A Palestinian driver allegedly rams his car into a small group of IDF troops standing along a road near Nablus, killing 2, critically injuring a 3d, and moderately injuring a 4th. The Palestinian driver is arrested. Later, IDF troops conduct raids in the alleged attacker’s hometown, Barta‘a, near Jenin, arresting his brother and ransacking several homes. The Israeli authorities also revoke the work permits of approximately 100 of the alleged attacker’s relatives. Meanwhile, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against Israel’s separation wall, settlements, and occupation, as well as U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital in Bethlehem, al-Bireh, 4 villages near Ramallah (Budrus, Nabi Salih, Ni‘lin, and Bil‘in), Kafr Qaddum near Qalqilya, Luban al-Sharqiyya near Nablus, and along Gaza’s border near Gaza City, Khan Yunis, and Jabaliya refugee camp. At least 30 Palestinians are injured, including 2 journalists. IDF troops also arrest 2 Palestinians, issue 2 arrest summons, and demolish the walls of an apartment during raids near Bethlehem and Jenin, and patrol near Qalqilya, Salfit, and Hebron. In East Jerusalem, Israeli forces clash with Palestinians in Abu Dis, injuring 19. It’s unclear what sparked the clashes. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 2 Palestinians are injured. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

IDF troops shoot and injure a Palestinian youth at a checkpoint nr. Qalqilya as she is walking home from school. The Israeli soldiers reportedly thought she was planning a stabbing attack (she will be released from detention on 9/22). Elsewhere in the West Bank, IDF troops raid the Bil‘in homes of several leaders in the activist groups that organize the Friday protests in the Ramallah-area village, confiscating a number of cell phones and computers. Late at night, 2 Israeli soldiers torch a Palestinian-owned lumber warehouse in Nablus, and IDF troops arrest 7 Palestinians during raids and house searches nr. Tulkarm, Jenin, Bethlehem, and Tubas. In East Jerusalem, Israeli forces continue targeting Shu‘fat r.c., arresting 5 Palestinians during raids in the camp and in Abu Dis. Along Gaza’s border, IDF troops open fire on Palestinian homes nr. Following a request from the public prosecutor’s office, the Palestinian High Court of Justice postpones until 10/3 its decision regarding the municipal elections that were initially set for 10/8. The elections had been postponed indefinitely on 9/8 because of challenges to their legitimacy. (AFP, MNA 9/21)

The Egyptian authorities open the Rafah border crossing to allow Palestinian pilgrims to return from their trip to Saudi Arabia. They are set to open it again on 9/22 and 9/23. (MNA 9/23)

While in New York for the UN General Assembly (UNGA) meeting, Israeli PM Netanyahu meets with U.S. pres. Obama. They reportedly do not discuss the push for Israeli-Palestinian peace that the Obama admin. is rumored to be planning after the U.S. election in 11/2016. Unknown Gazans fire a number of rockets into Israel, and at least 3 land nr. Sderot, causing no injuries or damage. Israel Air Force jets launch retaliatory air strikes on 4 Hamas sites in n. Gaza, killing 1 Palestinian child, injuring 4, and causing substantial damage (a 2d Palestinian child will succumb to her injuries on 3/12). Meanwhile, Israeli naval forces open fire on Palestinian fishing boats off the coast, causing no damage or injuries. French FM Laurent Fabius announces that France will begin preparing for an international peace conference in an effort to “preserve and achieve the 2-state solution.” He also says,“If this attempt to achieve a negotiated solution reaches a dead end, we will take responsibility and recognize the Palestinian state.” (HA, JP, NYT, YA 1/29; MNA 1/30)

The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. On the sidelines of economic talks in Egypt, U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and PA Pres. Abbas to discuss the PA’s economic crisis. At the conference, Abbas says, “There is no alternative but to reevaluate the security and economic relations with Israel, so that the PA would restore its role in building and ending the occupation.” Kerry reportedly tells Abbas that he will pressure Israel into transferring the tax revenues that it has withheld for 3 mos. In the Gaza Strip, IDF troops open fire on Palestinian farmers working close to the border fence nr. Khan Yunis r.c., causing no injuries. Separately, IDF troops open fire on stone-throwing Palestinians nr. Jabaliya r.c., wounding 1. In the West Bank, a Palestinian man dies from wounds inflicted when Israeli soldiers shot him in the head on 3/1 with a rubber-coated metal bullet during clashes at the entrance to Qalandia r.c. nr. Ramallah. Following his funeral, there are clashes at Qalandia checkpoint between stone-throwing Palestinian youth and Israeli soldiers who fire live ammunition and tear gas, with 1 Palestinian injured from a bullet to the leg. Separately, in al-‘Izzariya and Abu Dis neighborhoods of East Jerusalem, IDF troops shoot and injure 2 Palestinians with live ammunition during protests against the death of a Palestinian delayed at a checkpoint en route to hospital the previous day. A senior but unnamed official within Israel’s Ministry of Foreign Affairs tells the media that Israel has been invited to join the UNHRC’s Western European and Others Group. The development was made possible by Israel ending its boycott of the UNHRC in 10/2013, as well as agreeing to participation in its Universal Periodic Human Rights Review process. On 11/6, ambassadors of the U.K., Australia, Canada, Germany, France, and the U.S. sent a letter to the UN institutions in Geneva to urge the inclusion of Israel in the regional group. In a White House statement, the Obama administration confirms it is keeping oilrelated sanctions targeting Iran in place despite the recently-signed deal. Meanwhile, Tehran’s envoy to the IAEA tells the agency’s board in Geneva that the implementation of the deal will start by early 1/2014. Separately, Iranian pres. The executive council of the Organization for the Prohibition of Chemical Weapons in The Hague rejects a request from Syria to convert facilities used to produce chemical weapons to other activities. (NYT 11/29)

Egyptian security forces violently disperse demonstrations in various parts of Cairo with tear gas and water cannons, as supporters of ousted pres. Morsi express their opposition to a new law restricting protests. There are also similar clashes in Giza, Alexandria, and Suez. Israel’s Labor Party elects former minister Isaac Herzog as its new leader, defeating incumbent Shelly Yachimovich with 58.5% of the vote compared to the latter’s 41.5%. Six large Islamist opposition groups in Syria declare a new Islamic Front, the biggest alliance of rebel fighters to date. The group is distinct from both the Free Syrian Army (FSA) and the al-Qa‘ida-linked factions. (REU 11/22)

Muslim Brotherhood supporters hold protest rallies across Egypt to mark 100 days since the mass killings by security forces in 8/2013 (see the QU in JPS 169). Clashes with Muslim Brotherhood opponents leave 2 dead, 1 in Cairo and 1 in Suez. In the West Bank, the IDF shoots and injures a number of Palestinians in various clashes. Outside al-Jalazun refugee camp (r.c.) nr. Ramallah, Palestinians throw stones over the perimeter fence in the direction of the Beit El settlement, and IDF troops shoot and wound 9 with live ammunition, none seriously. In the Abu Dis neighborhood of East Jerusalem, Palestinians open a small hole in the separation wall during protests marking Nakba Day (5/15), and IDF troops respond by opening fire with rubber-coated metal bullets, causing a few, non-serious injuries. Hebron, the IDF shoots and wounds 1 Palestinian with a rubber-coated metal bullet, in clashes sparked by an army patrol. In addition, there are also clashes between Jewish settlers and Palestinians, after the settlers set fire to lands of Nablus area villages. Separately, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the morning and patrols in 1 village nr. Hebron at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in al-Shakara area and 4 villages nr.
