In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Nablus, east of Bethlehem, and near Ya‘bad, damaging several cars and causing at least 3 injuries. 1 of the Israeli settlers was killed when Israeli forces chased after them and the car flipped over; 4 other settlers suffered injuries and were released without charges. Israeli settlers subsequently attacked a police compound in East Jerusalem, leading to clashes and 50 arrests. Later, 1 Palestinian bus driver from East Jerusalem was attacked near the settlement where the Israeli settler, who died earlier, was buried; 2 Israeli settlers used pepper spray and stones and threatened him with a gun as they yelled “Death to Arabs.” Israeli settlers also slashed the tires of Palestinian cars near Hebron and blocked roads near Kafr Qaddum. Elsewhere, Israeli settlers assaulted 1 Palestinian man near Nablus, causing him to need treatment at a hospital. Israeli forces shot and injured 5 Palestinians using live ammunition during raids in Nablus. Israeli forces also demolished 2 Palestinian-owned houses, 1 water well, and 1 agricultural structure in al-Samou, displacing 20 Palestinians, and delivered 1 stop-work order for a water well in Dhariyya. 6 Palestinians were arrested during raids in and around Jenin refugee camp, Jenin, Nablus, al-Mughayyir, and Dahaysha refugee camp. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor, who had opened fire on Israeli forces near the Haram al-Sharif compound; he was killed as he was fleeing the scene and 1 Israeli soldier was injured as he fell during the pursuit. Israeli forces also raided 3 Palestinian-owned stores in Bayt Hanina, seizing tobacco products with PA labels. 1 Palestinian family started demolishing their own home in Silwan to avoid an Israeli-imposed demolition fee of 70,000 NIS ($22,000). 3 Palestinians were arrested during raids in Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 3 nautical miles west of Bayt Lahiya. In Gaza, Israeli forces opened fire on agricultural lands on 3 separate occasions east of Bayt Hanun and al-Bureij; no injuries were reported. Israeli forces also made incursions and levelled 48 acres of farmland planted with peas and potatoes belonging to 7 Palestinian families. In Israel, Palestinian citizens of Israel protested Israeli police inaction in addressing violence in their communities. More than 100 Palestinian citizens of Israel have been killed in communal violence and Israeli police are largely inactive in solving the issue. As part of the normalization deal between Israel and Sudan, President Trump signed a bill giving immunity to the state of Sudan for future U.S. lawsuits by victims of the 1998 U.S. embassy bombings in East Africa. The bill also provides Sudan close to $1 billion in aid and loans. (AJ, AX 12/22)

In the West Bank, Israeli settlers stole 20 Palestinian-owned sheep in Taybeh. Israeli forces shot and injured 3 Palestinians during clashes that unfolded as Israeli forces raided several neighborhoods in Ramallah; 1 was hit by live ammunition and 2 were hit by rubber-coated bullets. Israeli forces also violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 with rubber-coated bullets and 2 by tear-gas canisters; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed a protest in Bayt Dajan, causing tear-gas related injuries. Israeli forces also started paving a settler road east of Yatta and seized 1 tractor in Tuqu‘. 6 Palestinians were arrested during raids in and around Nablus, Qalqilya, and Qaryut. The NYT reported that Israeli Mossad agents assassinated a senior al-Qaeda member, Abdullah Ahmed Abdullah, in Tehran on 8/7. According to the reporting, 2 Mossad agents on a motorcycle shot the al-Qaeda member while he was walking the streets of Tehran. The assassination is said to have been carried out on the behest of the U.S. Iran denied the reporting, calling it false. CNN reported that top U.S. official Douglas Macgregor, during an interview in 2019, said that Mike Pompeo “has his hands out for money from the Israeli lobby, the Saudis and others” and that “[John] Bolton has become very, very rich and is in the position he’s in because of his unconditional support for the Israeli lobby.” Macgregor further stated that AIPAC has “enormous quantities of money that over many years have cultivated an enormous influence in power in Congress.” (HA 11/16)

In the West Bank, Israeli forces shot 1 Palestinian near al-Fawar refugee camp; Israeli forces alleged that the man was wielding a knife when he was shot. Israeli forces also assaulted 1 minor near Jenin; he was taken to a hospital for treatment. 3 Palestinians were arrested trying to enter Israel near Jenin. In East Jerusalem, 6 Palestinians were arrested in al-Tur and the Old City. In Gaza, Israeli forces opened fire on Palestinian bird hunters northeast of al-Bureij; no injuries were reported. PA president Mahmoud Abbas congratulated president-elect Joe Biden on his victory in the 2020 U.S. presidential elections. In a statement, President Abbas said, “I look forward to working with the President-elect and his administration to strengthen the Palestinian-American relations and to achieve freedom, independence, justice and dignity for our people, as well as to work for peace, stability and security for all in our region and the world.” Israeli prime minister Benjamin Netanyahu also congratulated President-elect Biden in a tweet and immediately after, in another tweet, thanked President Donald Trump for “recognizing Jerusalem and the Golan, for standing up to Iran, for the historic peace accords and for bringing the American-Israeli alliance to unprecedented heights.” (HA, REU, Twitter, Twitter, WAFA, WAFA 11/8; HA, WAFA 11/9)

A delegation of Israeli settlers led by Yossi Dagan of the Samaria Regional Council met with Emirati businesspeople to promote their settler businesses. The settler business trip in the UAE is set to commence on 11/12. An aide to President Abbas called it “painful to witness Arab cooperation with one of the worst manifestations of aggression against the Palestinian people, which is the Israeli settlements on our land.” (AP, HA 11/11)

In the West Bank, Israeli forces demolished parts of a settlement outpost near the Yitzhar settlement. During the demolition, Israeli settlers attacked the Israeli forces, wounding 1. Israeli settlers closed a road between Nablus and Qalqilya and threw stones at Palestinian vehicles. Israeli forces razed Palestinian-owned land in Yasuf and east of Salfit. 8 Palestinians were arrested during late-night raids in and around Ramallah, Tulkarm, Jenin, and Bethlehem. In East Jerusalem, Israeli forces razed land and 1 Palestinian family started demolishing their own home in Jabal Mukabir. 4 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israel fired missiles at Gaza City, Rafah, and al-Bureij, causing damage and incendiary balloons from Gaza landing in Israel. Israeli forces also opened fire at agricultural lands east of Bayt Hanun; no injuries were reported. Israel announced that it had reduced the Gaza fishing zone to 8 nautical miles from 15 at its maximum as collective punishment for incendiary balloons landing in Israel. In the West Bank, 1 Palestinian woman was shot dead by Israeli forces in her house during a late-night raid in Jenin. According to her friend, she was shot while closing a window to prevent tear gas from entering the home. Elsewhere, Israeli forces violently dispersed the weekly protest in Kafr Qaddum using rubber-coated bullets and tear gas; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces also violently dispersed a protest in Turmus ‘Ayya; 5 were injured by rubber-coated bullets, 1 by a tear gas canister to his head, and others suffered tear-gas related injuries. Israeli forces ordered a halt to the construction of 2 buildings near Bethlehem. Israeli settlers blocked 1 road south of Nablus, causing traffic jams. 4 Palestinians were arrested during late-night raids in and around Bethlehem, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian 4-year-old girl was killed by what appears to be a stray bullet in Silwan; it is unclear who fired the bullet. The president of Lebanon Michel Aoun said that the country had not ruled out “external interference” in the explosion in Beirut that killed at least 154 on 8/4. The possibility of external interference will be part of Lebanon’s probe into the incident. (AJ, HA, REU 8/7)

In West Bank, Israeli forces violently dispersed protests in Atuf, Kafr Qaddum, and Nablus, injuring 6 Palestinians with tear gas and rubber-coated bullets. Israeli forces also arrested 1 Palestinian journalist from Palestine TV at a checkpoint in Bayt Iksa near Jerusalem. 2 Palestinians were arrested during late-night raids in Ya‘bad. In East Jerusalem, 4 Palestinians were arrested near Damascus Gate in the Old City. Israel’s minister of Jerusalem affairs and heritage Rafi Peretz said in a Facebook post that the Trump administration’s peace plan had unacceptable clauses, such as settlement freeze and the establishment of a Palestinian state. (HA 6/5)

In the West Bank, Israeli settlers uprooted some 40 olive trees in Yatma. 6 Palestinians were arrested, including 5 during late-night raids in and around Hebron, Yatta, and Bethlehem; 1 was arrested at a checkpoint between Nablus and Tubas. In East Jerusalem, Israel’s outgoing public security minister Gilad Erdan ordered 1 nonprofit organization helping Palestinian children from single-family homes with schoolwork to close because of alleged ties to the PA. The institution in charge of the organization, Volunteer for Hope, denies that the organization received any funds from the PA. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. In Gaza, Israeli forces opened fire on agricultural lands east of al-Bureij and al-Maghazi; no injuries were reported. The new Israeli government was sworn in. The new government is headed by Benjamin Netanyahu and has 36 ministers and 16 deputy ministers from 9 different parties. Benny Gantz will be deputy prime minister and defense minister for 18 months, when the coalition deal stipulates that Gantz will become the prime minister for the 2d half of the government term. During his speech to the Knesset, Netanyahu said of annexing Israeli settlements in the West Bank, “[i]t’s time to apply the Israeli law and write another glorious chapter in the history of Zionism.” (AJ, HA, REU 5/17; NPR 5/18)

In the West Bank, an Israeli settler shot and killed a 23-year-old Palestinian at the Huwwara checkpoint. A 22-year-old was taken to a hospital in Nablus for treatment of a gun wound sustained in the same incident. Eyewitnesses say that the settler blocked the road with his truck and shot at the 2 Palestinians. The settler claims that he was attacked by the 23-year-old. Separately, several Palestinian hikers were injured and 7 were arrested when Israeli forces attacked them while hiking a trail near ‘Ayn al-Hilwa in the West Bank. At night, hundreds of Israeli settlers and their military escort harassed residents of the West Bank village of Awarta. In Gaza, Israeli forces fired a missile at Palestinian teens for the 2d day. The missile hit Gaza City without causing injuries or damage. Israeli forces claimed that the teens were firing incendiary balloons. Separately, Israeli forces claimed that it had detonated several explosive devices thrown at the Gaza fence on 3/30. Israeli forces also conducted incursions for land levelling near al-Bureij refugee camp in Gaza. Meanwhile, off the coast of Gaza, Israeli naval forces shot at Palestinian fishermen inside of the permitted fishing zone. No injuries were reported. Later, Israeli forces shot live ammunition at 3 Palestinians who allegedly attempted to cross into Israel from Gaza. All 3 were taken to a hospital in Israel. In Israel, a Palestinian prisoner in the Negev prison was assaulted and transferred to an unknown location after he allegedly threw hot water on a prison guard. After a relatively calm day in Gaza, the Israeli Air Force (IAF) conducts dozens of air strikes on Hamas sites near Rafah and Khan Yunis late at night, causing extensive damage. The IDF says that the strikes were retaliation for previously unreported incendiary balloons launched into southern Israel earlier in the day. A senior Palestinian official says that the IAF has destroyed 30 residential buildings and damaged at least 500 others since the recent campaign of air strikes began on 3/25. After the air strikes resume, unidentified Gazans fire a projectile into southern Israel, causing no damage or injuries. Meanwhile, hundreds of Palestinians gather along the border fence near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return. A number of protesters sneak across the border fence and set fire to an IDF post before returning to Gaza. IDF troops violently disperse the demonstrations, injuring 1 Palestinian minor. In the West Bank, Israeli settlers attempt to enter 2 Palestinian elementary schools in Tuqu‘ village near Bethlehem. Palestinian teachers and staff block them, but they are forced to dismiss their students early. IDF troops shoot and injure 2 Palestinians during clashes sparked by an arrest raid in Jalazun refugee camp near Ramallah; arrest 22 Palestinians and issue 4 arrest summons during further raids in and around Hebron, Jenin, Nablus, Tubas, and Ramallah; and patrol near Hebron. A senior Israeli official says that despite the reports of an Egypt- and UN-brokered cease-fire late last night, the Israeli assault on Gaza that began on 3/25 is “not over.” The official also says that the IDF struck “very harsh blows” on Hamas. “We’re ready to deal even more.” Separately, Palestinian sources in Gaza say that the Israelis are demanding an end to all resistance activities along the border fence, including the planned Great March of Return protest this Friday, in exchange for a cease-fire. Also along Gaza’s border, IDF troops open fire on Palestinians collecting stones and gravel near Rafah; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging 2. After Hamas-affiliated prisoners stab and injure 2 Israeli security guards in Ketziot Prison, Israeli guards raid 3 sections of the prison and assault hundreds of Palestinians prisoners, injuring at least 9 (2 critically). Along Gaza’s border, IDF troops violently disperse Palestinians gathering near Bayt Hanun to set tires on fire, throw stones, and otherwise continue the Great March of Return; 1 Palestinian is critically injured. In response, Israeli tanks shell Hamas observations posts near the demonstrations and the Israeli Air Force conducts air strikes on several targets east of al-Bureij refugee camp and in southern Gaza, injuring 3 Palestinians and causing extensive damage. The IDF says that the strikes were targeting Palestinians launching incendiary balloons into Israel (there are no reports of incendiary balloon landings in southern Israel throughout the day). In the West Bank, Israeli settlers assault a Palestinian woman and her son in central Hebron, causing minor injuries. IDF troops arrest 11 Palestinians during late-night raids near Bethlehem, Nablus, and Ramallah; and patrol near Hebron. The IDF says that the strike was retaliation for the launching of incendiary balloons into Gaza earlier in the day. In the West Bank, an Israeli settler driver rams and moderately injures a Palestinian in central Hebron. The settler then flees the scene. Separately, settlers throw stones at Palestinian homes in Urif near Nablus, causing damage and sparking a minor confrontation with residents of the village. Unidentified assailants throw a firebomb at an Israeli vehicle near Nablus, lightly injuring the 2 settler occupants and damaging the vehicle. Meanwhile, IDF troops patrol near Nablus, Hebron, and Ramallah. Israeli forces shut down a number of streets in central Hebron to make room for Israeli settlers to celebrate Purim. In East Jerusalem, Israeli forces disperse an event at the French Cultural Center on the grounds that it was co-sponsored by the PA. U.S. president Donald Trump tweets, “After 52 years it is time for the United States to fully recognize Israel’s sovereignty over the Golan Heights, which is of critical strategic and security importance to the State of Israel and Regional Stability!” His tweet reverses decades of U.S. policy and runs counter to several UN Security Council resolutions and international law. It comes in response to Israeli prime minister Benjamin Netanyahu’s call for the international community to recognize Israeli control over the Golan Heights, and it is widely seen as a boon for Netanyahu’s chances the upcoming Israeli election on 4/9. Trump later says, in an interview with Fox Business Network, that his tweet was not an effort to support Netanyahu’s re-election campaign. “I hear [Netanyahu] is doing okay,” he says. “Whoever’s against him is also in favor of what I just did.” In response to Trump’s tweet, an EU spokesperson says that the EU has no plans to change its position on the Golan Heights. “The EU, in line with international law, does not recognize Israel’s sovereignty over the territories occupied by Israel since June 1967, including the Golan Heights, and does not consider them to be part of Israel’s territory.” (HA, JP, MNA, NYT, TOI, YA 3/21; HA 3/22)

On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. After reports of an Israeli strike in Syria on 2/11, Israeli prime minister Benjamin Netanyahu says that Israel is “constantly operating” against “Iran and its satellites” in Syria. “We do whatever is necessary.” His statements today are taken as a confirmation that Israel was responsible for the 2/11 strikes in Syria. A young Israeli woman is found dead in a forest on the outskirts of West Jerusalem. The circumstances around her death are initially unclear (Israel’s Shin Bet will, on 2/9, report that she was raped and killed by a West Bank Palestinian who was “nationalistically motivated”). Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. A PA spokesperson calls the move “unacceptable.” “We call on the countries sponsoring this agreement to take a clear stance from this grave Israeli position and to immediately act to pressure the Israeli government to continue implementation of the agreement as agreed and not to treat Israel as a state above the law.” (HA, JP, TOI, WAFA, WAFA 1/28; MNA, TOI 1/29; FMEP 2/1)

Later in the day, there are conflicting reports about the perpetrator of the killing. All agree that the settlers used live ammunition. Some witnesses say that the IDF did too, despite the IDF’s claim to have only used “riot dispersal” methods. Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. Nasrallah also says that despite the Israeli campaign to uncover and destroy Hezbollah’s tunnels leading into northern Israel, the group is still prepared for an invasion. “The uncovering of the tunnels does not affect by 10 percent our plans to take over the Galilee,” he adds. “If we decide to do it—even if they’ve destroyed the tunnels—can’t we rebuild them?” (TOI, TOI 1/26)

Israeli prime minister Benjamin Netanyahu suspends the planned transfer of $15 million in Qatari funds to Gaza in response to the shooting of an Israeli soldier along Gaza’s border earlier today (see above). The transfer was originally set to go forward last week, but it was temporarily postponed in response to another incident of violence along the border fence. Meanwhile, Haaretz reports that Islamic Jihad in Palestine fighters were responsible for both shooting attacks and that they were motivated, in part, by an ongoing disagreement with Hamas. One day after reports of violent protests at Ofer Prison, the Israeli press reports that a number of Palestinian prisoners at Ofer are refusing meals in protest of conditions in the prison. UN special coordinator Nickolay Mladenov reports that UNIFIL peacekeepers have not been given access to any of the tunnels the IDF uncovered in the context of its Operation Northern Shield in late-12/2018 and earlier this month. A Qatari diplomat says that the $15 million that was supposed to be transferred to Gaza last week is set to go through this week, following a relatively quiet day of protests on 1/18. “Due to the violence on the border, the Israeli government postponed it,” he says. “The agreement is subject to there not being too much violence, so last Friday they approved to do the third tranche.” (HA, JP, REU, TOI, YA 1/20)

YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). That law, which is set to go into effect at the end of the month, forced the Palestinians to either accept future U.S. aid or open themselves up to terrorism lawsuits from individual U.S. citizens, inter alia. Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says. Unidentified Palestinians fly an incendiary device from Gaza into southern Israel attached to a cluster of balloons, where it lands in an open area in the Sdot Negev Regional Council. IDF troops detonate the device, causing no damage or injuries. In the West Bank, following the shooting attack on an Israeli settler vehicle at the nearby Beit El checkpoint on 1/5, IDF troops conduct raids in al-Bireh overnight, confiscating surveillance tapes and sparking clashes with stone-throwing residents of the area throughout the day; several Palestinians are injured (1 critically). They also arrest 5 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Jenin, Hebron, and Tubas; and patrol near Hebron and Nablus. Following a week of increasing tensions between Fatah and Hamas, the Fatah-dominated PA announces plans to remove its staff from the Rafah border crossing on 1/7. “This decision comes in the light of recent developments and brutal practices of the de facto gangs,” reads the PA statement. “Since we took over the Rafah crossing, Hamas has been obstructing the work of our crew there. We had to bear a lot in order to give the opportunity for the Egyptian effort to end the division.” The PA took control of the Gaza side of the Rafah border crossing in the context of the 10/12/17 Hamas-Fatah reconciliation agreement, which was never fully implemented. U.S. ambassador to Israel David Friedman says that the Trump administration’s long-awaited Palestinian-Israeli peace plan will likely not be released for at least several more months. “We want to release it a way that gives it the best chance of getting a good reception,” he says, adding that the upcoming Israeli elections on 4/9 are “a factor, but not the only factor.” Meanwhile, U.S. national security advisor John Bolton meets with Israeli prime minister Benjamin Netanyahu in Jerusalem. Following a complaint from Israeli prime minister Benjamin Netanyahu, the IDF formally censures Colonel Avi Bluth for failing to pass along the Netanyahu’s order to postpone the evacuation and dismantlement of 2 makeshift residential structures at the site of the former illegal settlement outpost Amona on 1/3.
