In the West Bank, Israeli forces demolished 2 car repair shops in Luban al-Sharqiyya and handed 1 demolition order for a rural school in the Jordan Valley east of Tubas. 13 Palestinians were arrested during raids in and around Bayt Umar, Hebron, Bethlehem, al-Khadir, Qarawat Bani Hassan, Dayr Istya, Kafr Haris, Jaba‘, and Qalqilya; clashes erupted during the raid in Jaba‘, leading to tear-gas related injuries. In Gaza, Israeli authorities said that 1 rocket was launched from Gaza toward Israel, but fell on the Gaza side of the fence. Israeli forces opened fire at farmlands east of Gaza City; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of Sudaniyya and Bayt Lahiya; no injuries were reported. In the West Bank, Israeli settlers set up 1 tent and 1 water tank on Palestinian-owned land east of Ramallah. Israeli settlers with military escort also toured Sabastiyya, closing off parts of the town to Palestinians. Elsewhere, Israeli settlers razed a tract of land near Awarta. 7 Palestinians were arrested, including 1 who was shot and injured by Israeli forces while near Bani Na‘im, and 6 others during raids in and around Salfit, Tuqu‘, Bethlehem, Qalqilya, and Jenin; during the raid in Salfit, 2 Palestinians were assaulted and 1 car was damaged. A new Federal Registration Notice by the U.S. Customs and Border Protection said that all products from Area C of the West Bank must be labelled as originating in Israel, while goods from Areas A and B must be labelled “product of West Bank.” The change was, according to the notice, made to reflect the “guidance from the U.S. Department of State that the country of origin marking requirements for goods produced in certain areas of the West Bank be updated to reflect the fact that producers in these areas operate within the economic and administrative framework of Israel.” (HA 12/23; WAFA 12/24; WAFA 12/26)

The EU contributed $22.5 million and Spain $1.22 million to the PA Ministry of Social Development for the distribution of cash aid to 115,000 vulnerable families in the West Bank and Gaza. (WAFA 12/23)

In the West Bank, Israeli settlers uprooted and stole some 250 olive saplings near Kisan. Israeli forces raided a school in Jenin, leading to tear-gas related injuries among students and teachers. 6 Palestinians were arrested during raids in and around Bethlehem, Ramallah, al-Mughayyir, Birzeit, and Tulkarm; during a late-night raid in Ramallah, Palestinians clashed with Israeli forces, leading to tear-gas related injuries. In East Jerusalem, 2 Palestinians were arrested in the Old City during raids. In Gaza, Israeli forces opened fire at agricultural lands in the direction of a group of officials from the Ministry of Agriculture and journalists east of al-Fukhari; no injuries were reported. The PA announced new restrictions to curb the spread of the COVID-19 virus as daily cases continued to rise. Among the new restrictions were closures of all schools and universities, a ban of movement between governorates, full closure of high-rate areas, temporarily banning Palestinian citizens of Israel from entering the West Bank, a ban on Palestinian workers traveling between Israel and the West Bank and must find accommodation at their workplace or stay home, and a ban of movement of individuals on Fridays and Saturdays. The restrictions are in effect until 1/2/2021. The announcement came as the West Bank and Gaza recorded 30 new deaths and 2,149 new cases in the last 24 hours. 132 Palestinians were in intensive care, including 36 on ventilators. The PA did not provide data from East Jerusalem. According to the World Health Organization, the West Bank, East Jerusalem, and Gaza have a total of 133,185 confirmed cases of COVID-19, of which 25,160 are active. 1,186 deaths related to COVID-19 have so far been recorded. In the West Bank, Israeli forces demolished 4 houses, displacing 44 Palestinians in al-‘Awja. Israeli forces also demolished 1 shed and seized 1 tent in al-Mughayyir. Elsewhere, Israeli forces demolished a tract of land planted with olive saplings near Qalandia. Israeli forces also prevented teachers and farmers from getting to their work at a flying checkpoint east of Yatta. 13 Palestinians were arrested during raids in and around Bayt Umar, Hebron, Bethlehem, Jericho, and Nablus; during a raid in Bayt Umar, 1 woman was injured when Israeli forces broke through her door. The PA health minister Mai al-Kaila said that the PA had signed an agreement with the World Health Organization for the UN organ to provide 20 percent of the West Bank and Gaza’s needed COVID-19 vaccines. It is unclear when the vaccines will arrive. On 12/7, Britain started vaccinating its population with a Pfizer-made vaccine and Israel is scheduled to receive the 1st shipment of the Pzifer-made vaccine on 12/9. Health Minister al-Kaila also said the PA was looking at either buying vaccines from the company Covax once the free vaccines are out of stock or to buy the Russian vaccine Sputnik V. More than 20 EU representatives visited Gaza for the 1st time since 2016. The delegation visited the European hospital in Rafah and an EU-funded desalination plant in Dayr al-Balah. (WAFA, WAFA 12/8)

In the West Bank, Israeli settlers uprooted olive and fig saplings in Dayr Istya and Haris and uprooted 30 olive saplings in al-Khadir. Israeli undercover forces shot and injured 5 Palestinians using live ammunition during a raid in Qalandia refugee camp; 2 were said to be in critical condition and Israel also said 6 of the Israeli undercover soldiers were lightly injured. Later, 1 other Palestinian was shot and injured by Israeli forces at the Qalandia checkpoint between the West Bank and East Jerusalem; according to Israeli sources, he was shot because he used the vehicle lane to try to pass through the checkpoint on foot. Israeli forces also shot and injured 3 Palestinians and arrested 4 others during raids in Dheisheh refugee camp. Elsewhere, Israeli forces demolished 2 structures near Bethlehem and delivered 1 demolition order for 1 tent in the Jordan Valley. 21 Palestinians were arrested during raids in and around Qalqilya, Bethlehem, Qalandia refugee camp, al-‘Izzariya, and Yatta. In East Jerusalem, Israeli settlers threatened Palestinians with a gun on the Palestinians’ property in Silwan. 3 Palestinians were arrested in the Old City and Silwan. The PA health ministry said that the World Health Organization is sending 5,000 COVID-19 testing swabs to Gaza, as Gaza is facing a severe shortages on COVID-19 testing material. (WAFA 12/7)

PA prime minister Mohammed Shtayyeh said that the districts of Hebron, Bethlehem, Nablus, and Tulkarm would be placed on a 1-week lockdown from 12/10 to curb the spread of the COVID-19 virus in those districts. (WAFA 12/7)

A member of the UAE’s ruling family, son of the UAE president Sheikh Hamad bin Khalifa al-Nahyan bought a 50 percent stake in Beitar Jerusalem, a soccer team known for extreme racism among its supporters. Beitar Jerusalem is the only team in the top tier of Israeli soccer not to have employed an Arab soccer player and its fans regularly chant “Death to Arabs” and verbally degrade the Prophet Muhammad during games. In the West Bank, Israeli forces shot and injured 3 Palestinians, including 1 minor by live ammunition as they were protesting the Psagot settlement east of al-Bireh; others suffered tear-gas related injuries. In East Jerusalem, the Israeli municipality demolished a staircase leading to the Lion’s Gate at the Haram al-Sharif compound. Israeli forces arrested 5 Palestinians as they were headed to the funeral of 1 Palestinian killed by Israeli forces on 11/25 at a checkpoint in the West Bank, near East Jerusalem. The WHO delivered 15 ventilators to Gaza hospitals as the COVID-19 virus continues to challenge the Gazan health system. The ventilators were paid for by Kuwait. (REU 11/29; HA 11/30)

An Israeli court rejected a petition filed by Palestinians to reclaim their land that had been seized by Israel and used by settlers to build settlement outposts south of Jerusalem in the West Bank. The ruling paves the way for Israel to legalize the settlement outposts. (HA 11/30)

PA president Mahmoud Abbas met with the King Abdallah II of Jordan in the Jordanian city of Aqaba. In a statement released by Jordan after the meeting, Jordan reaffirmed its commitment to a Palestinian state. President Abbas later traveled to Egypt, meeting with secretary-general of the Arab League Ahmed Aboul Gheit and the Egyptian foreign minister Sameh Shoukry. Abbas is scheduled to meet with his Egyptian counterpart Abdel Fattah al-Sisi on 11/30. This marked the 1st time Abbas left the West Bank in 2020. The Israeli security cabinet approved the transfer of $756 million to the PA in tax funds but continues to withhold $181.5 million that the PA pays to Palestinian prisoners in Israeli prisons and their families. (HA 11/29)

According to Iraqi officials, 1 Iranian senior commander of the Revolutionary Guard, Muslim Shahdan, had been killed in an air strike along with 3 others as they entered Syria from Iraq in a car. There were no reports of who carried out the air strike, but Israel has frequently been carrying out air strikes in Syria and Iraq and is believed to have assassinated an Iranian nuclear scientist on 11/27. UN secretary-general António Guterres said in a statement commemorating the International Day of Solidarity with the Palestinian People that “the question of Palestine remains distressingly unresolved,” and criticized Israel for continuing to make a 2-state solution less viable. (WAFA 11/29)

In the West Bank, Israeli settlers raided Silat al-Dahir, vandalizing Palestinian-owned houses and vehicles. Israeli settlers also razed Palestinian-owned land and planted their own crops in ‘Urif. Israeli forces delivered 1 demolition order for 1 agricultural shed in al-Walaja and 1 commercial barrack in Qalqilya, and delivered 1 stop-work order for 1 house under construction in Bayt Awa. Israeli forces also clashed with Palestinians in Bayt Umar, leading to tear-gas related injuries. 3 Palestinians were arrested, including 1 during a late-night raid in Yatta and 2 at checkpoints near Nablus and Bethlehem. PA civil affairs minister Hussein al-Sheikh said, after a meeting with Israeli officials, that Israel has agreed to pay the PA the money it owes in tax revenue, about $890 million. (NYT, WAFA 11/19; HA 11/20)

The U.S. state department issued new guidelines of how to refer to products produced in Gaza and the West Bank as secretary of state Mike Pompeo was visiting Israel and Israeli settlements in the West Bank. Under the new guidelines, products imported to the U.S. from Area C of the West Bank would have to be labeled “Made in Israel.” Products can no longer be labeled “Made in West Bank/Gaza,” so products made in Gaza should be labeled “product of Gaza” and products made in Area A and B of the West Bank should be labeled “product of West Bank.” In a statement by Secretary Pompeo, he said that the U.S. is adhering to a “reality-based” approach, which would indicate that the new guidelines are a way for the U.S. administration to recognize Israel’s annexation of Area C. The statement also stipulated that “Gaza and the West Bank are politically and administratively separate and should be treated accordingly.” Secretary Pompeo also made another policy announcement during a press conference with Israeli prime minister Benjamin Netanyahu. At the press conference, Pompeo announced that the State Department regards the Boycott, Divestment and Sanctions (BDS) movement as anti-Semitic and that the U.S. would start identifying organizations that support BDS to penalize them. The BDS movement released a statement reiterating that it rejects “all forms of racism, including anti-Jewish racism” and said it would resist “these McCarthyite attempts to intimidate and bully Palestinian, Israeli and international human rights defenders into accepting Israeli apartheid and settler-colonialism as fate.” The American Civil Liberties Union responded to Pompeo’s announcement that “[c]riticism of Israel, or any government, is fully protected by the First Amendment. Threatening to block government funds to groups that criticize Israel is blatantly unconstitutional.” Secretary Pompeo also visited the Israeli-occupied Golan Heights and was the 1st secretary of state to do so. Pompeo’s visit to Israeli settlements in the West Bank was also a 1st for a U.S. secretary of state. The EU told Serbia and Kosovo that if the countries still desire to become member states of the EU, they will have to follow EU policy, including not moving their Israeli embassies to Jerusalem as this would undermine EU policy and international law. A statement released conveying the message referenced the White House meetings held on 9/5-9/7 in which U.S. president Donald Trump announced the embassy moves. (EU Commission 11/19)

At the UN general assembly, 163 countries voted for a resolution recognizing “the right of the Palestinian people to self-determination, including the right to their independent State of Palestine.” 5 countries—Israel, the U.S., Micronesia, Nauru, and the Marshall Islands—voted against. (HA 11/20)

In the West Bank, Israeli settlers attacked 1 Palestinian minor and his father in Hebron. Israeli settlers also set up tents in Battir near Bethlehem. Israeli forces delivered demolition orders for 1 residential structure and 1 garden in Sabastiyya, 1 pool used for irrigation in Bayt Dajan, and a number of structures east of Yatta. Israeli forces also demolished 1 residential structure near Tubas and dismantled and seized 1 wooden shed in Umm al-Jamal. Israeli forces also shot and injured 6 Palestinians using rubber-coated bullets during raids in Qalandia refugee camp; 1 Israeli soldier was also injured during the clashes, which lasted some 2 hours; 9 Palestinian-owned vehicles were damaged. 12 Palestinians were arrested during raids in and around Nablus, Birzeit, Bayt Umar, Qalandia, Hebron, and Jenin. 7 Palestinians were arrested in the Old City and Issawiyya. The PA civil affairs minister Hussein al-Sheikh announced that the PA would resume coordination with Israel, including security coordination, after suspending ties in May. Civil Affairs Minister al-Sheikh said that Israel had promised to respect its agreements with the PA during “international negotiations conducted by the president [Mahmoud Abbas].” Hamas and Islamic Jihad condemned the PA’s move, saying it undermines reconciliation efforts. PA prime minister Mohammad Shtayyeh said during a Zoom conference organized by the Council of Foreign Relations that the COVID-19 pandemic played a part in the decision as the PA have struggled to find the resources to fight it. Israeli said it defused explosive devices in the Israeli-occupied Golan Heights near the de facto border of Syria. Israel later attacked Syria, striking 8 targets. According to the Syrian state media SANA, 3 were killed, 1 wounded, and Syria intercepted Israeli missiles over Damascus. The London-based Syrian Observatory for Human Rights said 10 people were killed in the strikes. Israel acknowledged to have attacked Syria, saying it was responding to the explosive devices and claiming that it had hit Iranian and Syrian forces in Syria. In East Jerusalem, Israeli settlers interrupted a press conference held by EU members in the area where Israeli announced plans to construct more than 1,200 settler units on 11/15; among the disrupters was West Jerusalem deputy mayor Arieh King. In an ad for an upcoming route to Tel Aviv, the UAE-owned airline Etihad featured a drawing of the 2d Temple as point of interest for visitors. The 2d Temple was destroyed in 70 CE and was located where the Dome of the Rock and al-Aqsa Mosque are now. Etihad later pulled its ad from Twitter. (HA 11/16)

The foreign minister of Qatar Sheikh Mohammed bin Abdulrahman al-Thani said, during a virtual conference on security, that Sudan, Bahrain, and the UAE normalization deals with Israel undermines efforts to create a Palestinian state. (HA, REU, TOI 11/16)

4 Republican senators sent a letter to U.S. president Donald Trump, urging him to change the guidelines on how products from the West Bank are to be labeled when entering the U.S. The 4 senators, Tom Cotton (R-AR), Ted Cruz (R-TX), Marco Rubio (R-FL), and Kelly Loeffler (R-GA), wrote that products from “Judea and Samaria” should be allowed to be labeled as “Made in Israel.” (Senator Tom Cotton 11/16; ALM, WAFA 11/19)

In the West Bank, Israeli forces seized 9 camels from 2 herders near Bethlehem; according to the owners, they were told they could retrieve the camels if they paid $1,050 for each. Israeli forces also violently dispersed a rally on the 16th anniversary of the death of Yasir Arafat in Tuqu‘; tear-gas related injuries were reported. Elsewhere, Israeli forces shot and injured 1 Palestinian minor harvesting olives near ‘Azun ‘Atma using rubber-coated bullets. The prime minister of Bahrain, Prince Khalifa Bin Salman Al Khalifa, died at the age of 84. Salman Al Khalifa had been prime minister since Bahrain’s independence in 1971. Crown prince Sheikh Salman bin Hamad Al Khalifa was appointed as the new prime minister. (AJ, HA, REU 11/11)

In the West Bank, stone-throwing Israeli settlers attacked 1 Palestinian family in al-Zawiya near Nablus; 1 Palestinian was hospitalized for his injuries. Israeli settlers also stole dozens of saplings from a nursery in al-Zawiya. Israeli forces punitively demolished the home of an alleged Palestinian attacker in Rujib near Nablus, and clashes erupted during the demolition; 1 Palestinian was shot by a rubber-coated bullet, others suffered tear-gas related injuries. 4 Palestinians were arrested during raids in and around Ramallah and Dura. The PA health ministry released data on the impact of COVID-19 since the outbreak started in January. In Gaza and the West Bank, including East Jerusalem, there had been 65,802 confirmed cases among Palestinians and 561 deaths. 47,730 confirmed cases and 455 deaths were in the West Bank, 11,742 cases and 72 deaths in East Jerusalem, and 6,730 cases and 34 deaths in Gaza. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. In the West Bank, Israeli settlers attacked Palestinians in Huwwara, causing bruises. U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. Israel fired missiles at Gaza in 2 separate instances; no injuries were reported on either side. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles off shore; no injuries were reported. In the West Bank, Israeli forces demolished 13 buildings in 2 settlement outposts; 6 settlers were arrested. Israeli settlers attacked Palestinian property in Aqraba, damaging animal barns and solar panels and stealing goods. 7 Palestinians were arrested, including 1 at a military checkpoint west of Salfit, and 6 during late-night raids in and around Ramallah, Salfit, Nablus, and Tulkarm. In East Jerusalem, Israeli forces demolished 2 apartments and 4 storage units in Shu‘fat refugee camp. 7 Palestinians were arrested, including 5 during raids in al-Tur; 2 others were arrested while visiting a brother at the Russian Compound detention center. In Israel, Israeli authorities reported that 1 rocket was launched from Gaza; no injuries or damage were reported. Israel’s high court of justice ordered the Israeli government to explain why there has not been an investigation into the construction of unauthorized settlement units in the Hayovel settlement outpost. Peace Now petitioned the high court of justice in 2018 and no construction has resumed in the settlement outpost since the petition. (HA 6/16)

In a press conference, senior Hamas official Salah al-Bardawil called for united Palestinian resistance against Israel as plans for annexation of parts of the West Bank intensify. Al-Bardawil also called for meetings between Hamas and the PLO. (AJ 6/15)

The Israeli cabinet approved a $2.3 million budget for an Israeli settlement in the Israeli-occupied Golan Heights named after U.S. president Donald Trump. Israeli forces destroyed a 200-meter-long water pipe near Bardala and took measurements for a punitive demolition of the home belonging to the family of an alleged attacker in Ya‘bad. 11 Palestinians were arrested during raids in and around Bethlehem, Hebron, Ramallah, and ‘Azun. U.S. president Donald Trump announced sanctions on the ICC and ICC personnel in retaliation to investigations into potential U.S. war crimes committed in Afghanistan. More than 50 members of the U.S. congress called, in a letter, on U.S. ambassador David Friedman to condemn violence committed by Israeli settlers in the same manner he condemns violence committed by Palestinians. The European Court of Human Rights ruled that the French courts had violated freedom of expression when 12 people from the BDS movement were convicted of inciting racism and anti-Semitism for distributing leaflets calling for boycotts of Israeli goods.
