Abbas meets with Quartet special envoy Blair in Jordan before leaving for Cairo to meet with Arab League FMs. Blair urges Abbas to continue low-level talks on borders; says he has urged Israel to make goodwill gestures to revive talks, including easing security restrictions in the West Bank and releasing prisoners. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes make 4 late-night air strikes on s. Gaza, targeting an open area nr. al-Shuka and 3 Palestinian homes in Gaza City, al-Qarara, and Rafah (suspected weapons depots and entrances to smuggling tunnels), killing 1 Palestinian civilian, wounding another, and causing heavy damage. The IDF patrols in Tulkarm and 2 villages nr. Jenin in the morning; patrols in another 2 villages nr. Jenin in the afternoon (in 1 instance firing tear gas and stun grenades at stone-throwing youths who confront them); conducts late-night patrols in 1 village each nr. Jenin, Jericho, Qalqilya, Ramallah, and Tulkarm; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah. Palestinian students at Birzeit University hold a nonviolent march to Israel’s Ofer prison nr. Ramallah to show support for hunger-striking Islamic Jihad prisoner Khader Adnan; IDF troops outside the prison fire rubber-coated steel bullets, tear gas, stun grenades at the protesters who reply with stones; 4 journalists and several protesters are lightly injured. Jewish settlers fr. Susia settlement in Hebron attack 6 Palestinians planting almond trees on a 20-d. plot nearby (moderately injuring them) and uproot the newly planted seedlings; the IDF observes but does not intervene. The IDF sends units into Ramallah to detain senior Hamas official Maher Audi, wanted in connection with the death of 10 Israelis; the PA does not immediately comment on the IDF’s raid into Palestiniancontrolled area A without coordination with the PA. The IDF also closes the Atara checkpoint to Birzeit village to prevent Birzeit University students from staging a march to Jerusalem to protest Israeli Judaization efforts there, firing live ammunition and rubber-coated steel bullets toward stone-throwing students, injuring 3 (2 with shrapnel from live ammunition); conducts late-night arrest raids, house searches nr. In Gaza, the IDF makes an air strike on a car carrying 2 Izzeddin al-Qassam Brigades mbrs. nr. Khan Yunis, missing it, wounding 6 bystanders. Gazan PC mbrs. erect a tent in front of the PC headquarters in Gaza City, begin a hunger strike to protest Israel’s ongoing siege. In the West Bank, the IDF fires on stone-throwing Palestinian youths outside Dahaysha r.c. nr. Bethlehem, wounding 5 with live ammunition; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya, and nr. Hebron, Jenin, Qalqilya, Tulkarm. Israel bars access to the Jordan River to 15,000 Christians making a pilgrimage to Jesus’s baptismal cite to mark Orthodox Christian Holy Week, keeping them behind a fence 30 ft. fr. the river. Birzeit University student council elections allot 25 seats to Fatah, 19 to Hamas, 5 each to the PFLP and a joint Islamic Jihad/People’s Party list. IDF troops encamped in the Erez industrial zone since 11/23 fire on local Palestinians who stray nr. the zone, wounding 1. Palestinians fire 4 mortars fr. Gaza into Israel, causing no damage or injuries. The IDF responds with tank fire, wounding 4 armed Palestinians, 2 bystanders. In the West Bank, the IDF sends undercover units into Tulkarm r.c. to ambush a car carrying wanted AMB mbrs. Muhammad Qawzah and Mushir Mansouri, mortally wounding Qawzah (he subsequently bleeds to death over an hr.), wounding Mansouri; conducts arrest raids in and around Nablus, nr. Ramallah (ambushing and detaining Birzeit University student council pres. Fadi Hamad). Jewish settlers fr. Beit Hadasah in Hebron vandalize a nearby Palestinian school, breaking windows, breaking down walls, attempting to set fire to the building, uprooting trees outside; settlers have previously tried to occupy the school to establish a new outpost. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus, nr. Hebron, and in Jenin town and r.c., Qabatya, Qalqilya. In Ramallah, Fataha-ffiliated students at Birzeit University attack a peaceful sit-in by pro-Hamas students protesting political arrests by the PA targeting Hamas; injuries figures are not reported. The Lebanese army reinforces tanks, armored personnel carriers (APCs), troops around Nahr al-Barid r.c., prompting at least another 400 Palestinian refugees to flee the camp in fear of a major assault against the remaining FI mbrs. (WP 7/12; WP 7/13)

Overnight, the IDF conducts arrest raids, house searches in and around Hebron, Jenin town and r.c., Tulkarm and nr. Qalqilya. During the day, the IDF reopens the Qarni crossing. Late in the evening, IDF artillery fires 6 shells at open areas nr. Khuza’ e. of Khan Yunis, causing no injuries; resumes arrest raids, house searches nr. Hebron, in and around Jenin town and r.c. Birzeit University students suspend all classes, demanding the resignation of PA Interior M Yusuf over the conduct of the PA police on 10/29, the release of jailed student leader Barahma. As Operation Starting All Over Again continues, IDF warplanes launch 12 more air strikes on Gaza, cutting electricity to 1,000s of Palestinian homes, causing serious damage but no injuries; continue conducting sonic booms over the Strip roughly every 20 mins. almost around the clock. The IDF also drops leaflets on Gaza warning of more air strikes until there is a “total cessation of terror attacks”; responds to Palestinians firing a rocket at Sederot (no damage or injuries) with artillery fire on the launch site in n. Gaza, causing no injuries. In the West Bank, the IDF conducts arrest raids, house searches and fires on residential areas in and around Balata r.c., Nablus; Palestinians set fire to 1 IDF vehicle in Nablus during the operation. The IDF also fires on stonethrowing Palestinians in Dura, wounding 8. Jewish settlers fr. Kiryat Arba rampage through Palestinian areas of Hebron, damaging 10s of houses, seriously injuring 1 Palestinian. Jewish settlers fr. Carmiel, rampage through Yatta village, damaging 10s of Palestinian homes and 1 car. In Ramallah, PA police break up a protest in front of the PA headquarters by Birzeit University students demanding the release of jailed student leader of the Islamic movement at Birzeit, Ala’ Barahma; several students are injured.
