The PSF also closes a shop in Gaza that allegedly made homemade mortars. A senior Hamas official says that the group has taken a decision to halt suicide operations in Israel but does not intend to announce it publicly. Nr. Due to severe weather, violence tapers off noticeably, though an Islamic Jihad suicide bomber lightly injures 5 Israelis outside a hotel in Jerusalem. The IDF demolishes 2 Palestinian homes, a water network in Rafah, nr. Morag settlement; directs shells, heavy machine gun fire a residential areas of Jinin, Nablus, Rafah; confiscates Palestinian land in Dayr al-Balah; reinforces positions around Nablus, Qalqilya. In the afternoon, Israel, which had already curtailed operations due to the weather, announces it is halting strikes on PA targets for 12 hrs. to give Arafat a chance to demonstrate he is cracking down on opposition groups; names 36 Palestinians it wants arrested immediately, vowing to resume strikes on the morning of 12/6 unless the PA shows progress. Meanwhile, in a briefing to Likud MKs, Sharon vows to step up Israel's assassination campaign, bans all Palestinian vehicles on interurban West Bank roads, bars Arafat fr. leaving Ramallah, bans VIP passage for PA officials, promises continued attacks on PA military and symbolic targets. Late this evening, the IDF raids the PA Central Bureau of Statistics, vandalizing the building and confiscating computers, financial records, raw survey data (especially on political and social issues), and the names and addresses of survey respondents. Attempting again to implement Arafat's 12/3 arrest order, the PSF takes up positions around the Gaza City home of Hamas's Shaykh Yasin, confiscates his car, cuts his telephone service. Upon his return fr. the U.S. Sharon meets with his security cabinet, then his full cabinet to discuss how to respond to the 12/1+n2 attacks. The full cabinet votes to declare the PA "an entity that supports terrorism," adds Force 17 (Arafat's "presidential guard") to its list of terrorist groups, authorizes Sharon to escalate military action. FM Shimon Peres, other Labor MKs walk out of the cabinet mtg. in protest but do not formally withdraw fr. the governing coalition. While the cabinet meets, the PSF continues to arrest mbrs. of Hamas and Islamic Jihad, risking confrontations with hostile Palestinian crowds. Arafat also orders the arrest of Hamas spiritual leader Shaykh Ahmad Yasin, but when PSF officers arrive around midnight, crowds of Palestinians force them to retreat. The PSF says it has arrested more than 100 Palestinians since 12/2. Arafat asks Peres for a 4-day grace period, during which he vows he would crack down on opposition groups. Israel refuses, dismissing the arrests as a "show for international consumption." The U.S. says the PA must "root out the infrastructure of the groups that support terrorists." Soon after the cabinet mtg., the IDF launches air raids against Arafat's headquarters and other PA sites around Gaza City, destroying the PSF barracks, Arafat's 2 personal helicopters, injuring 12 Palestinians; sends tanks into Gaza airport to bulldoze runways; sends troops into Ramallah to surround the PA's West Bank headquarters, where Arafat is staying. As U.S. envoy Zinni meets with PA officials, an Islamic Jihad suicide bomber detonates a device on a bus in Hadera, Israel, killing 3 Israelis, wounding 7. The bomber reportedly boarded the bus in the Israeli Arab town of Umm al-Fahm. A Palestinian gunman also kills 1 IDF soldier in a drive-by shooting at a West Bank checkpoint. The IDF opens fire on a Palestinian car at a Jordan Valley checkpoint, killing 2 Palestinians that "acted suspiciously" by making a U-turn to avoid the congested crossing. The IDF also opens fire on a French delegation (135 politicians, journalists, intellectuals) touring homes demolished by the IDF in Khan Yunis; seals Hebron; sets up more roadblocks, especially on the road to Bethlehem; tightens the closure on Tulkarm, bulldozing areas along the Green Line; raids a Palestinian factory nr. In Afula, Israel, 2 Palestinian gunmen (1 fr. Islamic Jihad, 1 fr. the al-Aqsa Martyrs Brigade [AMB]) open fire on a crowd, killing 2 Israelis, wounding 14 before being shot dead. Sharon, taking U.S. envoys Burns and Zinni on a helicopter tour of the West Bank and Gaza at the time, redirects the chopper to overfly the scene of the attack. Later, a Palestinian sniper fatally shoots a Jewish settler driving in Gaza, wounds 3 others, is then killed by the IDF. The PA condemns the attacks; PA head Yasir Arafat issues a statement pledging to make a "100% effort" toward achieving a cease-fire. Addressing the UNGA, Arafat welcomes Bush's 10/2 and 11/10 comments in support of a Palestinian state, reiterates the PA's desire to resume peace talks with Israel and willingness to confront "international terrorism," requests an international monitoring mechanism for the West Bank and Gaza. A Palestinian gunman kills an Israeli security officer in the Israeli village Kefar Hess, nr. the West Bank border. A Palestinian dies in a mysterious explosion in Bethlehem. A 2d Palestinian dies of injuries received on 11/9. Jewish settler driving nr. Hebron hits, seriously injures an 82-yr.-old Palestinian man. Armed Jewish settlers fr. Hebron enter the Palestinian village of Halhul, vandalize property, fire in the air, throw stones at cars, assault residents. Jewish settlers, under IDF protection, move caravans and electrical generators to a new settlement site outside Jinin. The IDF confiscates, bulldozes 10s of dunams of land in Jabi', n. of Jerusalem, for annexation to Adam settlement. The IDF also bulldozes Palestinian agricultural land along the Gaza border, nr. The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats. As troops withdraw, Jewish settlers attempt to storm the vacated Palestinian neighborhoods, also vandalize several homes and shops, but are halted by soldiers, who arrest 21 (all released later in the day). The IDF also eases passage through roadblocks in a handful of areas, including Ramallah, and expands fishing areas off Gaza, in keeping with cease-fire steps. In London, Arafat meets with British PM Tony Blair, who calls for the creation of a "viable Palestinian state, as part of a negotiated and agreed settlement, which provides peace and security for Israel." The IDF kills a total of 6 Palestinians, wounds more than 100 (at least 50% with live ammunition) in confronting demonstrations across the West Bank, Gaza marking the 1st anniversary of the al-Aqsa intifada. (In Nablus alone, 10,000 Palestinians rally.) A 7th Palestinian dies in a mysterious explosion. The worst fighting is in Hebron (where the IDF shells residential areas, killing 2; and Palestinians fire on 2 vehicles, lightly injuring 2 Jewish settlers), Qarni crossing, Rafah (where an IDF tank reportedly fires into a crowd, killing 3 Palestinians). In Rafah, some 150 Palestinians clash with PSF officers attempting to disperse demonstrators, vandalize 3 empty PSF offices. The IDF also conducts arrest raids in Bethlehem, Salfit. The IDF also opens fire on Palestinian demonstrators nr. Gaza airport, killing 1 Palestinian, wounding 9; shells residential areas of Hebron, Khan Yunis. This evening, as it does annually, Israel seals the West Bank and Gaza for Yom Kippur; the closure is to be lifted on 9/28. A PA court sentences 3 Palestinians to death for collaborating with Israel. The IDF assassinates Hamas student activist `Amr Hadiri (also reported as Omar Madiri), firing missiles at his car as he drives in Tulkarm. Also nr. Tulkarm, the IDF fatally shoots a Palestinian allegedly planting a roadside bomb. A Palestinian opens fire outside the Israeli DMin. in Tel Aviv, wounding 8 IDF them soldiers, 2 Israeli civilians. He is wounded, captured in his attempt to flee and later dies of his injuries. Palestinians open fire on a Jewish settler family driving in the West Bank, killing 1 pregnant settler, seriously wounding her husband, lightly injuring 2 children. In response, the IDF seals Jericho, Nablus, Qalqilya, Ramallah, Tulkarm, and parts of Bethlehem, Hebron, Jinin. IDF helicopters shell the PSF headquarters in Rafah. The Israeli DMin. broadcasts a list of 7 wanted Palestinians (3 Islamic Jihad, 2 Fatah, 1 Hamas, 1 PFLP), vowing to take action against them if the PA does not arrest them immediately. The IDF assassinates Izzeddine al-Qassam Brigades's Bethlehem regional cmdr., Omar Saada, firing 2 wire-guided missiles at his home, also killing a Hamas colleague. When neighbors and relatives come to the scene to survey the damage, the IDF fires a 3d missile, killing Saada's brother (a peace activist) and a 4th Palestinian, wounding 10. The PA arrests 5 Palestinians for allegedly collaborating with Israel on the strike. For the 1st time, West Bank Palestinians fire 2 mortars at the Jewish settlement of Gilo, outside Jerusalem, causing no damage. The IDF directs shells, heavy machine gunfire at Bayt Jala, Bayt Sahur in response. The IDF also shells residential areas of Qabatiyya (destroying a Force 17 post), Tulkarm; raids al-Arub, Fajar, al-Fawar, Salfit; places a closure on Qalqilya, reinforces troops in the area. Jewish settlers vandalize Palestinian cars in al-Fawar. The IDF says it defused 2 bombs in Tel Aviv, outside a West Bank settlement. Sharon phones Bush to urge him to press for a statement strongly condemning Arafat at the upcoming G-8 summit. Sharon also reportedly tells Bush that Israel plans to carry out "preventive operations" in the near future. An hr. later, Sharon receives a call fr. Powell urging Israeli restraint, but, late this evening, the IDF sends tank, troop reinforcements into the West Bank in its largest deployment since the start of the al-Aqsa intifada, raising speculation that a massive attack is imminent. The PA reports a 6-hr. battle btwn. the IDF, Palestinians in Rafah in which 20 homes are damaged by tank fire, but the IDF claims the damage was caused by Palestinians tossing 50 homemade grenades at an IDF post. Jewish settlers fire on a Palestinian car traveling in the West Bank, wounding 4 Palestinians. Palestinians fire mortars at Dugit settlement in Gaza, causing no injuries. Israeli-Palestinian clashes increase slightly. A faction of Fatah claims responsibility for the drive-by shooting deaths of 2 Jewish settlers in the West Bank. In response, the IDF reimposes the blockade on Silat al-Dahir, Tulkarm. Palestinians fire mortars at Israeli targets in Gaza, causing no damage. In Haifa, the IDF disables 4 pipe bombs discovered hidden in a motor bike. The IDF dismantles roadblocks, eases restrictions on Halhul and Qalqilya, but sets up barriers on the Betin-`Ayn Yabrud road, tightens the closure on Hebron, confiscates 10s of dunams of Palestinian land nr. Ofra settlement, conducts an arrest sweep in Aqraba. Most secondary routes in the West Bank remain sealed. 28 survivors of the 1982 Sabra-Shatila massacre in Lebanon bring a war crimes case against Sharon before a Belgian court.
