In the West Bank, Israeli forces shot and killed 1 Palestinian near the checkpoint at Beit Ur al-Tahta near Ramallah; Israeli forces said they shot a man lighting a small fire in the area and that the man was found dead 1 hour and 30 minutes later, next to his child. Israeli forces did not go to check on the man they shot him and it was later revealed that the man had lit a cigarette, not a fire. Israel later said it would investigate the killing. Israeli forces also demolished 3 agricultural structures in Ibziq. 18 Palestinians were arrested during raids in and around Tammun, Deir Istiya, Ramallah, Abu Dis, ‘Anata, Beit Fajjar, Beit Sahour, Dura, and al-‘Arroub refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. Israel allowed construction material to enter Gaza for the 1st time since May, including 30 truckloads of cement, 120 of gravel, and 15 of steel. In the West Bank, Israeli soldiers beat 1 Palestinian child after stopping him at a checkpoint in Hebron when he was on his way to school. Israeli forces also delivered stop-work orders for 1 mosque and 9 houses under construction in Nahalin. 2 Palestinians were arrested during late-night raids in Beita and Rujeib. In East Jerusalem, Israeli forces demolished parts of a Palestinian-owned house in Jabel Mukaber. 3 Palestinians were arrested during raids in Silwan and al-Tur. In Gaza, Israeli forces violently dispersed a protest east of Khan Yunis, injuring 3 with live ammunition and 3 with tear gas. As part of its COVID-19 vaccination efforts, the PA started offering vaccines to 16-18-year-olds in the West Bank. Only 16% are fully vaccinated and 30% have received 1 shot of vaccine, despite having received a total of 2.8 million doses. In both the West Bank and Gaza, there are mandates for vaccines for public employees and students over 16. In the West Bank, Israeli forces blocked a road between Hebron and Qalqas. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 7 people. In Gaza, Israeli forces attacked 2 targets near Jabalia refugee camp, claiming it was responding to incendiary balloons sent from Gaza to Israel. Israeli forces also later violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition; 17 others were also injured by rubber-coated bullets and tear gas. PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz in Ramallah. According to the Israeli defense ministry, the 2 talked about security policy, civilian and economic issues, and measures Israel will take to strengthen the PA economy. According to Gantz’s office, among the agreements made were granting residency rights to Palestinians living in the West Bank without legal status and Israel’s providing the PA with an advance of its tax income of $155 million. Gantz also said after the meeting, “the stronger the Palestinian Authority is, the weaker Hamas will be.” Sources close to Israeli prime minister Naftali Bennett said that there was no diplomatic process between Israel and the PA and that there would not be 1 during his time as prime minister. A Palestinian official said that Abbas asked Israel to stop conducting operations in Area A and allow family reunifications as part of efforts to improve the PA-Israel relations. Later at a PLO executive committee meeting, President Abbas said that he had told Defense Minister Gantz that the PA position on peace is based on the Arab peace initiative, and that PA wants Israel to release long-term Palestinian prisoners, return the bodies of Palestinians killed by Israel, end settlement construction, and curb settler attacks. Hamas spokesperson Sami Abu Zuhri called the meeting dangerous and disrespectful. Islamic Jihad also condemned the meeting. The meeting was the 1st between President Abbas and an Israeli government official since 2010. In East Jerusalem, 1 Palestinian family started demolishing their 3 homes in Bayt Hanina, displacing 13. 3 Palestinians were arrested in the Old City. In Gaza, 1 Palestinian child succumbed to injuries sustained by Israeli forces using live ammunition during a protest by the Gaza fence on 8/21. Israeli forces violently dispersed Palestinian protesters by the Gaza fence, injuring 3 with live ammunition and 8 with rubber-coated bullets. In East Jerusalem, the head of Shu‘fat’s local council Mahmoud Ali al-Shaykh was arrested during a late-night raid. U.S. president Joe Biden postponed a meeting with Israeli prime minister Naftali Bennett in Washington D.C. after suicide bombs killed nearly 90 people at the Kabul airport as evacuations continue after the Taliban took over almost all of Afghanistan. Among the killed were 11 U.S. Marines and 1 other navy soldier. President Biden and Prime Minister Bennett are expected to meet on 8/27 instead. German chancellor Angela Merkel reportedly also canceled a visit to Israel next week due to the situation in Afghanistan. The attack at Kabul airport was reportedly made by Islamic State – Khorasan Province, an Afghan offshoot of the Islamic State. The New York Times reported that when Israel attacked the Iranian Natanz nuclear facility on 4/11/2021, the Netanyahu administration gave the U.S. 2 hours’ notice before the attack. In the West Bank, PA forces arrested, for the 3d day in a row, Palestinian activists critical of the PA; at least 3 were rounded up. Israeli settlers set up 2 mobile homes in Deir Istiya. Israeli settlers also set fire to dozens of olive trees near Burin. Israeli forces razed a tract of land near Qalqilya to expand a settler-only road and sealed the entrances to Sinjil. Israeli forces arrested 5 Palestinians in and around Birzeit, Tulkarm, Kafr Qaddum, and Hebron. In Gaza, Israeli forces fired missiles at structures in Khan Yunis, Jabalia refugee camp, and Shuja‘iya, causing damage but no injuries. Israel said it was responding to incendiary balloons sent to Israel from Gaza. 2 Palestinians were arrested at the Erez crossing after receiving calls to come to the crossing for their trader permit applications. 1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that it would not extend his detention. The man was placed on administrative detention after being arrested on 2/22/2020 and had been hunger striking for 43 days. (WAFA 8/23)

Human Rights Watch (HRW) said that Israel’s targeting of 4 high-rise residential buildings in Gaza during Operation Guardians of the Wall violated international law. In the West Bank, Israeli forces violently dispersed Palestinians during a raid in Tayasir, injuring 2 with live ammunition, 1 with a rubber-coated bullet, and other suffered tear-gas related injuries. Israeli forces raided a printing company in Hebron, seizing 19 printing machines and closing the company indefinitely. Israeli forces also demolished 1 agricultural structure and 1 water tank near Qiffin and 1 commercial structure in Ya‘bad. 15 Palestinians were arrested during late-night raids in and around Qalqilya, Deir Abu Mash’al, Tubas, Qusra, and Beit Umar. PA president Mahmoud Abbas met with the head of Egypt’s general intelligence service Abbas Kamel in Ramallah. The readout from the meeting said that the 2 discussed bilateral relations. However, it is likely that the 2 also discussed the Egyptian mediation efforts to create a long-term ceasefire agreement between Hamas and Israel. Egyptian security officials met with Israeli security officials earlier in the day in Cairo and Israeli prime minister Naftali Bennett and Defense Minister Benny Gantz met with Kamel prior to his visit to Ramallah. Palestinian factions in Gaza said they would resume protests at the Gaza fence on 8/21 if no progress had been made in easing the restrictions imposed on the Gaza blockade after the May assault on Gaza and if Qatari aid continued to be stalled. The Israeli high court of justice rejected a petition by the family of Ahmad Erekat, who was killed by Israeli forces on 6/23/2020, to have his remains handed over to his family. In Israel, 1 Palestinian Israeli former MK candidate for the right-wing New Hope party Saher Ismail was shot and killed by unknown assailants in Ramah, marking the 74th killing of a Palestinian Israeli in Israel this year. The PA health ministry said that Palestine had entered its 4th wave of the COVID-19 pandemic with a rise in new infections. The health ministry further said that 70% of the active cases were of the Delta variant, which is more transmissible than previous variants. The PA registered 225 new cases today, the highest since April. (WAFA 8/15)

The Israeli high court of justice denied a petition by Palestinian landowners to void the deal made on 7/1 between the Israeli government and the Israeli settlers who made the Evyatar settlement outpost. The court said that ownership of the land still had to be thoroughly examined, but that the Israeli government should investigate how the “illegal trespassing” by the Israeli settlers was possible when the settlers built the outpost in early May. Hamas military spokesperson Hazem Qassem told the Lebanese newspaper al-Akhbar that Hamas will respond to Israel’s refusal to allow Qatari cash and construction materials into Gaza within a few days if Israel does not change course. Hamas and other political and militant factions are expected to meet on 8/16 to discuss a response. Hamas agreed to Israeli and U.S. demands to allow the 2 countries to examine a list of people who will receive the Qatari cash payments on 8/6 and Hamas suspects that the 2 countries are deliberately delaying the process. Hezbollah leader Hassan Nasrallah said his organization will begin receiving gas and diesel from Iran to alleviate the fuel shortages experienced by Lebanon amidst the country’s financial crisis. (HA 8/15)

In the West Bank, Israeli settlers raided Beit Umar; no injuries were reported. Israeli forces violently dispersed Palestinians worshipping outside of al-Ibrahimi Mosque in protest against Israeli construction of an electric lift, altering the structure of the mosque; at least 1 Palestinian was assaulted by Israeli forces and others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 1 with a tear gas canister to his head. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 5 with rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Yatta, beating several, including 1 who was taken to a hospital for his injuries. 5 Palestinians were arrested, including 5 at the entrance to al-Lubban ash-Sharqiya and 1 child during a late-night raid in al-Dawha. In East Jerusalem, Israeli settlers attacked 1 Palestinian bus driver while he was working in Silwan, causing injuries to his face. Israel said it will allow 1,000 Palestinian merchants and 350 senior businesspeople from Gaza to enter Israel from 8/15 for the 1st time since 3/2020, when the COVID-19 outbreak took hold in Israel. Israel cited a relative calm in Gaza. Israel also said it would expand exports and imports between Gaza and Israel and allow some equipment and humanitarian relief into Gaza. (HA 8/13)

In the West Bank, 1 Palestinian succumbed to injuries inflicted by Israeli forces on 8/3 in Jenin. Israeli forces demolished 1 poultry farm in al-Walaja, 1 rainwater collection well in Khallet al-Dabe’, 1 car wash in al-Lubban ash-Sharqiya, and 1 agricultural structure in al-Fakhit. Israeli forces also handed an evacuation order to Palestinians near Tuqu’ for their livestock, forcing them to remove their livestock and dismantle their agricultural structures within 14 days. Elsewhere, Israeli forces violently dispersed Palestinians protesting Israeli construction at al-Ibrahimi Mosque, leading to tear-gas related injuries; 3 were arrested. 9 other Palestinians were arrested during late-night raids in and around Jaba‘, Huwwara, and Yatta. In East Jerusalem, Israeli forces summoned 2 Palestinian activists for questioning after they protested the arrest of a local activist in Sheikh Jarrah on 8/10. In Israel, Israeli authorities said they shot down a drone entering the Israeli-occupied Golan Heights from Lebanon, claiming the drone was operated by Hezbollah. The Israeli government gave its initial approval for the construction of more than 2,000 new settlement units in the West Bank and 863 housing units for Palestinian villages in Area C, including 150 units in Ma‘asara, 270 in Bir al-Basha, 223 in al-Masqufa, 160 in Khirbet ‘Aaba, and 50 in Khirbet Zakariya. Of the advanced settlement expansion plans, 908 are expected to get final approval next week, including 58 in Beit El, 285 in Har Brakha, and 105 in Alon Shvut. An Israeli official told Haaretz that the move was a “calculated risk” made by the government vis-à-vis the U.S. Biden administration. The Meretz party wrote a letter to Israeli defense minister Benny Gantz, calling the decision to expand Israeli settlements “a dangerous move.” The U.S. later criticized Israel’s decision to expand Israeli settlements, on 8/13, saying that settlement activity is an obstacle to a 2-state solution. IDF chief of staff Aviv Kochavi said the Israeli army will take harsher measures against Israeli soldiers who do not follow regulations, in response to the killing of 40 Palestinians by Israeli forces in the West Bank since May. The statement came after Chief of Staff Kochavi met with senior staff of the Israeli central command on 8/8 and urged them to take steps to reduce lethal shootings. Kochavi said the military will back soldiers who make mistakes in their judgements in relation to lethal shootings, but not if the soldiers act reckless. (HA 8/12)

Israel’s police commissioner Kobi Shabtai inaugurated a new police department focused on combatting crime in Palestinian Israeli communities, which seeks to increase the number of Palestinian Israeli police officers by 300%. 69 Palestinian citizens of Israel have been killed in Israel since 2021 and only 23% of the cases have been solved, whereas 71% of the cases involving Jewish Israelis have been solved by Israeli police. Israeli foreign minister Yair Lapid visited Morocco to meet with his Moroccan counterpart and open the new Israeli mission to Morocco as part of the 2 countries’ normalization deal. The 2 foreign ministers signed cooperation agreements related to air travel, culture, sports, and youth. Foreign Minister Lapid said the 2 countries would open mutual embassies within 2 months. The leader of the PJD party in Morocco condemned the decision to establish full diplomatic relations with Israel. Part of the 2 countries’ normalization deal was for the U.S. to recognize Moroccan sovereignty over the Western Sahara during the Trump administration, a controversial recognition that the Biden administration has not reversed. U.S. CIA director William J. Burns met with Israeli prime minister Naftali Bennet and other Israeli officials during a trip to Israel. Axios reported that Director Burns voiced concern to Prime Minister Bennett about Chinese investment in Israel. Palestinian Israeli NGO Combatants for Peace asked the ICC to open an investigation into potential war crimes committed by Israel in demolishing the bedouin village Khirbet Humsa on 7/7. (HA 8/11; MEMO 8/13)

Human Rights Watch (HRW) said its investigation into the events of the Israeli assault on Gaza in May, dubbed Operation Guardians of the Wall, had showed that Hamas’s rockets fired at Israel “violated the laws of war and amount to war crimes.” HRW also said that Hamas’s rockets had killed 12 civilians in Israel and a misfired rocket had killed 7 Palestinians in Gaza. In the West Bank, Israeli settlers from the Ibei HaNahal settlement outpost assaulted 3 Palestinians working their land in Kisan. Israeli settlers also installed electric fencing around a plot of land near Kisan. Israel began work to build an electric lift at al-Ibrahimi Mosque, drawing condemnation from the PA and Palestinian protesters as the project violates the Hebron Protocol signed by the PA and Israel in 1997. Israeli interior minister Ayelet Shaked said that since the expiration of the ban of family reunification between Israeli citizens and Palestinians in the West Bank and Gaza on 7/6, 785 requests have been made. In the West Bank, Israeli settlers uprooted olive trees in Jaba‘. Israeli forces violently dispersed Palestinian protesters near the Evyatar settlement outpost near Beita, killing 1 Palestinian and injuring 21 others with live ammunition and rubber-coated bullets; others suffered tear-gas related injuries. The killing of the Palestinian man, who was said to have been drinking water when he was shot in the chest, was the 40th by Israeli forces in the West Bank since May. Hamas accepted an Israel and U.S. demand to allow the 2 countries to examine a list of families in Gaza that would receive a monthly stipend from Qatar, allegedly in order to ensure that the people on the list are not Hamas activists. Sources told Haaretz that Hamas was pressured to accept the demand by Palestinian banks, which would be exposed to sanctions if the stipends reached members of Hamas or other militants. (HA 8/6)

In the West Bank, Israeli settlers opened a settlers-only road near Kisan. Israeli forces also fired tear gas at a wedding celebration in Silat al-Harithiya, causing tear-gas related injuries. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government.
