Muhammad Dahlan) in collaboration with Israel; the IDF denies involvement. Clashes erupt btwn. PRC mbrs., PA security forces allied with Dahlan at Abu Quka’s funeral later in the day, leaving 3 Palestinians dead, 35 wounded. In light of the 3/30 bombing, the IDF tightens restrictions on Palestinian movement in the n. The IDF issues confiscation orders for 150 d. of Palestinian land n. of Ariel settlement for construction of the separation wall. Palestinians fire mortars at a Jewish settlement in Gaza, causing no damage or injuries. Israel says it will not hand over security control of West Bank cities until the mortar fire ceases, demands the PA security forces in Gaza step up their efforts to maintain quiet. IDF operations continue in Khan Yunis, where 2 Palestinians are killed in an explosion at the home of a leading Hamas mbr.; Palestinians say IDF tanks shelled the house, whereas the IDF says the men were preparing a bomb that exploded prematurely. The IDF withdraws fr. Khan Yunis late in the day, pledging to return as necessary to halt rocket fire, calling the open-ended operation Operation Violet Iron. The IDF turns over security control of Bethlehem to the PA security forces btwn. Christmas Eve and Armenian Christmas on 1/19; says it will give IDF soldiers manning checkpoints around Bethlehem special instructions on how to handle Christian tourists. The IDF tightens Palestinian movement around Nablus; fires on residential areas of Bayt Hanun (among the injured are children ages 2, 11, 14), Rafah; conducts arrest raids, house searches in Qalqilya and nr. Despite another attempt to secure a cease-fire, Israeli-Palestinian clashes in Israel and throughout the West Bank and Gaza continue, leaving 10 Palestinians, 7 Israeli Arabs, 1 IDF soldier, 1 Jewish settler dead and some 300 Palestinians injured; 3 Israeli Arabs wounded on 10/1 also die. Israel closes roads in n. Israel, the West Bank, Gaza to civilian traffic. Around 30 exchanges of gunfire btwn. Israeli security forces and armed Palestinian civilians and police are reported. Nr. Tulkarm, Palestinians set afire an industrial plant owned by Jewish settlers. Nr. Hebron, Jewish settlers fatally shoot a Palestinian. The IDF claims that Muhammad al-Dura, the 12-yr.-old killed at Netzarim Junction on 10/1, had been throwing stones at soldiers before he was shot, contradicting widely broadcast footage of the incident recorded by France 2 TV showing the boy and his father pinned down by gunfire for 45 minutes. The pair were returning from errands and had been dropped off by a taxi, which refused to take them across Netzarim Junction because of heavy IDF fire. In Amman, Arafat, King Abdallah discuss the Israeli-Palestinian clashes, call on Israel to pull back forces to restore calm, and urge Arab states to convene an emergency summit. U.S. special envoy Ross arrives in Israel fr. Stockholm, along with the new PA, Israeli final status teams. All parties refuse to comment on the success or failure of the Stockholm talks. Across the West Bank and Gaza, 1,000s of Palestinians commemorating the Nakba and protesting the stalled peace process and Israel continued detention of Palestinian prisoners clash with IDF troops and border police in the worst fighting since 9/96. 2 PA policemen and 1 Palestinian civilian are killed and 100s are injured by rubber bullets, live ammunition, and tear gas; 14 Israeli soldiers and police officers are also injured. Despite clashes, the Israeli cabinet votes (15-6) to transfer 3 Palestinian villages outside Jerusalem (Abu Dis, Azariyya, Sawahara al-Sharqiyya) fr. area B to area A. Later in the day, the Knesset approves (56-48, with 1 abstention) the cabinet decision. Barak, however, says he will not turn over the villages until he receives an explanation fr. the PA for today's clashes in the territories. New York City police seize 5 pipe bombs, arrest 1 Egyptian, 2 Jordanians in a raid on a Brooklyn apartment. Police were tipped to the bombs by a Pakistani, Muhammad Shindli, who believed that his friends, Ghazi Ibrahim Abu Mayzar and Lafi Khalil (who both identify themselves as Palestinian), were planning to bomb the New York subway. Abu Mayzar had stated in his application for asylum in the U.S. that he had been arrested in Israel on charges of "being a mbr. of a terrorist organization." The 3d man, Egyptian `Abd al-Rahman Musabah, is detained as a witness. Hamas denies any connection to the men. Pres. Bush asks Congress to delay considering Israeli loan guarantee request for 120 days. Ignoring the pleas of the U.S. administration, Israel formally submits its request. Request states Israel expects to settle one million immigrants during next five years and reiterates claim that none of the money guaranteed will be spent in the o.t.
