The Palestinian driver is arrested. Later, IDF troops conduct raids in the alleged attacker’s hometown, Barta‘a, near Jenin, arresting his brother and ransacking several homes. The Israeli authorities also revoke the work permits of approximately 100 of the alleged attacker’s relatives. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s separation wall, settlements, and occupation, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in Bethlehem, al-Bireh, 4 villages near Ramallah (Budrus, Nabi Salih, Ni‘lin, and Bil‘in), Kafr Qaddum near Qalqilya, Luban al-Sharqiyya near Nablus, and along Gaza’s border near Gaza City, Khan Yunis, and Jabaliya refugee camp. At least 30 Palestinians are injured, including 2 journalists. IDF troops also arrest 2 Palestinians, issue 2 arrest summons, and demolish the walls of an apartment during raids near Bethlehem and Jenin, and patrol near Qalqilya, Salfit, and Hebron. In East Jerusalem, Israeli forces clash with Palestinians in Abu Dis, injuring 19. It’s unclear what sparked the clashes. For the 9th consecutive Friday, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them in East Jerusalem (Issawiyya and Abu Dis), Nablus, 4 villages near Ramallah (Bil‘in, Ni‘lin, Budrus, and Nabi Salih), al-Bireh, Kafr Qaddum near Qalqilya, and along Gaza’s border near Jabaliya refugee camp, Bayt Lahiya, and Khan Yunis. 30 Palestinians are injured. Later, when an Israeli drives into Abu Dis, approximately 200 Palestinian minors torch his car and throw stones at him, causing minor injuries. Israeli forces escort the man from the village and clash with the stone-throwers; 9 Palestinians are injured. Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Biddu. In the West Bank, Israeli settlers spray racist graffiti on walls in Nabi Salih village near Ramallah, the hometown of imprisoned Palestinian activist Ahed Tamimi. IDF troops arrest 4 Palestinians during raids near Jenin; and patrol near Hebron throughout the day. IDF troops shoot and injure a Palestinian youth at a checkpoint nr. Qalqilya as she is walking home from school. The Israeli soldiers reportedly thought she was planning a stabbing attack (she will be released from detention on 9/22). Elsewhere in the West Bank, IDF troops raid the Bil‘in homes of several leaders in the activist groups that organize the Friday protests in the Ramallah-area village, confiscating a number of cell phones and computers. Late at night, 2 Israeli soldiers torch a Palestinian-owned lumber warehouse in Nablus, and IDF troops arrest 7 Palestinians during raids and house searches nr. Tulkarm, Jenin, Bethlehem, and Tubas. In East Jerusalem, Israeli forces continue targeting Shu‘fat r.c., arresting 5 Palestinians during raids in the camp and in Abu Dis. Along Gaza’s border, IDF troops open fire on Palestinian homes nr. Following a request from the public prosecutor’s office, the Palestinian High Court of Justice postpones until 10/3 its decision regarding the municipal elections that were initially set for 10/8. The Egyptian authorities open the Rafah border crossing to allow Palestinian pilgrims to return from their trip to Saudi Arabia. They are set to open it again on 9/22 and 9/23. (MNA 9/23)

While in New York for the UN General Assembly (UNGA) meeting, Israeli PM Netanyahu meets with U.S. pres. Obama. They reportedly do not discuss the push for Israeli-Palestinian peace that the Obama admin. is rumored to be planning after the U.S. election in 11/2016. The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations commemorating the 48th anniversary of the 1967 war in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 6 are seriously injured with live ammunition. For the 1st time since 2007, Israeli authorities grant 90 Palestinian businessmen in Gaza “BMG” permits to enter Israel and stay for up to 6 mos. Israel had previously only granted “BMC” permits, which allow Gazans to stay in Israel for a few days. (MNA, YA 6/5; HA 6/7)

Reps. of the Middle East Quartet meet at the Russian Mission to the UN in Geneva and discuss reviving negotiations between Israel and the Palestinians, according to a statement released after the meeting. (SI 6/6)

IDF troops on the Gaza border e. of Khan Yunis fire on a group of Palestinians approaching the border fence, causing 3 to suffer from tear gas inhalation. Separately, IDF troops stationed e. of Rafah open fire on agricultural lands nr. the border fence, causing damage. In 2 incidents off the coast nr. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. On the sidelines of economic talks in Egypt, U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and PA Pres. Abbas to discuss the PA’s economic crisis. At the conference, Abbas says, “There is no alternative but to reevaluate the security and economic relations with Israel, so that the PA would restore its role in building and ending the occupation.” Kerry reportedly tells Abbas that he will pressure Israel into transferring the tax revenues that it has withheld for 3 mos. Israeli PM Netanyahu orders the implementation of a plan that will include the destruction of around 400 Palestinian-owned and EU-funded structures in the West Bank. The order follows the 2/5 publication of a report in the Daily Mail on EU funding of Palestinian projects that do not have the correct licenses under Israeli law. (DM 2/5; TOI 2/6; WAFA 2/8)

On the sidelines of a security conference in Munich, reps. of the P5+1 and Iran discuss Iran’s disputed nuclear program ahead of their end of 3/2015 political accord deadline. Israel’s Labor Party elects former minister Isaac Herzog as its new leader, defeating incumbent Shelly Yachimovich with 58.5% of the vote compared to the latter’s 41.5%. Six large Islamist opposition groups in Syria declare a new Islamic Front, the biggest alliance of rebel fighters to date. The group is distinct from both the Free Syrian Army (FSA) and the al-Qa‘ida-linked factions. (REU 11/22)

Muslim Brotherhood supporters hold protest rallies across Egypt to mark 100 days since the mass killings by security forces in 8/2013 (see the QU in JPS 169). Clashes with Muslim Brotherhood opponents leave 2 dead, 1 in Cairo and 1 in Suez. U.S. Secy. of State Kerry departs Israel after a tense meeting with Netanyahu at Ben Gurion Airport where the Israeli PM expresses strong protest at the emerging potential deal with Iran, views he subsequently airs in a press conference. Morsi hold another day of demonstrations across Egypt, with 2 killed in Cairo in fighting between Brotherhood mbrs. and residents, and other protests in cities like Suez and Alexandria. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. The IDF conducts daytime house searches nr. Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in and nr. Hebron, Nablus.
