An elderly Palestinian woman dies of complications related to a heart attack at Haram al-Sharif (Israeli forces reportedly prevented an ambulance from reaching her in time to administer the proper treatment). In the West Bank, Israeli forces carry out the punitive demolition of a Palestinian home in al-Amari refugee camp near Ramallah, sparking clashes with residents of the area; at least 56 Palestinian are injured. The home belonged to the Palestinian responsible for fatally injuring an Israeli soldier during clashes in the camp on 5/24. IDF troops shoot, injure, and arrest a Palestinian minor who was allegedly throwing Molotov cocktails at Israeli settler vehicles outside Ramallah earlier in the day. They also arrest 13 Palestinians during late-night raids near Ramallah, Hebron, and Nablus; and patrol near Hebron, Bethlehem, Qalqilya, and Salfit. Australian prime minister Scott Morrison announces that the Australian government has decided to recognize West Jerusalem as the capital of Israel. He also says that Australia will not move its embassy from Tel Aviv to Jerusalem until a final peace agreement is reached. Morrison’s announcement draws criticism from Israelis and Palestinians alike. PLO secretary general Saeb Erakat calls on Arab and Muslim countries to sever all ties with Australia. Approximately 3,000 Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on approximately 15 Palestinian boats setting sail in a symbolic protest of the Israeli blockade. Israeli naval forces fire warning shots at the boats, forcing them to turn back to shore, and IDF troops along the border fence open fire on the other protesters; 1 Palestinian is killed and 34 are injured, including 3 paramedics. This brings the death toll stemming from the Great March of Return to 186. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. In the West Bank, Israeli forces demolish a Palestinian home under construction in Atana refugee camp near Ramallah and uproot approximately 550 Palestinian trees outside Bayt Ula near Hebron. IDF troops arrest 14 Palestinians during late-night raids near Jenin, Nablus, Qalqilya, and Tulkarm; and patrol in and around Nablus and Hebron. The PLO Central Council (PCC) convenes for a 2d day of meetings in Ramallah and reaches a non-binding decision to suspend all PLO and PA agreements with Israel, including those that govern the PA’s security coordination with the IDF, until the Israeli government recognizes the State of Palestine. PA president Mahmoud Abbas vows to implement the decision, a move he has not taken in response to similar PCC decisions in the past. (HA, JP, MNA, WAFA, YA 10/30)

Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. Separately, a senior Israeli political source says that Prime Minister Benjamin Netanyahu is focused on the ongoing negotiations on a cease-fire, rather than preparations for another assault on Gaza. “We can reoccupy Gaza and remove Hamas from power, but there are no volunteers to take Gaza off our hands,” the source says. “If there was someone willing to take responsibility for the strip, we would have taken over it tomorrow.” (HA, YA 10/29)

An Israeli aircraft conducts an air strike along Gaza’s border fence near Khan Yunis, killing 3 Palestinian minors. An IDF spokesperson says that the Palestinians were attempting to place a suspicious object along the border fence. Hours after the strike, hundreds of Palestinians march to the homes of senior Hamas and Islamic Jihad in Palestine (PIJ) leaders demanding that they retaliate against Israel. PIJ then puts out a statement threatening to respond and rejecting the Israeli narrative about what the 3 minors were doing. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian bird-hunters working near Bayt Hanun; 1 Palestinian is injured. In the West Bank, Israeli forces chase a Palestinian shepherd off his land in the northern Jordan Valley. The PLO Central Council convenes in Ramallah for the first of 2 days of meetings on a variety of issues facing the Palestinian people. Opening the meetings, PA president Mahmoud Abbas says, “We are facing a historical moment; either to be or not to be.” He calls for the Palestinian people to support the PLO and reaffirms that there can be no Palestinian state without Gaza or a capital in Jerusalem. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp. In 2 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no reported damage or injuries. In the West Bank, Israeli settlers puncture the tires of several Palestinian vehicles and leave racist graffiti on nearby walls in Qaryut near Nablus overnight. They also throw stones at Palestinian homes near Nablus, sparking a minor confrontation between their IDF escort and the Palestinian residents; 4 Palestinian homes are reported with minor damage. IDF troops arrest 4 Palestinians and issue 2 arrest summons during late-night raids in and around Tulkarm, Nablus, and Hebron; and patrol near Nablus and Hebron. Qatar’s Foreign Ministry announces a $150 million donation to help “alleviate the humanitarian crisis in the besieged Gaza Strip.” Most of the money, $90 million, is reportedly slated to help pay the salaries of the Hamas-run government’s civil servants. The rest was previously reported and designated for fuel purchases for Gaza’s only power plant. The UN Development Program is set to help distribute the aid. The announcement comes a day after the first shipment of Qatari-funded diesel fuel for Gaza’s only power plant entered Gaza. (MNA, YA 10/11)

Dozens of Arab and Jewish Americans gather outside the PLO office in Washington to protest the Trump administration’s order to close the office by today (the office formally closed on 9/13, but employees were permitted to remain until today). They criticize the Trump administration’s treatment of the Palestinians and call for the office to be allowed to re-open. (TOI 10/10; AFP, TOI, WAFA 10/11)

After Israeli, Palestinian, and other Arab diplomats reach a compromise, UNESCO’s Executive Board passes 2 texts relating to Jerusalem and the Palestinian education system, respectively. The texts are critical of Israel, referring to “Israeli army violations against Palestinian universities and schools” and other aspects of the occupation, but the most critical language from previous drafts was removed. Rather than advancing the texts for a vote from the full body, the board shifts them into a non-binding annex, which is then approved by consensus. “I would like to commend the spirit of dialogue and the sense of responsibility that led to this result,” says UNESCO director general Audrey Azoulay. “A trend towards consensus is now emerging. It is based on the presence of all parties around the table at UNESCO and, of course, on their goodwill.” Israel and the U.S. are still set to withdraw from UNESCO on 12/31. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

The Egyptian army demolishes a tunnel leading from the Sinai Peninsula into Gaza, trapping 8 Palestinian workers, according to eyewitnesses in Rafah. Later, the Egyptian army announces that its troops killed 3 alleged terrorists and destroyed a number of tunnels along the border in recent days. Also along Gaza’s border fence, Israeli forces violently disperse hundreds of Palestinians gathering along the fence near Gaza City to continue the Great March of Return; 18 Palestinians are injured, including 3 journalists. On Israel’s side of the border fence, firefighters quell 6 fires allegedly sparked by incendiary kites and balloons flown from Gaza. PLO secretary-general Erakat says that the Palestinians are considering a reduction in their political, economic, and security relations with Israel in response to the new Israeli law allowing for deductions to the monthly transfers of tax revenues to the PA. After 26 fires break out in Israeli farmland near Gaza, the IAF conducts air strikes on 2 sites allegedly used as staging areas for incendiary kite and balloon attacks in Gaza City and 2 in al-Bureij refugee camp, destroying a vehicle and injuring 3 Palestinians (1 critically). In the West Bank, IDF troops arrest 15 Palestinians during raids near Tulkarm, Nablus, Jenin, and Tubas; and patrol in and around Tulkarm and Hebron. Israeli settlers torch approximately 300 olive trees in Palestinian farmland near Nablus. In an interview with the Palestinian newspaper Al-Quds, U.S. president Trump’s son-in-law and senior advisor Kushner says that he is ready to work with PA president Abbas, but questions Abbas’s commitment and ability to reach a peace agreement with Israel. “He has his talking points which have not changed in the last 25 years. There has been no peace deal achieved in that time.” The interview is seen as an attempt by Kushner to speak directly to the Palestinian people and to pressure Abbas into reengaging with the Trump administration’s peace efforts. PLO secretary-general Saeb Erakat says that U.S. president Trump’s son-in-law and senior advisor Kushner and Special Representative Greenblatt have been pushing to “liquidate” the Palestinian refugee issue during their trip to the Middle East this week. “They want to terminate the role of the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) by proposing direct aid to the countries hosting the Palestinian refugees and sideline the UN agency,” he says. “On top of this, they are planning financial aid to the Gaza Strip worth $1 billion for projects, also separate from UNRWA and under the title of solving a humanitarian crisis.” (HA, TOI, WAFA, YA 6/23)

The Organization for the Prohibition of Chemical Weapons (OPCW) announces that the State of Palestine deposited an instrument of accession to the Chemical Weapons Convention on 5/17/17 (the State of Palestine is set to formally adopt the convention on 6/16/18). Meanwhile, U.S. officials say that the Trump administration is considering punitive measures against international organizations that accept Palestine as a member, including the OPCW. In a similar vein, the Times of Israel reports that the Trump administration is considering action against the Palestine Liberation Organization (PLO) office in Washington in response to the Palestinians’ 5/22 referral to the ICC. Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. After unidentified assailants open fire on IDF patrols along the border near Jabaliya refugee camp, the IAF conducts air strikes on Hamas posts near Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City, causing moderate damage. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. The Palestinian National Council (PNC), the legislative wing of the Palestine Liberation Organization (PLO), convenes in Ramallah for its first regular session since 1996. Some factions boycotted the meetings. Over the next 4 days, they are set to elect new members to the PLO Executive Committee and other top PLO positions. In the evening, PA president Abbas gives a speech calling for the PNC to adopt the initiative he presented at the UNSC in 2/2018, and reiterates his commitment to ending the division with Hamas. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. The embassy is set to open with ambassador David Friedman and a skeleton staff working out of an existing U.S. facility in the Arnona neighborhood. “This decision will turn the 70th anniversary of Israeli independence into an even bigger celebration,” says Israeli PM Netanyahu. “Thank you, President Trump, for your leadership and your friendship.” Palestine Liberation Organization (PLO) secretarygeneral Saeb Erakat says, “The U.S. decision to recognize Jerusalem as Israel’s capital and now to move its embassy on the eve of marking 70 years since the Nakba [. . .] shows the determination of the U.S. administration to violate international law, destroy the 2-state solution, and provoke the feelings of the Palestinian people, as well as of all Arabs, Muslims, and Christians around the globe.” (AP, HA, JP, TOI, WAFA 2/23)

A U.S. State Dept. spokesperson announces that the PLO office in Washington will be allowed to remain open for at least another 90 days, after which Pres. Trump will decide whether or not to allow it to stay open indefinitely (see Update). The Trump administration has “advised the PLO Office to limit its activities to those related to achieving a lasting, comprehensive peace between the Israelis and Palestinians,” the spokesperson explains. Approximately 25–30 gunmen launch an attack on a crowded mosque in the northern Sinai Peninsula, killing at least 300 Egyptian civilians. In response, the Egyptian army kills at least 30 of the militants in a series of strikes on known hideouts in the area. Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. PA FM al-Maliki says that the Trump administration is reconsidering its threat, 1st reported on 11/17, to shutter the PLO office in Washington, following the Palestinians’ refusal to comply with their demands. In a meeting with the Palestinian leadership, PA pres. Abbas says that he has begun drafting a resolution to submit to the UNSC that would elevate Palestine to full UN membership. “As you know, we submitted this request in 2011, but it was rejected for various reasons. God willing, these reasons are now removed because we are very much interested in becoming a full member of the United Nations.” It was previously reported, on 9/20, that Abbas agreed to delay efforts to join international fora to give time for U.S. pres. Trump’s peace initiative to develop. Meanwhile, Palestine Liberation Organization (PLO) Executive Committee member Hanan Ashrawi says that the PLO has decided to submit an official request to the International Criminal Court to investigate Israeli settlement activity in the West Bank and East Jerusalem. U.S. secy. of state Kerry gives a speech in Washington outlining his principles for resolving the Israeli-Palestinian conflict, as he pledged to do in the wake of the UNSC’s adoption of anti-settlement Res. 2334 on 12/23. Citing the so-called regulations bill that is percolating through the Knesset, Kerry says that current trends on the ground, particularly settlement growth and the legalization of settlement outposts, are eliminating the possibility of a 2-state solution, that Jerusalem must be the shared capital of Israel and a future state of Palestine, and that a final agreement must be based on negotiated land swaps, inter alia. Israeli PM Netanyahu calls Kerry’s speech a “big disappointment” and reiterates his desire for the U.S.-Israel relationship to improve under Pres.-elect Trump. Bethlehem, Nablus, and Tulkarm; and patrol nr. Hebron. In Israel, Israeli forces demolish the “unrecognized” bedouin village of al-Araqib in the Negev for the 104th time since 2010. They also shut down several organizations affiliated with the Northern Branch of the Islamic Movement in Nazareth and Umm al-Fahm, including 1 media group. A small Salafi group fires a rocket from Gaza into Israel, which explodes in Sderot, causing no injuries and minor damage. Holding Hamas responsible, the IDF fires tank shells and launches at least 25 air strikes on Hamas military sites in Bayt Hanun, Khan Yunis, and Gaza City, causing substantial damage. After the air strikes, the Israeli press reports that Hamas sent a message via a 3d party pledging to try to deescalate tensions and to stop small armed groups from firing more rockets. Meanwhile, an Israeli jet crashes on its return trip from a sortie in Gaza, killing the pilot and injuring another Israeli airman. The IDF lifts its 3-day general closure of the West Bank overnight, allowing Palestinians in the West Bank and Gaza to use border crossings into Israel again. A delegation of ICC officials, including chief prosecutor Bensouda, arrives in Israel for a 5-day educational visit. They will meet with both Israeli and Palestinian officials. Bensouda is still conducting the preliminary examination into alleged war crimes that she initiated in 1/2015 at the Palestinians’ request. However, the ICC officials explicitly state that they are not in Israel to “engage in evidence collection in relation to any alleged crimes” or to “assess the adequacy of the respective legal systems to deal with crimes that fall within ICC jurisdiction." Israeli naval forces intercept the ship Zaytouna around 35 naut. mi. off the coast of Gaza and peacefully arrest its all-female crew of solidarity activists. The takeover and escort to the port of Ashdod are “uneventful,” according to the IDF. The women are then detained at Givon Prison ahead of their likely deportation. PLO secy.-gen. Palestinian officials announce the beginning of preliminary discussions about a possible summit meeting in Moscow between PM Netanyahu and Pres. Abbas, to be mediated by Russian pres. Putin. Separately, a senior PLO official says that the Palestinians recently rejected a U.S. offer for a trilateral peace summit with Israel, and that the Palestinians instead insisted on 2 central preconditions for any meetings: release of the 4th tranche of prisoners that were set to go free in connection with the last round of talks in 3–4/2014 and a settlement freeze. As the Palestinian school year begins, the PA Education Ministry accuses Israel of withholding the delivery of around 300,000 textbooks to schools in Gaza. Israeli PM Netanyahu’s office says that DM Ya’alon and Public Security Minister Erdan have been authorized, as of 5/1, to decide whether or not to return the bodies of Palestinians killed in confrontations with the IDF and Israeli police. This statement reverses Netanyahu’s decision, on 3/27, ordering Ya’alon not to return any bodies. (HA, YA 5/4)

The PLO Exec. Comm. decides to start implementing the PA’s threat to limit security coordination with the IDF if the “current situation” continues. In the West Bank, IDF troops conduct late-night raids and house searches in Tulkarm and Bethlehem, as well as nr. Jenin, Hebron, and Salfit, arresting 10 Palestinians and threatening the family of another (an 11th Palestinian turns himself in hours later); patrol nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, a number of right-wing Jewish activists tour Haram al-Sharif in the morning, leading to minor verbal confrontations with Palestinian worshippers. Israeli forces punitively seal the home of a Palestinian prisoner in Sur al-Bahir (he is awaiting trial on manslaughter charges related to a stonethrowing incident on 9/13/2015).
