After four hours of calm, the IAF resumes its campaign of air strikes across Gaza in the morning. The strikes cause serious damage to Hamas military sites, but no reported injuries. Armed groups in Gaza retaliate, launching a number of rockets and other projectiles into Israel; they cause no serious damage or injuries. Around noon, a coalition of Palestinian factions in Gaza declares that they consider the latest escalation over. Two hours after the declaration, a rocket is fired from Gaza into Israel, where it lands in an open area near Beersheba, causing no damage or injuries. Armed groups in Gaza then fire 4 mortars into southern Israel, causing no damage or injuries. The IAF retaliates with a massive air strike on the Said al-Mishal Cultural Center in Gaza City. The five-story building is destroyed and 18 Palestinians are injured. After the strike, there are reports of an Egyptian-brokered cease-fire taking effect shortly before midnight. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Gaza City, al-Bureij refugee camp, Jabaliya refugee camp, Rafah, and Khan Yunis; more than 120 Palestinians are injured. Amid the protests, Hamas snipers shoot and kill an Israeli soldier on the other side of the border fence. After the killing, Israeli forces carry out extensive air strikes and artillery shelling across Gaza; 3 Hamas fighters are killed in strikes near Khan Yunis and 1 more Palestinian is killed in Rafah. An IDF spokesperson says that 68 Hamas targets were hit and the attacks “eliminated about 60 buildings and infrastructures and revoked significant military and command and control capabilities.” Amid the attack, unidentified Palestinians launch 3 rockets into Israel; 2 are intercepted by Israel’s Iron Dome missile defense system, and 1 lands in an open area, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 3 Palestinians are injured. They also arrest 1 Palestinian during raids near Bethlehem, and patrol near Hebron. In East Jerusalem, unidentified persons attach an incendiary device to a balloon and fly it from Bayt Jala into the Har Gilo settlement, marking the first use of such devices in the city, but causing no damage or injuries. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). The Egyptians reportedly threatened to impose their own restrictions on Gaza should Hamas not end the incendiary kite and balloon attacks on Israel. (HA, MNA, TOI, YA 7/21)

After reports of incendiary kites and balloons being flown from Gaza into southern Israel in the morning, an Israeli drone bombs an alleged staging area for such attacks near Rafah in the afternoon, killing 1 Hamas fighter and injuring 3 other Palestinians. Unidentified Palestinians in Gaza then launch 2 mortar shells across the border fence into Israel; they land in an open area, causing no damage. Israeli tanks then shell a Hamas post in southern Gaza, causing moderate damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. In East Jerusalem, Israeli forces demolish 4 Palestinian homes in Bayt Hanina. Four Palestinian families demolish their own homes in Bayt Hanina to avoid paying Israeli demolition fees. Israel’s Knesset passes the Nation-State Bill into law, with 62 MKs in favor and 55 opposed, codifying Israel’s status as the nation-state of the Jewish people and asserting “the realization of the right to national self-determination in Israel is unique to the Jewish people.” (EI, HA, JP, MNA, TOI, WAFA, YA 7/19)

Breaking the hours-old cease-fire in Gaza, the IAF conducts air strikes on a number of sites across Gaza reportedly used as staging areas for incendiary kite and balloon attacks; 6 Palestinians are injured. The IDF says that it detected mortar fire from Gaza overnight, and that the renewed air strikes were a response to Palestinians breaking the cease-fire. Israeli drones strike 3 more sites in near Bayt Hanun and Rafah later in the day, injuring 3 Palestinians. Throughout the day, unidentified Palestinians fly incendiary kites and balloons across the border fence into Israel, sparking at least 17 fires. Meanwhile, an explosion in Gaza City kills 2 Palestinians and injures 3 others. One of the deceased was the commander of a rocket unit in al-Aqsa Martyrs Brigade, an armed group affiliated with Fatah, sparking rumors that Israel was responsible for the explosion. The Palestinian press reports the explosion as a “work accident.” Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Dayr al-Balah and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces place two new iron gates at the entrances to Khan al-Ahmar, the Bedouin village near Jerusalem slated for evacuation and demolition. They also demolish 2 rooms in Palestinian-owned buildings near Nablus. IDF troops arrest 7 Palestinians during morning raids in Jalazun refugee camp near Ramallah, sparking clashes with stone-throwing Palestinians (4 Palestinians are injured). They also arrest 6 Palestinians during late-night raids near Bethlehem, Jenin, and Salfit; and patrol near Hebron. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Hizma and clash with stone-throwing Palestinian minors during a raid in al-Ram. Israeli sources say that the cease-fire reached on 7/14 includes a stipulation that Hamas and PIJ will gradually stop the incendiary kite and balloon attacks. “If in the past, 50 balloons were flown every time, for example, then now 20 balloons will be flown, tomorrow 10, and the next day less,” the source says. “That’s the agreement, and that is what has been decided between the sides.” Later, Netanyahu denies the report. “I heard it being said that Israel has agreed to a cease-fire that would allow the continuation of terrorism by incendiary kites and balloons; this is incorrect,” he says. “We are not prepared to accept any attacks against us, and we will respond appropriately.” Hamas officials say that the cease-fire covers rockets and mortars, but not incendiary kites and balloons. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return for the 5th consecutive Friday. This week’s protests, dubbed the “Friday of Rebellious Youth,” are dedicated to the 37 Palestinians killed since the March began on 3/30. IDF troops violently disperse the demonstrations in multiple locations; 3 Palestinians are killed and at least 150 are injured. After hours of Israeli sniper fire, the IDF considerably escalates its crackdown on the protests with artillery shelling and air strikes on 6 Hamas sites across Gaza, causing damage and injuring 4 Palestinians. An IDF spokesperson later says the strikes were a response to the “terrorist actions and extensive attempts to breach Israeli territory earlier today.” In the West Bank, IDF troops violently disperse Friday protests against Israel’s occupation, settlements, and separation wall in Hebron, Kafr Qaddum near Qalqilya, and Ramallah; 2 Palestinians are injured. They also arrest 1 Palestinian during a raid near Bethlehem and patrol near Hebron and Qalqilya. Israeli settlers slash the tires of a number of Palestinian vehicles near Nablus overnight, and chop down 12 olive trees in a Palestinian grove outside ‘Urif near Nablus. In East Jerusalem, Israeli forces clash with stonethrowing Palestinians in al-‘Izzariya; 1 Palestinian is arrested and 1 is wounded. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near al-Bureij refugee camp. IDF troops then arrest 4 Palestinian minors attempting to cross into Israel near the site of the incursion, and violently disperse Palestinian protesters throwing stones at the border fence near the main Great March of Return tent camp outside Khan Yunis (1 Palestinian is injured). Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces carry out the punitive demolition of the Jenin home of a Palestinian imprisoned in connection with the 1/9/18 killing of an Israeli settler. Meanwhile, Israeli settlers damage 20 Palestinian vehicles and spray-paint “Death to Arabs” on a nearby wall in Bayt Iksa. Some of the same settlers vandalize more Palestinian property in Rammun village near Ramallah later in the day. IDF troops arrest 1 Palestinian during a raid in Bethlehem, and patrol near Nablus, Hebron, and Qalqilya. A deaf Palestinian succumbs to injuries sustained on 4/1 when the IDF violently dispersed peaceful protesters along Gaza’s border. A Palestinian witness to the shooting says that the deceased was walking away from the border fence when an Israeli sniper shot him in the back of the head. A mortar fired from Syria lands in the Israelioccupied Golan Heights, causing no damage or injuries. IDF artillery then shell the area from which the mortar was fired, causing an unclear amount of damage or injuries. “The IDF sees the Syrian civil regime as responsible for all that happens on its territory, and will not tolerate any attempt to harm the sovereignty of the State of Israel or the security of its citizens,” the IDF states after the exchange. Palestinian diplomats file a formal complaint against Israel with the UN office in Geneva responsible for monitoring the International Convention on the Elimination of All Forms of Racial Discrimination. The complaint alleges that Israel has violated the convention in a variety of ways, including the parallel justice systems for Palestinians and settlers in the West Bank. “Not only is the purpose of the settlement regime discriminatory in itself, it is further maintained by a system of discriminatory measures, severely depriving Palestinians of their fundamental rights,” one diplomat says. In the West Bank, IDF troops arrest a Palestinian minor allegedly after she attempts to stab 1 of them at a checkpoint near Bethlehem. They also arrest 4 Palestinians during late-night raids near Qalqilya and Nablus, and patrol near Hebron and Tulkarm. The IDF cordons off a section of central Hebron, making space for hundreds of Israeli settlers to celebrate Purim. Along Gaza’s southern border, an errant Egyptian mortar hits an abandoned Palestinian home in Rafah, injuring 1 passerby. Israeli forces conduct a limited incursion into Gaza to level land near Khan Yunis. The IDF announces that Israeli soldiers recently defused an IED placed along the border intended to attack Israeli border patrols. The IED is reportedly similar to the one that detonated and injured several soldiers on 2/17. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. Israeli settlers shoot and kill a Palestinian farmer outside Qusra village near Nablus. The Palestinian press reports that they killed the man when he tried to stop them from entering his fields. According to the Israeli press, the settlers were hiking in the area when a group of Palestinian youths surrounded them and threw stones at them, provoking the shooting. Following the incident, minor clashes break out between Palestinian youths and IDF troops; 2 Israeli soldiers are lightly injured. Also, settlers throw stones at Palestinians and their property in Qusra and nearby Asira village; 10 Palestinians and 1 Israeli soldier are injured in the ensuing clashes. Meanwhile, Israeli forces arrest 10 Palestinian farmers after they refused an evacuation order of their lands near Hebron. The IDF issues arrest summons for 2 Palestinians during raids near Bethlehem, and patrols near Hebron, Tulkarm, and Qalqilya. In East Jerusalem, Israeli settlers assault a Palestinian and her daughter in the Old City, causing light injuries to both. The IDF launches strikes on Hamas and Islamic Jihad in Palestine (PIJ) positions in Bayt Hanun, Gaza City, and Rafah (3 Palestinians are injured). The IDF later says that PIJ was responsible for the mortars, and that the attack was likely retaliation for the Israeli demolition of a PIJ tunnel on 10/30 (see JPS 47 [2]). In the West Bank, DFLP activists erect a new memorial in Jenin to Khaled Nazzal, the party leader assassinated by Mossad agents in 1986, hours after IDF troops came under fire while removing the original on 6/30. Late at night, IDF troops rearrest Khalida Jarrar, a leader of the Popular Front for the Liberation of Palestine (PFLP) and Palestinian Legislative Council (PLC) mbr., during a raid of her home in Ramallah. She was released from Israeli prison on 6/3/2016, having served 12 mos. on charges related to her PFLP membership. IDF troops arrest 6 more Palestinians during late-night raids in and around Hebron and Ramallah. In East Jerusalem, a Palestinian family demolishes its own home in Issawiyya to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. (The Israeli govt. will release a statement on 12/28 announcing that the man is a Hamas military operative. His family will deny the report, asserting that he has no affiliation with Hamas and that he is mentally unstable.) In the West Bank, IDF troops arrest 7 Palestinians during late-night raids in and around Hebron, Bethlehem, and Ramallah; and patrol nr. Qalqilya and Hebron. Israeli settlers assault a Palestinian returning from work s. of Jerusalem. He suffers serious injuries, and the settlers flee the scene. IDF troops shoot and critically injure a Palestinian in Hawara village nr. Nablus after he allegedly attempts to stab a soldier with a screwdriver. Late at night in the West Bank, Israeli forces use concrete to seal the entrance to the Hebron-area home of a Palestinian accused of assisting in the killing of 4 Israelis in Tel Aviv on 6/8. They also confiscate a tractor from Ras al-Amud village in the n. Jordan Valley and reopen the entrance to Aqraba village nr. Nablus, which was closed on 9/20 as collective punishment for reported stonethrowing in the area. The IDF arrests 14 Palestinian during late-night raids nr. Jenin, Bethlehem, and Hebron; and patrols nr. Hebron and Nablus during the day. In East Jerusalem, Israeli forces demolish a car wash in Bayt Hanina overnight. In a 3d day of cross-border violence, Israeli forces launch a number of air strikes on 4 Hamas sites in n. Gaza overnight; fire artillery shells at Palestinians along the border in multiple locations throughout the day, and launch a 2d round of air strikes in s. Gaza in the evening. 1 Palestinian is killed, 4 are injured, and significant damage is incurred. Meanwhile, Palestinian fighters fire mortar shells at IDF troops along the border, causing some damage. Amid the violence, Israeli authorities announce that the IDF has uncovered another tunnel leading from s. Gaza into the area along Israel’s side of the border (it is set for demolition in the coming days), lift a gag order on the news that Israeli forces arrested a Hamas operative in early 4/2016 who, after interrogation, divulged key information about Hamas’s tunnel operations. Separately, Hamas officials say they have contacted Egypt, Qatar, and the UN to request mediation, and that Egyptian officials “immediately and seriously acted to restore the situation to the status quo ante.” The IDF then confirms that the Egyptians are mediating to restore calm. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Beit Yatir settlement nr. Hebron from a moving vehicle, causing no reported injuries; the soldiers return fire on the car, killing 1 armed Palestinian. The IDF patrols in Bil‘in, fires on stone-throwing youths who confront them, wounding 1 teenager; conducts late-night arrest raids, house searches in and around Jenin, nr. Bethlehem. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).
