IDF troops evacuate 9 homes slated for demolition in the West Bank settlement of Ofra and disperse hundreds of settler youths gathering to protest the move; 11 soldiers sustain light injuries and 2 settlers are arrested. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian at Huwwara checkpoint nr. Nablus overnight, accusing him of ignoring their commands. They also violently disperse Palestinian students from Birzeit University gathering outside Ofer Prison nr. Ramallah in solidarity with Palestinian prisoners; 6 youths are arrested. The IDF arrests 2 Palestinians during raids nr. Nablus, Ramallah, and Hebron; and patrols nr. Jenin, Nablus, Ramallah, and Hebron. Israeli settlers block a major road nr. Nablus and throw stones at any Palestinian vehicle that approaches. Armed Palestinians open fire on an IDF patrol nr. Bethlehem overnight, lightly injuring 1 soldier. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Netanyahu criticizes the report, calling OPE a “great success.” (HA, JP, TOI 2/28)

In a 2d day of cross-border violence, Palestinians fire mortar shells at Israeli patrols along Gaza’s s. and n. borders in 3 separate incidents, causing no injuries or damage. Hamas will take credit for at least 1 of the shellings. Israeli forces launch artillery shells at the 3 sources of shelling and conduct at least 5 air strikes in s. Gaza, causing damage and no injuries. After the day’s violence, the IDF declares a region nr. the border a closed military zone and, according to Palestinian sources, IDF troops conduct unspecified operations along the border in Rafah and nr. Jabaliya r.c. In the West Bank, IDF troops conduct raids and house searches in and around Hebron and nr. Bethlehem, arresting 6 Palestinians; patrols nr. Hebron. Israeli forces deliver a stop-work order to a Palestinian home under construction in Hebron. Israeli settlers attack a group of Palestinian schoolchildren in c. Hebron, causing no injuries, and assault a Palestinian activist nr. al-Ibrahimi Mosque, causing moderate injuries. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids and patrols in Issawiyya and al-Tur. In Israel, Israeli forces demolish 2 homes in bedouin communities in the Negev and nr. Lydda. Israeli PM Netanyahu’s office says that DM Ya’alon and Public Security Minister Erdan have been authorized, as of 5/1, to decide whether or not to return the bodies of Palestinians killed in confrontations with the IDF and Israeli police. This statement reverses Netanyahu’s decision, on 3/27, ordering Ya’alon not to return any bodies. (HA, YA 5/4)

The PLO Exec. Comm. decides to start implementing the PA’s threat to limit security coordination with the IDF if the “current situation” continues. PASF troops are instructed to implement the decision “under supervision of the Palestinian political echelon” and security agencies will decide how quickly to implement it. (MNA 5/7)

In the West Bank, IDF troops detain a Palestinian youth after arguing with her at a checkpoint nr. Bethlehem, and conduct raids in a village nr. Nablus, sparking clashes with stone-throwing Palestinians. Amid the clashes, Israeli soldiers fire tear gas canisters at a girls’ school, causing many students to choke. The IDF conducts late-night raids in and around Jenin, Hebron, Nablus, Ramallah, and Tubas, arresting 16 Palestinians and confiscating and damaging property; patrols nr. Jenin and Nablus. Israeli soldiers set fire to a Palestinian flag at a checkpoint nr. Nablus. Israeli settlers steal a Palestinian’s horse from a village nr. Nablus. In East Jerusalem, Israeli forces demolish 2 residential structures in Kafr Walaja early in the morning, and arrest 18 Palestinians during raids in Silwan, the Old City, and Bayt Hanina. The Israeli press reports that PM Netanyahu and DM Ya’alon recently gave their approval for the construction of 267 settler residences in the West Bank, including in a number of outposts. (HA 4/13; PCN 4/14)

A Palestinian lawyer says that an Israeli court has rescinded the ban on products of 5 Palestinian food companies entering Jerusalem, which was issued by Israel’s Ministry of Agriculture on 3/9. (MNA 4/13)

In the West Bank, Israeli forces demolish 5 bedouin Palestinian residential structures in the E1 area nr. Jerusalem, displacing 26 bedouins; begin leveling land s. of Bethlehem in preparation for the construction of a military tower. The IDF conducts late-night raids and house searches in Dahaysha r.c. nr. Bethlehem, Tulkarm r.c., and 1 village each nr. Salfit and Ramallah, arresting 10 Palestinians; patrols in 4 villages and al-‘Arub r.c. nr. Hebron. In East Jerusalem, Israeli police raid the International Comm. of the Red Cross office overnight, arresting 6 Palestinian activists who have been staging a sit-in in protest of the Israeli orders to deport 2 of them. Israeli forces demolish 2 Palestinian homes in Silwan; arrest a Palestinian at Haram al-Sharif; arrest 2 Palestinians during late-night raids in Jabal Mukabir and al-‘Izzariya. The Israeli press reports that DM Moshe Ya’alon has approved, in recent weeks, the Gush Etzion settlement’s request to incorporate a nearby property into its municipality. (HA, JP, TOI 1/6)

Small-scale attacks, including alleged stabbings, continue to characterize the ongoing wave of violence as it largely shifts to the West Bank. IDF troopsshoot and kill a Palestinian in a village nr. Hebron after he allegedly attempts to stab an Israeli soldier. The IDF later says that the man was killed amid a “violent riot,” but Palestinian witnesses say he was not present for the clashes in the village. A Palestinian driver rams his vehicle into a group of IDF officers nr. a settlement in the Hebron area, injuring 3. Israeli soldiers then open fire on the car, causing damage but no injuries. The driver turns himself in to the IDF hours later. Throughout the day, IDF troops clash with and violently disperse Palestinians protesting in a village nr. Bethlehem and outside a settlement nr. Ramallah; 4 Palestinians are injured. The IDF also patrols in 1 village each nr. Salfit and Hebron; conducts raids and house searches in 1 village each nr. Bethlehem, and Jenin, 3 nr. Hebron, Nablus and 1 village nearby, and Jalazun r.c. and 2 villages nr. Ramallah, arresting 16 Palestinians and confiscating personal property. Israeli settlers destroy a barbed wire fence in a village nr. Jerusalem; ram a Palestinian with a vehicle nr. Qalqilya, causing moderate injuries. Tension remains high in East Jerusalem as right-wing Jewish activists tour Haram al-Sharif under an Israeli police escort in the morning. Israeli forces arrest 11 Palestinians on raids and patrols in the Old City, al-Thawri, Issawiyya, Shu‘fat, and al-Tur. They also search a number of stores in Issawiyya, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is lightly injured. (HA, JP, MNA, TOI, WAFA, YA 11/1; PCHR 11/5)

Israeli DM Ya’alon says that Israel will stop returning the bodies of Palestinians killed in violent confrontations with the IDF if they are mourned at mass funerals, as on 10/31 in Hebron. He also says that he decided not to return any more bodies to Hebron following the 10/31 mass funeral and subsequent clashes. (HA 11/1; HA 11/3)

In the West Bank, IDF troops clash with Palestinians in Aida r.c. after the funeral of a Palestinian boy killed by the IDF on 10/5, injuring 10. In protest of the killing, Palestinian businesses and schools in Bethlehem observe a general strike. IDF troops also raid the Nablus-area homes of the 5 Palestinians suspected in the 10/1 shooting that killed 2 settlers, taking pictures and threatening punitive demolitions. IDF troops violently disperse Palestinian stone-throwers in the Jenin, Ramallah, and Bethlehem areas, injuring at least 44 Palestinians and 1 Israeli soldier. Nr. Hebron, Israeli forces close off the main entrance to a village following overnight clashes, and they arrest 18 Palestinians during raids, house searches, and patrols around the city. Israeli settlers continue retaliatory attacks against Palestinians and their property throughout the West Bank, injuring 2 Palestinians in the Hebron area and clashing with Palestinians who had organized a local patrol to ward off settler attacks nr. Nablus (there are no serious injuries). In Israel, hundreds of Palestinians gather in Jaffa to protest the recent escalation of violence in the oPt; Israeli police attempt to disperse the crowd after some of the protesters start throwing stones and blocking traffic, sparking minor clashes (6 police are injured and 6 Palestinians are arrested). Israeli forces punitively demolish 2 Palestinian homes in the Jabal Mukabir neighborhood of East Jerusalem. First, they demolish the home of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18/2014, and they later demolish the nearby home of the Palestinian who rammed an excavator into a bus on 8/4/2014, killing 1 Israeli and injuring others. Similarly in Silwan, they seal a room in the residence of the Palestinian who was shot and killed on 10/30/2014 after allegedly attempting to assassinate Yehuda Glick, the leader of the messianic Temple Mount movement. While visiting a settlement, Israeli PM Netanyahu says that the IDF will install cameras along roads across the West Bank to provide evidence of future Palestinian attacks. Netanyahu and DM Ya’alon also meet with 18 settler leaders and reportedly announce that the govt. will not be authorizing new settlement construction in response to the recent violence, explaining that increased pressure from the U.S. and EU would likely endanger settlers more than a temporary construction freeze. In the Gaza Strip, Palestinians fire 3 rockets into s. Israel, 2 are intercepted by Iron Dome missile defense batteries and 1 causes minor damage, but no injuries. A 4th rocket fired by Palestinians lands inside the Gaza Strip, killing a child in Bayt Lahiya and injuring 3 other family mbrs. In response to the rocket fire, the IDF attacks 7 sites in the Gaza Strip, causing damage and injuring 2 police officers. Israeli military sources say that Islamic Jihad’s al-Quds Brigades are responsible for some of the rocket fire, along with smaller groups that operate independently, and often contrary to, Hamas’s authority. In the West Bank, the IDF scales back OBK, removing some of the mobile checkpoints set up in the Hebron area. Israeli DM Ya’alon says that “a large part of the operation against Hamas has been exhausted.” Meanwhile, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the morning, 1 village nr. Jenin in the afternoon, and in 5 villages nr. Hebron, in Jenin, and Tulkarm at night. Jewish settlers chop down olive trees and grapevines nr. PA Pres. Abbas tells Egypt’s al-Watan newspaper that “we completely reject” the kidnapping of the Israeli youth and “are sorry it happened.” Abbas also says that Israel wants a PA “without authority or power.” Israeli PM Netanyahu praises Abbas’s condemnation of the abduction. (AFP, MNA 6/24)

In the Gaza Strip, IDF troops shoot and kill an unarmed Palestinian nr. al-Bureij r.c. as he attempted to cross the border fence. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron and 1 village nr. Bethlehem at night; patrols in 1 village nr. Jenin and 1 village nr. Bethlehem in the afternoon, and in 1 village nr. Hebron at night. (PCHR 8/15)

Five suspected Islamic militants are killed in a drone strike nr. Rafah in Egypt, in what the group in question, Ansar Beit al-Maqdis, as well as anonymous Egyptian officials say was carried out by the Israeli military. Israel does not confirm or deny the report, and DM Moshe Ya’alon says that Israel “respects full Egyptian sovereignty.” The strike also destroyed a rocket launcher directed at Israel. An anonymous, senior Israeli official says that U.S. Secy. of State John Kerry presented Palestinian pres. Mahmud Abbas with a proposal for the renewal of direct negotiations during meetings in the past few days. The official did not elaborate on the proposal’s contents. With Kerry now in Brunei, Middle East adviser Frank Lowenstein and State Dept. legal expert Jonathan Schwartz meet with Israel’s National Security Adviser Ya’akov Amidror and Special Envoy Yitzhak Molcho to continue discussions on how to break the deadlock. Jerusalem Municipal officials meet with members of the Knesset Finance Cmte. and approve funding for infrastructure construction on housing tenders for 930 homes in Har Homa settlement. The work is part of a project approved in 8/2011 for around 1,000 housing units to further the development of Har Homa. Meanwhile, Israeli DM Moshe Ya’alon announces that extremist Jewish settlers carrying out so-called price-tag attacks against Palestinians will be designated a “forbidden organization,” enabling security forces to use broader powers in investigating such incidents. The statement comes 2 weeks after the cabinet approved the step. (HA 7/1)

The Egyptian military issues a 48-hour ultimatum to Pres. Mohamed Morsi to meet the demands of protesters or face the army’s intervention, as hundreds of thousands of supporters and opponents of the Muslim Brotherhood-dominated govt. again take to the streets. (AP, REU 7/1)

In the Gaza Strip, IDF troops operating from a watchtower on the border fence nr. Dayr al-Balah open fire on a Palestinian farmer, injuring him. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon; patrols in 3 villages nr. Ramallah, 1 village nr. Jericho, and 1 village nr. Qalqilya in the morning, in 1 village nr. Jericho and 3 villages and al-Fawar r.c. nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and 1 village nr. Qalqilya at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. In a meeting with Swiss FM Didier Burkhalter, Israeli PM Benjamin Netanyahu says that he intends to bring any proposed peace agreement with the Palestinians to a national referendum. Meanwhile, Israeli sources suggest that PM Netanyahu is afraid that Israel’s negotiation position would be undermined if U.S. Secy. of State John Kerry accepts the Arab League’s recent statement on borders and territorial exchange (see 4/29). Hamas leader Khalid Mishal rejects the Arab League endorsement of land swaps, and claims that the proposal is designed to find economic peace between Arab states and Israel. Meanwhile, Israel’s Justice Minister Tzipi Livni and Netanyahu’s negotiation adviser Yitzhak Molcho arrive in Washington to discuss peace process issues with Kerry. (AP, HA, MNA 5/2)

Unidentified Palestinians fire 2 mortars from Gaza into Israel, causing no damage or injuries. Hamas deploys Izzeddin al-Qassam Brigade (IQB) members nr. along the border fence to prevent rocket fire. Meanwhile, the IDF make a brief incursion into Gaza nr. Bayt Hanun to level land and clear lines of sight along the border fence. In the West Bank, Jewish settlers cut down over 50 olive trees in Dayr Jarir village nr. Ramallah. IDF forces attack a Palestnian funeral procession in Bayt Ummar village nr. Hebron, shooting and injuring 3 mourners. The IDF patrols in al-‘Arub r.c. nr. Hebron, 3 villages nr. Hebron, 1 village nr. Hamas authorities in Gaza say that they have arrested 6 Salafists on suspicion of stealing weapons and plotting attacks. The Mujahidin Shura Council calls on the government to stop the detention campaign against its members. (MNA 5/2; PCHR 5/9)

U.S. Defense Secy. Chuck Hagel begins a Middle East tour in Israel, where he is expected to have meetings with Pres. Shimon Peres, PM Benjamin Netanyahu, IDF Chief of Staff Lt. Gen. Benny Gantz and DM Moshe Ya’alon. Hagel will discuss Iran, Syria, and also the sale of U.S. military equipment to Israel. Hagel’s weeklong tour of the region will also include Jordan, Saudi Arabia, Egypt and the United Arab Emirates. (HA, NYT 4/20; WP 4/21)

U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy. Kerry says that Washington will double its nonlethal aid to the Syrian opposition to $250 million, support that will be funnelled through the rebels’ Supreme Military Council. Around 500 members of the Israeli security forces forcibly evacuate some 100 Palestinians from the Bab al-Shams protest camp in the E1 area nr. Jerusalem (see 1/11). The Israeli Supreme Court had issued an injunction to prevent the removal for 6 days, and a police spokesperson claims that the court order allowed for the evacuation of protesters, if not the tents. Israeli newspaper Ha’Aretz reports that the tents were put up on private Palestinian land, according to the state’s own plan for development in E1. (HA, REU 1/13)
