Inside Israel, about 1,000 Israeli Palestinian and Jewish peace activists march to the Erez crossing in solidarity with the internationals in Egypt. Israeli police arrest a Jewish settler teenager connected to the outlawed right-wing group Kahane Chai suspected in the 12/11 arson of a mosque in Yasuf. In the West Bank, the IDF demolishes 2 animal shelters on a Palestinian farm located nr. an unauthorized Israeli settlement outpost northeast of Hebron, saying they had been erected illegally; conducts late-night arrest raids, house searches nr. French activists protest outside the French emb. in Cairo, while American activists visit the U.S. emb. Israel allows 3 container shipments of glass into Gaza for the first time since 6/07; says it will allow 3 containers of glass per day for 5 days a week for the next month (a total of 81 containers are allowed in as of 2/9, about 90 percent of what Israel had pledged). In the West Bank, the IDF patrols in al-‘Arub r.c. nr. Hebron late in the evening, firing on stone-throwing youths who confront them, arresting a 14-yr.-old Palestinian boy; conducts late-night arrest raids, house searches in Balata r.c. and nr. Hebron, Jenin. (OCHA, PCHR 12/23)

The IDF admits that in the 1990s government forensic pathologists harvested organs from dead bodies (including those of Palestinians, IDF soldiers, and foreign workers) without permission, but says the practice was stopped “a decade ago.” The admission comes after an U.S. academic released a copy of an interview from 2000 with the head of Israel’s Abu Kabir forensic institute in which the physician admitted the harvesting. Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. In the West Bank, the IDF conducts rare daytime arrest raids, house searches nr. Jenin; conducts late-night arrest raids, house searches in Bethlehem, Tubas, and nr. Nablus. Late in the evening, 2 IDF soldiers enter the al-Aqsa Mosque compound, violently beating and insulting a guard who asks them to remove their shoes. In Hebron, Jewish settlers brutally beat a 13- yr.-old Palestinian boy on his way home from school; the IDF observes but does not intervene. (OCHA, PCHR 12/16)

Israeli DM Barak orders government funding to be revoked from a yeshiva in Har Brakha settlement after the yeshiva’s head rabbi encourages his students to refuse orders to evacuate unauthorized settlement outposts. Meanwhile, the Israeli cabinet approves (21–5) changes to Israel’s map of national priority areas to include several isolated West Bank settlements, including several right-wing settlements (including Kiryat Arba and Keddumim) that have led protests against Netanyahu’s settlement freeze. These newly designated areas will be entitled to millions of dollars in additional government financing. (NYT, WT 12/14)

Before dawn, unidentified Palestinians fire several mortars or antitank missiles toward IDF troops on the central Gaza border inside Israel, causing no damage or injuries; the IDF returns fire, fatally shooting 1 Palestinian civilian outside his home in al-Bureij r.c., some 700 m from the border. In the West Bank, the IDF conducts latenight arrest raids, house searches in Hebron, Nablus. (OCHA, PCHR 12/16)

Jewish settlers launch an organized campaign of civil disobedience to protest Netanyahu’s settlement freeze, blocking traffic at major intersections leading into Jerusalem. Israeli police quickly disperse them without violence, but settlers say they plan to keep up such actions randomly over the coming days to frustrate the government. Meanwhile, IDF undercover units stage a major late-night raid on a Nablus apartment building, arresting Palestinian Salah al-Bukhari, wanted since 2001. The IDF also stages late-night arrest raids, house searches in and around Hebron and nr. Bethlehem, Nablus, Salfit, Tulkarm. Hamas-affiliated police manning the Gaza side of the Erez crossing block the exit of 37 Palestinian medical patients granted permission by Israel to leave the Strip, stating they have not obtained the proper exit visa from Gaza’s Interior Min. The Israeli government approves construction of 84 structures in West Bank settlements despite the 11/25 freeze. Meanwhile, Israel makes its 1st arrests in enforcing its 10-mo. ban on new Jewish settlement construction, briefly detaining the mayor of Bet Arye settlement and 2 Jewish settlers in Elon Moreh when they confront police escorting building inspectors delivering stop-work orders. Israeli security officials say inspectors have handed out 60 stop-work orders since beginning on 11/30. YESHA settlement council leaders attend a high-profile ceremony to start construction of a new synagogue in Efrat settlement, vowing they will continue to settle the West Bank with or without government support. Jewish settlers at several sites across the West Bank scuffle with new Israeli building inspectors hired by the DMin. to enforce Israel’s 10-mo. settlement building freeze (see 11/25); no major violence or injuries are reported. In East Jerusalem, Jewish settlers escorted by Israeli police and private security guards take possession of an addition to a Palestinian home in Shaykh Jarrah neighborhood, removing the Palestinian family’s furniture, after receiving a court ruling that the property is legally owned by a Jewish organization. Nablus and Jerusalem, arresting 11 Palestinians (including 5 teenagers). Jewish settlers fr. In the West Bank, IDF troops stationed atop Hebron homes occupied on 10/11 fire rubber-coated steel bullets, tear gas at 10s of stone-throwing Palestinian youths who confront them, injuring 1 Palestinian teenager. The IDF also ambushes several Palestinian vehicles attempting to evade IDF checkpoints to transport workers to jobs in Israel, burning and destroying 3 of them; conducts late-night raids, house searches nr. Nablus, Hebron, Jericho, and Jenin, arresting 10 Palestinians. Jewish settlers fr. the unauthorized settlement outpost of Mitzpe Ami nr. Qalqilya set fire to a Palestinian olive tree field and block firemen fr. reaching the area, destroying as many as 250 trees; Israeli police arrest 13 settlers who refuse to leave the area. A mysterious explosion in Tayr Filsi village in s. Lebanon injures or kills at least 1 person. Israel cites the explosion as proof that Hizballah is stockpiling weapons in violation of UN Res. 1701 that ended the 2006 Lebanon war. (NYT 10/13)

Israel and Hamas announce a deal (to be implemented 10/2) in which Israel would free 20 female Palestinian prisoners (4 fr. Hamas, 5 fr. Fatah, 3 fr. Islamic Jihad, 1 fr. the PFLP, and 7 not affiliated with any group) convicted of minor offenses in exchange for definitive proof that captured IDF soldier Cpl. Gilad Shalit is still alive. In the West Bank, an IDF jeep hits and kills 1 Palestinian teenager on the grounds of a school nr. Jenin in disputed circumstances (the IDF says it was an accident, whereas Palestinian eye-witnesses say the jeep was chasing the youth); angry Palestinians throw stones, clash with IDF troops, who respond with tear gas, causing minor injuries. The IDF also conducts latenight raids, house searches in and around Qalqilya, and nr. Israel imposes a general closure on the West Bank for the 2-day Yom Kippur holiday. The IDF conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. Jewish settlers fr. Kiryat Arba nr. Hebron attack Palestinians exiting the nearby al-Ras Mosque and throw stones, empty bottles at Palestinian vehicles; no serious injuries are reported. (PCHR 10/1)

Outraged by rumors that right-wing Jews plan to invade the al-Aqsa Mosque compound to mark Yom Kippur, Palestinians throw stones at French tourists visiting the mosque, mistaking them for Jewish activists. Israeli police disperse the crowd of approximately 150 Palestinians with stun grenades, leading to a number of disturbances throughout East Jerusalem. Palestinians also throw rocks, Molotov cocktails, and garbage at Israeli border police. Israel announces that it has arrested (on 8/10, not previously reported) and indicted 23-yr.-old Israeli Palestinian Rawi Fuad Sultani for taking part in a Hizballah-orchestrated plot to assassinate IDF Chief of Staff Lt. Gen. Gabi Ashkenazi. Israel alleges that Sultani, who worked out at the same gym as Ashkenazi, was recruited by Hizballah to monitor Ashkenazi’s movements and routine. Unidentified Palestinians fire at least 2 mortars into Israel, causing no reported injuries or damage. Egyptian police discover 1,540 pounds of TNT in an underground stash nr. the Gaza border. IDF troops on the n. Gaza border fire on a group of Palestinians nr. Bayt Lahiya in disputed circumstances, killing 1 Palestinian teenager, injuring at least 1 other, and possibly arresting a 3d; the IDF claims the group was planting a roadside bomb along the border, whereas Palestinian sources claim they were civilians collecting scrap metal nr. the border fence. Israel announces a general easing of restrictions on movement of West Bank Palestinians during Ramadan (which began on 8/22), though Palestinian access to East Jerusalem is restricted to men over 50 yrs. old, women over 45, and children under 12. In the West Bank, the IDF violently beats a Palestinian who allegedly threw rocks at a checkpoint in Hebron; conducts late-night raids, house searches in and around Jenin town and r.c., arresting 3 Palestinians. Jewish settlers fr. Avraham Avino throw stones, empty bottles, garbage at nearby Palestinian houses; the IDF observes but does not intervene. Muhammad Ibrahim Abu Rahma, the deputy mayor of Bil‘in arrested by the IDF on 8/19, is released on bail under strict conditions, including that he agree not to participate in demonstrations, remain at least 6 km away fr. the separation wall every Friday, and make a 3-hr. visit to an Israeli police station every day. Israel allows 2,597 Palestinians to transit through the Rafah crossing (870 going into Egypt, 1,727 returning to Gaza). In the West Bank, the IDF patrols in Sa‘ir village nr. Hebron in the evening; conducts late-night house searches in Dura nr. Hebron, making no arrests. The Knesset passes (61–45) an Israel Land Administration Law allowing for the privatization of 93% of land inside Israel controlled by the Israeli government, including “state land” and land claimed by Palestinian refugees and held by Israel’s Custodian of Absentee Property. Israel approves the import to Gaza of cement and steel for 3 construction projects, including a flour mill. In the West Bank, the IDF patrols in Ramallah and al-Bireh at midday; conducts late-night arrest raids, house searches nr. Hebron and in Balata r.c., Nablus. In Jerusalem, the IDF escorts some 200 Jewish settlers into the al-Aqsa Mosque compound to hold prayers marking the anniversary of the destruction of the Jewish temple. The IDF Central Command issues an order establishing a separate military court for the prosecution of Palestinian children under the age of 16 living in the West Bank (excluding East Jerusalem), appointing separate juvenile court judges and requiring youths’ trials be held in separate rooms fr. The Israeli government releases its comprehensive investigative report into its conduct during OCL, concluding that “incessant” Hamas rocket fire into Israel forced Israel to act and denying any war crimes, though admitting that around a dozen criminal investigations of soldiers’ conduct are underway. Israel allows limited diesel and gasoline for personal vehicles into Gaza for the 1st time since 11/2/08. In the West Bank, the IDF conducts late-night searches of homes and shops in Barta‘a village w. of Jenin, arresting at least 200 nonresident Palestinian laborers who are staying in the village because it affords shorter commutes to jobs inside Israel; stages late-night arrest raids, house searches nr. Jenin and in Balata r.c., al-Fara‘a r.c. nr. Tubas. The IDF also removes 3 mobile homes fr. a new unauthorized settlement outpost named Inbalim nr. Ma’ale Mikhmas settlement nr. Hebron; settlers scuffle with Israeli border police at the site, injuring 2. An Israeli court rules that the Jewish settlers that occupied the Farhan-Hijazi properties in Shaykh Jarrah on 7/26 must halt construction on the site until the court reaches a final verdict on ownership; settlers ignore the ruling and keep building. Meanwhile, Jewish settlers storm and occupy another Palestinian home in Shaykh Jarrah (the Abu Diyab property), throwing stones at neighboring Palestinian homes fr. the roof before eventually leaving. Hebron. Jewish settlers escorted by IDF troops seize a plot of land and a Palestinian home in Shaykh Jarrah in East Jerusalem (the Farhan-Hijazi properties), evicting a Palestinian family and beginning construction on the property; settlers have tried for years to seize the property, resulting in an Israeli court ruling in 2003 that the Palestinian family could remain in the home until the judiciary reached a final verdict, which it has not yet done; the Palestinian family immediately petitions the court to order the settlers to leave. The UN notes that in the previous wk., Palestinian residents of an area of Bayt Yatir village btwn. the separation wall and the Green Line nr. Palestinians report that in the previous wk., Israeli authorities removed remains fr. 300 graves at a Muslim cemetery nr. the Jaffa Gate in Jerusalem to make way for construction of Israel’s national Tolerance Museum; the remains were reburied in a mass grave elsewhere. A mysterious explosion levels a building in Lebanon’s Khirbat Slim, 12 mi. fr. the Israeli border, causing no casualties; Lebanese and Hizballah authorities secure the site, barring access to UNIFIL soldiers. Israel claims the site housed a Hizballah arms cache, indicating that Hizballah is rearming in violation of UN Res. 1701 that ended the 2006 Lebanon war. Hizballah claims that the explosion was caused by unexploded IDF cluster munitions left over fr. the war. (NYT 7/16)

In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron; conducts late-night house searches w. of Jenin, making no arrests. The IDF also demolishes 2 Palestinian homes in the Jerusalem environs (Bayt Hanina, Silwan), displacing at least 8 Palestinians; 1 of the owners had paid around $17,500 toward a $20,000 fine levied by Israel for building his home without a permit. Israel says it has taken significant steps to improve West Bank movement and access, including reducing manned IDF checkpoints and improving wait times at checkpoints, especially around Nablus, also noting that Israeli tour buses are now routinely bringing Israeli Palestinians to Nablus to shop. Palestinians and the UN confirm that restrictions on movement have been eased considerably in Jericho, Nablus, Qalqilya, and Ramallah; but the UN notes that there are still 68 manned and 545 unmanned barriers to Palestinian travel across the West Bank.
