In the West Bank, 4 Palestinians were arrested during late-night raids in and around Nablus and Bayt Duqqu. During the raid in Bayt Duqqu, clashes erupted between Israeli forces and Palestinians; no injuries were reported. During the raid in Nablus, Israeli forces seized a vehicle and 2 computers. During a different late-night raid in Bayt Umar, Israeli forces seized 1 vehicle, 500 Jordanian Dinars ($700) and 3,500 NIS ($1,000). Israeli settlers attacked Palestinian vehicles traveling near the Homesh settlement, causing damage to 25 vehicles and injuries to Palestinians from shattered glass. Israeli settlers also attacked 2 Israeli police officers disguised as Palestinian technicians at the Bat Ayin settlement. The 2 settlers were arrested by the Israeli police officers. In Baghdad, Iraqi protesters attacked the U.S. embassy after funerals were held for the 25 members of Kata’ib Hezbollah who were killed in U.S. airstrikes in Iraq and Syria on 12/29. Protesters managed to enter the embassy compound and ignited several fires. It was reported that the U.S. ambassador and staff were evacuated from the embassy before the protesters entered the compound. U.S. forces remained inside the embassy throughout the attack. According to an Associated Press reporter, a loudspeaker urged the protesters to leave, saying “the message was delivered.” U.S. president Donald Trump said in a tweet that Iran orchestrated the attack on the U.S. embassy in Iraq and that he holds Iran “fully responsible.” As the events were unfolding, U.S. secretary of defense Mark Esper said that the U.S. was deploying some 750 additional troops to the Middle East. In the West Bank, Israeli forces prevented Palestinian farmers from working their agricultural land near Sabastiyya. Israeli forces opened fire at Palestinians at al-Fawar refugee camp, alleging that stones were thrown at them; 1 Palestinian was hospitalized after being hit in the face with a sound bomb. Separately, Israeli forces opened fire on a Palestinian driving a vehicle by Bayt Jala; the Palestinian man then crashed his car into a wall, injuring 1 passenger, and the driver was arrested by the Israeli forces. Another 13 Palestinians were arrested during late-night raids in and around Tulkarm, Ramallah, and Hebron. In East Jerusalem, 3 Palestinians were arrested during a late-night raid in al-Tur. Israeli settler guards attacked Palestinians in Silwan using live ammunition and sound bombs; at least 2 Palestinians were injured, including 1 who was hospitalized. In Israel, a Palestinian citizen of Israel was shot dead in Basmat Tab’un; no arrests were made in relation to the killing. In the West Bank, clashes erupted between Israeli forces and Palestinians when Israeli settlers toured Joseph’s Tomb near Nablus; 1 Palestinian was hospitalized after being hit by a rubber-coated bullet, others suffered tear-gas related injuries. 6 Palestinians were arrested including 5 during late-night raids in Hebron, Taqqua, and al-‘Arub refugee camp; 1 was arrested at a military checkpoint near al-Khadir. Israeli forces delivered a stop-work order for a Palestinian-owned house near Tubas. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces opened fire at agricultural lands east of Khan Yunis; no injuries were reported. Israel notified 6 Palestinians living in the East Jerusalem neighborhood of Issawiyya that Israel intends to use a British Mandate-era emergency regulation to place them under nighttime curfew for several months. (HA 12/30)

8 Palestinian and Arab banks signed a memorandum of understanding with the Jerusalem District Electricity Company (JDECO) for a loan to facilitate an end to the power cuts that have affected thousands of Palestinians since 12/15. The Israel Electric Corporation (IEC) began to cut power for several major cities in the West Bank because the JDECO had accumulated too much debt to the IEC due to a fiscal crisis. The JDECO is a Palestinian-owned electricity company that relies on the IEC for supplying power to East Jerusalem and the West Bank. (WAFA 12/29)

In a statement, Hamas’s interior ministry accused the PA of providing information to Israel that aided the Israeli assassination of PIJ commander Baha Abu al-Ata on 11/12. The statement also said that Hamas had arrested a PA intelligence cell which had allegedly collected the information given to Israel. (HA 12/29)

The Israeli security cabinet approved a request made by defense minister Naftali Bennett to withhold $43 million of the PA tax revenue collected by Israel from the PA. According to the defense ministry, the $43 million represents payments transferred from the Israeli government to Israeli families who were victims of Palestinian attacks. The U.S. conducted 3 airstrikes in Syria and Iraq against the Kata’ib Hezbollah militia group, killing 25 and injuring 55. U.S. officials said the attack was in response to the killing of a civilian contractor on 12/27 working for the U.S. at a military base in Iraq, officials also warned that “additional actions” may be taken. According to the Iranian media outlet Fars, the Iranian Revolutionary Guard seized a foreign tanker carrying illegal oil south of Larak Island in the Persian Gulf. The reporting did not indicate the nationality of the ship, but 16 Malaysian crew members were arrested. (HA 12/30; AJ 12/31)

In the West Bank, 4 Palestinians were arrested at the Allenby border crossing for attempting to smuggle some 100 goldfinch birds to Hebron. Another 3 Palestinians were arrested during late-night raids in and around Jenin. 1 Palestinian was arrested in al-‘Arub refugee camp. In East Jerusalem, 1 Palestinian was arrested in the Old City. In the West Bank, 7 Palestinians were arrested during late-night raids in and around Qalqilya, Nablus, Salfit, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces struck several targets, causing damage; no injuries were reported. An IDF spokesperson said that the attack was in response to a rocket fired at Israel on 12/25. The organizing committee of the Great March of Return announced the suspension of the weekly Great March of Return protest to the end of March 2020. The announcement also declared that from April 2020, the protest would be monthly instead of weekly. (AJ, HA 12/26)

Israeli prime minister Benjamin Netanyahu won the Likud leadership primary over his rival Gideon Sa’ar with 72.5 percent of the vote. Netanyahu said in his victory speech that he would work toward U.S. recognition of Israeli sovereignty over the Jordan Valley, the Dead Sea, and all Israeli settlements in the West Bank. In the West Bank, Israeli forces seized a Palestinian-owned car during a late-night raid in Salfit. Israeli forces and Palestinians clashed at the entrance to al-‘Arub refugee camp, leading to tear-gas related injuries. 2 Palestinians were arrested during the confrontation. Another 5 Palestinians were arrested, including 4 during late-night raids in and around Hebron and 1 at a flying checkpoint near Jenin. In East Jerusalem, Israeli forces seized a Palestinian-owned vehicle in Silwan. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. In Israel, Israeli prime minister Benjamin Netanyahu was rushed offstage during a speech in Ashqelon after a rocket was fired from Gaza; the rocket was intercepted by the Iron Dome missile defense system. In the West Bank, Israeli forces demolished 2 residential structures near Hebron and razed Palestinian-owned land near Nablus. 17 Palestinians were arrested during late-night raids in and around Bayt Duqqu, Bethlehem, Ramallah, Hebron, and Jericho. Israeli forces also seized a Palestinian-owned tractor near Tubas. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home under construction in Issawiyya, delivered a demolition order for another house in Issawiyya, and demolished 2 homes in Jabal al-Mukabir. 14 Palestinians were arrested during late-night raids in Issawiyya, al-Tur, and Ras al-Amud. In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, Israeli forces seized a forklift during a raid in ‘Ayn al-Bayda in the Jordan Valley. In Bayt Umar, Israeli forces and Palestinians clashed after Israeli forces raided the town, leading to tear-gas related injuries. Separately, 2 Palestinians were arrested during a late-night raid in Bayt Umar. In East Jerusalem, 7 Palestinians were arrested, including 1 in Bab al-Rahma at the Haram al-Sharif compound; 1 in his car east of the Old City; and 5 during a raids in Issawiyya and Ras al-Amud. Approximately 80 Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of al-Bureij; no injuries were reported. In Gaza, 45 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets at protesters during the 85th weekly Great March of Return protest. Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli forces also fired tear gas at Palestinian shepherds east of Rafah, causing tear-gas related injuries. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Chief Prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced that there is basis to probe Israel for war crimes committed against Palestinians, but requested the ICC to decide on the question of the jurisdiction of East Jerusalem, the West Bank, and Gaza. Chief Prosecutor Bensouda said that her preliminary investigation has found that “war crimes have been or are being committed in the West Bank, including East Jerusalem, and the Gaza Strip.” (AJ, Guardian, HA, HA, WAFA 12/20; HA 12/21)

In the West Bank, Israeli settlers uprooted 300 olive trees in al-Khadir. Settlers also wrote racist graffiti on walls of buildings and slashed the tires of 25 vehicles in al-Jib. Israeli forces clashed with Palestinians in al-‘Arub, causing tear-gas related injuries. 12 Palestinians were arrested during late-night raids in and around Ramallah, Qalqilya, Jenin, and Hebron. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. In Gaza, Israel struck targets in Gaza after a rocket was fired from Gaza toward Israel. No injuries were reported, but damage was reported. Israeli forces fired tear gas at Palestinian agricultural lands east of Khan Yunis, forcing farmers to leave. Israeli naval forces fired a water cannon at a Palestinian fisherman, causing damage to his boat. Israel also reduced the fishing zone to 6 nautical miles. 3 Palestinians were arrested after trying to enter Israel by the Gaza fence; all 3 were released on 12/20. The Israeli high court of justice criticized Israeli police handling Palestinian complaints of destruction of their property. The court said the police’s handling of such complaints “is troubling, to say the least” and that in 1 case, “except for taking the Palestinian plaintiff’s statement, the police did virtually nothing.” (HA 12/20)

A 21-year-old Palestinian shepherd who lost 4 fingers due to an undetonated grenade in a West Bank military firing zone in 2012 was awarded, by the Jerusalem Magistrate’s Court, $87,000 for his injuries as the court ruled that the Israeli defense ministry had neglected to clear the area. In the West Bank, Israeli forces opened fire and fired tear gas at Palestinians near the separation barrier north of Tulkarm, causing injuries. Israeli forces injured a Palestinian in Bayt Jala who allegedly threw a Molotov cocktail at an Israeli military vehicle; the man was hospitalized for his injuries. Israeli settlers vandalized road construction equipment in the northern part of the Jordan Valley. In East Jerusalem, Israeli forces demolished the 2d floor of a Palestinian-owned building in Issawiyya. In Gaza, Israeli forces killed a Palestinian, who was allegedly approaching the Gaza fence, in an airstrike. In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm for the 2d day in a row. Israeli forces demolished a Palestinian-owned home in al-Khadir near Bethlehem and razed the flooring of a car repair shop in Dayr Razih near Hebron; during the latter event, several Palestinian-owned vehicles were damaged. Israeli forces arrested 20 Palestinians during late-night raids in and around Hebron, Tulkarm, Nablus, and Ramallah. U.S. congress rejected a request by the Trump administration for $175 million for a special fund in support of the Middle East peace plan. According to Haaretz reporting, the request was rejected due to lack of confidence among the congressional members that the Trump administration would be able to make any tangible progress in its peace plan, which has still not been revealed. In the West Bank, the Israel Electric Corporation cut power for 10s of thousands of Palestinians in Ramallah for 3 hours between 2pm and 5pm. Israeli settlers threw stones at Palestinian-owned vehicles driving on a road between Nablus and Qalqilya, causing damage. Israeli settlers also vandalized a number of Palestinian-owned bulldozers in the Jordan Valley by filling their fuel tanks with sand. 5 Palestinians were arrested during late-night raids in and around Hebron, Jenin, and Qalandia. In East Jerusalem, 3 Palestinians were arrested during late-night raids, including a Fatah official. In Gaza, Israeli forces opened fire on agricultural lands, damaging a municipality truck. In the West Bank, Israeli settlers threw stones at Palestinian-owned vehicles driving on a road near Bethlehem, causing damage. Using live ammunition, Israeli forces injured 2 Palestinians who were trying to enter Israel from the West Bank near the separation barrier in Nazlat Issa. In East Jerusalem, a Palestinian man started demolishing his own home in Jabal Mukabir to avoid exorbitant Israeli demolition fees. In Gaza, Israeli forces opened fire on agricultural lands on 2 separate occasions; during 1 of these events, a tilling machine was damaged with live ammunition, otherwise no injuries were reported. In the West Bank, Palestinians and Israeli forces clashed during a raid near Ramallah; no injuries were reported, but a live bullet smashed a window of a Palestinian-owned house. 1 Palestinian was arrested near Qalqilya for allegedly throwing stones at Israeli soldiers. In Gaza, 9 Palestinians were injured by Israeli-fired live ammunition and rubber-coated bullets and others suffered tear-gas related injuries during the 84th Great March of Return protest. The UN General Assembly extended UNRWA’s mandate to 3 years in a vote of 169-2 with 9 countries abstaining. The U.S. and Israel were the 2 votes against extending the mandate. PA president Mahmoud Abbas called the extension “evidence that the entire world are standing with our people, its historical rights, and its just cause.” (AJ, HA, WAFA 12/13; JP 12/14)

In the West Bank, 14 Palestinians were arrested, including 11 during late-night raids in and around Hebron, Ramallah, Bethlehem, and Jericho; 3 were arrested at flying checkpoints near Qalqilya. During a raid in Ramallah, 1 Palestinian paramedic was injured by gunfire as Palestinians clashed with Israeli forces; others suffered tear-gas related injuries. In Israel, a Palestinian village was raided by Israeli extremists, slashing the tires of some 20 Palestinian-owned vehicles and writing racist graffiti like “Muhammad is a pig” on buildings, including a mosque. In Sabastiyya, Palestinian students visiting an archeological site were briefly detained by Israeli forces. Israeli forces also seized a Palestinian-owned vehicle during a house raid near Bethlehem. 10 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Halhul. 2 Palestinians were injured by Israeli gunfire in 2 separate incidents near Jenin and Tulkarm. In Israel, the Knesset was dissolved by its members as Israeli citizens are set to vote in a 3d general election in under 1 year on 2 March 2020. Neither Benjamin Netanyahu nor Benny Gantz were able to secure a majority government since the last Israeli elections on 17 September. Netanyahu’s Likud party also agreed to hold primaries on 26 December. Netanyahu’s main rival in the Likud party is Gideon Sa’ar, who previously served as Israel’s minister of education and minister of internal affairs. (HA, HA 12/11; HA, JP 12/12)

U.S. president Donald Trump signed an executive order titled “Combatting Anti-Semitism” at a White House Hanukkah party. The order, which folds anti-Semitism under Title VI of the Civil Rights Act of 1964, is officially aimed at combatting anti-Semitism in the U.S. education system. However, the order explicitly mentions the highly controversial International Holocaust Remembrance Alliance’s working definition of anti-Semitism which conflates criticism of Israel with anti-Semitism. Many thus fear that the new executive order is intended to stifle criticism of Israel rather than protecting Jewish people against anti-Semitism. In the West Bank, Israeli forces shot and injured a Palestinian near the West Bank separation barrier southwest of Jenin. In a separate incident, Israeli forces opened fire on Palestinians near a checkpoint by the West Bank separation barrier north by Nazlat Issa, causing 5 Palestinians to be hospitalized with gun wounds and others to suffer tear-gas related injuries. A raid by Israeli forces near Ramallah led to clashes with Palestinians; 2 Palestinians were injured by rubber-coated bullets. Israeli settlers began fencing off a piece of Palestinian-owned land in Burin. 11 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces arrested 2 Palestinians: 1 during a late-night raid in Issawiyya and 1 employee of the Islamic Waqf at the Haram al-Sharif compound. The PA sent a request to Israel to allow Palestinians in East Jerusalem to be able to partake in the planned Palestinian parliamentary and presidential elections. Israeli officials said that the Israeli security cabinet would decide on the request. (HA 12/10)

In the West Bank, Israeli forces demolished a shack and razed 6 dunams (1.4 acres) of agricultural land in Bayt Umar. Palestinians in Hebron observed a general strike protesting Israel’s plans to make a new settlement and closed fruit and vegetable market in the city, announced on 12/1. During a protest march against the settlement, clashes broke out between protesters and Israeli forces, leading to tear-gas related injuries. 11 Palestinians were arrested during 9 late-night raids in and around Hebron, Dura, Ramallah, Jenin, and Tulkarm; and 2 at a flying checkpoint near Jenin. In East Jerusalem, Israeli settlers damaged 160 Palestinian-owned cars by slashing tires and houses were defaced by racist graffiti like “Arabs = enemies” in Shu‘fat. A Palestinian family demolished a room in their house in Jabal Mukabir after receiving a demolition order on 12/6. 2 Palestinians were arrested during evening raids in the Old City and Issawiyya. Israel’s public security minister Gilad Erdan issued an order banning PA governor of Jerusalem Adnan Ghaith from conducting any PA-related activity in East Jerusalem, including holding meetings, gatherings, and conferences. In the West Bank, Israeli setters punctured tires and wrote graffiti on 2 vehicles belonging to Israeli forces near the Yitzhar settlement. 3 Palestinians were arrested, including 1 during a late-night raid in Hebron, and 2 teenagers were arrested in 2 separate incidents at al-Ibrahimi Mosque after knives were allegedly found on their person. In the West Bank, 3 Palestinians were arrested, including: 1 during a house raid near Ramallah; 1 at a shop near Qalqilya, who had been in a fight with an Israeli settler; and 1 near the separation barrier. In Gaza, 3 rockets were launched at Israel from Gaza, causing no damage or injuries. 2 Palestinians were arrested after crossing from Gaza to Israel; both were unarmed. In the West Bank, 4 Palestinians were arrested during late-night raids in and around Tulkarm and Bethlehem. In Bayt Umar, Israeli forces injured 1 Palestinian firing live ammunition at his abdomen. In East Jerusalem, Israeli forces detained 4 Palestinian journalists from Palestine TV. They were all released later in the same day. The Israeli police spokesperson said that the 4 were arrested because of network ties to the PA which Israel does not allow to operate in East Jerusalem. In Gaza, 46 Palestinians were injured during the 83d weekly Great March of Return protest, including 4 by live ammunition. The U.S. house of representatives passed a resolution H.R. 326 opposing Israeli annexation of the West Bank. The resolution passed 226-188 with 4 Democrats voting against and 5 Republicans voting in favor. 1 of the Democrats voting against the resolution, Ilhan Omar (D-MN), who was a cosponsor of the original resolution, explained on Twitter that she opposed the resolution because the word “occupation” was removed and it was amended to include an “ironclad” commitment to Israeli military aid. In the West Bank, Israeli forces demolished a garage and car wash in al-Walaja and 4 residential structures and a blacksmith workshop south of Hebron. Israeli settlers attacked Palestinian farmers near Yatta, preventing them from farming their land. Israeli settlers also installed a mobile home on Palestinian-owned land near Burqa. 9 Palestinians were arrested, including 8 during late-night raids in and around Hebron and Tulkarm; 1 was arrested at a checkpoint near Tubas. In the West Bank, Israeli settlers razed Palestinian-owned land in Burin using a bulldozer. Israeli forces seized 1 Palestinian-owned vehicle in Sawahara al-Sharqiyya and demolished 1 shack and 2 residential structures near Abu Nawwar. 11 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Bethlehem, and Hebron; 2 others were arrested at a school in Urif. Israeli forces conducted military drills in the northern part of the Jordan Valley. Israeli forces also sealed off an entrance to Nahalin; 2 other entrances to the village are permanently closed. In Gaza, Israeli forces fired tear gas at agricultural lands, forcing farmers to leave the area east of Khan Yunis. 1 Palestinian was arrested at the Erez crossing. In the West Bank, 2 Palestinian families were notified that Israel intend to seize 4 dunums of their land in Jaba‘ for construction of a parking lot for Israeli military vehicles. A Palestinian family from Ya‘bad accused Israeli soldiers of stealing money and jewelry from their house during a late-night raid. Israeli forces also demolished 2 Palestinian-owned water tanks near Tubas and seized a cement mixer near Salfit. 12 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were detained in al-Aqsa Mosque during prayers; both were released after 5 hours of interrogation and banned from entering the mosque for 2 weeks. During a visit by the Irish minister of foreign affairs Simon Coveney to Israel, Gaza, and the West Bank, the ministry announced that Ireland was funding a $8.8 million project for construction of solar panels in Gaza in partnership with the French Development Agency. In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)

At the UN, 5 resolutions pertaining to Israel and Palestine passed in the General Assembly. 13 countries changed their vote, compared to previous years, on the resolution in support of the Division for Palestinian Rights of the Secretariat. The 13 countries that previously abstained on the yearly vote were Germany, the Czech Republic, Austria, Bulgaria, Denmark, Estonia, Greece, Lithuania, the Netherlands, Romania, Slovakia, Brazil, and Colombia. PA prime minister Mohammed Shtayyeh expressed “great concern” over news that Israel and the U.S. were planning to implement parts of the economic peace deal announced at the June Manama workshop. So far, a field hospital is being constructed near the Erez crossing funded and operated by a U.S. evangelical Christian group FriendShips.
