After a cabinet meeting, PA PM Rami Hamdallah announces that the PA has decided to postpone municipal elections by 4 mos., to 2/2017. Earlier in the day, the Central Elections Commission criticized the High Court’s 10/3 decision to cancel the vote in Gaza, saying that excluding Gaza would only compromise the political situation further and recommending a postponement. Hamas spokesperson Sami Abu Zuhri criticizes the postponement, saying, “We consider the govt.’s decision to postpone the election as an attempt to evade the election to serve Fatah’s interests.” (HA, MEE, MNA, TOI, WAFA 10/4)

The ship Zaytouna approaches Gaza with an all-female crew of 13 solidarity activists. They plan to test the Israeli blockade of Gaza on either 10/5 or 10/6 to focus international attention on the deteriorating humanitarian situation in Gaza. The International Comm. for Breaking the Siege of Gaza releases a statement supporting the women’s mission and calling on Israel to guarantee their safe arrival. Meanwhile, a group of settler children harass a Palestinian family picking olives nr. Hebron. They attempt to steal some olives before a local chapter of Youth Against Settlements intervenes. IDF troops raid a village nr. Nablus late at night and patrol nr. Hebron and Ramallah during the day. In East Jerusalem, 45 right-wing Jewish activists visit Haram al-Sharif. A Palestinian family demolishes part of its own home in the Old City to avoid paying Israeli demolition fees. The Palestinian High Court of Justice rules that the municipal elections, which were set for 10/8 before being indefinitely delayed on 9/8, will go forward on 10/8 only in the West Bank because the courts operating in Gaza are “illegal.” The court previously said it favored holding elections across all Palestinian territory, including Gaza and East Jerusalem. Salfit and Hebron during the day. Palestinian youths throw Molotov cocktails at an Israeli settler’s vehicle late at night nr. Ramallah, injuring 1 settler. The IDF alleges that the Palestinian youth was brandishing a knife and attempting to stab Israeli soldiers at a security checkpoint. Hours later, IDF troops assault and arrest a Palestinian in Hebron’s Old City, sparking minor clashes with stonethrowers in the area. According to the IDF, Israeli aircraft shoot down a Hamas drone off Gaza’s coast in the afternoon. The IDF says it will “not permit any violation of its airspace, and will act with determination against any such effort.” The drone reportedly did not cross into Israeli airspace. (MNA, YA 9/20)

Amid an upswing in tension across the West Bank, Israeli soldiers shoot and seriously injure a Palestinian after he allegedly stabs and moderately injures an Israeli officer outside the Efrat settlement nr. Bethlehem. IDF troops on a patrol nr. Jenin clash with and violently disperse stone-throwing Palestinian youths; 4 Palestinians are arrested. They arrest 3 more Palestinians during late-night raids in and around Nablus; and patrol throughout the day nr. Nablus, Hebron, and Salfit. In the West Bank, IDF troops arrest a Palestinian youth at Qalandia checkpoint after she allegedly threw a knife at them. Dozens of right-wing Jewish activists visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 1 Israeli soldier is moderately injured. PASF troops also conduct an atypical raid in Area C of the West Bank searching for suspects connected to the 8/18 killings, and arrest many Palestinians in Anata village. Two days after Egyptian pres. al-Sisi said that Russian pres. Putin would be willing to host Israeli-Palestinian peace talks, Israeli PM Benjamin Netanyahu speaks with Putin by telephone to discuss the idea, as well as other regional issues. For a 3d day in a row, clashes erupt at Haram al-Sharif. Palestinians atop the sanctuary throw stones at Jews praying at the Western Wall below, lightly injuring 1 elderly woman. Israeli police arrest at least 11 Palestinians. After the day’s clashes, the Israeli police decide to bar non-Muslims from the sanctuary through the end of Ramadan on 7/5, reversing Public Security Minister Erdan’s 6/26 announcement. For the 3d day in a row, Israeli forces conduct widespread raids across East Jerusalem, arresting at least 20 Palestinians ahead of the Passover holiday and threatening demolitions in Silwan. Israeli authorities suspend Gazans’ weekly visit to Jerusalem, and completely close down crossings in the West Bank and Gaza, with exceptions for humanitarian and medical cases (the closure began at midnight on 4/21 and will last through midnight on 4/23, unless the IDF decides the security situation requires its continuation). At Haram al-Sharif, 29 Palestinians are barred from the sanctuary and 10 right-wing Jewish activists are detained as they carry baby goats to the sanctuary for Passover sacrifices (Jewish religious rites are prohibited at Haram al-Sharif). In a speech to the UN General Assembly in New York, PA pres. Abbas encourages gathered world leaders to support the French peace initiative, saying, “We are deliberating with international parties and relevant Arab ministerial committee to examine the content and timing for proposing a [UNSC] res. against settlement activity.” The Palestinian leadership had planned to have their antisettlement res. introduced in the UNSC during Abbas’s trip to New York; press reports say that they have decided to postpone the initiative at France’s request to give breathing room to the French peace initiative. The Israeli govt. announces that the IEC’s power cuts in the West Bank will end indefinitely. Earlier in the day, the PA, IEC, JDECO, and MK Odeh (Joint List) reached a temporary agreement that will see JDECO pay NIS 60 m. ($15.7 m.) to the IEC by 4/12, the PA transfer NIS 20 m. For the 2d day in a row, the IEC cuts off power to a major West Bank city, this time affecting parts of Hebron from 9:00 A.M. to 10:00 A.M. and 2:00 P.M. to 3:00 P.M. The Israeli National Council for Planning and Building approves a plan proposed by the settler organization Elad to build a 16,000 m2 archaeological center in the City of David National Park adjacent to the Old City. Israeli settlers assault a Palestinian man nr. Nablus with sticks and stones, inflicting moderate injuries. In East Jerusalem, Israeli forces demolish a store in Jabal Mukabir and a small mobile home in Bayt Hanina, and arrest 17 Palestinians during raids in the Old City. Also, a Palestinian shopkeeper demolishes his own store in Jabal Mukabir after Israeli forces surround it (he says he carried out the demolition himself because he did not want them to damage the adjacent store). Israel’s political leadership decides to bar West Bank Palestinians from entering or exiting Israel, except in humanitarian cases, during the Jewish Purim festivities. The PA cabinet decides to ban the products of 5 Israeli food companies—Tnuva, Strauss, Tara, Soglowek, and Tapuzina—from entering the West Bank in response to Israel’s 3/9 order to ban 5 Palestinian food companies from distributing their products in East Jerusalem. Random attacks continue in the West Bank: Israeli forces shoot and kill 2 Palestinians in a settlement nr. Nablus after they allegedly attack and lightly injure an Israeli settler. After the 2d incident, the IDF shuts down all roads leading from Nablus except 1; closes the entrances to nearby villages (they will keep the roads sealed through 3/4). In Gaza, a 10-year-old Palestinian girl dies of kidney failure. Her father says she was on the list of infirm Palestinians waiting to travel to Egypt or Israel for treatment, and that a Palestinian in Jenin offered to donate a kidney to her, but the Palestinian Authority (PA) delayed and blocked the transfer. He specifically blames the minister of health, saying he “killed her when he refused their request to transfer the girl to a hospital in Israel to get a transplant.” Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. overnight. IDF troops conduct late-night raids and house searches in Tulkarm and 1 nearby village, 2 villages nr. Hebron, and 1 each nr. Jenin and Bethlehem, arresting 7 Palestinians and confiscating NIS 15,000 (around $3,935). In East Jerusalem, Israeli forces level 5 acres of land nr. Issawiyya, uprooting a number of cypress and olive trees and demolishing several agricultural buildings in the process. In the morning, Israeli forces escort 133 right-wing Jewish activists as they tour Haram al-Sharif. Palestinian youths reportedly block some of them from performing prayers at the sanctuary, and a small fight breaks out between an Israeli police officer and 1 of the guards at al-Aqsa Mosque. A total of 5 Palestinians are killed across the oPt today. First, IDF troops shoot and kill 2 Palestinians in ‘Araqa village nr. Jenin after they allegedly shoot at the soldiers. IDF troops later cordon off the roads leading to and from Araqa and patrol the area. IDF troops shoot and fatally injure a 3d Palestinian youth at a checkpoint n. of Bethlehem after he allegedly attempts to stab in Israeli soldier (he succumbs to his injuries later in the day). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair. They say in the evening that they will extend the opening a 3d day on 2/15. The IDF maintains, for a 6th and final day, its punitive closure of Qabatiya, where an Israeli settler was stabbed and injured on 2/9. IDF troops patrol in a village nr. Jenin, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They also conduct house searches and raids late at night in Tulkarm, Tulkarm r.c., Nablus, 4 villages nr. Hebron, and 1 village nr. Ramallah, arresting 10 Palestinians; patrol further in Qalqilya, 7 villages nr. Hebron, and 1 nr. Salfit. The Israeli authorities return to his family in East Jerusalem the body of a Palestinian who was killed by Israeli police on 10/15 (the family reportedly agreed to allow only 14 people to attend his funeral and paid NIS 20,000 [around $5,150] as collateral to secure the release of his body). This is the 1st body returned to East Jerusalem since the wave of violence began in 10/2015. Meanwhile, Palestinians verbally confront 5 right-wing Jewish activists who are attempting to pray at Haram al-Sharif. Israeli forces escort the activists out of the sanctuary before the incident can escalate. Israeli forces also arrest 6 Palestinians on raids in al-Tur. In Jerusalem, Israeli forces shoot and kill 3 Palestinians outside the Old City after they attack a group of Israeli border security officers with knives and an automatic weapon, critically injuring 2 (1 Israeli officer will succumb to her injuries later in the day). Jenin where the suspected attackers were from, arresting at least 10 Palestinians and sparking clashes with stone-throwers wherein 4 Palestinians and 3 Israeli soldiers are injured. They declare Qabatiya a “closed military zone.” Elsewhere in East Jerusalem, Israeli forces bar a number of Palestinians from Haram al-Sharif; escort around 130 right-wing Jewish activists on a tour of the sanctuary. They also demolish a car repair workshop in Issawiyya. In the West Bank, the IDF conducts late-night raids and house searches in Jericho, ‘Aqabat Jabir r.c. nearby and Balata r.c. nr. Nablus, arresting 2 Palestinians. Along Gaza’s border, Israeli forces conduct limited incursions e. of Khan Yunis and late at night nr. Rafah to level land. The EU Foreign Affairs Council adopts a series of “conclusions on the Middle East peace process,” with provisions on Israel’s settlements, restarting peace negotiations, and reaffirming the 11/11/2015 guidelines on labeling products imported from Israel’s settlements. Meanwhile, Iran releases 4 U.S. prisoners, including Washington Post reporter Jason Rezaian. In exchange, the U.S. releases 7 Iranian-Americans imprisoned on sanctions-related charges, inter alia.
