes Egyptian pres. al-Sisi’s 5/17 speech calling for a return to Palestinian-Israeli peace talks predicated on the Arab Peace Initiative, stating that the initiative has some “positive elements.” His embrace of the Arab Peace Initiative is widely viewed as a ploy to deflect allegations that he has formed the most rightwing govt. in Israeli history and has no intention of making peace with the Palestinians. In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations.
