Fatah Central Comm. mbr. Nabil Shaath announces that the PA will release Hamas-affiliated detainees as a gesture to boost reconciliation efforts. Hamas officials say they will move to release Fatah prisoners in the Gaza Strip. The leader of the Democratic Front for the Liberation of Palestine Saleh Zeidan reports that Pres. Mahmud Abbas will call a meeting of the PLO Reform Comm. in Cairo after returning from the UN to revive talks of expanding the PLO to include Hamas and Islamic Jihad as part of a national reconciliation deal. Meanwhile, Hamas officials in Gaza announce plans for Hamas leader Khalid Mishal to visit the Gaza Strip for the 1st time on 12/5, timed to coincide with the 25th anniversary of Hamas’s founding. Israel successfully tests its David’s Sling missile defense system, designed to shoot down midrange missiles. Development of David’s Sling, like the Iron Dome long-range missile defense system, has been largely funded by the U.S. (AP 11/25)

In the Gaza Strip, the IDF opens fire on farmers nr. Bayt Hanun in the morning and again in the afternoon, causing no injuries. The IDF also opens fire on Palestinians nr. Khan Yunis, lightly wounding 1 man. In the West Bank, the IDF patrols in 1 village nr. Tulkarm in the morning and 5 villages nr. Hebron, 2 villages nr. Jenin, and 1 village each nr. Qalqilya and Tulkarm at night; conducts house searches and arrest raids in Nablus, Tulkarm, 1 village nr. Salfit, 1 village nr. Tubas, and 2 villages nr. Qalqilya at night. Suspected right-wing Jewish extremists vandalize 8 cars in the Palestinian neighborhood of Shu‘fat in occupied East Jerusalem in a ‘‘price-tag’’ attack. (HA, MNA 11/25; PCHR 11/29)

Turkish FM Ahmet Davutog˘lu tells CNN that Turkey will not make any concessions in order to resolve the diplomatic crisis with Israel, following reports (11/23) of an informal meeting in Geneva. (HA 11/25)

Gunfire coming from inside Syria hits an Israeli military vehicle in the occupied Golan Heights, causing no injuries. Israel lodges a complaint with the UN in response. (REU 11/25)

IDF soldiers on the n. Gaza border nr. Bayt Lahiya open fire on 2 Palestinians attempting to sneak into Israel to find work, killing 1 Palestinian and wounding and detaining the other. In the West Bank, the IDF patrols in 2 villages nr. Jericho and 1 nr. Ramallah in the morning; in Jericho and Tubas in the afternoon; and in 2 villages nr. Salfit (synchronized) late at night. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters. In total, 1 Palestinian photographer (Bil‘in) and 1 Palestinian demonstrator are hit by tear gas canisters; 1 Palestinian demonstrator (Kafr Qaddum) was moderately wounded by rubber-coated steel bullets; and 7 Israeli and international protesters were arrested (including a reporter for the New York Times). Palestinians in Syria’s Yarmuk r.c. hold a 2d major demonstration to protest the killing of 13 PLA mbrs. from Nayrab r.c. on 7/12. This time, Syrian forces fire on the protesters, sparking clashes between the army and FSA elements inside the camp, marking the 1st time that Syrian forces have fired on an antigovernment rally by Palestinians since the civil unrest began in 2011. Details of casualties were not reported, but the incident is seen as ‘‘a significant tipping point’’ in Palestinian involvement in the Syrian civil war. The Local Coordination Comm. in Yarmuk calls for mass protests and a general strike to protest the killings. (NYT 7/14; MNA 7/22; NYT 8/4)

Russian pres. Putin meets with PA pres. Abbas in Ramallah and tours holy sites in Bethlehem. Putin calls the Palestinian conditions on resuming negotiations with Israel ‘‘responsible’’ and reiterates that Russia would recognize a Palestinian state. (WT 6/27) 

Jewish settlers begin evacuating Ulpana outpost, moving into new mobile homes placed on an Israeli border police base next to neighboring Beit El settlement. Meanwhile, Israel’s Jerusalem planning comm. approves construction of 180 new housing units for Armona Hanatsiv settlement on 67 d. of confiscated Palestinian land in Sur Bahir. (NYT, WP 6/27)

Unidentified Palestinians fire 4 Grad rockets fr. Gaza into Israel, causing light damage in 1 instance but no injuries; 2 of the rockets are intercepted by Israel’s Iron Dome antimissile system. Israeli naval vessels fire warning shots at Palestinian fishing boats off the c. Gaza coast forcing them to return to shore. In the West Bank, the IDF conducts late-night arrest raids, house searches in Hebron, and nr. Bethlehem and Jenin. The IDF also makes a late-night raid into Salfit, searching the offices of Hamas-affiliated Palestinian Council (PC) mbrs. Omar ‘Abd al-Raziq and Nasser ‘Abd al-Jawwad as well as a nearby house. OCHA reports that in the previous week, the IDF demolished another 3 residential structures, 9 animal pens, and 1 portable kitchen in Wadi al-Malih village in the Jordan Valley nr. As civil war escalates in Syria, Palestine Liberation Army (PLA) col. Ahmad Salih Hassan is shot dead near Damascus. The PLA is technically a wing of the PLO but is incorporated into the Syrian army. Government sources blame the Free Syrian Army (FSA) for Hassan’s killing, whereas opposition groups claim he was killed by government forces for refusing orders to target the FSA. Hassan is the 6th PLA officer to be killed since 1/2012. A new charity funded by 3 Russian Jewish billionaires and comanaged with the Israeli government plans to offer a $1-m. ‘‘Genesis Prize’’ for excellence in any field. The prize is intended to ‘‘honor those who attribute their success to Jewish values’’ and to ‘‘recognize the role of Jewish identity in encouraging universal achievements.’’ (NYT 6/27)

An Iranian detained in Kenya ca. 6/20 on charges of plotting an attack on Israelis there says that he was interrogated by Israeli agents. Israel’s amb. to Kenya refuses to comment other than to say the matter is an internal Kenyan issue. (WT 6/28)

IDF troops make a late-night incursion into s. Gaza, arresting 3 Palestinians trapping birds nr. the border. In the West Bank, the IDF sends undercover units into al-Am’ari r.c. nr. Ramallah in the morning and detain a Palestinian guard posted outside the Palestinian Red Crescent Society offices; patrols in Qalqilya in the morning; patrols in 2 villages r. Qalqilya and Salfit late at night; conducts late-night arrest raids, house searches in and around Qalqilya and nr. Late at night, the IDF raids and searches the Nablus home and office of jailed Palestinian journalist and al-Najah University professor Amin Abu Warda, confiscating computers and files; Abu Warda was detained on 12/28/11 and is being held without charge in administrative detention at the IDF’s interrogation center in Petah Tikva settlement. The IDF also conducts late-night arrest raids, house searches in Tulkarm and nearby Nur al-Shams r.c., in al-Fara’a r.c. nr. Tubas, and nr. Nablus. Jewish settlers set fire to 2 Palestinian cars, spray graffiti on a mosque in Dayr Istya nr. Salfit. A Gaza court sentences a Palestinian to death for collaborating with Israel. Hebron, killing 1 Israeli border police officer and wounding 3 in the first fatal shooting attack against Israelis in the West Bank in over 1 yr.; a claim of responsibility and threat of more attacks are issued by a group calling itself the Freedom Flotilla Martyrs. Also in the West Bank, the IDF conducts 3 separate synchronized late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c., al-Far‘a r.c. and Tammun village nr. Tubas, Jenin town and r.c. and 2 nearby villages; additional late-night arrest raids, house searches are carried out nr. Salfit, Tubas. In Gaza, unidentified Palestinians fire 1 Qassam rocket fr. the s. Gaza border area into Israel, causing no damage or injuries. The IDF fires 5 artillery shells at the launch site, causing no damage or injuries. Separately, the IDF makes a brief incursion into s. Gaza to level land to clear lines of sight. IDF troops on the Israeli side of the Erez crossing fire on Palestinian scavenging for construction materials in the industrial zone, wounding 1 Palestinian. IDF troops on the s. Gaza border fire warning shots at Palestinians staging a nonviolent march to the border fence e. of Khan Yunis to protest Israel’s no-go zone; no injuries are reported. Israel releases Reform and Change PC mbr.Mansur (detained without charge in Nablus on 7/20). The IDF repatriates to Gaza another 26 of the 188 Fatah mbrs. who fled on 8/2; the PA allows 88 to take asylum in Jericho; 16 who were wounded during their flight remain in Israeli hospitals; the other 24 remain in IDF custody, where they are questioned regarding possible ties to attacks on Israeli targets. In the West Bank, the IDF conducts early-morning house searches in Yatta nr. Hebron, including searching the home of PC mbr. Four Palestinian gunmen representing Islamic Jihad, the PRCs, and the Mujahiddin Brigades (an AMB offshoot) raid the Nahal Oz fuel depot on the Gaza-Israel border under cover of mortar fire, killing 2 Israeli civilian workers; IDF soldiers on site return fire, killing 2 gunmen; 2 escape back into Gaza. In the West Bank, the IDF patrols in, fires on residential areas of Tubas. In Gaza City, Fatah-led protests demanding that the Hamas-led government pay back salaries owed civil servants escalate dramatically, with some 3,000 Fatah-affiliated security forces attacking members of the predominantly Hamas ESF, sparking clashes that leave 6 Palestinians dead (3 bystanders, 1 Force 17 officer, 1 PSF officer, 1 ESF officer), around 61 wounded; the ESF reportedly uses grenades, antitank weapons, rifles to break up the demonstration and arrests 25 protesters. During the day, demonstrations spread to Khan Yunis (where Fatah-affiliated security officers clash with the ESF, leaving 26 wounded), al-Bureij r.c. (where Fatah, Hamas mbrs. exchange fire, killing 2 Palestinians), Ramallah (where AMB mbrs. demonstrate for the removal of the Hamasled government and vandalize, partially burn the empty PC building and adjacent building, vandalizing a Hamas newspaper office, temporarily occupying the PA Education Min.), as well as in Askar r.c. The IDF completes its withdrawal fr. Lebanon at 2:30 A.M. local time (8:30 P.M. 9/30 ET) but vows to continue surveillance overflights of Lebanon until UN Res. 1701 is implemented in full, including the release of 2 captured IDF soldiers and disarmament of Hizballah. The IDF makes a predawn raid on Nablus, clashes with stone-throwing Palestinian youths and gunmen, leaving 1 Palestinian bystander dead and more than 20 Palestinians and 2 IDF soldiers wounded; shells uninhabited areas of n. Gaza in response to 4 mortars fired by Palestinians into Israel (no damage or injuries on either side); raids, imposes a curfew on Bardala nr. Tubas; conducts arrest raids nr. Hebron, Jenin, Tulkarm and in Bethlehem, Birzeit, Ubidiyya nr. Bethlehem, Salfit nr. Nablus (arresting a Hamas mbr. running in the upcoming 1/25 elections). The IDF imposes a curfew on, patrols in, fires on residential areas of Dayr Istiyya nr. Salfit; patrols in Tamun and Tubas nr. Jenin; occupies 5 Palestinian homes in Allar nr. Tulkarm as observation posts; fires on residential areas of Rafah, wounding a Palestinian infant inside her home. Israel police send a large contingent (20 vehicles) into the unrecognized village of Bir al-Mashash in the Negev, with home demolition orders covering all structures in the village of 4,000 Israeli Palestinians. The IDF reopens the Rafah crossing (closed on 12/12) to Palestinians entering Gaza as a gesture to Abbas for taking steps on security; fatally shoots a 14-yr.-old Palestinian carrying a toy gun in Tubas; fires on 3 Palestinian children walking nr. a Rafah mosque, killing a 2d 14-yr.-old Palestinian; cuts down an olive grove nr Salfit for road construction; conducts arrest raids, house searches in Bayt ‘Awwa, Bani Na‘im, Bayt Hanun, Sammu‘a nr. The IDF makes a predawn raid on Salfit, imposing a curfew, blowing up 2 Palestinian homes; fires on Palestinian protesters in Rafah, killing 2 Palestinian teenagers, wounding 25 others (including a 1-yr.-old boy); lifts the day curfew on e. Nablus (see 10/7); fires on residential areas and 2 schoolyards in Khan Yunis, injuring 8 Palestinians (at least 4 of them children). The IDF removes caravans fr. 2 unoccupied settler outposts in the West Bank; Jewish settlers dismantle 2 other unoccupied outposts. Jewish settlers block, attack a group of 5 international peace activists, 100 Palestinians attempting to reach Palestinian olive groves btwn. Elon Moreh and Itamar settlements, injuring 6 Palestinians; the IDF intervenes, orders Palestinians to leave. Before dawn, the IDF sends tanks into Jenin r.c., meeting heavy resistance, leaving at least 6 Palestinians (including 1 doctor), 1 IDF reservist dead. 1 Israeli wounded in the 3/27 Netanya bombing dies bringing that toll to 24. The IDF reoccupies Nablus; reports operations in Beitunia, Dahaysha, Qalqilya, Salfit, Tamun, Taysir, Tubas, Tulkarm. In Ramallah, the IDF raids, confiscates files of PA ministries, the PC. The International Comm. of the Red Cross (ICRC) criticizes the IDF for hampering relief operations in Bethlehem; the PRCS estimates that 14 Palestinians have died in the city since 4/1, including 5 killed today. 10s of Christian clergymen, including Latin patriarch of Jerusalem Michel Sabbah, attempt to walk to Bethlehem to mediate a resolution to siege of the Church of the Nativity and other holy sites, but they are blocked by the IDF. Military Action

Occupied Palestine/Israel: Palestinians use axes, iron bars, stones, and cars in attack on Israeli troops conducting early morning raid in village of Maythalun, north of Tubas; 3 Palestinians are shot dead.
