Israeli forces demolished 4 Palestinian stores under construction in Deir Qaddis. Israeli forces also delivered stop-work orders for 4 houses under construction in Idhna. 8 Palestinians were arrested, including 6 during late-night raids in Dheisheh refugee camp, Hebron, Beit Umar, and Dura; 1 was arrested at the Container checkpoint and 1 in his shop in Arrabah. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting the demolition of graves at al-Yusufiya Muslim cemetery; 1 was arrested. Israel’s public security minister Omer Bar-Lev ordered a ban on a cultural festival put on by the Catholic Church, claiming it was connected to the PA. The festival funded by Austria and France was set to take place for 3 days at Beit Abraham at the Mount of Olives in East Jerusalem. Israeli forces closed a performance attended by the French consulate general. The organizer Bernard Thibaud said he was shocked by the Israeli behavior and would speak to the French foreign ministry to complain and possibly take Israel to court. The U.S. state department said it was “deeply concerned about the Israeli government’s plan to advance thousands of settlement units, many of them deep in the West Bank. In addition, we are concerned about the publication of tenders on Sunday [10/24] for 1,300 settlement units in a number of West Bank settlements.” Haaretz reported that U.S. officials secretly had conveyed to Israel that the main concern for the U.S. is construction deep within the West Bank. When asked about the state department’s harsher tone toward Israel, state department spokesperson Ned Price said, “our public messaging on this is consistent with what we are seeing transpire so far. It only stands to reason that our public messaging may shift over time.” It was later reported by Axios that secretary of state Antony Blinken had a “tense” phone call with Israeli defense minister Benny Gantz over the issue of settlements. According to an Israeli official, the Israeli understanding was that the U.S. gave Israel a “yellow card,” a soccer reference for a warning. Israel rebuked the U.S. statement that the U.S. had not been informed about Israel’s decision, from 10/22, to designate 6 Palestinian rights organizations as terrorists. The Israeli deputy director-general of strategic affairs in the foreign ministry Joshua Zarka said that he had told the U.S. about the Israeli decision when he visited the U.S. the week of the announcement. Deputy Director Zarka said that Spokesperson Price probably had not been updated on the issue. UN human rights commissioner Michelle Bachelet also condemned the terrorist designations by Israel, saying they should be overturned immediately. The U.S. secretary of homeland security Alejandro Mayorkas said Israel was among 4 countries the U.S. is considering for its visa waiver program. It was announced by Israel that the country will join the EU Horizon Europe research program. The program provides funding for research and innovation and has a budget of $110 billion. Israel will be prohibited from using program funds to invest in East Jerusalem, the Golan Heights, and the West Bank, according to the deal with the EU. Republican senators in the U.S. congress introduced a bill co-sponsored by 35 senators seeking to block the Biden administration from reopening the U.S. mission to Palestinians in Jerusalem. The bill “Upholding the 1995 Jerusalem Embassy Law of 2021” was introduced by Bill Cassidy (R-LA) and Bill Hagerty (R-TN). (TOI 10/27)

In the West Bank, Israeli settlers assaulted Palestinians outside of al-Ibrahimi Mosque. Israeli forces violently dispersed Palestinians protesting the closure of the eastern entrance to al-Mughayyir, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Twana, injuring several by hitting them with rifle butts and tear gas, and 1 was injured by a sound bomb to his head; Israel later opened an investigation into the incident as 6 Israeli activists and 2 Palestinians were said to have been physically attacked by the Israeli forces. Elsewhere, Israeli forces violently dispersed a protest in Beita, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 2 with rubber-coated bullets and others suffered tear-gas related injuries. 4 Palestinians were arrested including 1 at his work in Beit Umar, and 3 at checkpoints in Hebron and Bethlehem. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli military vehicles in Silwan before being bombarded with tear gas and rubber-coated bullets. A similar scenario unfolded in al-Ram and 1 Palestinian was injured by a rubber-coated bullet. Israeli forces also violently dispersed a protest in Sheikh Jarrah, assaulting Palestinians and confiscating Palestinian flags. 1 was arrested during a house raid in the Old City. In West Jerusalem, 1 Palestinian bus driver was stabbed and injured by 3 Jewish Israelis in the Givat Shaul neighborhood. It was reported that the Israeli prison service had agreed to move all Islamic Jihad prisoners back to their original cells after dispersing them to various prisons in the immediate aftermath of the Gilboa prison break on 9/6. (HA 9/17)

The U.S. marked the 1-year anniversary of the normalization deals between Israel and the UAE, Bahrain, and Morocco in a video event. U.S. secretary of state Antony Blinken said that the Biden administration will continue to build on the normalization deals. Israel’s foreign minister Yair Lapid called on the Arab countries to help promote his plan for stabilizing Gaza through investment, while Israel continues its blockade of Gaza. In the West Bank, Israeli settlers attacked a group of Palestinian children near Silat ad-Dhahr, catching, abducting, and torturing 1 for 1 hour and 30 minutes at the Hermesh settlement outpost before Israeli soldiers picked him up after being notified by Palestinians. Israeli forces demolished 1 house under construction in Yatma. 7 Palestinians were arrested, including 5 during late-night raids in al-Bireh, Hebron, and Aqabat Jaber refugee camp, 1 at a checkpoint near Ya‘bad, and 1 at a checkpoint while seeking an entry permit to East Jerusalem for treatment of cancer. In East Jerusalem, Israeli forces raided and shut down a ceremony for Palestinians who passed their high school exams in Isawiya, claiming it was sponsored by the PA. Israeli forces also demolished 1 nursery school and 1 house in Bayt Safafa. In Gaza, Israeli forces made incursions and leveled farmland east of Maghazi and al-Bureij refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Jabalia; no injuries were reported. PA firefighters joined Israeli firefighters to combat wildfires raging west and southwest of Jerusalem. Israeli defense minister Benny Gantz thanked Mahmoud Abbas for “his initiative” in a tweet. The PA sent 20 Palestinian firefighters and 4 fire engines to help combat the fires. President Abbas later received a phone call from Israeli public security minister Omer Bar Lev thanking Abbas for sending the firefighters. (HA, MEMO, WAFA 8/18)

PA president Mahmoud Abbas, PA prime minister Mohammed Shtayyeh, and foreign minister Riyad al-Maliki met with the Japanese foreign minister Toshimitsu Motegi in Ramallah. Issam Daalis, a member of Hamas’s political bureau, said that militant factions in Gaza will start violently resisting Israeli restrictions put on Gaza during May if those restrictions are not lifted by 8/21. The ultimatum was made after a meeting of senior Hamas members. Daalis also said that Egypt had asked Hamas to give Israel time and the Israeli prime minister Naftali Bennett had said some restrictions would be gradually lifted. (MEMO 8/18)

Israeli Palestinian lawmaker Ahmad Tibi from the Joint List filed a complaint against an Israeli soldier who prevented him and 3 other lawmakers from reaching al-Ibrahimi Mosque on 8/14 during a protest against Israeli renovations to the structure. Tibi further asserted that the soldier assaulted him during the incident. (HA 8/18)

In Syria, Israeli forces fired missiles at areas within Quneitra province from the Israeli-occupied Golan Heights. The extent of the damage or if there were any casualties was unclear. (AP, HA 8/17)

In the West Bank, Israeli settlers stormed Halhul, leading to a confrontation with Palestinians; 6 Palestinians were shot and injured by Israeli forces using rubber-coated bullets as they were violently dispersing the crowd; others suffered tear-gas related injuries. Israeli settlers also toured Joseph’s Tomb in Nablus, leading to a confrontation between the settlers’ military escort and Palestinians; Israeli forces shot at 1 Palestinian-owned vehicle, which subsequently overturned, leaving the driver injured. Israeli forces also uprooted 200 olive trees in Bayt Dajan in preparation for paving a settler road. Palestinians protested against the PA in Ramallah; 21 protesters were reported arrested by PA security forces. 7 Palestinians were arrested by Israeli forces during late-night raids in and around Zababdeh, Arrabah, Beita, al-Arroub refugee camp, and al-Twana. In East Jerusalem, 3 Palestinians were arrested in the Old City and Isawiya. In Gaza, Israeli forces made incursions and leveled land east of Shuja’iya. A Palestinian citizen of Israel appealed to the Israeli supreme court to be released from administrative detention. The man has been held without charge or trial since 5/17. 14 others are held in administrative detention in Israel, including 2 Palestinian citizens of Israel and 12 Palestinian residents of East Jerusalem. There are more than 500 Palestinians from the West Bank held in administrative detention by Israel. (HA 7/5)

A fire broke out in a government-owned warehouse in Karaj City, Iran. It was unclear what caused the fire; however, Israel was linked to an attack on a centrifuge factory in Karaj City on 6/22. (HA, TOI 7/5)

Norway’s largest pension fund KLP divested from 16 companies linked to Israeli settlements in the West Bank, including Alsom and Motorola. In the West Bank, Israeli forces delivered a demolition order for a health clinic in Birin near Yatta. Israeli forces injured 1 Palestinian using live ammunition during a raid in Sa‘ir; others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Ya‘bad, ‘Araba, Bayt Fajjar, Hebron, and ‘Ayn Qiniya. In East Jerusalem, Israeli settlers led by Israel’s housing minister Yaakov Litzman raided the Haram al-Sharif compound. Israeli forces rammed with a car and lightly injured 1 Palestinian minor who was riding a bike with a Palestinian flag in Ras al-Amud; the child was briefly detained before being allowed medical treatment. 1 Palestinian was arrested during a house raid in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Israel, 1 Palestinian from Gaza was shot and injured after he allegedly stabbed and lightly injured 1 Israeli security guard in Sdei Avraham after entering Israel through the Gaza fence. Head of Egyptian general intelligence Abbas Kamel met with PA leadership in Ramallah, including PA president Mahmoud Abbas, to discuss a long-term ceasefire between Hamas and Israel and reconciliation between Fatah and Hamas. Israel foreign minister Gabi Ashkenazi met with Egyptian foreign minister Sameh Shoukry in Cairo to discuss a long-term ceasefire between Israel and Hamas. Foreign Minister Ashkenazi said that Israel “won't allow the reconstruction of the Gaza Strip let Hamas rebuild its terror capabilities, without resolving the issue of the return of Israeli MIAs and civilians” held by Hamas. In the West Bank, Israeli settlers stole some 100 Palestinian-owned hay bales in Burin. Israeli forces shot and injured 3 Palestinians while traveling in the same car near al-Bireh. 12 Palestinians were arrested during late-night raids in Kafr Na‘im, al-Bireh, Askar refugee camp, and Sa‘ir; 2 Palestinian children were injured by rubber-coated bullets during a confrontation with soldiers in Askar refugee camp. In East Jerusalem, 10 Palestinians were arrested during raids in Jabal al-Mukabir and al-Tur. In Gaza, 1 Palestinian injured in Israeli air strikes in al-Bureij on 5/17 succumbed to his injuries, raising the comprehensive death toll since 5/10 from 259 to 260, including 67 children and 3 pregnant women. In Israel, 1 Palestinian guard at a construction site was severally beaten by 10 Jewish-Israelis in Binyamina. 1 firebomb was thrown at a house occupied by Jewish-Israelis in Lydda; no injuries were reported. According to Middle East Eye, the PA has been arresting at least 14 critics of the government in the West Bank since 5/1, with the largest arrest campaign on 5/22. (MEE 5/27; AJ 5/28)

At a meeting in the Knesset, it was revealed that 1,892 Israelis had been arrested in protests and in confrontations and clashes between Palestinian-Israelis and Jewish-Israelis, and that only 183 of them are Jewish-Israelis. Israeli police dubbed its arrest campaign “Operation Law and Order.” Palestinian-Israeli lawmakers called the operation racist, saying it only targets Palestinian-Israelis. 1 Palestinian-Israeli imam Shaykh Kamal Khatib, the deputy leader of the northern faction of the Islamic Movement in Israel, was charged with incitement to terrorism and identification of a terrorist organization. Shaykh Khatib was arrested on 5/16. Khatib’s lawyer called the charges a political persecution. (HA, MEE 5/27)

An Egyptian official said that Egypt had invited Israeli, Hamas, and PA officials to Egypt for separate talks about reinforcing the ceasefire and accelerating the rebuilding of Gaza. A Hamas official said that Hamas leader Ismail Haniyeh would visit Cairo next week and that Hamas is ready to talk about a prisoner swap. The Israeli foreign minister Gabi Ashkenazi is expected to meet the Egyptian foreign minister Sameh Shoukry as part of the talks. (ALM, AP, HA, HA 5/27)

Israel summoned the French ambassador to Israel after the French foreign minister Jean-Yves Le Drian on 5/23 said, about Israel’s occupation of Palestinian territory, that the “risk of apartheid is strong if we continue to follow a logic of one state, or of status quo.” (HA, MEMO 5/26; ALM, HA, HA 5/27)

A public opinion poll released by the Arab American Institute said that 51% of Americans are for restricting U.S. military aid to Israel. 62% of Democrats supported restricting U.S. military aid to Israel. The poll was conducted on 5/20, the day the ceasefire agreement between Israel and Hamas was announced. (MEE 5/27)

The UN Human Rights Council passed a resolution to investigate the latest escalation of violence between Israel and Hamas and Israeli attacks on Palestinians in East Jerusalem. 9 countries voted against the resolution, including Austria, Bulgaria, Cameroon, Czech Republic, Germany, Malawi, the Marshall Islands, U.K., and Uruguay. 14 countries abstained. Israel said it would not cooperate with the investigation. Hamas said its actions during the 11 days of violence were “legitimate resistance.” The U.S. said it opposed the investigation. The UN high commissioner for human rights Michelle Bachelet stated that Israeli attacks on Gaza may be war crimes and that rockets fired from Gaza were a violation of international law. Separately, the UN appealed countries to raise $95 million in aid to Gaza, the West Bank, and East Jerusalem. In the West Bank, Israeli settlers uprooted some 35 olive trees in Hebron. Israeli undercover forces assassinated 1 Palestinian in al-Bireh from close range before leaving him to bleed out. Israeli forces also delivered demolition notices for 3 industrial structures in Dayr Sharif. Elsewhere, Israeli forces delivered notices for land seizures to complete a 9.3-mile-long water pipeline to 2 Israeli settlements near Salfit. 12 Palestinians were arrested during late-night raids in Biddu, Bayt Duqqu, al-Za’ayyem, Kafr Dan, Jaba‘, Nablus, Aqabat Jabir, and Hebron. PA health minister Mai al-Kaila said the PA had received 103,000 doses of the Pfizer COVID-19 vaccine and that 46,800 of them would be sent to Gaza. 203,161 Palestinians in Gaza and the West Bank are fully vaccinated. (WAFA 5/25)

Jordan summoned the Israeli ambassador to the country to complain about the detention of 2 Jordanian citizens in Israel and the lack of access for the Jordanian embassy to talk to them. (WAFA 5/25; MEE 6/1)

U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. Blinken also said that the Biden administration is asking Congress to approve $75 million in aid to Gaza and another $30 million to UNRWA. Israeli forces also seized heavy machinery used to rehabilitate a road in Kardala. 10 Palestinians were arrested during raids in and around Bayt Umar, Sabastiyya, Qabatiya, Jalazun refugee camp, and Nahalin. In East Jerusalem, 6 Palestinians were arrested during raids in Issawiyya. Israeli prime minister Benjamin Netanyahu said that the Israeli defense ministry and the civil administration’s higher planning committee will approve 800 new settlement units in the Itamar, Beit El, Shavei Shomron, Oranit, Givat Ze’ev, Tal Menashe, and Nofei Nehemia settlements and settlement outposts. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. We’re continuing to build the Land of Israel.” Leader of the Israeli opposition Yair Lapid of the Yesh Atid party called the announcement of the new settlement units “irresponsible,” citing the U.S. presidential transition on 1/20. France’s foreign ministry, the Organisation of Islamic Cooperation, Egypt, Saudi Arabia, and the PA denounced the settlement expansion. Israeli defense minister Benny Gantz also approved a small number Palestinian construction projects in al-Walaja, Hizma, Bethlehem, and Bayt Jala. All the projects need secondary approval. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. The president of the administrative court is appointed by the PA president. (HA 1/28)

An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. Defense Minister Benny Gantz said that he regretted forming a coalition with Prime Minister Netanyahu, saying that Netanyahu “cheated me and cheated you [the Israeli public].” He then called on all opposition leaders, including the Joint Arab List’s Ayman Odeh, to join him in sending “Bibi [Netanyahu] home” in the upcoming election. The foreign ministers of Germany, France, Jordan, and Egypt met in Cairo to discuss reviving peace talks between Israel and Palestine. The quartet expressed willingness to work closely with the U.S. to map steps toward peace. In a statement, the 4 called for a Palestinian state with East Jerusalem as its capital. According to the Jerusalem Post, the 4 countries had tried to invite the Israeli and PA foreign ministers to the meeting, but both were unable or unwilling to travel for the meeting. U.S. billionaire and mega-donor to Benjamin Netanyahu, Donald Trump, and Israeli settlements Sheldon Adelson died. Adelson had recently flown the convicted Israeli spy Jonathan Pollard to Israel from the U.S. so he could immigrate after being released from parole, and he bought the U.S. ambassador’s house in Tel Aviv from the U.S. state department earlier in 2020.
