Trump’s 12/6 recognition of Jerusalem as Israel’s capital (attendance continues to steadily decline). Israeli forces violently disperse protestors in Hebron and 3 nearby villages (Dura, Bayt Umar, and Halhul), outside the Beit El settlement near Ramallah, Bethlehem, Tulkarm, Qalqilya, and along Gaza’s border near al-Bureij refugee camp, Bayt Hanun, Khan Yunis, and Rafah; at least 26 Palestinians are injured, including 1 journalist, and 5 are arrested. Meanwhile, IDF troops violently detain 2 Palestinian youths inside an ambulance in Halhul; arrest 3 Palestinians during late-night raids in Hebron and near Ramallah; and patrol in and around Hebron, Tulkarm, and Qalqilya. Israeli settlers throw stones at Palestinian students outside a school in Burin village near Nablus, sparking minor clashes; there are no serious injuries. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya and Abu Dis. Unidentified parties fire 3 rockets from Gaza toward Israel in the evening; 2 are intercepted by the Iron Dome missile defense system and 1 falls in an open area, causing no damage or injuries. The IAF conducts air strikes on at least 5 Hamas sites across Gaza, causing damage but no injuries. The Israeli authorities announce that both the Erez and Kerem Shalom border crossings will be closed indefinitely as collective punishment for the week of rocket attacks emanating from Gaza. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. Jabaliya r.c. and al-Bureij r.c.; at least 8 Palestinians are injured. Meanwhile, the IDF patrols nr. Hebron and Nablus. Israeli settlers throw stones at Palestinian shops in c. In response to COGAT’s 5/25 announcement of a reduction in Israel’s electricity supply to Gaza, Hamas releases a statement threatening “consequences” if the reductions are implemented. Meanwhile, UN special coordinator Nickolay Mladenov says that the energy crisis in Gaza is affecting water supplies and health services, which could spark another war. (AFP, MNA 5/26)

A Palestinian youth succumbs to complications related to a congenital heart defect after the Israeli authorities refuse to permit him passage from Gaza to Israel or the West Bank for medical treatment. Along Gaza’s border, IDF troops shoot and injure a Palestinian youth collecting firewood nr. the border fence outside Bayt Lahiya. In the West Bank, IDF troops confiscate a Palestinian vehicle during a raid in Bayt Umar village nr. Hebron, sparking minor clashes with stonethrowing Palestinians; there are no serious injuries. They also arrest 5 Palestinians and issue 1 arrest summons during raids nr. Hebron and Ramallah, as well as in Jenin, and patrol nr. Salfit and Hebron during the day. Israeli settlers assault a Palestinian police officer nr. Nablus, causing minor injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City and again nr. In the West Bank, Israeli soldiers open fire on 2 Palestinian teenagers walking in a mountainous area s. of Nablus, killing 1 and seriously injuring the other. The IDF says they were throwing stones and ignored warning shots. Late at night, IDF troops open fire at a Palestinian vehicle outside Bayt Umar nr. Hebron, seriously injuring 2 men. The IDF conducts house searches and arrest raids nr. Ramallah and Hebron; patrols nr. Jenin and Hebron. Israeli soldiers also arrest 1 Palestinian at a checkpoint outside Bayt ‘Amr village and construct a surveillance tower at a checkpoint nr. Tulkarm. Private Israeli security guards from the Ofra settlement assault and detain a Palestinian nr. Silwad. Off the coast of the n. Gaza Strip, Israeli naval forces open fire on Palestinian fishing boats on 2 separate occasions, causing no damage or injuries. Jordan submits the Palestinians’ amended draft res. to the UNSC after the Arab Group at the UN approves the amendments. PA Pres. Abbas predicts a vote will be held on 12/30. Secy. of State Kerry calls 13 FMs from around the world to argue against the measure, then a U.S. State Dept. spokesperson says that the U.S. will not support it. A PA unity govt. delegation arrives in Gaza City to coordinate reconstruction efforts, open the crossings, and deal with issues facing Gaza’s workers. It is the 2d meeting of the govt. in Gaza since its formation on 6/2 (the 1st was on 10/9). Dozens of Palestinians gather at the Erez border crossing to protest the unity govt.’s perceived inaction. Meanwhile, the Palestinian Environmental Quality Authority of Gaza announces that it will stop importing batteries and electrical appliances from Israel, citing their detrimental effects on the environment and the import fees collected by Israeli authorities. Egyptian security forces uncover and demolish 19 tunnels leading from Gaza under the border into Rafah, including 1 that led to a house 1,700 m from the border. (DNE 12/29; MNA 12/30)

In the Gaza Strip, IDF troopsstationed along the n. border open fire on a group of stonethrowing Palestinians, injuring 4. A Palestinian is injured in an explosion nr. the French Cultural Center in Gaza City. (A small armed group takes responsibility for the attack on 12/18.) In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. The IDF then conducts a raid of his home. Separately, Palestinians throw stones at IDF troops on a patrol of Bayt Umar nr. Hebron, sparking clashes in which 3 Palestinians are injured with rubber-coated metal bullets. The IDF also patrols in the n. Jordan Valley, where they assault a Palestinian farmer and lightly injure him. IDF troops fire tear gas at dozens of Palestinians throwing stones at the soldiers; 1 Palestinian youth and 1 Israeli officer are injured. Israeli soldiers also conduct a raid s. of Bethlehem; patrol in Tulkarm. Following a march marking Hamas’s 27th anniversary, the IDF conducts late-night arrest raids nr. Hebron. In East Jerusalem, the Israeli police increase their patrols and deploy additional officers around Haram al-Sharif. The Israel Prison Service threatens to move the 70 Palestinian prisoners on hunger strike since 12/9 to criminal sections of their prisons, which would decrease their quality of life, if they continue their strike. (MNA 12/12)

U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. Following the call, senior PLO and Fatah officials postpone their meeting to discuss a response until 12/14. (JP, MNA 12/13)

Two Palestinian men attack a synagogue in West Jerusalem, killing 4 rabbis and 1 Druze policeman, and injuring around 8 others. Policemen shoot and kill the 2 men. Later in the day, Israeli security forces raid the men’s homes in Jabal Mukabir, East Jerusalem, and arrest 12 of their relatives. Clashes break out between Palestinians and Israeli officers in the neighborhood, injuring 22 Palestinians with tear gas and rubber-coated metal bullets. More clashes erupt in Sur al-Bahir, Wadi al-Juz, and al-Tur. Israeli PM Netanyahu orders the punitive demolition of the 2 men’s homes, and adds additional border police in Jerusalem. In the Gaza Strip, public servants in ministry offices, schools, and public universities begin a general strike, protesting the fact that their full salaries haven’t been paid for over a year. In the West Bank, Palestinians nr. Tulkarm protest the recent Israeli violence in Jerusalem, sparking clashes with IDF soldiers. Dozens of Israeli settlers attack a Palestinian school in ‘Urif village nr. Nablus in response to the killing of the 4 rabbis, and IDF troops injure 6 Palestinians with rubber-coated metal bullets, including a Reuters cameraman. Meanwhile, an Israeli settler shoots and seriously injures a Palestinian youth after a settler demonstration e. of Ramallah and Israeli settlers attack a Palestinian home s. of Nablus. Separately, settlers throw rocks at Palestinian vehicles nr. Nablus and Hebron. IDF troops shoot and injure a Palestinian in Baytin village nr. Ramallah. Also, IDF troops search the Hebron homes of 2 of the Palestinian men accused of kidnapping and killing 3 Israeli settler teenagers on 6/12; and raid Bayt Umar village. In East Jerusalem, Israeli settlers stab a Palestinian man on the street in Kafr ‘Aqab, moderately injuring him. Separately, Israeli minister of internal security Yitzhak Aharonovitch enters Shu‘fat r.c. and Palestinian youth throw stones and bottles at him. In the ensuing clashes with Israeli security forces, several Palestinians suffer from tear gas inhalation. Israeli forces demolish the home of the Palestinian man who was killed by police after driving a vehicle into a group of pedestrians on 10/22. Also, Israeli police arrest a Palestinian man on the charge of incitement after he posts videos and images to a Facebook page supporting violence against Israelis. Reps. of Iran and the P5+1 (U.S., UK, China, France, Russia, and Germany) resume negotiations in Vienna over Iran’s disputed nuclear program, aiming to meet the Joint Plan of Action’s extended deadline of 11/24. The IDF conducts approximately 100 strikes on targets across the Gaza Strip, killing 14 Palestinians in Bayt Hanun, Rafah, Khan Yunis and Dayr al-Balah. Hospitals in Gaza report a serious shortage of medicines and equipment, particularly for trauma injuries. Palestinians fire around 100 rockets and mortar shells into Israel, causing damage and seriously wounding 2 children in the bedouin village of Lakia. Iron Dome batteries intercept 15 of the projectiles. In addition, al-Qassam Brigades fly a drone into s. Israel along the coast nr. Ashdod, and the Israeli Air Force (IAF) shoots it down. In the West Bank, IDF troops shoot and kill a 22-year-old Palestinian civilian in clashes nr. Hebron. In Bayt Umar nr. Hebron, IDF troops shoot and injure 2 Palestinians in another confrontation. Following a meeting of Arab League FMs in the evening, Egypt’s Foreign Ministry proposes a cease-fire to start the next day, followed by talks in Cairo. The Arab League welcomes the proposal. At Qalandia checkpoint, Israeli troops violently disperse demonstrators, wounding 6, including 1 critically, with live ammunition. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Abbas and tells him he expects help in ensuring the safe return of the youth, their 1st telephone conversation in almost a year. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program resume in Vienna, with discussions scheduled to last until 6/20. The 2 sides aim to resolve final differences, including the number of centrifuges Iran will operate, and begin drafting a final deal. (REU 6/17; AA 6/17)

In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Jenin in the morning, and in 2 villages nr. Jenin and al-Fawar and al-‘Arub r.c. nr. Hebron, the IDF attacks a funeral procession, sparking clashes where 2 Palestinians are injured by rubber-coated metal bullets. In East Jerusalem, Israeli troops demolish residential and agricultural structures in al-Za’ayem village, displacing around 35 people. The 5 permanent mbrs. of the UNSC meet at Russia’s UN mission to discuss the contents of a new res. on the securing and dismantling of Syria’s chemical weapons. Meanwhile, U.S. Secy. of State John Kerry and Russian FM Sergey Lavrov speak by phone the day before heading to Geneva for talks with experts about the practicalities of the Russian proposal. Three attacks including 2 car bombs kill 11 people and injure more than 15 in the Sinai, as the army continues its offensive against Islamist militants, including Ansar Bayt al-Maqdis. The dead include 9 Egyptian officers targeted at the intelligence headquarters in Rafah. Meanwhile, Israeli officials arrive in Cairo on a private jet for discussions with Egyptians security officials expected to focus on events in the Sinai. (MNA, REU 9/11)

U.S. Amb. Joseph Macmanus tells a meeting of the IAEA that there are “troubling developments” in Iran’s nuclear program amid concerns that Tehran is stalling on achieving any progress in negotiations with the international community. Iran’s FM Mohammad Javad Zarif says that Iran’s nuclear work could take place under international safeguards but would not just go away. (REU 9/11)

Hebron during a patrol, with 2 Palestinians wounded by shrapnel of a sound bomb and a bullet respectively. The IDF conducts house searches and arrest raids in 1 village nr. Nablus in the afternoon, and in 2 villages nr. Salfit and 1 village each nr. Bethlehem and Ramallah at night; patrols in 1 village nr. Jenin at night. In East Jerusalem, Israeli forces fire rubber-coated metal bullets and tear gas at Al-Quds university students in Abu Dis after staff prevented soldiers from entering the campus. U.S. Secy. of State John Kerry meets with Palestinian pres. Mahmud Abbas in London, their 1st such talks since direct negotiations recommenced. Earlier, Kerry holds talks with Arab League officials—including the FMs of Egypt, Qatar, and Saudi Arabia—in Paris, after which Kerry affirms the “commitment” of both sides to “continuing the talks.” The Arab League’s Peace Initiative Cmte. also expresses support for U.S. efforts to promote the direct talks. Following discussions in Paris, U.S. Secy. of State John Kerry says that Arab League ministers have agreed on the need for an international response to the alleged use of chemical weapons by the Asad regime. Kerry says that a number of countries immediately signed the statement produced at the G20 talks, but only names Saudi Arabia. (AFP 9/8)

In the West Bank, the IDF shoots and injures a number of Palestinians in various clashes. Outside al-Jalazun refugee camp (r.c.) nr. Ramallah, Palestinians throw stones over the perimeter fence in the direction of the Beit El settlement, and IDF troops shoot and wound 9 with live ammunition, none seriously. In the Abu Dis neighborhood of East Jerusalem, Palestinians open a small hole in the separation wall during protests marking Nakba Day (5/15), and IDF troops respond by opening fire with rubber-coated metal bullets, causing a few, non-serious injuries. In al-‘Arub r.c. nr. Hebron, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets after residents throw stones at an army patrol. In Bayt Umar village nr. Hebron, the IDF shoots and wounds 1 Palestinian with a rubber-coated metal bullet, in clashes sparked by an army patrol. In addition, there are also clashes between Jewish settlers and Palestinians, after the settlers set fire to lands of Nablus area villages. Separately, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the morning and patrols in 1 village nr. Hebron at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in al-Shakara area and 4 villages nr. Palestinians and international activists demonstrate against construction of settlements and the separation wall at the Qalandia crossing and in Bayt Umar. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The IDF raids al-Quds Open University campus in Hebron, holds 52 students and staff for interrogation for 3 hrs. until the Temporary International Presence in Hebron intervenes; raids, searches Palestinian homes nr. Nablus, Ramallah; conducts late night arrest raids, house searches in and around Ramallah, nr. Bethlehem. Also in Gaza, 1 Italian, 1 French journalist are kidnapped, quickly released by unidentified gunmen who say they wanted to pressure the PA to address employment issues in the Strip. In Bayt Lahiya, suspected militant Fatah mbrs. shoot, wound PA military intelligence official Bassam Azzam (who was close to assassinated military intelligence cmdr. Musa Arafat). Later, suspected Hamas mbrs. kidnap, shoot, then dump seriously wounded senior Fatah official Samir al-Juz in Bayt Lahiya. Soon after, a previously unknown group calling itself the Omar Bin al-Khattab Brigades (OBKB; suspected to be made up of disaffected PA General Intelligence officers angry over the 10/2 clashes) kidnaps senior Hamas mbrs. The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats. As troops withdraw, Jewish settlers attempt to storm the vacated Palestinian neighborhoods, also vandalize several homes and shops, but are halted by soldiers, who arrest 21 (all released later in the day).
