The Jerusalem district court denied a request by the Greek Orthodox Patriarchate to void the sale of its property in the Old City to the settler group Ateret Cohanim, ending a 16-year-long legal battle. (HA 6/26)

U.S. president Donald Trump aide Kellyanne Conway told reporters that President Trump will have “a big announcement” about the U.S. position on Israeli annexation of parts of the West Bank after White House officials met for a 2d day in a row to discuss the issue. At a virtual UN Security Council meeting, the UN secretary general António Guterres called on Israel “to abandon its annexation plans.” After the meeting, the current and incoming EU members of the UN security council—Germany, Ireland, France, Estonia, Belgium, and France, as well as the UK and Norway—released a joint statement supporting Secretary General Guterres’s “grave concern.” Separately, more than 1,000 European parliamentarians from 25 counties signed a letter denouncing Israel, saying “[a]cquisition of territory by force has no place in 2020 and must have commensurate consequences.” Meanwhile, U.S. secretary of state Mike Pompeo told reporters that decisions about annexations are “for Israelis to make.” (AJ, BBC, German Foreign Ministry, HA, REU, REU, WAFA 6/24; AJ 6/25)

Israeli forces clashed with Palestinians as they were raiding in Maghir; 1 Palestinian was shot in the head by a rubber-coated bullet. 1 Palestinian was arrested at a military checkpoint near Nablus. In East Jerusalem, 1 Palestinian family started demolishing their own house in Silwan to avoid exorbitant Israeli demolition fees. 1 Palestinian was arrested during a late-night raid in Issawiyya. Israeli settlers closed off an area on Palestinian-owned land in Hebron to celebrate Israel’s Independence Day; Israeli forces refused to remove the settlers despite complains. In East Jerusalem, 5 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israeli forces opened fire on agricultural lands east of al-Maghazi and Dayr al-Balah; no injuries were reported but several sheep and donkeys were killed by indiscriminate shooting near Dayr al-Balah. Israeli settlers attacked a Palestinian-owned house in Hebron, damaging a water tank and erecting an Israeli flag on the roof. Elsewhere, Israeli settlers with military escort raided Qusra, leading to confrontations with Palestinians; no injuries were reported. In East Jerusalem, Israeli authorities extended the detention of PA governor Adnan Ghaith. PA Jerusalem affairs minister Fadi Hidmi filed a complaint to the Israeli justice department for his arrest on 4/3. Minister Hidmi said that he was beaten and repeatedly forced to wear a dirty mask with blood on it. The complaint further said that Israeli police blasted down his front door without trying to knock on it and that the police seized $2,800. Hidmi was ultimately released 6 hours after his arrest without any charges. (HA 4/6)

Israeli prime minister Benjamin Netanyahu and Kahol Lavan leader Benny Gantz agreed on preliminary terms for a unity government, which includes that Netanyahu can propose to the Israeli cabinet a West Bank annexation plan if it’s backed by the U.S. (HA, JP 4/6)

50 former foreign ministers and leaders of European countries wrote an open letter sharply criticizing the U.S. administration’s peace plan, saying it “evoke[s] chilling associations with South Africa’s bantustans.” The letter called on the EU to reject the U.S. peace plan. In the West Bank, Israeli forces razed Palestinian-owned land in Huwwara in preparation to build a 5-mile-long settler-only road. For the 3d time since 2/20, Israel’s prime minister Benjamin Netanyahu announced new settlement expansion. In this new round, Prime Minister Netanyahu announced that had given instructions to “publish for deposits the plan to build 3,500 housing units in E-1." E-1 is an area next to the Ma’ale Adumim settlement and would connect the settlement to Jerusalem. E-1 was shelved in 2012 because of pressure from the U.S. Obama administration and the EU as it would split the West Bank in 2. In the West Bank, Israeli forces arrested 21 Palestinians during raids in and around Ramallah, Hebron, Bethlehem, Jericho, Qalqilya, Tubas, Jenin, and Nablus. Israeli forces injured 2 Palestinians with rubber-coated bullets during a raid in Bayt Sira. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, the rocket exchange continued from 2/23; there were no reports of casualties but reports of damage in Gaza, including to the power grid in Khan Yunis. A truce between Islamic Jihad in Palestine and Israel was implemented at the end of the day. Israeli prime minister Benjamin Netanyahu ordered 12 West Bank settlement outposts, deemed illegal by Israel, to be connected to Israel’s electrical grid. The Israel Lands Authority also issued tenders for the construction of 1,077 housing units in the East Jerusalem settlement Givat Hamatos. (HA, HA 2/24)

The PA prime minister Mohammed Shtayyeh called on all Palestinians working in Israeli settlements to stop working there. According to the Palestinian Central Bureau of Statistics, around 23,000 Palestinians work in settlements in the West Bank and East Jerusalem. (WAFA 2/24)

Israeli prime minister Benjamin Netanyahu announced that Israel will expand 2 settlements, Har Homa and Givat Hamatos, in East Jerusalem with 2,200 and 3,000 housing units respectively. Prime Minister Netanyahu also said that Israel would apply sovereignty to al-Ibrahimi Mosque. Israel and the PA ended its trade dispute, allowing Palestinian goods to exit the West Bank and Israeli agricultural products to enter the West Bank market. According to Israeli officials, Hamas has informed Israel that it will halt all launchings of rockets and incendiary balloons. The official said that if Hamas keeps its promise, Israel would expand the fishing zone and allow 500 permits for Palestinian businesspeople in Gaza. (HA 2/13)

Israeli forces also violently dispersed protests against the U.S. administration’s peace plan in and around Nablus, Jenin, Kafr Qaddum, and Jericho, leading to tear-gas related injuries. 6 Palestinians were arrested, including 2 at checkpoints in Hebron and near Nablus, 1 during a house raid in Hebron, and 3 during clashes with Israeli forces near Ramallah. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound, injuring 3 Palestinians. Israeli forces also arrested 1 Palestinian during a house raid in Ras al-Amud. In Gaza, Palestinians gathered to protest near Khuza‘a; several Palestinians suffered tear-gas related injuries when Israeli forces violently dispersed the protest. In the West Bank, 1 Palestinian prisoner stabbed and lightly wounded an Israeli warden at Ofer Prison. Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. 2 Palestinians were hospitalized after being hit by rubber-coated bullets during a confrontation with Israeli forces in Hebron. Israeli forces also violently dispersed Palestinians protesting against the U.S. administration’s peace plan in and around Qalqilya and Tulkarm, leading to tear-gas related injuries. 18 Palestinians were arrested during late-night raids in and around Ramallah, Qalandia, Bethlehem, Hebron, Nablus, Qalqilya, and Jenin. In East Jerusalem, 1 Palestinian was arrested. Off the coast of Gaza, Israeli naval forces arrested 3 Palestinian fishermen off the shore of Dayr al-Balah within the allowed fishing area; their fishing boat was also confiscated. Separately, Israeli naval forces opened fire and sprayed skunk water on fishermen west of Rafah. The PA minister of agriculture announced that the PA had decided to ban entry of Israeli products to the Palestinian market. The decision comes a day after Israel started banning imports of agricultural products from the West Bank. (WAFA 2/3)

The Organization of Islamic Cooperation issued a statement after an extraordinary summit in Jeddah calling “on all member states not to engage with this plan [the U.S. administration’s peace plan] or to cooperate with the U.S. administration in implementing it in any form.” (HA, WAFA 2/3)

In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, Israeli settlers vandalized 25 vehicles and wrote racist graffiti on Palestinian-owned buildings, including a mosque, in Qarawat Bani Hassan. Israeli forces ordered Palestinians southeast of Tubas to evacuate 28 dunams of land, uproot olive trees, and demolish a structure. Israeli forces also violently dispersed a protest in Bethlehem, leading to 30 Palestinians suffering tear-gas related injuries. 8 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. In East Jerusalem, 1 Palestinian was arrested in Issawiyya; he was badly beaten by Israeli police. Some 200 Israeli settlers toured the Haram al-Sharif compound. In Gaza, 9 Palestinians were killed in Israeli airstrikes, including a family of 8 in Dayr al-Balah with 5 children; 12 others were wounded. This brings the comprehensive death toll of the Israeli attack on Gaza starting on 11/12 to 33, with at least 111 Palestinians reported injured. Israel later admitted that killing the family in Dayr al-Balah was a mistake and that they believed the house was empty. The Faroe Islands’ foreign minister Jenis av Rana said that the country wants to open a diplomatic representation to Israel in Jerusalem against the wishes of the Danish government. In the West Bank, 2 Palestinians were arrested in Bayt Kahil north of Hebron, both of whom are suspects in the killing of an Israeli settler on 8/8. During the arrest, Israeli forces confiscated a vehicle belonging to 1 of the suspects. 1 Palestinian from Bayt Fajjar was released after being arrested on 8/9 for the murder of the settler. In Saudi Arabia, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner offers new details about the Trump administration’s long-awaited plan for Palestinian-Israeli peace, which is expected to be released after the Israeli elections on 4/9. “We want to see Palestinians under one leadership that will allow them to live in dignity,” he says. Kushner also says that one of the main goals of the plan is to eliminate borders “in order to guarantee freedom of movement for people and goods.” The plan also reportedly focuses on strengthening the Palestinian economy. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East.
