In the West Bank, Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Aqraba. Israeli forces also issued a demolition notice for a house in Idhna, giving the family 8 days to demolish their home. Elsewhere, Israeli forces fired tear gas near a school in Silwad, causing tear-gas related injuries to students and staff. 6 Palestinians were arrested during late-night raids in Abu Dis, Tulkarm, Nablus, Jifna, and Hebron. The Israeli prison service began transferring Palestinians to different prisons in Israel to impede contact between them. 70 Palestinian prisoners, including Palestinian presidential candidate Marwan Barghouti, were transferred to the Nafha prison. A total of 2,000 Palestinian prisoners will, according to the plans, be transferred from the prison they are incarcerated in to a new location. (HA, WAFA 1/9; ALM, MEMO 1/10)

Israel Hayom reported that Israel forces had demolished 2 structures at an archeological site in Khirbet Tarfin in Area B on 11/24/2022. The demolition was approved by then Defense Minister Benny Gantz. (HA 1/10)

Likud Party MK Hanoch Milwidsky told the Knesset during a debate on revoking citizenship for Palestinians convicted of terrorism that he prefers Jewish terrorists and will not seek to revoke their citizenship. The proposed legislation Milwidsky was defending would see Palestinians receiving prisoner stipends from the PA, or through a foreign body, having their citizenship revoked. Midwidsky said, “I prefer Jewish murderers to Arab murderers and as a general rule in the Jewish state I prefer Jews to disloyal Arabs here.” (HA, TOI, WAFA 1/9; MEE 1/10)

Representatives from the U.S., Israel, the UAE, Egypt, Bahrain, and Morocco met in Abu Dhabi for the first day of a two-day summit of the Negev Forum, discussing normalization and regional integration. The members of the forum issued a document on 1/10 stating that they want to develop and implement initiatives to strengthen the Palestinian economy and quality of life. The U.S. Supreme Court allowed a lawsuit brought by WhatsApp against the Israeli spyware company NSO Group to continue, denying the NSO Group immunity as a foreign government agent. NSO Group’s Pegasus spyware has been used to spy on activists and journalists in several countries, with more than 100 cases where the spyware having been installed via WhatsApp messages in more than 100 cases. In the West Bank, Israeli settlers vandalized 40 olive tree saplings in Hijja. Israeli forces issued demolition orders for 5 houses and 3 water wells in al-Juwaya in the Masafer Yatta area. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of al-Sudaniyya; no injuries were reported. Israel revoked the VIP travel permit for PA foreign minister Riyad al-Maliki in retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation. Israeli national security minister Itamar Ben-Gvir ordered Israel’s police commissioner Kobi Shabtai to ban Palestinian flags in public spaces. In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 2 others with live ammunition during a late-night raid in Balata refugee camp. Israeli forces also seized 1 tractor in Maeen in the Masafer Yatta area and demolished 8 residential structures and 1 agricultural structure in Duma, displacing 25. 14 Palestinians were arrested during late-night raids in Bayt Rima, Ein Yabrud, Tubas, Jenin, Faqqua, Balata refugee camp, Hebron, and Yatta. In East Jerusalem, the Israeli Jerusalem municipality issued demolition orders for 2 homes and 1 agricultural structure in the al-Saadi community and 3 homes in the Abu al-Nuwar community. 2 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. The Gaza Health Ministry said Israel is halting the delivery of 8 different types of x-ray machines and spare parts to repair existing machines. (MEMO, REU 1/5)

The Palestinian prisoner Karim Younis was released after 40 years in Israeli prison for allegedly partaking in the kidnapping and killing of an Israeli soldier in 1980. Younis was driven to a train station in Ra’anana where a passerby helped him reach his family. The decision not to release him directly from the prison was made by Israeli national security minister Itamar Ben-Gvir. National Security Minister Ben-Gvir also toured the Nafha Prison “to make sure murderers of Jews don’t receive better conditions since the construction of new prison cells,” saying “I was happy to see that the Israel Prison Service does not intend to improve the condition of their incarceration. I will continue to deal with the conditions of security prisoners so they won’t have excessive rights.” (HA 1/6)

The U.S. handed over a 2,700-year-old looted artifact back to the PA in Bethlehem. The artifact, described as a “cosmetic spoon,” was seized from the American venture capitalist Michael H. At the UN Security Council, Israel received criticism from several security council members, including the U.S., for National Security Minister Ben-Gvir’s tour of the Haram al-Sharif compound on 1/3. PA UN ambassador Riyad Mansour said “[o]ur people are running out of patience and the moderation and sense of responsibility we display should never be construed as weakness. The record shows that Israel’s persistence on this path does not lead to surrender, but to uprising.” U.S. envoy Robert A. Wood criticized “unilateral actions” at the Haram al-Sharif compound. The Nation reported that Kenneth Roth, who led Human Rights Watch for 29 years, was denied a position as a senior fellow at Harvard University at the late stages of the hiring process due to alleged “anti-Israel bias.” The dean of Harvard’s Kennedy School Douglas Elmendorf apologized for his initial decision after weeks of negative publicity and Roth was offered the position on 1/19. In the West Bank, Israeli forces shot and injured 1 Palestinian minor with live ammunition during a raid in al-Arroub refugee camp. Israeli forces also shot and injured 1 Palestinian with live ammunition during a late-night raid in Qabatiya. Elsewhere, Israeli forces rammed 1 Palestinian during a late-night raid in Zababdeh. Israeli forces also demolished 1 agricultural structure and stone walls, sealed a water well, and uprooted some 250 olive tree saplings in al-Mughayyir, demolished 1 agricultural structure in Nabi Ilyas, and 1 agricultural structure in al-Khader. Axios reported that Morocco is demanding that Israel formally recognizes Moroccan sovereignty over Western Sahara before the country opens an embassy to Israel in Tel Aviv as part of the normalization deal between the 2 countries. (AX 1/4; AJ, MEMO 1/5)

Referring to the evacuated Homesh settlement outpost, U.S. state department spokesperson Ned Price said that the U.S. call on the Israeli government “to refrain from unilateral steps certainly includes any decision to create a new settlement, to legalize outposts or allowing building of any kind deep in the West Bank, adjacent to Palestinian communities or on private Palestinian land.” (HA, MEMO 1/5)

The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. During the election National Security Minister Ben-Gvir had expressed his desire to change the status quo of the Holy Sites to allow “equal rights for Jews” at the compound. Hamas had warned the Israeli government against the tour of the compound saying it “would lead to an explosion.” In a tweet posted during the visit, Ben-Gvir said that the compound is open to everyone. The PA called the visit a “provocative step against the Palestinian people.” U.S. ambassador to Israel Tom Nides said any threat against the status quo is unacceptable. Jordan condemned the “storming” of the compound and said it required “international intervention,” before summoning the Israeli ambassador. France, Turkey, Egypt, the UAE, Qatar, Saudi Arabia, Islamic Jihad, Hamas, and the OIC also condemned Ben-Gvir’s actions. Meanwhile, Israeli forces fired tear gas at a funeral procession in Beit Umar, causing tear-gas related injuries. Israeli forces also seized 1 excavator in at-Tuwani in the Masafer Yatta area. 24 Palestinians were arrested during late-night raids in Bayt Rima, Ein ad-Duyuk al-Foqa, Hebron, Bethlehem, Za‘atra, Aida refugee camp, al-Am‘ari refugee camp, Turmus ‘Ayya, Nablus, Salfit, Iskaka, and ‘Azzun. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service.
