IDF Maj. Gen. Mordechai confirms international press reports that the Israeli authorities are withholding the corpses of 2 Palestinians killed along Gaza’s border fence on 3/30. He says that they have no intention of returning the corpses until Hamas returns the remains of the 2 IDF soldiers and the 2 Israeli civilians allegedly being held in Gaza. (JP, TOI, YA 4/1)

Israeli DM Avigdor Lieberman rejects calls from the UN and EU for an independent and transparent investigation into in the Israeli killings of peaceful protesters in Gaza on 3/30. Instead, he says that “our troops deserve a commendation.” (JP, MNA 4/1; HA 4/2)

In the West Bank, IDF troops arrest 7 Palestinians and issue 4 arrest summons during late-night raids near Tulkarm, Hebron, Bethlehem, and in Nablus; and patrol near Qalqilya and Hebron. They also arrest 2 Palestinian laborers and issue stop-work orders for a building under construction in Hebron. Israeli settlers assault Palestinian construction crews repairing a home on Shuhada Street in central Hebron, causing no major injuries. In East Jerusalem, Israeli forces assault a number of Palestinian children and eventually arrest 2 in the Old City. They arrest 5 more Palestinians during a raid in Silwan and Abu Dis. An IDF helicopter destroys an Iranian drone flying from Syria into the Israeli-controlled Golan Heights, according to an IDF spokesperson (Syrian and Iranian officials deny sending a drone into Israel). The IAF then conducts a number of air strikes on a Syrian airbase near Palmyra, where the drone allegedly took off. During the Israeli sortie, Syrian aerial defense systems shoot down an Israeli F-16, injuring 1 pilot seriously (this marks the first time they have downed an Israeli aircraft since the IDF started flying missions into Syria). The IAF then conducts the “biggest and most significant attack . . . against Syrian air defenses” since the 1982 war in Lebanon, according to a senior IAF official. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (attendance continues to steadily decline). Israeli forces violently disperse protestors in Hebron and 3 nearby villages (Dura, Bayt Umar, and Halhul), outside the Beit El settlement near Ramallah, Bethlehem, Tulkarm, Qalqilya, and along Gaza’s border near al-Bureij refugee camp, Bayt Hanun, Khan Yunis, and Rafah; at least 26 Palestinians are injured, including 1 journalist, and 5 are arrested. Meanwhile, IDF troops violently detain 2 Palestinian youths inside an ambulance in Halhul; arrest 3 Palestinians during late-night raids in Hebron and near Ramallah; and patrol in and around Hebron, Tulkarm, and Qalqilya. Israeli settlers throw stones at Palestinian students outside a school in Burin village near Nablus, sparking minor clashes; there are no serious injuries. Unidentified parties fire 3 rockets from Gaza toward Israel in the evening; 2 are intercepted by the Iron Dome missile defense system and 1 falls in an open area, causing no damage or injuries. The IAF conducts air strikes on at least 5 Hamas sites across Gaza, causing damage but no injuries. The Israeli authorities announce that both the Erez and Kerem Shalom border crossings will be closed indefinitely as collective punishment for the week of rocket attacks emanating from Gaza. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Israeli soldiers shoot and kill a Palestinian outside the Ofra settlement nr. Ramallah after he allegedly attempts to stab 1 of them. No Israelis are injured. After the attack, IDF troops set up a checkpoint outside the nearby Jalazun r.c. nr. Ramallah, sparking clashes with stonethrowing residents of the area; 1 Israeli soldier is injured. Elsewhere, armed Palestinian gunmen shoot and injure an Israeli soldier nr. Tulkarm. The circumstances of the shooting are unclear. The IDF seals off 2 roads leading to Marah Rabah village nr. For the 2d day in a row, the IEC cuts off power to a major West Bank city, this time affecting parts of Hebron from 9:00 A.M. to 10:00 A.M. and 2:00 P.M. to 3:00 P.M. It is the 3d time the IEC has implemented its plan to intermittently and punitively disrupt power supplies to areas of the West Bank in response to unpaid debts. (HA, JP, MNA 4/5)

Israeli settlers enter a village nr. Nablus late at night, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. In East Jerusalem, Israeli forces raid al-Quds University in Abu Dis, destroying and confiscating property, and issue an arrest summons for a Palestinian journalist during a raid in al-Thawri. The day after Israeli PM Netanyahu invited him to Jerusalem for a face-to-face meeting, PA pres. Abbas says that he is prepared to work with Israel to stop and monitor “mutual incitement,” calling for the reinstatement of the joint Palestinian-Israeli-U.S. comm. for monitoring incitement, which was established as part of the Wye River Memorandum in 1998 and met regularly until 9/2000. Qalqilya and Hebron. Israeli settlers throw stones at Palestinian vehicles on the road between Nablus and Ramallah, causing damage to 1 car. In East Jerusalem, Israeli forces demolish a home in Jabal Mukabir overnight, injure 1 Palestinian youth amid clashes with stone-throwing Palestinians in Issawiyya, and arrest 12 Palestinians during late-night raids in Issawiyya, Jabal Mukabir, Abu Dis, and Hizma. Israeli forces confiscate construction equipment Palestinians were using to build a new road in the n. Jordan Valley. Meanwhile, IDF troops conduct late-night raids in Dahaysha r.c. nr. Bethlehem, issuing arrest summons to 4 Palestinians; patrol during the day in 1 village nr. Salfit and 4 each nr. Hebron and Ramallah. The Israeli crackdown on the oPt continues amid the ongoing wave of violence. In the West Bank, Israeli forces punitively demolish the Hebron apartment of the Palestinian who stabbed an Israeli woman to death outside the Gush Etzion settlement nr. Bethlehem on 11/10/2014. Throughout the day, IDF troops violently disperse Palestinians protesting w. of Tulkarm and outside a settlement nr. Ramallah, injuring 3 Palestinians. The IDF conducts a raid in a village nr. Bethlehem, sparking clashes with stonethrowing Palestinian youths; 1 Palestinian is injured with live ammunition. IDF troops also conduct late-night raids and patrol in other areas across the West Bank, arresting 21 Palestinians, including 1 senior Hamas official on charges related to incitement, and issuing arrest summons to 4. Israeli settlers burn tires and verbally confront Palestinians nr. Salfit. In East Jerusalem, a large group of Israeli settlers escorted by Israeli forces forcibly evict Palestinians from 2 homes in Silwan. The property was allegedly purchased by the Israeli settler association Ateret Cohanim. Later, Israeli forces raid the Jabal Mukabir home of 1 of the Palestinians who attacked a group of Israelis on a bus in East Jerusalem on 10/13 and the Old City home of the Palestinian who attacked a group of Israelis in Tel Aviv on 10/8, taking measurements and preparing for a possible punitive demolition. They also arrest 7 Palestinians on late-night raids in Abu Dis, Ras al-Amud, and Issawiyya. Israeli PM Netanyahu orders the Israeli police to suspend their construction of a concrete barrier in East Jerusalem between Jabal Mukabir and the nearby Israeli settlement East Talpiot, responding to complaints from his cabinet about dividing Jerusalem. Israel’s Foreign Ministry summons the French amb. to Israel to a disciplinary meeting, during which Israeli officials criticize the French plans to push for the UNSC to sponsor an international observer force at Haram al-Sharif, as reported in the French press on 10/17. Israeli Air Force (IAF) jets conduct an air strike targeting a vehicle in the Syrian Golan Heights between 10 and 15 km from the Israeli border, killing at least 4 of the PIJ mbrs. allegedly responsible for the 8/20 rocket attack on Israel. In Gaza, 2 Palestinian children are injured when an unexploded piece of Israeli ordnance detonates in n. Rafah. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison) and Kafr Qaddum; 5 Palestinians are injured and 3 are arrested. Activists try to rebuild the “Gate of Jerusalem” protest tent camp in Abu Dis, but IDF troops raid the site, confiscate their tents, and violently disperse the activists; 6 Palestinians and 1 Israeli are detained. In Gaza, unknown gunmen attempt to assassinate a Fatah official in Gaza City, injuring 2 of his bodyguards. In the West Bank, Israeli forces conduct raids and searches in the “Gate of Jerusalem” protest tent camp in Abu Dis, sparking clashes with Palestinian and international activists who were building concrete rooms; 4 Palestinians and 1 international are detained; several activists are lightly injured with rubber-coated metal bullets, tear gas, and stun grenades. That night, Israel Defense Forces (IDF) troops return to the camp to demolish and evacuate it, but activists begin rebuilding as soon as the soldiers leave. The camp was first set up on 2/3 to protest the Israeli govt.’s plans to displace Palestinian bedouins in the E1 area. The IDF conducts house searches and raids in 1 village each nr. Israeli authorities approve the construction of a solid waste landfill on 520 dunams (1 acre equals about 4 dunams) of primarily Palestinian-owned land in East Jerusalem; around 120 Palestinian bedouins would be evicted from their homes. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank. The order follows the 2/5 publication of a report in the Daily Mail on EU funding of Palestinian projects that do not have the correct licenses under Israeli law. (DM 2/5; TOI 2/6; WAFA 2/8)

The Knesset education comm. votes to grant full university status to an academic center in Ariel settlement, deep in the West Bank, making it the first accredited Israeli university in occupied Palestinian territory. The decision comes as Palestinian medical students from al-Quds University in Abu Dis, just outside East Jerusalem, await a verdict on their appeal of a 2/2012 Israeli ruling that denied their request to be allowed to sit for Israeli exams that would certify them to practice in East Jerusalem or Israel. The Israeli government had denied the students permission to sit for the exams on the grounds that al-Quds was not an accredited Israeli university and could not gain accreditation because it was a Palestinian entity located in the West Bank. When they then sought permission to take the tests as foreigners, the Israeli court denied permission on the grounds that al-Quds could not be considered a foreign university, since it also has a campus in East Jerusalem. There has long been a shortage of doctors to treat Palestinians in East Jerusalem, where most Palestinian doctors are forced to work without licenses. (HA 2/13/12)

The Gaza cease-fire holds, with no Israeli or Palestinian violence reported. Israeli officials say the IDF has accelerated its withdrawal fr.
