Palestinians of Bil‘in host an international conference calling for peaceful popular resistance against the separation wall. Afterward, participants (including EU special envoy Marc Otte and more than 20 other Arab and foreign diplomats) march peacefully toward the wall; IDF troops fire rubber-coated steel bullets, stun grenades, tear gas at demonstrators injuring 7 (5 Palestinians, including 2 journalists; 1 Israeli; 1 international) and arresting 5 (3 Israelis, including 1 journalist; 1 American; 1 Palestinian). The IDF also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, international activists, some of whom throw stones at IDF troops, taking part in weekly protests against the wall in Ni‘lin (4 Palestinians injured); fires rubber-coated steel bullets, stun grenades, tear gas, and skunk (a foulsmelling liquid) at peaceful Palestinian, Israeli, and international activists taking part in weekly demonstrations against settlement expansion in Dayr Nizam/al-Nabi Salih. In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. She lists several additional steps the U.S. expects Israel to take to support the peace process and warns of consequences if Israel does not comply; no details are made public (State Dept. press release 3/12; WP 3/13; HA 3/15)

The IDF makes a day-long incursion 200 m into Gaza e. of Jabaliya, later moving s. toward Gaza City, to level land along the border fence to clear lines of sight. IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinians scavenging construction materials from destroyed buildings, forcing them to flee, causing no injuries. Late in the evening, the IDF makes air strikes on a suspected weapons lab in Khan Yunis in retaliation for Palestinian rocket fire on 3/11, causing no reported injuries; Israeli naval vessels fire on a Palestinian fishing boat off the Bayt Lahiya coast, forcing it to return to shore. Israel, fearing serious Palestinian protests after Friday prayers over the 3/9 Ramat Shlomo construction approval, imposes a general closure on the West Bank through 3/16 and deploys extra units of riot police around Jerusalem; no violence is reported. In an effort to halt weekly Palestinian protests against the separation wall, the IDF issues a military order declaring Bil‘in and Ni‘lin closed military zones on Fridays until 8/17. Today the order is ignored: Palestinian, Israeli, and international activists stage a nonviolent march to the separation wall in Bil‘in and a protest against the wall in Ni‘lin, where some of them throw stones at IDF troops. In both cases, IDF troops fire rubber-coated steel bullets, stun grenades, tear gas (injuring 2 Palestinians in Bil‘in; arresting 1 Palestinian, 1 Israeli in Ni‘lin). The IDF also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging a nonviolent protest against settlement expansion nr. Dayr Nizam/al-Nabi Salih (injuring 18); fires stun grenades and beats Palestinian and international activists demonstrating against the separation wall in al-Ma‘sara village s. of Bethlehem (injuring 2 Palestinians). In light of the 3/3 Arab League endorsement, the PLO Exec. Comm. gives its blessing for Abbas to open indirect talks with Israel mediated by the U.S., but warns that it would not endorse continuing the talks past 4 mos. unless at least the outlines of a border agreement were achieved and would not agree to a start to direct talks until Israel imposed a comprehensive settlement freeze, including East Jerusalem. Israel accepted indirect talks last wk. (NYT, WP, WT 3/8)

In the West Bank, the IDF fires rubbercoated steel bullets, stun grenades, tear gas at Palestinian and international activists who stage a nonviolent march outside Bayt Jala and attempt to plant trees on land slated for confiscation for the separation wall, injuring 5 Palestinians (including 3 journalists); conducts late-night arrest raids, house searches in Anata r.c. nr. After the Arab League endorses the idea of indirect Israeli-Palestinian peace talks for a 4-mo. preliminary period, U.S. special envoy George Mitchell announces that he will head back to the region in several days to secure the formal agreement of Israel and the Palestinians to relaunch peace talks, suspended since Israel launched Operation Cast Lead (OCL) against Gaza in 12/08. (NYT, WP, WT 3/4)

IDF troops make a brief incursion 500 m into n. Gaza nr. Bayt Lahiya to level land to clear lines of sight. In the West Bank, the IDF makes a late-night incursion into Beitunia w. of Ramallah, patrolling streets and firing rubber-coated steel bullets, tear gas at stone-throwing youths who confront them, causing no reported injuries; conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem and Ramallah. The IDF reports that it called off a raid on a West Bank village after a soldier posted the time and place of the planned operation on Facebook; the soldier was court-martialed and sentenced to 10 days in prison. In the West Bank, Palestinian activists celebrating the 20th anniversary of the fall of the Berlin Wall with a protest against the separation wall in Dayr Ghusun nr. Tulkarm attempt to remove and subsequently damage a gate in the separation wall that prevents Palestinian farmers in the area fr. reaching their lands. The IDF fires rubber-coated steel bullets, sound bombs, tear gas at the protesters (causing no reported injuries) and arrests 6 Palestinians (including 2 teenagers). Jewish settlers fr. Carmiel attack Palestinians fr. the nearby Bedouin village of Umm al-Khayr, badly injuring 1 Palestinian woman and damaging several Palestinian houses and 1 car. (MNA 11/14; PCHR 11/19; OCHA 11/20)

In the West Bank, the IDF fires tear gas and stun grenades at Palestinian, Israeli, and international activists taking part in a nonviolent demonstration against the confiscation of Palestinian land in Wadi Abu al-Rish n. of Hebron to expand Bet Ayn settlement (the scene of heavy settler violence last quarter; see Quarterly Update in JPS 152), also violently beating several Palestinians and an international activist; Jewish settlers at the scene throw stones at the protesters, injuring a Palestinian photographer covering the incident. After nearly 2 wks. of consultations with top 2/10/08 election vote-getters Tzipi Livni (Kadima) and Benjamin Netanyahu (Likud), Israeli pres. Shimon Peres taps Netanyahu to form a government. Netanyahu quickly opens coalition talks with various parties. (IFM 2/20; NYT, WP 2/21; WP 2/23; NYT 2/24)

In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. Israeli naval vessels seize 9 Palestinian fishing boats off the Bayt Lahiya coast, detaining 9 fishermen for questioning, releasing them in the evening. In the West Bank, the IDF makes an afternoon raid into al-Til nr. Nablus, arresting 1 Palestinian; fires tear gas, skunk spray at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in, wounding 1; fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin, injuring 3; conducts late-night arrest raids, house searches in and around Nablus and nr. Jenin. Jewish settlers fr. Beit HaShalom and Kiryat Arba attack Palestinians and vandalize Palestinian homes in Wadi al-Nassara; the IDF observes but does not intervene. A Palestinian is killed when he accidentally triggers unexploded IDF ordnance (UXO) in a field nr. Jenin. The Ramallah-based, Fatah-led Health Workers’ Union calls on PA health providers in Gaza to strike to protest the acting Hamas government; this strikes continues through the end of the quarter. Palestinians in Israel and the occupied territories commemorate the Nakba by visiting the sites of Palestinian villages destroyed in 1948, holding somber rallies and moments of silence, and, in Qalandia r.c., releasing 1,000s of black balloons (1 for each day since the State of Israel was declared). In Gaza, the IDF begins digging a trench (around 300 ft. long, 10 ft. wide, 15 ft. deep) fr. an IDF post e. of Abasan to Khuza, firing on nearby residential areas, causing no reported injuries. IDF troops at the Erez crossing fire bullets, tear gas at 100s of Palestinians staging a nonviolent protest against the Israeli siege. IDF troops on the c. Gaza border e. of Juhur al-Dik fire on 3 Palestinian girls who stray nr. the border fence, wounding 1. In the West Bank, the IDF patrols in Taqou’ nr. Under a deal brokered by the Arab League, the Hizballah-led opposition and Lebanon’s ruling coalition agree to open talks in Qatar on 5/16 to negotiate an agmt. on a cabinet and new electoral law, to be followed by election of consensus pres. candidate Gen. Michel Suleiman. Hizballah removes roadblocks leading to Beirut airport, allowing some flights to resume in the evening. (BBC 5/15; NYT, WP, WT 5/16; WP 5/18)

IDF troops inside Israel fatally shoot an armed Palestinian who approaches the s. Gaza border. The IDF also bulldozes 5 d. of Palestinian land inside the border fence nr. Wadi al-Silqa; later conducts arrest raids, house searches in Wadi al-Silqa, detaining 3 Palestinians. In the West Bank, the IDF conducts late-night house searches in and around Nablus but makes no arrests; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 8, including 3 children). Jewish settlers fr. Efrat uproot 100 Palestinian olive trees to make way for new construction begun on 3/23. Palestinians stone Jewish settler vehicles nr. Ramallah, causing no injuries. In n. Gaza, 50,000 Hamas, Islamic Jihad, and Fatah al-Yasir (an AMB offshoot) supporters hold a peaceful demonstration calling on the Arab League summit assembling in Damascus to find a way to break Israel’s siege of Gaza. In Gaza, 2,000 Palestinians hold a peaceful demonstration at a sealed breach in the Rafah border to urge Egypt to keep the border open. Outside Rafah, 2 Palestinian teenagers are injured when they accidentally trigger unexploded IDF ordnance. In the West Bank, the IDF sets up a checkpoint outside a Bayt Umar cemetery to check the IDs of mourners attending the funeral of the 2d Kefar Etzion attacker (see 1/24); later fires percussion grenades, rubber-coated steel bullets at mourners, wounding 6; fires on residential areas of al-Khadir nr. Bethlehem, causing no injuries; conducts arrest raids, house searches in Jenin, northwest of Jerusalem; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 2). Palestinian children throw stones at Jewish settler vehicles traveling on Route 55 nr. Azun and Route 60 nr. Hawara, damaging 2 but causing no injuries. Inside Israel, 20,000 Israeli Palestinians march in Sakhnin to protest a 1/27 government decision not to try police officers who fatally shot 13 Israeli Palestinians during 10/00 antigovernment demonstrations in Um al-Fahm in solidarity with the intifada.
