In Gaza, Israeli forces killed 9 Palestinians during airstrikes on the third day of Israel’s attack on Gaza. Israeli forces assassinated Islamic Jihad member Ali Hassan Muhammad Ghali in an airstrike on a residential building in Khan Yunis, 2 others were also killed in the strike and 7 were injured, including 1 child and 3 women. Later Israeli forces assassinated Islamic Jihad member Ahmed Abu Daqqa in an air strike on his home in Khan Yunis, injuring 4 others, including 1 woman and 1 child. Israel also assassinated 2 members of the Mujahideen Brigades, Husain Dallol and Mohammed Dared, in an airstrike in the Shuja’iyya neighborhood of Gaza City. 2 Palestinians were killed in airstrikes in Jabaliya refugee camp. 1 Palestinian was injured in an airstrike in Nuseirat refugee camp. In Israel, 1 rocket fired from Gaza hit an apartment building in Rehovot, killing 1 Israeli and injuring 5 others. In the West Bank, an Israeli settler rammed 1 Palestinian woman near al-Arroub refugee camp, causing moderate injuries. Israeli settlers threw stones at Palestinian vehicles near Beit Umar. Elsewhere, Israeli settlers razed land near ‘Urif. Israeli forces shot and killed 1 Palestinian, injured 1 and arrested 4 during a raid in Nur Shams refugee camp. Israeli forces issued a stop-work order for a water pipeline near Maeen in the Masafer Yatta area. 23 Palestinians were arrested during late-night raids in Nablus, Tubas, Tulkarm, Hebron, Bethlehem, and Ramallah. In calls overnight, U.S. national security advisor Jake Sullivan and Secretary of Defense Lloyd Austin urged their Israeli counterparts to deescalate the situation in Gaza. Both U.S. officials also stressed the U.S.’s “ironclad support for Israel’s security.” (HA 5/10; HA, HA 5/11)

The Munich Group, consisting of the foreign ministries of Jordan, Egypt, Germany, and France, held a meeting in Berlin and expressed concern over the situation in Gaza, calling the civilian casualties “unacceptable.” (WAFA 5/11)

Israeli police issued an administrative restraining order against 2 Palestinian citizens of Israel from Tuba-Zangaria, barring them from entering Rosh Pina, Tiberias, Kfar Tavor, and Kiryat Shamona for 30 days. The 2 had not been brought in for questioning or arrested. (HA 5/11)

On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. An apology, which that was not, is not accountability.” Memorial services for Abu Akleh have been carried out in Washington D.C., Ramallah, and Doha. Abu Akleh’s family members, U.S. lawmakers, Al Jazeera, and several press associations marked the anniversary by demanding accountability for her death. PA prime minister Mohammad Shtayyeh also laid the cornerstone for the Shireen Abu Akleh press museum in Ramallah which is scheduled to open in 2025. The Israeli military refused to investigate the trashing of a Palestinian-owned apartment building in Huwwara by Israeli forces. The building was temporarily seized by Israeli forces after the large-scale settler attack in February. According to the Palestinian owner, the Israeli soldiers had vandalized his property leaving trash and feces throughout the building and burned 2 water meters and a portable toilet. (HA 5/11)

In the West Bank, Israeli settlers set up caravans on Palestinian land near Mukhmas. Israeli forces demolished 1 Palestinian school in Jubbet ad-Dik; the EU delegation to the Palestinians called the demolition appalling. Israeli forces also demolished 1 guest house in Jiftlik and 2 houses under construction in al-‘Awja. 8 Palestinians were arrested, including 3 minors, during late-night raids in Ras Karkar, Jalazun refugee camp, Bayt Jala, Beit Sahour, al-‘Awja, and Masafer Yatta. Israeli forces partially lifted the siege on Jericho after 16 days, easing restrictions on entry and exiting the city, but maintaining the barriers and checkpoints that have been erected. (QDS 5/7)

The Israel Land Authority issued tenders for 1,248 housing units in the Beitar Ilit, Efrat, Kiryat Arba, Ma’ale Ephraim, and Karnei Shomron settlements in the West Bank and in the Gilo settlement in East Jerusalem. (REU 5/7; QDS, WAFA 5/8)

The Supreme Court of Israel denied a petition to immediately expel Palestinians living in Khan al-Ahmar. The judges said in the ruling that they accepted the government’s argument that the Palestinians cannot be expelled “for current reasons related to the security of a country and its foreign relations.” The petition was submitted by the settler organization Regavim. The Israeli government allocated $8.8 million to develop an archaeological site in Sebastia. The government wrote in the proposal for the development of the site that it is doing so to prevent the PA from restoring the site. (TOI 5/7; PCN 5/8)

The World Food Programme announced that it will suspend food aid to 200,000 Palestinians, about 60% of current recipients in Palestine, from June due to severe shortage in funds. The organization said that it will have to suspend all its programs in the West Bank and Gaza by August if it does not receive new funding. (HA, REU 5/7; PCHR 5/8; AJ 5/28; HA 5/31)

Israel released Jordanian lawmaker Imad al-Adwan who was arrested on 4/23 at the Allenby Bridge, accused of smuggling weapons and gold. (AJ, AP, HA, REU 5/7)

U.S. national security advisor Jake Sullivan met with Saudi crown prince Mohammad Bin Salman in Riyadh, discussing normalization with Israel and peace in Yemen. In the West Bank, Israeli settlers assaulted 2 Palestinians with pepper spray, stones, and a bat near Burqa. Israeli settlers also assaulted 1 Palestinian herder near Aqraba and stole 14 sheep. Elsewhere, Israeli settlers let their sheep graze on Palestinian-owned barley, wheat, and olive crops in the Masafer Yatta area, causing damage. Israeli settlers also vandalized 155 olive trees in Deir Sharaf. Israeli forces seized 1 Palestinian-owned vehicle in Taybeh. U.S. House of Representatives speaker Kevin McCarthy (R-CA) told Israel Hayom that he will invite Israeli prime minister Benjamin Netanyahu to Washington D.C. if President Joe Biden does not extend an invitation to Netanyahu soon. In the West Bank, an Israeli settler assaulted 1 Palestinian man with pepper-spray in Huwwara. Israeli settlers also attacked Palestinian herders in ‘Ain as-Sakout, forcing the Palestinians to flee. Israeli forces closed off Jericho for a second day in a row, impeding traffic in and out of the city during the Eid al-Fitr holidays. 5 Palestinians were arrested, including 4 during a raid in Arab al-Kaabneh in the Masafer Yatta area and 1 at the Container checkpoint. Israeli prime minister Benjamin Netanyahu, National Security Minister Bezalel Smotrich, and Finance Minister Itamar Ben-Gvir met to discuss the government’s response to the upcoming Supreme Court ruling on the demolition of Khan al-Ahmar. The meeting followed calls by Smotrich and Ben-Gvir for the government to end its responses to the Supreme Court related to the matter. On 4/24 the Israeli government issued a brief saying that it should be up to the government to decide when Khan al-Ahmar will be demolished, calling on the Supreme Court to reject the petition demanding the demolition and displacement of the Palestinians living there. The Israeli Supreme Court overturned an order by Israeli defense minister Yoav Gallant to ban participation of Palestinians from the West Bank at an Israeli Memorial Day ceremony for bereaved families. (HA 4/21; HA 4/23)

Israel arrested Imad al-Adwan, a member of the Jordanian parliament, at the Allenby Bridge crossing, claiming he had smuggled weapons and gold into the West Bank. In the West Bank, Israeli settlers grazed their livestock on Palestinian agricultural crops in the Masafer Yatta area, causing damage. Israeli forces set up military checkpoints around Jericho, severely impeding movement in and out of the city. Israeli forces also closed the Huwwara and Za’atara checkpoints, impeding traffic in the northern part of the West Bank, as the second day of Eid was commencing. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif Compound, destroying electric panels and speakers. In the West Bank, Israeli settlers threw stones at Palestinian property in Kafl Haris, causing damage. Israeli settlers also razed land near Bayt Awa and stole a tent in Maeen in the Masafer Yatta area. Israeli forces seized a Palestinian-owned vehicle parked near the al-Jalama checkpoint. 8 Palestinians were arrested during raids in Husan, Tuqu’, and ‘Azzun. In the West Bank, Israeli settlers assaulted Palestinian shepherds near Kisan, causing injuries. Israeli settlers from the Mitzpe Yair settlement outpost killed 10 Palestinian-owned sheep in the Masafer Yatta area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near al-Bireh, injuring 4 Palestinians and causing damage. Israeli settlers also raided Deir Balut, throwing stones at Palestinian homes and vehicles, causing damage. Israeli forces shot and killed 1 Palestinian man during a raid in ‘Azzun. Israeli forces also raided al-Arroub refugee camp, injuring 1 with live ammunition and others with tear gas. In Tel Aviv, thousands of Israelis protested against the Israeli government for the fourteenth  Saturday in a row. Israeli defense minister Yoav Gallant extended the closure of West Bank and Gaza crossings until the evening of 4/12, citing the killing of 3 Israelis and 1 foreigner on 4/7. Palestinians with special permits for access to the Haram al-Sharif compound and for work in Israel were also affected by the closure. Gallant also ordered Israeli soldiers to assist Israeli police in central Israel. (HA 4/8)

Lebanese prime minister Najib Mikati said that his government will file a complaint with the UN secretary general and the UN Security Council over the Israeli attacks on Lebanon on 4/6. Mikati also said that the Lebanese military’s investigation into the firing of rockets from Lebanon concluded that it was not carried out by a particular organization. (WAFA 4/8; HA 4/9)

A leaked memo from the U.S. Defense Department claimed that the Mossad had advocated for its officials and other Israelis to protest against the Israeli government’s judicial reforms. The Israeli government denied the reports. (NYT 4/8; AJ, HA, REU 4/9; HA 4/10; AX 4/11)

In the West Bank, 1 Palestinian man shot by Israeli forces during a raid in Nablus on 2/22 succumbed to his injuries. Israeli settlers vandalized 14 olive trees in Husan. Israeli settlers also set up an outpost near Tubas. Israeli forces issued a demolition order for 1 mosque in the Masafer Yatta area and demolished 1 commercial structure in Deir Balut. 12 Palestinians were arrested during late-night raids in Jericho, al-Yamun, Bethlehem, and Hebron. U.S. president Joe Biden expressed his dismay with Israeli prime minister Benjamin Netanyahu’s legislative agenda, saying that Israel “cannot continue down this road. I have sort of made that clear.” Biden also said that Netanyahu would not be invited to the White House in the near term. Biden’s comments came after U.S. ambassador to Israel Tom Nides said that he believed Netanyahu would be invited soon. In the West Bank, Israeli settlers assaulted 1 Palestinian man near Tuba and brought their cattle to graze on wheat and barley crops in Qawawis in the Masafer Yatta area. Israeli forces shot and killed 4 Palestinians, including a minor, and injured 23 others during a raid in Jenin refugee camp. A video of the incident showed Israeli soldiers in civilian clothes shooting a Palestinian man laying still on the ground in his head. The killings were described in the media as assassinations. Israeli forces also shot and injured 3 Palestinians while others suffered tear-gas related injuries during a late-night raid in Nablus in preparation for a settler tour of Joseph’s Tomb. Elsewhere, Israeli forces issued 1 demolition notice for a commercial structure and 2 stop-work orders for agricultural structures in Deir Balut and demolished 1 house under construction in Deir ‘Ammar. 7 Palestinians were arrested during late-night raids in Bayt Jala, Jenin, Nil’in, and Beit Ula. In the West Bank, Israeli settlers also assaulted Palestinian shepherds and tried to steal their sheep near al-Juwaya in the Masafer Yatta area. 13 Palestinians were arrested during late-night raids in Dura, Battir, Qalqilya, and Fasayil. PA forces arrested 18 Palestinians accused of resisting PA forces’ violent dispersal of a funeral procession on 3/8. In East Jerusalem, Israeli settlers assaulted 1 Palestinian at the Damascus Gate plaza. 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces opened fire at Palestinians east of Khan Yunis; no injuries were reported. In Israel, about half a million Israelis protested against the Israeli government in several cities, with the largest crowds in Tel Aviv and about 50,000 in Haifa. It was the tenth Saturday in a row that Israelis have voiced their opposition to the judicial overhaul being carried out by the government. PA security forces prevented some 150 Palestinians from holding a press conference at the Watan Media Network office in Ramallah. The group was planning on criticizing the PA’s decisions to withdraw a draft resolution against Israel at the UN Security Council and to participate in the Aqaba summit on 2/26. (PCHR 3/3)

PA prime minister Mohammad Shtayyeh toured Huwwara to inspect the damage after the Israeli settler raid on 2/26. Shtayyeh said it was time to confront the settlers through popular resistance. (WAFA 3/1)

The PA foreign ministry called on the U.S. and international organizations to intervene to end the Israeli sieges of Jericho and Huwwara. Jericho has been under siege since 1 Israeli American man was killed near the Dead Sea on 1/27 and Huwwara was still affected by the large-scale Israeli settler raid on 2/26. (WAFA 3/1)

Israeli finance minister and minister in charge of the civil administration at the defense ministry, Bezalel Smotrich, said “Huwwara needs to be wiped out. I think that the State of Israel needs to do that, not, God forbid, private individuals,” when asked about the Israeli settler attack on Huwwara on 2/26. The U.S. State Department spokesperson Ned Price condemned Smotrich’s comments, calling them “irresponsible, repugnant, and disgusting” and calling on Prime Minister Benjamin Netanyahu to reject the comments. UN high commissioner for human rights Volker Türk called the comments “unfathomable.” Later on 3/4, Smotrich said “being upset, I misspoke” and Netanyahu called Smotrich’s statements “inappropriate” in a tweet on 3/5. The Knesset passed the first of three readings of a bill that will reintroduce the death penalty to Palestinians. The legislation stipulates that a person who “causes the death of an Israeli citizen when the act is carried out from a racist motive . . . with the purpose of harming the State of Israel and the rebirth of the Jewish people in its homeland,” can receive the death penalty. Bloomberg reported that Israel and Saudi Arabia have intensified talks on developing a closer military and intelligence sharing relationship. According to Bloomberg sources, the two countries held talks on the sidelines of the U.S.-Gulf Cooperation Council Working Group meeting in Riyadh and are expected to continue talks at the Munich Security Conference in Prague in the coming days. In retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation, the Israeli cabinet imposed a series of sanctions against the PA and Palestinians in the West Bank. The newly appointed Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, prompting widespread condemnation. During the election National Security Minister Ben-Gvir had expressed his desire to change the status quo of the Holy Sites to allow “equal rights for Jews” at the compound. Hamas had warned the Israeli government against the tour of the compound saying it “would lead to an explosion.” In a tweet posted during the visit, Ben-Gvir said that the compound is open to everyone. The PA called the visit a “provocative step against the Palestinian people.” U.S. ambassador to Israel Tom Nides said any threat against the status quo is unacceptable. Jordan condemned the “storming” of the compound and said it required “international intervention,” before summoning the Israeli ambassador.
