In the West Bank, an Israeli settler rammed a Palestinian car at a checkpoint near Birzeit and was subsequently shot at by Israeli forces, believing the Israeli settler was trying to attack Israeli forces manning the checkpoint; no injuries occurred from the incident as the Israeli forces held fire when the settler identified himself as Jewish. Israeli settlers also threw stones at Palestinian vehicles driving near Awarta, Bayt ‘Aynun, and Tuqu‘, damaging several. Elsewhere, it was reported that 1 Israeli settler tried to run over 3 Palestinian children near Hebron; no injuries were reported. Israeli settlers also set up a caravan on Palestinian-owned land near Jenin. Israeli forces demolished 1 garage in al-‘Izzariya and notified the family of 1 Palestinian minor who was killed in East Jerusalem on 12/21 that their house would be punitively demolished. 1 Palestinian was arrested during a late-night raid in Dhariyya. In East Jerusalem, Israeli forces demolished 1 car repair shop in Jabal Mukabir. In Gaza, Israeli forces opened fire at agricultural lands east of Jabaliya refugee camp; no injuries were reported. The Israeli military said that it would increase its presence in the West Bank because it believes that tensions will rise as 1 Israeli settler was found dead, believed to have been killed over the weekend. Israeli officials said they had recorded 13 attacks on Palestinians and Palestinian property since the settler was found dead on 12/20. (HA 12/22)

Special advisor to U.S. president Donald Trump Jared Kushner led a delegation of U.S. and Israeli officials to Morocco to discuss the details in the Moroccan-Israeli normalization deal. The U.S.-Israeli delegation met with Moroccan king Mohammed VI in Rabat. Haaretz reported that Morocco does not want a signing ceremony like Bahrain and the UAE have had with Israel, as it considers the normalization deal a resumption of past diplomatic relations. In the West Bank, Israeli settlers attacked 1 Palestinian shepherd and stole 2 sheep south of Hebron. Israeli forces injured 1 Palestinian man with live ammunition by the separation wall north of Qalqilya. Israeli forces also delivered 1 demolition order for a house under construction in al-Khadir. 9 Palestinians were arrested, including 8 during late-night raids in and around Nahalin, Ya‘bad, Far‘un, and Hebron; 1 was shot and injured before being arrested near Taqqua after allegedly throwing stones at settler vehicles. During a separate raid in Kobar, 1 Palestinian was injured by live ammunition. In East Jerusalem, 1 Palestinian woman from Silwan died of the COVID-19 virus; she is the 2d Palestinian to succumb to the virus in East Jerusalem. Israel ordered PA police not to enter Kafr ‘Aqab, which is located within East Jerusalem but on the West Bank side of the separation wall, after local activists requested the PA police to help enforce a lockdown. Israel has not been helping local authorities impose the lockdown. In Gaza, Israeli forces opened fire on Palestinian farmers near Khuza‘a and made incursions to level land east of Jabalia. In the West Bank, Israeli settlers set up tents and caravans at a settlement outpost in the Jordan Valley. Israeli forces shot and killed 1 Palestinian at the Ni‘lin junction; 1 other man traveling with the deceased fled the scene. Israeli authorities alleged that the men had thrown stones at Israeli settler vehicles. Israeli forces and Palestinians clashed after Israeli forces raided Burin; tear-gas related injuries were reported. PA prime minister Mohammed Shtayyeh announced new measures to curb the spread of the COVID-19 virus, including banning movement between governorates; banning all unnecessary movement outside of homes; and forbidding workers in Israeli settlements from going to work. The PA also announced that it will release some of its prisoners as a measure to curb the spread of COVID-19. 6 Palestinians were arrested, including 2 at a checkpoint near Abud and 4 during raids in al-Fawar refugee camp and al-Zawiya. In East Jerusalem, the Islamic Waqf announced that it is closing the Haram al-Sharif compound for Muslim worshippers and visitors, according to the Waqf, Israel had also promised not to allow Jewish worshippers into the compound. Israeli forces and Palestinians clashed during a raid in Issawiyya; tear-gas related injuries were reported and 2 Palestinian minors were arrested. In the West Bank, Israeli forces handed demolition notices to a Palestinian family in Jenin and for several houses and animal barns in Fasayil in the Jordan Valley. Israeli forces also demolished a water irrigation pipeline in Bardala. 12 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Tulkarm, and Jericho. During the raid near Jericho, 2 Palestinians were injured and hospitalized after confrontations with Israeli forces. In East Jerusalem, Israeli forces demolished a Palestinian-owned house in Bayt Hanina and a house under construction in Jabal Mukabir. Israeli prime minister Benjamin Netanyahu backtracked on his announcement that Israel would immediately start annexing the Jordan Valley following his meeting with U.S. president Donald Trump on 1/28. Prime Minister Netanyahu now said that Israel would start annexing the Jordan Valley after the Israeli elections on 3/2. Netanyahu’s decision to wait was reportedly made after pressure from U.S. senior advisor to the president Jared Kushner. (HA 2/4)

In the West Bank, Israeli forces notified Palestinians in Madama, Tel and Burin that they will seize land for Israeli military purposes. Israeli forces also arrested 3 Palestinians including 1 during a late-night raid in Sabastiyya; and 2 at checkpoints in Nablus and Hebron. In Israel, 5 international activists, including a member of the Finish parliament, were arrested by Israeli forces after trying to cut through the fence to Gaza in an act of solidarity with Palestinians in Gaza. Israel relocated 33 Palestinian minors held at Ofer Prison in the West Bank to Damoun Prison in Israel. Israel also extended the administrative detention of a women scheduled to be released on 1/15 for another 6 months. The woman has been in administrative detention since 6/15/2019. In the West Bank, Israeli forces informed the family of an alleged Palestinian attacker that it would demolish their home for a 2d time. Israeli forces had demolished the family’s home once in April 2018 and would demolish what the family had rebuilt. Israeli forces also seized a vegetable stall at the Wadi al-Khalil checkpoint. 8 Palestinians were arrested during late-night raids in and around Bethlehem, Jericho, and Tulkarm. A 21-year-old Palestinian shepherd who lost 4 fingers due to an undetonated grenade in a West Bank military firing zone in 2012 was awarded, by the Jerusalem Magistrate’s Court, $87,000 for his injuries as the court ruled that the Israeli defense ministry had neglected to clear the area. In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm. Israeli settlers threw stones at Palestinian-owned vehicles driving on a road between Nablus and Qalqilya, causing damage. Israeli settlers also vandalized a number of Palestinian-owned bulldozers in the Jordan Valley by filling their fuel tanks with sand. 5 Palestinians were arrested during late-night raids in and around Hebron, Jenin, and Qalandia. In East Jerusalem, 3 Palestinians were arrested during late-night raids, including a Fatah official. In Gaza, Israeli forces opened fire on agricultural lands, damaging a municipality truck. The Jerusalem District Electricity Company, a Palestinian-owned company supplying Palestinians in the West Bank, said in a statement that the Israeli Electricity Company (IEC) will increase the daily power cuts from 2 hours to 3 hours in December. The IEC started cutting electricity for Palestinians in the West Bank because the PA owes the company money that it has not been able to pay due to Israel withholding PA tax revenue. (WAFA 11/23)

In the West Bank, Israeli settlers raided Bayt Dajan, Qabalan, Majdal Bani Fadl near Nablus, and Kafr al-Dik near Salfit, and vandalized more than 50 Palestinian-owned vehicles, setting several on fire; settlers also wrote racist graffiti on several buildings. In Hebron, an Israeli settler assaulted 12 Palestinians. In Gaza, 1 Palestinian man succumbed to injuries he sustained during Israeli airstrikes on 11/14. This brings the comprehensive death toll in the Israeli attack on Gaza starting on 11/12 to 34. Despite the Great March of Return protest being canceled, several Palestinians protested by the Gaza fence; 1 Palestinian was shot by Israeli forces using live ammunition, others suffered tear-gas related injuries. The Israeli supreme court upheld the Israeli government’s decision to expel U.S. citizen and Israel and Palestine Director at the Human Rights Watch Omar Shakir. In the West Bank, Israeli settlers stole olive harvest in Qaryut and flooded 5 dunams (1.2 acres) of Palestinian farmland planted with olive trees with sewage waste in al-Jaba‘. Israeli settlers also threw stones at Israeli forces at Yitzhar settlement. Israeli forces delivered notices that 2,522 dunams (623 acres) of land would be seized, including 2,000 in al-Jaba‘, 372 south of Hebron, and 150 near Bayt Liqya. 10 Palestinians were arrested during late-night raids in and around al-Ram, Yatta, Nablus, Jenin, and Ramallah. The Israeli housing cabinet approved the controversial cable car project which would connect Western Jerusalem with East Jerusalem’s Old City. The project is currently under review by Israel’s attorney general and it would need a final procedural approval by the Israeli government. After Jordan recalled its ambassador to Israel on 10/29 in protest of Israel holding 2 Jordanian citizens in administrative detention, Israel’s prime minister Benjamin Netanyahu said that the 2 would be released to Jordan. (HA 11/4)

In the West Bank, Israeli forces forced Palestinians harvesting olives to leave their fields in Qaryut. Israeli settlers threw stones at Palestinian cars traveling near Luban al-Sharqiyya, causing damage to several vehicles. 6 Palestinians were arrested during raids in and around Bethlehem and Ramallah. In East Jerusalem, 1 Palestinian family in Jabal Mukabir demolished their own home to avoid exorbitant Israeli-imposed fees. Israeli forces raided Issawiyya, leading to clashes with local Palestinians. 1 Palestinian was injured by a Molotov cocktail thrown at the Israeli forces; 8 Palestinians were arrested. In Israel, Palestinian citizens of Israel held a general strike in Majdal Krum to protest Israeli police’s inaction amidst an uptick in violence in the community. In the West Bank, Israeli forces violently dispersed the weekly protest in Bil‘in west of Ramallah. 1 Palestinian was also injured after Israeli forces violently dispersed a protest with rubber-coated bullets and tear gas in Kafr Qaddum. Elsewhere in the West Bank, 1 Palestinian was shot and injured by Israeli settlers raiding the village of Burin south of Nablus. The Palestinian was rushed to a hospital in Nablus for treatment. In Hebron, 1 Palestinian was shot and injured by a rubber-coated bullet by Israeli forces and another suffered from tear gas inhalation in clashes between Palestinian residents and Israeli forces. Israel’s Council for Higher Education passed a vote approving a medical school in the settlement of Ariel in the West Bank and connected to Ariel University. In Gaza, a 15-year-old Palestinian was shot dead and 66 others injured by Israeli live fire during the weekly Great March of Return protest east of Jabaliya refugee camp. Palestinian sources say that the main factions in Gaza, including Hamas, have reached agreements with the Israeli authorities ahead of the planned protests in Gaza on 3/30. In the context of the reported agreements, one source says that Israel intends to re-open the border crossings into Gaza and ease restrictions on the entry of certain goods, among other concessions. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds.
