In the West Bank, Israeli settlers uprooted some 50 olive tree saplings in Sinjil. During a raid in Nablus, Israeli forces shot and injured 2 Palestinians with live ammunition, including 1 medic, as well as 1 with a baton round, 6 with shrapnel, and 1 with a tear gas canister; 25 others suffered tear-gas related injuries. 1 was arrested. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 7 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in ‘Usarin, injuring 1 with a baton round and others with tear gas. The UN General Assembly voted to request an advisory opinion from the International Court of Justice on the Israeli occupation the West Bank and whether it considers the occupation temporary or permanent. 87 countries voted in favor, with 23 against and 53 abstentions. In the West Bank, Israeli settlers vandalized 4 Palestinian-owned vehicles in Hebron. Israeli settlers also assaulted Palestinians harvesting olives near Hebron, causing injuries. Israeli forces violently dispersed Palestinian protesters in Bethlehem, injuring 1 minor with shrapnel from live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in al-Bireh, injuring 1 minor with live ammunition and others with tear gas. Elsewhere, Israeli forces assaulted 1 Palestinian man after forcing him out of his car in Hebron. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 Palestinians and 1 international activist with a baton round and others with tear gas. The UN special political and decolonization committee approved draft resolution A/C.4/77/L.12/REV.1 requesting the International Court of Justice give its opinion on the legal status of the Israeli occupation of Palestine since 1967. The resolution will go to the UNGA for a vote. The draft resolution passed 98-17 with 52 countries abstaining. Notably, Ukraine voted for the draft resolution and the UK abstained. The U.S., Israel, Australia, Austria, Canada, the Czech Republic, Hungary, and Italy were among the countries to vote against. According to Israel’s ambassador to the UN Gilad Erdan, Israel lobbied “dozens of countries that we have persuaded not to support” the draft resolution. Israeli president Isaac Herzog also called PA president Mahmoud Abbas in an effort to pressure Abbas into retracting the proposal. In the West Bank, 1 Palestinian child, shot by Israeli forces during a raid in al-Bireh on 9/28, succumbed to his injuries. Israeli settlers threw stones at Palestinian vehicles in Huwwara and attacked Israeli soldiers with pepper-spray; 1 off-duty Israeli soldier was later arrested for attacking Israeli soldiers. Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh. Elsewhere, Israeli settlers set fire to a vehicle and a water tank and vandalized 80 olive and almond trees in al-Mughayyir. Israeli forces temporarily expelled Palestinians in parts of Khirbat al-Karmil to convene a conference for settlers and soldiers in the village, which is in Area A. Israeli forces also assaulted 1 Palestinian at a checkpoint near Beit Furik, causing injuries. The new Israeli-imposed restrictions for entry into the West Bank, outside of Israeli settlements, took effect. The heavily criticized restrictions were 1st published earlier this year in the policy paper “Procedure for entry and residence of foreigners in the Judea and Samaria area,” issued by Israel’s Coordinator of Government Activities in the Territories and have been slightly amended after criticism by U.S. and EU lawmakers. Haaretz reported that Israel will approve the purchase of 2 helicopters by the PA for usage of PA officials. The helicopters, which will be stationed in Jordan, are reportedly funded by Gulf state donations. The PA will need permission from Israel to use the helicopters in the West Bank. At a conference in Eliat attended by Morocco, Bahrain, and the UAE, Israel and Bahrain signed an agricultural cooperation deal. (REU 10/20)

The ACLU filed an appeal with the U.S. supreme court asking it to review the appeals court decision to uphold an Arkansas state law that penalizes companies boycotting Israel. The UN-mandated commission of inquiry on the occupied West Bank, Gaza, east Jerusalem, and Israel released a 28-page report, calling on the International Court of Justice to make a legal opinion on the Israeli occupation of the Palestinian territories and said the occupation is unlawful due to its permanence and Israel’s “de-facto annexation policy.” (AP, UN, WAFA 10/20; HA, MEE, WAFA 10/21)

In the West Bank, Israeli settlers slashed the tires of 11 Palestinian-owned vehicles and wrote racist and threatening graffiti on properties in Iskaka. Israeli forces shot and killed 1 Palestinian who was hiking with a friend in a forest near al-Arroub refugee camp. The friend said the 2 heard shouting in Hebrew and began running away when the Palestinian man was shot in the back twice. The PA condemned the killing, calling for the International Court of Justice to investigate it. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2 photojournalists with rubber-coated bullets. Meanwhile, Israeli forces fired tear gas near 2 schools in Hebron, causing tear-gas related injuries among students and teachers. Israeli forces also delivered stop-work notices for 3 houses under construction in Khirbet Um Qussa. Palestinians protested in support of Palestinian prisoners in several cities throughout the West Bank; the protest coincided with a 1-day hunger strike by Palestinian prisoners demanding improved conditions. 7 Palestinians were arrested during late-night raids in Ni‘lin, Beit Furik, Jenin refugee camp, Jalamah, Halhul, and Za‘atra. The Israeli supreme court ruled to allow 4 Palestinian families in Sheikh Jarrah to stay in their properties until a final decision on the property rights are made. The 4 families have been threatened with eviction as Israeli settler organizations have claimed ownership of their properties, which the families have lived in since 1951. Part of the temporary agreement with the Palestinian families is that they must pay a nominal rent, which will be held as escrow until a final decision is made by the Israeli ministry of justice—a process that could take years. The PA summoned French consul general in Jerusalem René Trokaz in protest over French prime minister Jean Castex’s remarks calling Jerusalem “the eternal capital of the Jewish people.” Prime Minister Castex’s remarks were made during a gala dinner hosted by the representative council of French Jewish Institutions on 2/25.
