In the West Bank, Israeli forces seized 9 camels from 2 herders near Bethlehem; according to the owners, they were told they could retrieve the camels if they paid $1,050 for each. Israeli forces also violently dispersed a rally on the 16th anniversary of the death of Yasir Arafat in Tuqu‘; tear-gas related injuries were reported. Elsewhere, Israeli forces shot and injured 1 Palestinian minor harvesting olives near ‘Azun ‘Atma using rubber-coated bullets. Israeli forces also clashed with Palestinians in al-Fawar refugee camp and Bayt Umar, leading to tear-gas related injuries and 2 minors were hit by rubber-coated bullets in Bayt Umar. 10 Palestinians were arrested during raids in and around Kaubar, al-Bireh, al-Fawar refugee camp, Sa‘ir, and al-‘Arub refugee camp. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned house in Sur Bahir, displacing 5 Palestinians, including 4 children. 5 Palestinians were arrested, including 4 senior Fatah officials. The International Atomic Energy Agency, an arm of the UN, said that Iran has now stockpiled 12 times the amount of low-enriched uranium set as the limit under the JCPOA agreement which the U.S. abandoned in May 2018. (AJ 11/11)

The prime minister of Bahrain, Prince Khalifa Bin Salman Al Khalifa, died at the age of 84. Salman Al Khalifa had been prime minister since Bahrain’s independence in 1971. Crown prince Sheikh Salman bin Hamad Al Khalifa was appointed as the new prime minister. (AJ, HA, REU 11/11)

In the West Bank, Israeli settlers uprooted some 200 olive trees and 80 vine trees in al-Khadir. Israeli forces demolished 2 residential structures and 2 animal barns south of Hebron; and 1 house and 1 workshop in al-Walaja. 12 Palestinians were arrested in and around Hebron, Jenin, Qalqilya, and Ramallah. 1 Fatah official from Jericho was placed in 6-month administrative detention without charges. During a raid in Jenin, Israeli forces and Palestinians clashed; 1 Palestinian was injured by a rubber-coated bullet. In East Jerusalem, 1 Palestinian minor was arrested. In Syria, an Israeli drone strike killed 1 person near Quneitra. Syrian opposition media reported that the man was a Hezbollah operative, while Syrian state media said he was a local policeman. (HA 2/27)

Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Instead of taking the call, Abbas reportedly referred Kushner to the PLO office in Washington. (HA, TOI 11/22; HA 11/23)

Off Gaza’s coast, Israeli naval forces open fire on 4 Palestinian fishing boats nr. Gaza City; they arrest 10 fishermen and confiscate 2 of their boats. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Rafah. In the West Bank, PA Security Forces (PASF) clash with unidentified gunmen in Kafr ‘Aqab village and Qalandia r.c. nr. Jerusalem, injuring 1 Palestinian youth in the crossfire. Meanwhile, Israeli forces close the entrances to Yatta with dirt mounds and rocks, further cracking down on the Hebron-area village in the wake of the 6/8 attack in Tel Aviv. IDF troops conduct late-night raids and house searches in Yatta, and in and around Jericho, and Salfit, arresting 8 Palestinians; and patrol nr. Hebron, Nablus, and Jenin throughout the day. The Jerusalem Municipality permits the construction of a 4-story residential building for Israeli settlers in Silwan. The municipality also pledges to “continue to build in all neighborhoods of the city.” (HA, JP, MNA, TOI 6/15)

Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. For the 2d day in a row, IDF troops shoot and kill a 16-year-old Palestinian at Huwwara checkpoint nr. Nablus. The IDF claims that the youth attempted to stab 2 settlers at a bus stop, but a PCHR investigation refutes the allegation; a Palestinian bystander is critically injured by a stray Israeli bullet during the incident (she succumbs to her injuries on 12/16). Shortly afterward, Israeli forces shoot and kill another Palestinian after he attacks a group of Israelis with a knife at a gas station w. of Ramallah, killing an IDF soldier and injuring an Israeli settler (a 2d settler is lightly injured by errant fire). In West Jerusalem, Israeli police open fire on 2 Palestinian youths, killing 1 and injuring the other, after they stab an elderly Palestinian man with scissors nr. a central market (they reportedly mistook him for an Israeli); 1 Israeli bystander is lightly injured. After the incident, Palestinian gunmen affiliated with Fatah’s military wing open fire on Qalandia checkpoint nr. Ramallah, reportedly targeting the area because the Palestinian youth killed in West Jersualem was from Qalandia r.c.; there are no injuries. IDF troops violently clash with Palestinian protesters and stone-throwers in 2 incidents: along Gaza’s border nr. al-Bureij r.c. and at a university in Tulkarm, w. of Qalqilya; 7 Palestinians are injured (1 seriously). The IDF conducts raids in Aida r.c. nr. Bethlehem and in a village nr. Ramallah, sparking small clashes with stonethrowing Palestinian youths in both; 2 Palestinians are moderately injured. Jericho. In East Jerusalem, an Israeli police jeep rams a Palestinian girl, moderately injuring her. Senior Fatah official Amin Maqboul says that the PLO’s talks on forming a new consensus govt. continue, despite Hamas’s objections to the process. Maqboul says that Hamas has demanded that any new govt. pay the salaries of all employees of the Hamas-run govt. in Gaza and describes the demand as among several “preconditions that widen the gap between the Gaza Strip and West Bank.” (MNA 7/6)

In the West Bank, IDF troops conduct late-night house searches and raids in 1 village each nr. Hebron, Qalqilya, and Ramallah, arresting 4 Palestinians, assaulting 2, and issuing an arrest summons to 1; patrol in 3 villages and al-‘Arub r.c. nr. Hebron, as well as 1 village each nr. Qalqilya, Ramallah, and Jericho during the day. An Israeli settler shoots and injures a Palestinian youth nr. Ramallah. Unknown assailants throw stones at a Palestinian nr. the same West Bank settlement where 2 Israeli settlers were shot on 6/19; she is lightly injured. In East Jerusalem, Palestinian youths throw stones at Israeli-owned vehicles nr. the Old City, lightly injuring 1 driver. Fatah spokesperson Ahmad Assaf responds to reports of Hamas conducting long-term cease-fire negotiations with Israel, saying “Hamas aims, through these talks, to dedicate its rule to the Gaza Strip, protect its leaders and stick to the instructions of its regional donors, even if at the expense of the Palestinian cause, national unity and suffering of Gazans.” PA pres. Abbas says, “I can confidently say that there are direct negotiations between Hamas and Israel aimed at establishing a state in [the] Gaza region.” Hamas dep. chief Abu Marzuq responds to the comments, saying that Hamas wants “a state not just in Gaza, but in all of Palestine” and that Hamas is not coordinating with Israel on the formation of a state in Gaza. In Gaza, Egyptian authorities close the Rafah border crossing after keeping it open since 6/13. IDF troops on the border e. of Khan Yunis open fire on 3 Palestinians nr. the border fence, injuring 1. In the West Bank, a Palestinian man shoots and wounds 2 Israelis from Lydda who are traveling nr. an Israeli settlement outside Ramallah; 1 of the Israelis succumbs to his injuries later in the day. (The IDF will arrest 5 Palestinians allegedly responsible for the shooting attack on 7/15, including 3 mbrs. of Fatah’s military wing.) Later, the IDF conducts a violent raid in a village nr. Ramallah, destroying personal property, detaining several Palestinians, and confiscating recording equipment. Inter alia, they are tasked with counting the number of PA employees from before 2007 to determine how many of the Hamas-run govt.’s civil servants hired after 2007 can remain employed. Meanwhile, the Gaza Chamber of Commerce organizes a hearing about the National Solidarity Tax Law, which Hamas passed on 4/18 to levy a new import tax on “non-basic” goods. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. Israeli state prosecutors tell the High Court of Justice that they are no longer pursuing the punitive demolition of the Silwan home of the Palestinian alleged to have shot and injured right-wing activist Yehuda Glick, leader of the messianic Temple Mount movement, on 10/29/ 2014. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Muslim Brotherhood was the top vote-getter in Egyptian recent parliamentary elections after the 2/2011 ouster of fmr. pres. Husni Mubarak. (WP 3/24)

A meeting of all Palestinian factions set for today at the request of Palestinian Authority (PA) pres. and Fatah head Mahmud Abbas and Hamas leader Khalid Mishal to endorse several compromises that would facilitate implementation of the 5/2011 Fatah-Hamas unity deal and appointment of a transitional government to take Palestinians toward new elections does not take place because of divisions within Hamas. Senior Hamas members in Gaza are reportedly angry at Mishal and the external leadership for failing to consult adequately with the Gaza leadership over the idea of Abbas serving as both PM and president in the transitional government. Hamas leader Mishal arrives in Amman with Qatar’s crown prince Shaykh Tamim bin Hamad al-Thani and senior Hamas delegation (including his deputy, Musa Abu Marzuq, and 4 other senior officials) to meet with King Abdallah. Mishal says Hamas is eager to establish “unique relations” with Jordan, would “respect the limits and ceilings of any relationship determined by the two sides,” and would seek to maintain the security and stability of Jordan, but he does not say whether Hamas has asked to reopen a Hamas office in Jordan. Most analysts believe (e.g., NYT 1/30) that Hamas will not centralize in 1 new location but will diversify. Cambridge expert Khaled Hroub says, “with newly emerging governments in the post-Arab Spring era, many of them Islamist, Hamas wants to be hosted and embraced and have offices in these countries.” He also argues that this marks a “paradigm shift” in Hamas led by Mishal to embrace the Arab Spring’s promotion of nonviolence, which would make it easier for new governments to embrace and support Hamas. Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). In response to the cross-border exchange on 2/23, Palestinians fire 3 manufactured Grad rockets fr. Gaza into Israel, striking Beersheba for the 1st time since Operation Cast Lead (OCL; 12/27/08–1/18/09), damaging a house but causing no injuries. The IDF retaliates with multiple air strikes on Hamas and Islamic Jihad targets, killing 2 Hamas mbrs. in Rafah and wounding 3 Islamic Jihad mbrs. elsewhere. In the West Bank, the IDF patrols in Qalqilya and 4 nearby villages, in Jericho and 1 nearby village, as well as in 2 villages nr. Salfit and Tulkarm. In Ramallah, up to 1,500 Palestinians rally in support of national unity and an end to the Hamas-Fatah divide, which they say “opens the door for the occupiers to do whatever they want”; though representing Fatah, Hamas, and leftist factions, they show only the Palestinian flag—a rare gesture in recent years.
