Unidentified assailants throw rocks at an Israeli settler vehicle driving near Ramallah, causing minor damage and lightly injuring 1 settler. IDF troops arrest 14 Palestinians during late-night raids in and around Tulkarm, Qalqilya, Hebron, Tubas, and Nablus; and patrol near Qalqilya, Tulkarm and Nablus. In East Jerusalem, Israeli police disperse a small protest against the detention of the PA’s governor of Jerusalem, Adnan Ghaith, outside a police station near the Old City; several Palestinians are arrested. Haaretz reports that the U.S. Agency for International Development (USAID) is planning to lay off more than half of its employees in the West Bank and Gaza in the coming weeks, following U.S. president Trump’s decision to slash U.S. aid to the Palestinians earlier this year. (HA, TOI 11/27)

Israeli prime minister Benjamin Netanyahu’s office announces that the prime minister is planning to visit Chad soon to re-establish diplomatic ties. The announcement comes hours after Netanyahu meets with Chadian president Idriss Déby in Jerusalem. “The two discussed shared threats and the struggle against terrorism, increased cooperation between the nations in the areas of agriculture, counter terrorism, border security, technology, solar energy, water, health and more,” the prime minister’s office statement reads. Czech president Milos Zeman formally inaugurates the new Czech House, a cultural center in Jerusalem that he has described as the “first step” toward moving the Czech embassy in Israel to Jerusalem. In a joint press conference with Zeman, Israeli prime minister Netanyahu says, “We have no greater friend than the Czech Republic in the eastern hemisphere.” (HA, JP, TOI 11/27)

In a wide-ranging interview with the Washington Post, U.S. president Donald Trump says that Israel is the “one reason for the U.S. to remain in the Middle East.” He is responding to a question about the future of the U.S. military presence in the Middle East specifically. “Oil is becoming less and less of a reason because we’re producing more oil now than we’ve ever produced.” Meanwhile, Israeli ambassador to the UN Danny Danon says that the Trump administration is planning to release its long-awaited plan for Palestinian-Israeli peace in early 2019. The Israeli authorities announce the seizure of 66 acres of Catholic Church-owned land in the northern Jordan Valley for “military purposes.” In response, the Latin Patriarchate of Jerusalem says, “The Patriarchate is looking into the aspects of this decision in order to address it in the appropriate manner, have it contested and to stop further damage.” (MNA 11/27; FMEP 12/7)

IDF troops shoot and injure a Palestinian minor outside the Gush Etzion settlement near Ramallah after he allegedly stabs and critically injures 2 Israeli settlers. One of the settlers succumbs to his injuries soon after the confrontation. IDF troops raid the alleged attacker’s home in Yatta village near Hebron late at night, taking measurements and threatening punitive demolition. Elsewhere in the West Bank, IDF troops arrest 7 Palestinians and confiscate some property during raids near Ramallah, Jenin, Hebron, and Nablus; and patrol near Bethlehem, Tulkarm, and Hebron. Israeli settlers chase Palestinian shepherds from a field near Jericho. Settlers also congregate on the main Nablus-Ramallah road in the evening to protest the alleged stabbing attack near Ramallah earlier in the day. Some throw rocks at Palestinian vehicles in the area, causing minor damage. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif in the morning. Palestinian minors throw stones at a bus carrying Palestinian prisoners in Qalandia refugee camp, sparking minor clashes with Israeli forces in the area; 2 Palestinian are injured and 2 are arrested. Late at night, Israeli forces arrest 9 Palestinians during raids in Issawiyya. Off Gaza’s coast, Israeli naval forces open fire on a small fleet of Palestinian boats sailing in a symbolic attempt to break the Israeli blockade. Meanwhile, thousands of Palestinians gather along Gaza’s border fence near Jabaliya refugee camp to cheer on the boats and continue the Great March of Return; 49 Palestinians are injured at sea and along the border fence. In the West Bank, Israeli settlers uproot 15 olive trees in a Palestinian grove outside Yatta village near Hebron. IDF troops conduct a raid at an elementary school in Hebron, disrupting classes and assaulting and injuring 1 Palestinian teacher. The U.S. State Department announces that the PLO is no longer allowed to operate an office in Washington because the Palestinians “have not taken steps to advance the start of direct and meaningful negotiations with Israel.” In the same statement, the State Department also denounces the PLO for criticizing a “peace plan they have not yet seen” and refusing to engage with the Trump administration’s peace initiative. The decision to shutter the office was “also consistent with [Trump administration] and Congressional concerns with Palestinian attempts to prompt an investigation of Israel by the International Criminal Court,” according to the statement. Separately, U.S. National Security Advisor John Bolton says that the U.S. plans to shield Israel from any ICC effort to investigate alleged Israeli war crimes and settlement growth (the ICC has been working on a preliminary examination of such allegations since 1/2015). PA prime minister Rami Hamdallah announces that the PA plans to cover the budget deficit facing Palestinian hospitals in East Jerusalem, following the U.S. decision on 9/8 to redirect $25 million in U.S. aid to “other priorities.” “We will continue to meet the basic and urgent needs of our people on every inch of our land,” he says. The PA’s Committee Against the Wall and Settlements announces plans to appeal the Israeli High Court of Justice’s 9/5 decision to authorize the demolition of Khan al-Ahmar, a Bedouin village in the West Bank, at international courts. “[We] will not appeal this decision at Israeli courts anymore because they are a tool of the occupation to legalize theft of Palestinian land,” explains one senior committee member. Along Gaza’s border, hundreds of Palestinians gather near the Erez border crossing to protest the U.S. decision to cut all aid to UNRWA. After some protesters throw stones at the crossing, IDF troops stationed along the border fence violently disperse them all; several Palestinians are injured. In the West Bank, Israeli settlers take over a Palestinian home in central Hebron, claiming ownership of the building. IDF troops violently disperse Palestinian journalists gathering for a sit-in protest against the Israeli detention of their colleagues outside Ofer Prison near Ramallah. Israeli forces dismantle a makeshift Palestinian residential structure outside Yatta village near Hebron (the family living there rebuilt it after Israeli forces demolished it on 9/3). The Israeli press reports that PA president Mahmoud Abbas recently rejected an offer to meet with U.S. president Donald Trump on the sidelines of the UN General Assembly later this month. He reportedly conditioned such a meeting on certain confidence-building measures that Trump was unwilling to enact, including the dismissal of Trump’s senior advisor and son-in-law Jared Kushner and Special Representative for International Negotiations Jason Greenblatt. The same sources say that the Trump administration is currently planning to roll out its long-awaited Palestinian-Israeli peace plan after the U.S. midterm elections in 11/2018 (a spokesperson for the U.S. National Security Council will deny the reports on 9/5). Israeli forces shoot and kill a Palestinian at a checkpoint north of Hebron after he allegedly attempts to stab one of them. No Israelis are injured during the incident. Elsewhere in the West Bank, Israeli forces demolish a Palestinian residential structure on the outskirts of Yatta near Hebron. Israeli settlers open fire on a Palestinian home in Burqa village near Nablus, causing damage. In East Jerusalem, Israeli forces demolish 4 Palestinian homes in al-Walaja near Bethlehem, sparking clashes with residents who barricaded themselves inside the homes; 10 Palestinians are injured. Along Gaza’s border, IDF troops shoot and injure a Palestinian minor along the border fence near Khan Yunis in unclear circumstances. A senior IDF officer says that the exchange of cross-border violence in Gaza on 5/29 was the closest “we’ve come to a war in Gaza” since Operation Protective Edge, the Israeli assault in the summer of 2014. He says that the IDF is urging the government to loosen certain restrictions on Gaza in order to de-escalate tensions. “The [Israeli] political leadership has to decide with whom to make such arrangements, but in terms of Hamas’ situation in the Gaza Strip, now is definitely a good time to try to reach agreements that will enable [Palestinians in Gaza] to have a better life and bring a long period of quiet.” (HA 5/31; TOI 6/1)

A day after Israel’s Civil Administration advanced plans for almost 2,000 new settler homes, Israel’s Housing Ministry publishes tenders for an additional 1,162 homes in the West Bank settlements, including 409 in Ariel. (TOI, WAFA 5/31)

Along Gaza’s border, a number of Palestinians tie firebombs to kites and fly them into Israeli territory, causing several small fires. IDF troops then violently disperse Palestinians protesting near the border fence outside Gaza City, Khan Yunis, and Jabaliya refugee camp; 3 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, IDF troops seal off the main entrance to Bayt Umar near Hebron while they conduct raids in the village. The raids spark minor clashes; there are no reported injuries or arrests. Israeli forces issue stop-work orders to a Palestinian home under construction in Yatta village near Hebron and bar Palestinian laborers from working on water infrastructure outside Bethlehem. IDF troops confiscate some surveillance footage and arrest 25 Palestinians during late-night raids near Ramallah, Qalqilya, Bethlehem, Nablus, Jenin, and Hebron; and patrol near Hebron, Qalqilya, Salfit, and Tulkarm. The IDF announces it destroyed a tunnel leading into Israel from the Jabaliya refugee camp area on 4/14, bringing the number of Gazan tunnels demolished since the beginning of 2017 to 8. DM Lieberman says that this was the “longest and deepest [tunnel] exposed so far” and calls on the Palestinians in Gaza to stop Hamas from “burning your money on tunnels going nowhere.” (HA, JP, TOI, YA 4/15)

Later, IDF troops arrest a Palestinian who attempts to cross the border near Jabaliya refugee camp. In the West Bank, Israeli forces demolish a Palestinian tent home south of Yatta near Hebron. IDF troops arrest 13 Palestinians during raids in and around Jenin, Ramallah, Nablus, Hebron, and Qalqilya; and patrol near Hebron and Nablus. Ahead of planned demonstrations along Gaza’s border on 3/30, IDF Lt. Gen. Eisenkot says that the situation in the oPt (occupied Palestinian territories) in the coming months will be “especially complex.” He also announces that the IDF is deploying 100 snipers along Gaza’s border, and notes that Israel’s terms of engagement allow for the use of live fire against those attacking Israeli infrastructure. Meanwhile, COGAT Mordechai warns of repercussions for any Palestinians in Gaza planning to join the protests: “Anyone who approaches the border is endangering his life.” (HA, JP, YA 3/28)

A Palestinian demolishes his own home in Jabal Mukabir to avoid paying Israeli demolition fees. The PA releases a statement calling on Hamas to transfer control of Gaza “all at once.” The statement comes 1 day after PA president Abbas accused Hamas of perpetrating the 3/13 assassination attempt on PM Hamdallah and threatened further restrictions on Gaza. (JP, TOI 3/20)

Reportedly for the first time, the IDF uses a drone to drop tear gas on Palestinian protesters in Gaza. Meanwhile, IDF troops assault and arrest 2 Palestinians at a mobile checkpoint near Bethlehem, issue arrest summons to 3 Palestinians during raids in Bethlehem, and patrol near Qalqilya, Salfit, and Hebron. For a 2d day in a row, the PLO Central Council convenes in Ramallah to coordinate a long-term strategy for responding to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. In a concluding statement, the council calls for international support for Palestinian statehood, directs the PLO Executive Committee to revoke the PLO’s recognition of Israel until the Israeli government recognizes the State of Palestine, and declares that the transitional period laid out in the Oslo Accords is no longer applicable to the current situation.
