In a statement, UNRWA expresses “concern” about Jerusalem mayor Nir Barkat’s 10/4 announcement that he plans to remove the agency from East Jerusalem. “UNRWA has continuously maintained its operations in East Jerusalem since 1967 with the cooperation and on the basis of a formal agreement with the State of Israel, which remains in force,” UNRWA’s statement reads. Israeli forces stationed along the border fence arrest a Palestinian allegedly attempting to cross into Israel armed with a knife near Jabaliya refugee camp; conduct a limited incursion late at night to level land near Dayr al-Balah. In the West Bank, Israeli settlers uproot approximately 40 olive trees in a Palestinian grove near Ramallah; set fire to a Palestinian-owned home in central Hebron, causing major damage. An Israeli settler driver allegedly rams a Palestinian at a checkpoint near Ramallah, causing major injuries. Along Gaza’s border, IDF troops open fire on Palestinian homes near al-Maghazi; 1 elderly Palestinian is shot in the back and killed. Some reports say that the man was killed by fragments of an Israeli tank shell instead. An IDF spokesperson says he is unaware of any soldiers or tanks opening fire in the area around the time of the incident. Separately, Israeli forces conduct a limited incursion to level land near Rafah. In the West Bank, IDF troops violently disperse Palestinians gathering at the Beit El checkpoint near Ramallah to protest Israel’s new Nation-State Law for a 2d day in a row; 2 Palestinians are injured. They also shoot and injure 1 Palestinian during clashes sparked by a raid near Jericho; arrest 7 Palestinians and issue 1 arrest summons during raids near Bethlehem, Hebron, Tulkarm, and Jenin; and patrol near Nablus and Hebron. Israeli forces dismantle a makeshift Palestinian residential structure outside Hebron. Israeli settlers raze more than 200 dunams (approximately 49.4 acres) of Palestinian-owned land near Nablus. Settlers also flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for imminent evacuation and demolition. Palestinian citizens of Israel and Palestinians across Gaza, East Jerusalem, and the West Bank observe a general strike in protest of the so-called Nation-State Law, which codified Israel’s status as the nation-state of the Jewish people when it passed in the Knesset on 7/19/18. Israeli forces violently disperse demonstrations against the law on the outskirts of Ramallah, and in Nablus, Qalandia refugee camp, and Qalqilya, as well as 2 neighborhoods in East Jerusalem, (al-‘Izzariya and Abu Dis); 14 Palestinians are injured. Elsewhere in the West Bank, IDF troops patrol in Hebron, sparking clashes with stone-throwing Palestinian minors; there are no reported injuries. They also arrest 3 Palestinians during late-night raids near Hebron and Bethlehem. Along Gaza’s border, IDF troops violently disperse Palestinians gathering near al-Bureij refugee camp, Khan Yunis, and Jabaliya refugee camp throughout the day to protest the Israeli blockade, protest the Nation-State Law, and continue the Great March of Return; at least 44 Palestinians are injured. In the evening, several Palestinian fishing boats sail in a symbolic challenge to Israel’s blockade. They turn back to shore after Israeli naval forces fire warning shots in their direction, causing no damage or injuries. In the West Bank, IDF troops shoot and injure a Palestinian amid clashes sparked by a raid in Nahalin village near Bethlehem late at night (1 Israeli soldier is lightly injured during the clashes). They also arrest 5 Palestinians during late-night raids near Jenin, Bethlehem, and Hebron; and patrol near Qalqilya and Hebron. A delegation of Hamas officials arrives in Cairo to continue backchannel talks on the stalled Palestinian reconciliation process and a possible long-term cease-fire with Israel. Meanwhile, there are reports in the Palestinian press that Norway is mediating a possible prisoner swap deal between Hamas and Israel. The deal would likely see the return of the remains of the 2 IDF soldiers and Israeli civilians allegedly being held in Gaza and the release of a number of Hamas-affiliated prisoners in Israel. The International Court of Justice (ICJ) announces that it has received a complaint from the State of Palestine against the U.S. regarding the move of the U.S. embassy in Israel to Jerusalem earlier this year. According to the ICJ, the Palestinians are arguing that the move represented a violation of the 1961 Vienna Convention of Diplomatic Relations. (HA, MNA, REU, TOI, WAFA, YA 9/29)

Following a petition from the American Civil Liberties Union, a federal court in Arizona blocks implementation of the state’s 2016 anti-BDS law, which requires that state contractors certify that they don’t participate in any boycotts of Israel. District Judge Diane Humetewa writes, “A restriction of one’s ability to participate in collective calls to oppose Israel unquestionably burdens the protected expression of companies wishing to engage in such a boycott.” (EI, HA 9/28)

Approximately 1,500 right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 20 Palestinians are injured, including 2 journalists. Elsewhere in the West Bank, IDF troops raid a Palestinian boys school near Nablus, sparking minor clashes; there are no reported injuries. They also arrest 3 Palestinians during raids in Qalqilya; and patrol near Hebron and Tulkarm. Separately, PA security forces arrest dozens of Hamas affiliates during raids across the West Bank. The raids come one day after Hamas security forces summoned dozens of Fatah members for interrogation in Gaza. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" He also calls on Hamas to implement their 12/7/17 reconciliation agreement and give up control of Gaza to the PA. In response, Hamas releases a statement calling Abbas’s speech a “declaration of failure” on the stalled Palestinian reconciliation process. Jordan’s Foreign Minister Ayman Safadi says that Germany, Sweden, the EU, Japan, and Turkey, as well as a number of other countries, collectively pledged $118 million to UNRWA at a meeting on the sidelines of the UN General Assembly in New York City this week. Meanwhile, the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, meets in New York to discuss an proposed humanitarian aid package for Gaza. After meeting with Rwandan president Paul Kagame, Israeli prime minister Benjamin Netanyahu announces that Israel and Rwanda will soon open embassies in each other’s countries. Netanyahu also says Kagame wants to start a direct flight between Kigali and Tel Aviv. (TOI 9/29)

On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. According to some reports from Gaza, they also threaten at least 1 print shop owner with “arrests and beatings” should he print any materials in support of PA president Abbas’s planned speech to the UN General Assembly on 9/27. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. One day after an Egyptian delegation visited Gaza for meetings with Hamas officials, al-Hayat reports that the Egyptians proposed a new framework for Palestinian reconciliation and a long-term cease-fire between Hamas and Israel. The plan would reportedly see the PA take control of Gaza and limits on Hamas’s military wing, inter alia. Hamas and Fatah officials both say that the proposal is unlikely to help Hamas and Fatah overcome their differences. Meanwhile, a Hamas official says that the Egypt-mediated backchannel talks with Israel over a long-term cease-fire are at an impasse, that it’s the PA’s fault for opposing the process, and that Hamas plans to escalate the ongoing protests along Gaza’s border fence in response. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. A flotilla of 40 boats sets sail from the Gazan shore in a symbolic effort to challenge the Israeli blockade. The organizers, who frame the protest in the context of the ongoing Great March of Return, state, “We want the world to see the reality of the blockade and the suffering of the people of Gaza, and we will not accept anything less than lifting the blockade once and for all.” Israeli naval forces fire warning shots at the boats, causing no reported injuries, forcing them to turn back to shore.
