Israeli settlers also toured the Haram al-Sharif compound. Israeli authorities forced 1 Palestinian family to demolish their own home in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya, causing damage to boats. An Israeli military court released 4 Palestinians arrested in relation to the Israeli settler attack on Burqa on 8/4. The 4 were released on condition that they stay in Burqa for 1 week and pay bail of $550 as they remained charged with aggravated assault. MK Ahmad Tibi was present at the hearing, saying the 4 Palestinians were victims of an invasion and should not be on trial. (HA, REU 8/10)

PA president Mahmoud Abbas dismissed the PA governors of Jenin, Nablus, Tulkarm, Qalqilya, Bethlehem, Tubas, Hebron, Jericho, Gaza City, North Gaza, Khan Yunis, and Rafah, leaving only the governors of Ramallah, al-Bireh, and Salfit in their positions. President Abbas also spoke with Hamas political leader Ismail Haniyeh on the phone. The 2 leaders agreed to speed up the establishment of committees for political reconciliation that was agreed during the reconciliation conference on 7/30 in Egypt. (MEMO 8/11)

Director of the UN agency for Palestinian refugees in Lebanon, Dorothee Klaus, said fighting in Ain al-Hilweh refugee camp had destroyed 400 homes and left half of the camp off-limits as the Lebanese military is barring access. (AP 8/10)

Israeli opposition leader Yair Lapid of Yesh Atid told a delegation of U.S. Democrats that he opposes a normalization deal with Saudi Arabia that would see the country enrich uranium. Saudi Arabia is reportedly demanding a nuclear program in exchange for normalizing ties with Israel. Lapid later said in an interview with Channel 12 that he does not have a problem with Saudi Arabia having a nuclear program, but that Israel cannot allow Saudi Arabia to enrich uranium on their own soil. In the West Bank, Israeli settlers attacked Palestinians in Thulth, injuring 4. Israeli settlers also seized the roof of a Palestinian-owned building in the Tel Rumeideh area of Hebron. Israeli forces began work on a settler road near Kafr ad-Dik. 15 Palestinians were arrested during late-night raids in Tubas, Bethlehem, Ramallah, and Hebron. PA forces arrested Palestinian journalist Aqil Awawdeh in Ramallah. In East Jerusalem, Israeli settlers vandalized several vehicles in Silwan, smashing windshields. Israeli settlers also toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Peace Now reported that the Israeli government had advanced construction of 12,855 settlement housing units in the West Bank since the beginning of 2023, marking the highest number since Peace Now started tracking settlement advancement in 2012. 9,805 settler units were approved for deposit and 3,500 for validation. In Gaza, Israeli forces killed 9 Palestinians during airstrikes on the third day of Israel’s attack on Gaza. Israeli forces assassinated Islamic Jihad member Ali Hassan Muhammad Ghali in an airstrike on a residential building in Khan Yunis, 2 others were also killed in the strike and 7 were injured, including 1 child and 3 women. Later Israeli forces assassinated Islamic Jihad member Ahmed Abu Daqqa in an air strike on his home in Khan Yunis, injuring 4 others, including 1 woman and 1 child. Israel also assassinated 2 members of the Mujahideen Brigades, Husain Dallol and Mohammed Dared, in an airstrike in the Shuja’iyya neighborhood of Gaza City. 2 Palestinians were killed in airstrikes in Jabaliya refugee camp. 1 Palestinian was injured in an airstrike in Nuseirat refugee camp. In Israel, 1 rocket fired from Gaza hit an apartment building in Rehovot, killing 1 Israeli and injuring 5 others. In the West Bank, an Israeli settler rammed 1 Palestinian woman near al-Arroub refugee camp, causing moderate injuries. Israeli settlers threw stones at Palestinian vehicles near Beit Umar. Elsewhere, Israeli settlers razed land near ‘Urif. Israeli forces shot and killed 1 Palestinian, injured 1 and arrested 4 during a raid in Nur Shams refugee camp. In calls overnight, U.S. national security advisor Jake Sullivan and Secretary of Defense Lloyd Austin urged their Israeli counterparts to deescalate the situation in Gaza. Both U.S. officials also stressed the U.S.’s “ironclad support for Israel’s security.” (HA 5/10; HA, HA 5/11)

The Munich Group, consisting of the foreign ministries of Jordan, Egypt, Germany, and France, held a meeting in Berlin and expressed concern over the situation in Gaza, calling the civilian casualties “unacceptable.” (WAFA 5/11)

Israeli police issued an administrative restraining order against 2 Palestinian citizens of Israel from Tuba-Zangaria, barring them from entering Rosh Pina, Tiberias, Kfar Tavor, and Kiryat Shamona for 30 days. The 2 had not been brought in for questioning or arrested. (HA 5/11)

On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. An apology, which that was not, is not accountability.” Memorial services for Abu Akleh have been carried out in Washington D.C., Ramallah, and Doha. Abu Akleh’s family members, U.S. lawmakers, Al Jazeera, and several press associations marked the anniversary by demanding accountability for her death. PA prime minister Mohammad Shtayyeh also laid the cornerstone for the Shireen Abu Akleh press museum in Ramallah which is scheduled to open in 2025. The Israeli military refused to investigate the trashing of a Palestinian-owned apartment building in Huwwara by Israeli forces. The building was temporarily seized by Israeli forces after the large-scale settler attack in February. According to the Palestinian owner, the Israeli soldiers had vandalized his property leaving trash and feces throughout the building and burned 2 water meters and a portable toilet. (HA 5/11)

In the West Bank, Israeli settlers threw stones at Palestinian vehicles parked near Kifl Haris, causing damage. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. Elsewhere, Israeli forces issued stop-work orders for 8 houses, 1 agricultural structure, and 1 events hall in Deir Balut and 1 house under construction in Maeen in the Masafer Yatta area. Israeli forces also shot and injured 7 Palestinians with live ammunition during a raid in Bayt Rima. Meanwhile, Israeli forces fired tear gas at a funeral procession in Beit Umar, causing tear-gas related injuries. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service. Israeli forces also violently dispersed Palestinians protesting in Kafr Qaddum, injuring 10 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 1 with live ammunition and 3 with rubber-coated bullets. Armed Israeli settlers raided Susiya, chanting racist slogans and throwing stones, injuring 1 Palestinian man. Israeli forces violently dispersed a protest in al-Bireh, injuring 1 journalist with a rubber-coated bullet; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 12 with rubber-coated bullets and others with tear gas. The Directorate of the Islamic Waqf in Jerusalem said Israel is preventing the implementation of a Waqf decision to increase the number of Waqf guards at the Haram al-Sharif compound. Norwegian representative to the UN Mona Juul said that she will use her time as president of the Security Council to prioritize the Palestinian-Israeli conflict by elevating a meeting on the issue on 1/19 to the ministerial level. (WAFA 1/7)

In the West Bank, Israeli settlers attacked Palestinian herders near Khirbat Samra, forcing the Palestinian herders to leave the area. Israeli settlers also threw stones at Palestinian homes in Hebron, causing damage. 3 Palestinians were arrested, including 1 at a checkpoint near the Beit El settlement and 2 during a late-night raid in Anabta. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israel carried out air strikes, hitting 2 sites near Khan Yunis and other sites near Beit Hanun and Beit Lahiya, causing damage. It was reported in Palestinian media that Palestinian militants had fired anti-aircraft missiles at Israeli helicopters conducting the missile strikes, but they had missed their target. In Israel, Israeli police violently dispersed Palestinians demonstrating in Umm al-Fahm against the administrative detention of a Palestinian who has been on hunger strike for 139 days; several Palestinians were assaulted and 4 were arrested. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. 1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In East Jerusalem, 1 Israeli settler opened fire at Palestinians in al-Ram; no injuries were reported. Israeli forces shot and killed 1 Palestinian man by the Lion’s Gate in the Old City, claiming that he had tried to stab an Israeli soldier; 1 Israeli soldier was lightly injured by a stray bullet fired by another Israeli soldier. Israeli forces let the man bleed to death without providing aid. Israeli forces also forcefully removed Palestinians during a sit-in protest at the Haram al-Sharif compound, arresting 3. In Gaza, 1 rocket was launched at Israel and was intercepted, after 2 of the Palestinian escapees were arrested. Qatar’s ambassador to Gaza Mohammed al-Emadi said that the PA no longer will partake in facilitating getting Qatari aid to Palestinians in Gaza because of fears that banks in the West Bank could be exposed to lawsuits as Hamas is considered a terrorist organization in several countries. In the West Bank, 1 Israeli settler shot and injured 1 Palestinian minor using rubber-coated bullets in al-Janiya. Israeli settlers also damaged and uprooted 130 olive seedings in al-Rihaya south of Hebron. Israeli forces shot and injured 1 Palestinian with live ammunition in Far‘un. 19 Palestinians were arrested during late-night raids in and around Bayt Umar, Yatta, Bethlehem, al-Walaja, Kaubar, Silwad, Tell, Qabalan, ‘Azun, al-Twana, and Jenin; during a house raid in al-Twana, 1 Palestinian 5-year-old got a black eye during the raid on her home. In East Jerusalem, around 120 Israeli settlers with military escort raided the Haram al-Sharif compound for the 2d day in a row. Israeli forces shot and killed 1 Palestinian after he allegedly stabbed and injured 1 settler and 1 soldier near Shaykh Jarrah. 26 Palestinians were arrested during late-night raids in Silwan, Jabal al-Mukabir, Shu‘fat, and the Old City. In Gaza, 2 Palestinians injured in Israeli air strikes on Bayt Hanun on 5/11 succumbed to their injuries and 4 Palestinians were found dead in rubble from Israeli air strikes in Khan Yunis, raising the comprehensive death toll since 5/10 from 253 to 259, including 67 children and 3 pregnant women. 3 Jewish-Israelis were charged with terrorism after severely beating 1 Palestinian-Israeli man on 5/12 in Bat Yam. The Palestinian man was pulled from his car and beaten by a large mob of Jewish-Israelis while an Israeli TV crew filmed the incident as it was unfolding. 6 people were for the attack, while TV footage show the faces of several others beating the man who have not been arrested. The Palestinian Prisoners Society said Israel had issued 155 administrative detention orders since the beginning of May. (WAFA 5/24)

AP reported that 17 journalists in Gaza had their WhatsApp accounts blocked since 5/21. WhatsApp is owned by Facebook, which has been accused of silencing Palestinian voices. Iran said it would allow the International Atomic Energy Agency to continue monitoring Iran’s nuclear activities for 1 additional month after a previous agreement expired. (AP, AX, HA, NYT, REU 5/24)

The Israeli municipality issued eviction orders for 7 families living in the Old City; the evictions cite cracks in the buildings, which the residents claim are due to Israeli excavations under the Old City. In a ruling that could affect some 700 Palestinians living in East Jerusalem, a Jerusalem court ruled in favor of a Jewish settler organization evicting a Palestinian family on property that was owned by Jews prior to 1938. 700 Palestinians live in Batn al-Hawa, which was owned by a Jewish property trust before 1938 when British Mandate authorities evicted the Jewish residents. Israeli law allows Jews to “reclaim” property in East Jerusalem but does not allow Palestinians to do so in Israel. (HA, WAFA 1/20; JPOST 1/21)

In the West Bank, Israeli forces raided a Palestinian-owned house in Kaubar and took measures to punitively demolish it; 2 of the house’s occupants are detained by Israel. 9 Palestinians from Issawiyya in East Jerusalem were placed under nighttime curfew between 8 p.m. and 6 a.m. 6 of the men were told that they were facing a nighttime curfew on 12/29, but the curfew did not take effect until 1/2. The Israeli military cited a 1945 Mandate-era regulation to justify placing the 9 under nighttime curfew. (HA 1/2)

The U.S. assassinated Iranian major general in the Islamic Revolutionary Guard Corps (IRGC) and commander of the IRGC’s special forces Quds Force Qasem Soleimani and the deputy chairman of the Iraqi government-sanctioned militia Popular Mobilisation Forces, Abu Mahdi al-Muhandis, along with several other Iranian and Iraqi officials at Baghdad International airport. The assassinations were carried out by an American MQ-9 drone that fired missiles at the officials’ convoy as it was leaving the airport. The Pentagon released a statement saying that the strike was directed on behest of U.S. president Donald Trump and was aimed at “deterring future Iranian attack plans.” Iran’s supreme leader Ayatollah Ali Khamenei said in a statement that Iran would have 3 days of mourning followed by a retaliation. In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

Israel’s public security minister Gilad Erdan said that the status quo of Jerusalem needed to be altered so that Jews can be formally allowed to worship on the Haram al-Sharif compound. In protest over the possibility that Israeli police would allow Israeli Jews to commemorate Tisha B’Av on the Haram al-Sharif compound on the same day as Eid al-Adha, the Islamic Waqf called on Muslims to attend a mass service on the compound on 8/11—the day of Eid al-Adha—and announced that all mosques in the Old City would be closed except Al-Aqsa Mosque. In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released.
