The PA-Israeli cease-fire implementation begins. After an "intense internal debate," the Bush admin. decides not to send a high-level diplomatic mission to work with Israeli, PA officials to secure a more durable cease-fire, deciding instead to press Arafat to act more forcefully to suppress violence.
