Thousands of Palestinians gather at protests across the oPt for a 3d Friday in a row against U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli forces violently disperse them near Bethlehem, Salfit, Nablus, at the Beit El checkpoint near Ramallah, the Old City of Jerusalem, and along Gaza’s border near Jabaliya refugee camp, al-Bureij refugee camp, Khan Yunis, Rafah, and Gaza City. Two Palestinians are killed and at least 92 are injured. Later, Israeli forces temporarily close the main entrance to Luban al-Sharqiyya village near Nablus, following clashes in the village earlier in the day. The IDF arrests 2 Palestinians during a late-night raid near Bethlehem, and patrols near Hebron. Israeli police arrest 3 Turkish tourists at Haram al-Sharif (they will be released on 12/25). Israeli forces violently disperse them in Tulkarm, Salfit, Bethlehem, at Huwwara checkpoint near Nablus, al-‘Arub refugee camp near Hebron, and along Gaza’s border near Khan Yunis, Jabaliya refugee camp, Gaza City, al-Bureij refugee camp, and Rafah; at least 24 Palestinians are injured and 8 are arrested. Meanwhile, Israeli forces confiscate Palestinian agricultural equipment near Nablus. IDF troops arrest 21 Palestinians during late-night raids near Ramallah, Jenin, Bethlehem, Nablus, and Salfit; and patrol near Hebron throughout the day. Palestinians throw rocks at Israeli settler cars near Jerusalem, lightly injuring 1 minor. In East Jerusalem, Israeli forces uproot a number of trees in a cemetery outside the Old City and arrest a Palestinian attempting to stop them. Along Gaza’s border, IDF troops open fire on Palestinian lands near Jabaliya refugee camp, causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya late at night, causing no damage or injuries. In West Jerusalem, Israeli police arrest a Palestinian youth after he allegedly stabs and injures 1 of them at the Central Bus Station. They later uncover a message the alleged attacker posted on Facebook indicating that he was motivated, at least in part, by the 12/6 U.S. recognition of Jerusalem as Israel’s capital. The IDF demolishes a tunnel leading from Gaza into Israel near Kibbutz Nirim. “The tunnel that was thwarted today was a very significant tunnel and [built] to higher standards than what we are used to seeing,” a spokesperson says. (HA, NYT, TOI 12/10)

Senior PA official Nabil Shaath says that the PA no longer intends to sever all ties with the U.S. over Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “We are not cutting our relationship with America. We are protesting the move of Mr. Trump,” he says. Shaath says that some forms of communication have continued throughout the recent crisis, but that communication about the peace process has been “interrupted.” (TOI 12/10)

Fatah Central Committee member Azzam al-Ahmad says that there have been “obstacles” blocking the PA from taking full control of Gaza, which was supposed to proceed by today after being delayed from the 12/1 deadline initially enshrined in the 10/12 national reconciliation agreement. The 2 sides neglect to set a new deadline, and the future of the reconciliation process is therefore unclear. (AFP, TOI 12/10)

In East Jerusalem, Israeli settlers visit Haram al-Sharif, sparking a minor confrontation with Islamic Waqf guards; there are no serious injuries. Israeli police later arrest 4 of the guards. Israeli forces also arrest 3 Palestinians during late-night raids in Silwan, al-Tur, and Kafr ‘Aqab. In the West Bank, IDF troops arrest 15 Palestinians during late-night raids in and around Ramallah, Bethlehem, Hebron, Nablus, and Qalqilya; and patrol near Hebron and Qalqilya. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no serious damage or injuries (5 fishermen are arrested and their boat is seized). A projectile fired from Syria lands in an open area in the Israeli-controlled Golan Heights, causing no damage or injuries. It’s unclear if it was an intentional attack or errant fire from the Syrian civil war. (HA, TOI 12/3)

In the West Bank, Israeli forces order Palestinian farmers to leave their lands near Tubas for undisclosed reasons. They also evacuate and demolish a structure in the Netiv Ha’avot settlement outpost near Jerusalem. The remaining 15 buildings in the outpost are to be demolished by 3/2018. The IDF arrests 2 Palestinians during a late-night raid in Bethlehem, and patrols near Hebron and Nablus. In East Jerusalem, the Israeli police arrest an Islamic Waqf guard at Haram al-Sharif and ban him from entering the Old City for 20 days. Israeli forces also arrest 2 Palestinians during raids in Ras al-Amud. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. Hours after employees of the Hamas-run government prevent former PA civil servants from entering government offices in Gaza City, Fatah and Hamas agree to temporarily delay the transfer of government ministries to 12/10. Under their 10/12 reconciliation agreement, administrative control over Gaza was supposed to be transferred to the PA by today (see JPS 47 [2]). The delay is meant to diffuse tensions that have arisen since, according to a joint statement. (AFP, HA 11/20)

Meanwhile, Israeli police arrest a Palestinian man near Ramallah, allegedly for planning an attack in a nearby settlement. IDF troops arrest 5 Palestinians during latenight raids near Jenin and Ramallah, and patrol near Tulkarm, Salfit, and Hebron. Elsewhere in the West Bank, Israeli settlers steal the olives harvested from 280 trees in Palestinian orchards near Nablus. IDF troops arrest 5 Palestinians during raids in Dahaysha refugee camp near Bethlehem overnight, sparking minor clashes; 1 Palestinian is injured. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

Israeli police and border guards conduct a series of raids in Issawiyya late at night, arresting at least 50 Palestinians, including 23 children. In the West Bank, Israeli settlers steal olives harvested from 260 trees in Palestinian orchards near Nablus. IDF troops and Israeli settlers assault Palestinian students in central Hebron, claiming they were throwing stones. When Palestinian teachers intervene, the Israeli soldiers arrest 1 of them. Outside Hebron, Palestinian students throw stones at IDF troops stationed near Bayt Umar, causing no injuries; 1 Palestinian is arrested. Israeli settlers throw stones at several Palestinian homes in Umm al-Khayr, sparking a minor altercation with the residents of the village. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Silwan. Along Gaza’s border, unidentified parties open fire on an IDF patrol, causing no injuries or damage. In East Jerusalem, Israeli police arrest a Palestinian security guard at Haram al-Sharif after he stops an Israeli settler from assaulting a Palestinian child who was attempting to enter the sanctuary. Meanwhile, approximately 55 Israeli settlers tour Haram al-Sharif. In the West Bank, IDF troops patrol near Nablus during the day. In central Israel, an Israeli settler is found dead in an industrial area outside Kafr Kassim. A senior Fatah official says that a delegation of Fatah and Hamas officials are set to visit Cairo next week to continue negotiations on a possible national reconciliation agreement. (MNA 10/4; WAFA, YA 10/5)

In the West Bank, IDF troops shut down the main road in Biddu, a village near Jerusalem, sparking clashes with stone-throwing residents; 7 Palestinians are injured (Biddu is 1 of the 9 Jerusalem-area villages still under lock-down following the deadly shooting at Har Hadar on 9/26). In the northern Jordan Valley, Israeli forces demolish water pipes and raze a road in a rural area outside Atuf. IDF troops then violently disperse Palestinian farmers, human rights activists, and religious leaders marching through Atuf in protest; 1 Palestinian is arrested and 1 is injured. They also arrest 3 Palestinians during late-night raids near Hebron and Ramallah, and patrol near Nablus, Jenin, and Salfit. Approximately 1,500 Israeli settlers visit Joseph’s Tomb near Nablus late at night, sparking minor clashes between their IDF escort and Palestinians from nearby Balata refugee camp; there are no serious injuries. In a meeting with top settler leaders, Israeli PM Netanyahu says that Israel must honor its commitment to the Trump administration to limit settlement construction and not be “piggish.” He also boasts that he had convinced the Trump administration to ignore any distinction between the settlement blocs and isolated settlements. Earlier in the day, Netanyahu reviews with U.S. special representative Greenblatt and U.S. ambassador David Friedman the Israeli government’s pending plans for settlement growth. (HA 9/27; HA 9/28)

Interpol announces that its general assembly has approved Palestine’s petition for full membership, with 75 countries voting in favor, 24 against and 34 abstaining. “The State of Palestine considers this membership and the responsibilities that it entails as an integral part of its responsibility toward the Palestinian people and a moral commitment to the citizens of the world,” the PA says in a statement. They arrest 6 Palestinians, assault 2, and confiscate 1 car during late-night raids in and around Hebron, Ramallah, Jenin, and Nablus, and patrol near Salfit, Jenin, and Nablus. An Israeli settler driver strikes a Palestinian youth near Bethlehem, causing critical injuries. In East Jerusalem, the Israeli authorities evict a Palestinian family from their Sheikh Jarrah home of 53 years, allowing Israeli settlers to move into the property. When the family protests, Israeli police assault and arrest 2 of the men, moderately injuring 1 (they will be released on 9/6). The settlers claim to be descendants of the home’s pre-1948 owners. Several international human rights groups, including Amnesty International, condemn PA pres. Abbas for arresting Youth Against Settlements founder Amro on 9/4. Meanwhile, Amro goes on hunger strike to protest his “arbitrary arrest,” according to his brother Ahmad. Israeli forces impose an overnight curfew and punitively demolish 2 homes and seal a 3d in Dayr Abu Mash‘al nr. Ramallah. (The homes belong to the families of the Palestinians allegedly responsible for the deadly 6/16 attack in East Jerusalem.) Clashes break out despite the curfew; 3 Palestinians are injured. Meanwhile, Israeli forces also carry out the punitive demolition of a home in Silwad nr. Ramallah, which belongs to the family of the man allegedly responsible for the car ramming attack nr. Ramallah on 4/6. Elsewhere in the West Bank, IDF troops interrogate several PA employees during a raid on a govt. office in Hebron. Another IDF raid in Bayt Rima nr. In East Jerusalem, Israeli police arrest 5 Palestinians in al-‘Izzariya allegedly on their way to carry out an attack on Israelis; and arrest 3 more Palestinians during late-night raids in Shu‘fat r.c. and Qatanna. Late at night, Israeli settlers enter Kobar, the Ramallah-area hometown of the Palestinian who stabbed 4 Israeli settlers at the Halamish settlement on 7/21. In c. Israel, Israeli police arrest a West Bank Palestinian after he allegedly stabs and seriously injures an Israeli in Yavne. The IDF then raids the alleged attacker’s Yatta home and imposes a lockdown on the village, blocking all entrances and exits. Elsewhere in the West Bank, Israeli forces raid a civil investigations office in c. Hebron, confiscating equipment and detaining the 30-odd employees. The office reportedly opened following a recent agreement between local Palestinian and Israeli authorities. IDF troops arrest a Palestinian allegedly armed with a knife at the Gush Etzion junction; arrest 8 more Palestinians, and issue 1 arrest summons during late-night raids in and around Hebron, Ramallah, Nablus, Bethlehem, Qalqilya, and Tubas. During raids in Wadi al-Juz, Ras al-Amud, Bayt Hanina, and al-Tur in East Jerusalem, Israeli forces arrest 15 Palestinians in connection with the violence at the sanctuary (48 Palestinians are still reportedly being held in connection with the clashes). The Israeli press reports that the IDF has completed construction of a 26-mile segment of the separation wall nr. Hebron, which they had resumed in 2/2017 after Palestinians from nearby Yatta village carried out a deadly shooting in 6/2016 in Tel Aviv. (MNA 8/3)

In the West Bank, Israeli forces confiscate a Palestinian garbage truck during a raid nr. Nablus. IDF troops arrest 4 Palestinians during late-night raids nr. Nablus and patrol nr. Hebron during the day. In East Jerusalem, at least 700 Jewish settlers tour Haram al-Sharif in the morning to commemorate Tisha B’Av. Israeli police remove 9 who attempt to pray at the sanctuary. Israeli forces conduct an arrest raid in Shu‘fat, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Jabaliya r.c., causing no damage or injuries. In s. PA pres. Abbas meets with a Hamas delegation in Ramallah to discuss national reconciliation. Earlier in the day, the Arab press reports that Abbas has put together a new framework, essentially a broad outline of an agreement in which the PA would increase the electricity supply in Gaza to precrisis levels, and allow banks in Gaza to trade in foreign currency again in exchange for Hamas dismantling its new administrative comm. and publicly renouncing its power-sharing agreement with exiled Fatah leader Dahlan. Hamas responds, demanding that the PA take responsibility for paying all employees of the Hamas-run govt. in Gaza and allowing a new leadership group, including representatives of Hamas and the Islamic Jihad Movement in Palestine, to take control on an interim basis until a new round of elections can be held. In the West Bank, Israeli settlers park 10 trailers outside a settlement nr. Nablus on land the Israeli forces have been leveling in recent weeks. Separately, Israeli forces level a plot of Palestinian land outside Dura village nr. Hebron where they reportedly intend to build an IDF watchtower and checkpoints. IDF troops arrest 3 Palestinians, issue 1 arrest summons, and confiscate 1 car during raids nr. Hebron and Bethlehem; and patrol nr. Hebron and Salfit. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in al-‘Izzariya. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In Israel, Israeli police arrest 5 Palestinian citizens of Israel alleging that they set fire to trash cans and 2 vehicles in Jaffa overnight. In the West Bank, Israeli settlers throw stones at Palestinians nr. Hebron, causing no serious injuries. The IDF raids Palmedia’s office in al-Bireh overnight, destroying equipment and materials allegedly used to disseminate inciting material. IDF troops conduct late-night raids in Jenin r.c., arresting 2 Palestinians and sparking clashes with stonethrowing Palestinian youths; 2 Palestinians are injured. They also arrest 5 Palestinians during late-night raids in and around Hebron, and patrol nr. Nablus and Hebron. In Israel, a Palestinian citizen of Israel (PCI) is shot and killed and another is moderately injured during a police chase in Jaffa. Hundreds of Palestinian mourners and protesters march through Jaffa throughout the rest of the day, and Israeli police violently disperse them (8 Palestinians are arrested). Ahead of Friday prayers, the Israeli police announce that Palestinian men younger than 50 will be barred from Haram al-Sharif today. They also specifically bar 21 Palestinians from the site and deploy heavily across East Jerusalem. In response to these new restrictions, thousands of young Palestinian men and others pray on the streets of the Old City outside the sanctuary in the morning. Meanwhile, Israeli forces violently disperse Palestinians protesting the recent restrictions to access at the sanctuary across the oPt; 1 Palestinian is killed in Gaza and at least 20 are injured. Amid reports of violence across the region, the Israeli police lift their restrictions on young Palestinian men entering Haram al-Sharif in the early afternoon. (EI, HA, MNA, TOI, WAFA 7/28)

IDF troops shoot and kill a Palestinian at the Gush Etzion junction nr. Bethlehem claiming that he attempted to stab an Israeli soldier. No Israelis are injured in the incident. A Palestinian witness says that the victim had no knife or any other kind of weapon. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian farmer tending to his lands nr. Salfit. In Amman, hundreds of Jordanians gather outside the Israeli Embassy to protest the fatal shooting of 2 Jordanians by an Israeli security guard on 7/21 and the Israeli embrace of the guard in the wake of the killing. Meanwhile, Israel’s Ministry of Foreign Affairs announces that it has opened an investigation of the 7/21 incident. (HA, IFM, MNA, TOI 7/28; MNA 7/29)

After nearly 2 weeks of tensions at Haram al-Sharif, the Israeli police overnight remove the last of the new security measures installed in the wake of the deadly attack on 7/14. Top Muslim figures, including the mufti of Jerusalem, Mohammed Hussein, certify that the situation at the sanctuary has returned to what it was prior to the attack, and call on Muslims to resume prayers at the sanctuary. In the West Bank, IDF troops conduct raids in Qalqilya, sparking minor clashes with stone-throwing Palestinians (there are no serious injuries). They arrest 13 Palestinians, issue 1 arrest summons, and confiscate 1 car during further raids nr. Hebron, Nablus, and Qalqilya; and patrol nr. Hebron and Jenin. Israeli settlers begin moving furniture into the building they occupied in c. Hebron on 7/25. The IDF then declares the building a closed military zone to halt escalating tensions. Two days after Israel’s security cabinet decided to remove the new metal detectors at Haram al-Sharif, and 1 day after the Islamic Waqf decided to continue protests at the sanctuary, the Israeli press reports that PM Netanyahu has ordered that security checks at the sanctuary be performed with handheld metal detectors only, as they were prior to the deadly attack on 7/14. The Waqf then decides to meet again on 7/27 to discuss developments. Meanwhile, Waqf officials meet with Israeli police and reiterate their demands for all the new security measures to be removed and for conditions at the sanctuary to “return to what they were before.” They specifically asked for the removal of 5 new cameras and several metal railings at the site, and a reduction in police presence. Israel’s Ministerial Comm. for Legislation approves a bill, dubbed the “United Jerusalem Law,” that would require a supermajority of the Knesset, 80 MKs, to agree to any concession of land within Jerusalem’s current city limits. It would also stipulate that a simple majority, 61 MKs, could approve a shift in Jerusalem’s borders, which would allow land outside the city to be ceded in the context of a peace agreement with the Palestinians.
