Israeli prime minister Benjamin Netanyahu and Moroccan king Mohammed VI spoke via phone for the 1st time since the 2 countries’ normalization deal was announced on 12/10. Israeli forces attacked the Syrian city of Masyaf near Lebanon, killing 6 people and causing damage. According to the Syrian military, it had intercepted a “barrage of Israeli missiles.” Low-flying Israeli fighters were filmed over Beirut shortly before the attack. (AJ, DT, HA, TOI 12/25)

Turkey’s president Recep Tayyip Erdoğan told reporters in Istanbul that he wants relations with Israel to be better but that “[t]he Palestine policy is our red line. It is impossible for us to accept Israel’s Palestine policies. Their merciless acts that are unacceptable.” (AJ, HA, MEE, REU 12/25)

In the West Bank, Israeli settlers raided Sa‘ir, attacking Palestinian homes. Israeli settlers with military escort also attacked Palestinians in Hebron, causing moderate injuries to at least 1. A PA health official said it was expecting shipments of 4 million doses of the Russian-made COVID-19 vaccine. The 1st shipment of 125,000 doses would be used on essential workers and elderly. For the 25th week in a row, Israelis protested against Israeli prime minister Benjamin Netanyahu outside of his official residence and throughout Israel. Some 2,000 protesters were reported to have protested outside of Netanyahu’s official residence, while others gathered at his private residence. The protesters are demanding that Prime Minister Netanyahu resign due to his COVID-19 response, the Israeli economy, and the corruption cases against him. (HA 12/12; WAFA 12/13)

Elsewhere, Israeli forces violently dispersed Palestinians at an olive tree planting event in Bayt Dajan, injuring 2 with rubber-coated bullets while 15 others suffered tear-gas related injuries. Israeli forces also denied Palestinians access to their land near Salfit. Palestinians clashed with PA security forces during several demonstrations against COVID-19 lockdown restrictions in and around Hebron, leading to tear-gas related injuries. 6 Palestinians were arrested during raids in and around Nablus, al-Bireh, al-‘Izzariya, Luban al-Sharqiyya, and Huwwara. 1 Palestinian man died of wounds sustained after being shot by Israeli forces at the Qalandia checkpoint on 8/16. The man, who had a hearing disability, was shot after he did not stop when told by Israeli forces. (WAFA 12/11; PCHR 12/17)

A member of Hezbollah was sentenced to 5 consecutive life sentences for killing former Lebanese prime minister Rafik Hariri and 21 others in 2005. The man, Salim Jamil Ayyash, was sentenced in absentia by the UN-backed Lebanon Tribunal. (AJ, HA, REU 12/11)

A group of 22 Republican members of the U.S. House sent a letter to U.S. president Donald Trump urging the president to declassify a State Department report mandated by Congress in 2012 that distinguishes between Palestinian refugees born in Palestine before 1948 and those born outside of Palestine. The 22 Republicans said in the letter that they do not believe that descendants of Palestinian refugees born in Palestine before 1948 can be considered refugees and called the Right of Return a “fiction” that should “end.” (Rep. In the West Bank, Israeli settlers used clubs to vandalize Palestinian-owned cars traveling near the Yitzhar settlement on the Nablus-Qalqilya road. Israeli forces demolished 1 house under construction in Halhul. 4 Palestinians were arrested during a raid near Ramallah; during the raid, Israeli forces clashed with Palestinians, leading to 1 injury and 1 Palestinian-owned vehicle was seized by the Israeli forces. In East Jerusalem, Israeli forces harassed several Palestinians in al-Tur, leading to clashes; tear-gas related injuries were reported and 2 Palestinians were arrested. 4 Palestinians were also arrested during raids in Issawiyya and the Old City. The PA announced new lockdown measures against the spread of the COVID-19 virus, including a lockdown from 6 p.m.-7 a.m. every day and a general all-day lockdown on Fridays and Saturdays. The lockdown will be in effect for 2 weeks. The West Bank had 5 new deaths and 869 new cases on 11/23. (WAFA, WAFA 11/23)

The Jerusalem District Court rejected the appeal of a Palestinian family against their eviction from their home in Silwan. The court said the family of 26 had to leave the house they have occupied since 1967 to allow Israeli settlers to move in. (PCN 11/24; HA 11/26)

PA prime minister Muhammad Shtayyeh said that the PA will start repaying its dues to public servants and retirees who have not been receiving full payments since February, when the PA starts receiving the money owed to it by Israel later this week. Prime Minister Shtayyeh said payment of dues for salaries remained the priority but recognized that the PA also will pay back all of its other unpaid bills to various sectors and contractors. According to the deputy leader of Fatah Mahmoud Alalul, the PA and president-elect Joe Biden’s team have made several understandings on how to proceed with the U.S.-PA relations after President-elect Biden is sworn in come January. Among the issues are definition of settlement products and the U.S. recognition of people born in East Jerusalem as Israelis. (HA 11/24)

An Israeli court forced the Israeli ministry of interior to publish guidelines for a scheme that would allow some 20,000 Palestinians from East Jerusalem to obtain Israeli citizenship faster than the normal process, which is extremely strenuous for Palestinians. (HA 11/24)

Without formally conceding the election, U.S. president Donald Trump said in a tweet that he had allowed the General Services Administration to prepare for President-elect Biden’s transition to the presidency. President Trump continues to maintain that he really won the election because Biden’s victory was based on voter fraud, an assertion he has not backed with any evidence. (HA 11/23)

In the West Bank, Israeli settlers, accompanied by Israeli forces, raided al-Twana and injured 1 Palestinian. 8 Palestinians were arrested, including 6 during raids in and around Tulkarm, Yatta, Kafr Qaddum, Jenin, and Qalqilya; 2 were arrested at checkpoints near Nablus and Huwwara. In East Jerusalem, 3 Palestinians were arrested, including 2 during raids in Issawiyya, and 1 at the Haram al-Sharif compound. In Gaza, 1 rocket was launched at Israel, hitting 1 building; no injuries were reported. In the West Bank, Israeli forces assaulted 1 77-year-old Palestinian man who refused to leave his land near Bayt Umar. Israeli forces also demolished 1 house, 1 retaining wall and a number of sheds in al-Walaja, and the foundations of 1 house in Bayt Jala. Elsewhere, Israeli forces leveled Palestinian land in Yanuh to expand a nearby settlement. Israeli forces also clashed with Palestinians during a late-night raid in Kaubar, leading to tear-gas related injuries. 8 Palestinians were arrested during raids in and around Qalandia, Tulkarm, Yatta, Nablus, and Beita. In East Jerusalem, 4 Palestinians were arrested during raids in al-Tur and Wadi Juz. In Gaza, Israeli forces opened fire on agricultural lands east of Khuza‘a; no injuries were reported. 1 Israeli soldier who had been missing since 11/10 was found dead near the Hizma checkpoint in the West Bank. Israel did not provide any further details. (HA 11/12)

The Israeli attorney general Avichai Mendelblit announced that Israel will freeze enforcement of the Kaminitz Law, which aims at punishing Israeli residents who build without a permit. While the law does not single out Palestinian-Israelis explicitly, it disproportionately effects Palestinian-Israelis because the time it takes to obtain a construction permit in Palestinian areas of Israel is much longer than in Israeli-Jewish areas. According to Haaretz, it is estimated that 50,000 Palestinian-owned houses in Israel are built without a permit. The freeze, which lasts until 2023, was seen as a win for the Joint Arab List whose politicians have been working with Israeli defense minister Benny Gantz and justice minister Avi Nissenkorn to get it through. Axios reported that U.S. secretary of state Mike Pompeo will visit Israeli settlements in the West Bank and Golan Heights. During his trip, Secretary Pompeo is scheduled to visit a settler winery in Psagot near al-Bireh, which announced it will make a new series of wine named after him. The winery is built on 80 dunams (20 acres) of privately-owned Palestinian land seized by Israel. Pompeo will be the 1st U.S. secretary of state to visit both the Golan Heights and West Bank settlements. Pompeo was also the 1st secretary of state to visit the Wailing Wall. PA prime minister Mohammad Shtayyeh said in a tweet, “[w]e deplore US Sec. of State Mike Pompeo’s intent to visit the illegal settlement of Psagot, built on lands belonging to Palestinian owners in Al-Bireh city, during his visit to Israel next week. The NYT reported that U.S. president Donald Trump, in a meeting with U.S. military officials, requested options for attacking Iran’s nuclear site in Natanz. According to NYT sources, he was ultimately dissuaded by the military officials not to launch an attack on Iran. (NYT, REU 11/16)

The prime minister of Pakistan Imran Khan said in an interview that the U.S. and at least 1 other unnamed country have been pressuring him to recognize Israel. Prime Minister Khan said he would not normalize relations with Israel until a peace agreement is made with Palestine. Khan, when pressed on what the 2d country was, said, “[l]eave this. There are things we cannot say.” (HA 11/17)

In the West Bank, Israeli forces seized 9 camels from 2 herders near Bethlehem; according to the owners, they were told they could retrieve the camels if they paid $1,050 for each. Israeli forces also violently dispersed a rally on the 16th anniversary of the death of Yasir Arafat in Tuqu‘; tear-gas related injuries were reported. Elsewhere, Israeli forces shot and injured 1 Palestinian minor harvesting olives near ‘Azun ‘Atma using rubber-coated bullets. Israeli forces also clashed with Palestinians in al-Fawar refugee camp and Bayt Umar, leading to tear-gas related injuries and 2 minors were hit by rubber-coated bullets in Bayt Umar. 10 Palestinians were arrested during raids in and around Kaubar, al-Bireh, al-Fawar refugee camp, Sa‘ir, and al-‘Arub refugee camp. In the West Bank, Israeli settlers emptied wastewater on Palestinian agricultural lands, damaging crops in Luban al-Sharqiyya. 23 Palestinians were arrested during raids in and around Hebron, Ramallah, Jenin, Nablus, Bethlehem, and Tubas; during a raid in Jenin, 1 Palestinian was shot in the foot before being arrested. In Gaza, Israeli authorities claimed that 2 rockets were launched at Israel from Gaza, 1 being intercepted by the Iron Dome. Israel then fired rockets at Nuseirat refugee camp and Khan Yunis, causing damage; no injuries were reported. Sudanese government sources told Reuters that the prime minister of Sudan’s transitional government, Abdalla Hamdok, is ready to proceed with normalization of relations with Israel if the transitional parliament approves. The transitional parliament has not yet been formed. (HA 10/23)

Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. In the West Bank, Israeli settlers in the Yitzhar settlement erected a sign saying, “[e]ntry for Arabs is dangerous.” Israeli settlers also stole olive harvests in Burin. Elsewhere, Israeli settlers attacked Palestinians harvesting olives in Burqa, injuring 5 with rocks and damaging vehicles. Palestinians accessing their land on the other side of the separation barrier from where they live found some 60 olive trees were vandalized and olive crops were stolen. Israeli forces blocked off several roads to villages in the Jenin area, preventing Palestinians from harvesting their olive crops. 11 Palestinians were arrested during raids in and around Halhul, Kafr Qaddum, Nablus, and Ya‘bad. In the 3d installment of a 3-part interview with al-Arabiya TV, Saudi prince Bandar bin Sultan bin Abdulaziz said that Saudi Arabia should weigh its own security challenges over its grievances with Israel related to Palestinians. Prince Bandar, a former ambassador to the U.S., said that Palestinian leaders are allying themselves with Turkey and Iran, countries that to varying degrees are adversaries to Saudi Arabia as well as Israel. The New York Times reported that Sudan wants between $3-4 billion from the U.S. in addition to being removed from the state sponsors of terrorism list if the country is to normalize ties with Israel. According to a Sudanese official, the country had been offered $800 million in direct aid and investment to be paid by the UAE, the U.S., and some $10 million from Israel. The Sudanese transitional government prime minister Abdalla Hamdok is said to have rejected the link between Sudan’s removal from the U.S. terrorism list with normalizing ties with Israel. In the West Bank, Palestinians fended off Israeli settlers trying to seize their land in Birin. Israeli forces shot and injured 1 Palestinian using live ammunition near the separation wall north of Jenin. 5 Palestinians were arrested, including 4 during late-night raids in Nablus, Anata, Kisan, and Hebron; 1 was arrested by undercover Israeli forces while working at a gas station near Kafr Qaddum. Hamas leader Yahya Sinwar announced that Hamas and Israel had reached an understanding to de-escalate the conflict after nearly a month of daily attacks on Gaza and incendiary balloons launched toward Israel. The understanding was facilitated by Qatari mediators. As part of the de-escalation, the Kerem Shalom border crossing would be reopened on 9/1 and the fishing zone would be reopened up to 15 nautical miles. Sources in Hamas told Haaretz that Israel would allow Qatari aid to enter Gaza again, and that Qatar was granted approval by Israel to build a gas pipeline and operate a power station in Gaza. A delegation of senior Israeli and U.S. officials arrived in the UAE to discuss the details of the UAE’s normalization deal with Israel. The delegation arrived in the UAE on an El Al plane flying directly from Tel Aviv to Abu Dhabi using Saudi Arabian airspace. In Israel, prime minister Benjamin Netanyahu said at a press conference that he would discuss sales of U.S. F-35s and other advanced weaponry to the UAE with U.S. president Donald Trump while stressing that U.S. sales of weapons to the UAE was not part of the normalization deal. In a joint statement released by the 3 parties, the language between the English and Arabic releases differed on Israel’s commitment not to annex parts of the West Bank as part of the normalization deal. A former Lebanese ambassador to Germany Mustapha Adib was announced as the new prime minister of Lebanon after the government resigned earlier this month. U.S. secretary of state Mike Pompeo spoke to the Republican National Convention from Jerusalem while on an official trip to the Middle East. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. The Israeli high court of justice blocked a punitive demolition of the family home of an alleged Palestinian attacker who is accused of killing an Israeli soldier on 5/12 during a raid in Ya‘bad. The AP reported that the U.S. administration is considering withholding or cutting aid to Jordan because the country is refusing to extradite 1 Palestinian-Jordanian woman who served 8 years in Israeli prison after being convicted of organizing an attack in Jerusalem that killed 15 people in 2001, including U.S. citizens. The German foreign minister Heiko Maas met with the Israeli foreign minister Gabi Ashkenazi. After their meeting, Foreign Minister Maas said he expressed Germany’s “serious and honest concern” over Israel’s planned annexation of the West Bank. Mass was set to travel to the West Bank for meetings with PA leadership, but Israel prevented him from traveling there, citing that he would have to quarantine for 2 weeks after going to the West Bank because of COVID-19, despite that Maas’s next destination was to be Jordan. It is worth noting that Israeli settlers, Israeli soldiers, and Palestinian workers do not have to quarantine when traveling between the West Bank and Israel. Israeli MK from the Meretz party, Tamar Zandberg, called Maas’s prevention from going to Ramallah “sabotage” and “ridiculous.” After meeting Foreign Minister Ashkenazi, Mass had a video conference with Jordanian foreign minister Ayman Safadi and PA prime minister Mohammad Shtayyeh, after which they released a joint statement, saying “that it is now a matter of priority to prevent” Israel’s annexation plans. The PA formally informed Israel’s Coordinator of Government Activities in the Territories and the CIA that it was no longer participating in security coordination and intelligence sharing. PA forces also left Area B which, like Area C, is under Israeli military control. PA prime minister Mohammed Shtayyeh also said that the PA would not accept COVID-19-related aid sent from UAE on a direct plane to Israel landing on 5/20, noting that the PA had not been informed about the shipment before it took off. 18 Democratic senators signed a letter addressed to Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz, warning that annexation of parts of the West Bank “would betray our shared democratic values by denying Palestinians’ right to self-determination in a viable, sovereign, independent and contiguous state.” It further stated that annexation would likely erode the American people’s support for the U.S.-Israeli special relationship. PA president Mahmoud Abbas announced that the PA will end all agreements with Israel and the U.S., including security agreements, because of Israel’s plans to annex parts of the West Bank. Haaretz reported that Palestinian sources said that coordination with Israel would continue at a lower level of engagement, at least for a time. In a speech, President Abbas said that, by Israel making the unilateral decision to annex parts of the West Bank, it has “annulled the Oslo agreement and all agreements signed with it, after snubbing all these years all these agreements and all the resolutions of the international legitimacy and international law.” Abbas further stated that the PA is ready to negotiate within the parameters of the Arab Peace Initiative, and that it had signed agreements “to accede to international agreements and conventions that we [the PA] have not yet joined.” (Guardian, WAFA, WAFA 5/19; HA, NYT, WAFA 5/20)

PA prime minister Mohammad Shtayyeh and German foreign minister Heiko Maas released a joint statement after a virtual meeting, stipulating that “[a]nnexation of any part of occupied Palestinian territories including East Jerusalem constitutes a clear violation of international law and seriously undermines the chances for the two-state solution within a final status agreement.” It further read that Germany “took note of the Palestinian view that such a step would put an end to all signed agreements.” Separately, the French foreign minister Jean-Yves Le Drian warned that Israeli annexation will have consequences for the EU’s relationship with Israel. In a statement congratulating Israel with the formation of its new government on 5/17, the EU high representative for foreign affairs Josep Borrell also reaffirmed the EU position that the union does not and will not recognize any changes to the 1967 borders unless agreed to by both parties, including maintaining that East Jerusalem will be the future capital of Palestine and that annexation of West Bank territory would be in violation of international law. In Lebanon, a new government was formed under the new prime minister Hassan Diab. Prime Minister Diab described his 20 new ministers as a technocratic “rescue team.” Despite the formation of the new government, the protest that started in 2019 continued in Lebanon. (HA 1/21; AJ 1/22)

In the West Bank, Israeli forces dismantled and seized a shack in Ras Karkar, and handed a punitive demolition order for a house in Jenin. 6 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, ‘Azun, and Kafr Labad. Israeli forces clashed with Palestinians at a checkpoint in Hebron, causing tear-gas related injuries. Israeli settlers vandalized 80 olive trees and ignited a different olive field, burning another 30 olive trees in al-Sawiya. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. In Gaza, 2 Palestinians were arrested while trying to enter Israel by the Gaza fence. (WAFA, WAFA 1/9; PCHR 1/16)

Lebanese newspaper al-Mayadeen reported that Israel was behind an air strike that killed 8 people in Syria near the Iraqi border. The Syrian Observatory for Human Rights said that no Syrian citizens were killed and that the air strikes had targeted Iran-backed militias. (HA 1/10)

The U.S. administration rejected a request made by Iraqi prime minister Adel Abdul Mahdi for the U.S. troops to leave Iraq. The request was made during a phone call between Prime Minister Mahdi and U.S. secretary of state Mike Pompeo. (AJ 1/10)

In the West Bank, 1 Palestinian was injured by Israeli forces using live ammunition when clashes erupted during a late-night raid in Tubas. 3 Palestinians were arrested during late-night raids in and around Jenin and Nablus. During the Jenin raid, a Palestinian was hospitalized after being hit by a rubber-coated bullet. Separately, during a late-night raid in Bayt Furik, Israeli forces confiscated 362 Jordanian Dinars ($510) and 12,070 NIS ($3,500). Israeli forces prevented a farmer from working his land and seized 2 tractors near Bayt Dajan, and seized 3 residential tents in Tubas. In East Jerusalem, Israeli forces demolished 2 Palestinian-owned houses in Silwan. In an effort suppress Fatah members and supporters celebrating the party’s 55-year anniversary in East Jerusalem, Israeli forces arrested Fatah’s secretary-general in Jerusalem in Wadi al-Juz and 1 Fatah activist in Issawiyya. Israeli prime minister Benjamin Netanyahu said he had decided to request immunity from prosecution by the Knesset in the 3 criminal cases against him. The Knesset House Committee has to discuss Prime Minister Netanyahu’s request according to Israeli law, and if the committee approves his request, it will go to a vote in the Knesset. However, the House Committee is not expected to assemble before the March elections as it has not been appointed since the Knesset was 1st dissolved in April 2019. Netanyahu also resigned his positions as minister of Health, Welfare, Agriculture, and Diaspora Affairs as required by the indictment against him in the 3 criminal cases. Israel has no law against removing the prime minister from office while indicted. Netanyahu said he would appoint replacements for the 4 ministries in the coming days. (HA 1/1; HA 1/2)

In Baghdad, Iraqi protesters continued attacking the U.S. embassy for the 2d day in a row; however, the crowd was much smaller and no protester breached the gates to the embassy compound. By the end of the day, protesters had vacated the area on orders from the Popular Mobilisation Forces, an Iraqi government-sanctioned paramilitary umbrella organization. (AJ, AJ, NYT, WP 1/1)
