More than 30,800 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,298 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. In his State of the Union address, U.S. president Joe Biden says the U.S. military will set up a temporary pier off the coast of Gaza to deliver aid but that no U.S. soldiers will enter Gaza as it will be built offshore. Biden also says, “to the leadership of Israel I say this: Humanitarian assistance cannot be a secondary consideration or a bargaining chip.” Biden is filmed telling Senator Michael Bennet (D-CO) that he has told Israeli prime minister Benjamin Netanyahu that “you and I are going to have a come to Jesus meeting.” The PA presidency thanks Biden for supporting a 2-state solution and a ceasefire during his speech. The PA calls for sanctions on Israel in response to the Flour Massacre. Russian foreign minister Sergey Lavrov says Hamas has agreed, in writing, to respect the PLO platform after meetings of Palestinian parties in Moscow. Al-Awda Hospital acting director Mohammed Salha says 142 out of 176 wounded in the Flour Massacre on 2/29 arriving at the hospital in Jabalia were injured by gunshots. Spokesperson for the UN secretary-general, Stephane Dujarric, says a UN team sent to al-Shifa Hospital confirmed that “a large number of gunshot wounds” were found on people injured at the massacre. Israel tells Egypt and Qatar that it will not engage in ceasefire negotiations until Hamas sends a list of Israeli captives that are alive. U.S. president Joe Biden says U.S. airdrops of aid will start in the “coming days.” Oxfam says the airdrop plans “mostly serve to relieve the guilty consciences of senior US officials whose policies are contributing to the ongoing atrocities and risk of famine in Gaza,” saying airdrops only provide a symbolic amount of aid. National Security Council spokesperson John Kirby says the U.S. is working to establish a maritime corridor for aid to enter Gaza and that the U.S. continues to push Israel to allow more aid trucks to enter and open more crossings. Kirby also says that the U.S. cannot verify Israel’s claim that Palestinians died in a stampede during the Flour Massacre. The European Commission says it will transfer $54.2 million to UNRWA next week as part of its pledge to donate $162.5 million in 2024, ending the EU freeze on aid to the agency. The U.S. House of Representatives’ appropriations panel recommends a bill providing $17.6 billion in funding for the Israeli military, including $4.4 billion in weapons supplies, $4 billion for missile defense, $3.5 billion for financing of advanced weapons systems, $1.2 billion for the development of the Iron Beam laser missile defense, and $1 billion to improve artillery and munitions production. Speaker Mike Johnson says the House could vote on the bill next week. The House Freedom Caucus later indicates that its members will not support the bill, instead proposing that the U.S. pays for the aid to Israel by cutting funding to the UN and scrapping the IRS expansion. The New York Times reports that it was UNRWA commissioner-general Philippe Lazzarini who informed the U.S. on 1/24 about the Israeli allegations against 12 UNRWA staffers after a meeting with an Israeli diplomat in Tel Aviv on 1/18 where the Israeli allegations were shared with him. Lazzarini also met with UN secretary-general Antonio Guterres before sharing the information with the U.S., where they decided to fire 9 out of the 10 staffers who are still alive. (HA, NYT 2/3)

PA ambassador to the UN Riyad Mansour says a ceasefire is needed to implement the provisional measures instituted by the ICJ on 1/26. UN under-secretary-general for humanitarian affairs and emergency relief coordination Martin Griffiths calls the relief entering Gaza “grossly inadequate.” UN secretary-general Antonio Guterres calls UNRWA the “backbone of all humanitarian response in Gaza” and iterates his call for countries that have suspended funding for the agency to reverse their decisions. Israeli Channel 12 reports that Mossad director David Barnea briefed the Israeli cabinet on the ceasefire negotiations held over the weekend. Prime Minister Benjamin Netanyahu writes on X that his “red lines” on an agreement are that Israel will not end the war and will not release “thousands of terrorists,” refering to Palestinian prisoners. National Security Minister Itamar Ben-Gvir writes a letter to Netanyahu calling on him to block aid from entering Gaza. The U.S. House of Representatives passes H.R. 6679, preventing entry to the U.S. of members of the PLO, Hamas, and Islamic Jihad in a 422-2 vote. The bill would need to be approved by both the Senate and the president. PLO secretary-general Hussein al-Sheikh calls the bill a “dangerous decision” and demands a response from the Biden administration. Haaretz reports that Israeli commanders have instructed soldiers to set fire to Palestinian homes in Gaza and that in the past months hundreds of homes have been destroyed by Israeli soldiers setting fire to them. A photo of a note left behind by Israeli soldiers reads “[w]e are not burning the house so you can enjoy it, and when you leave – you will know what to do.” (HA 1/31)

Haaretz also reports that in the aftermath of 10/7/2023, Zaka community emergency response volunteers staged scenes in Israeli villages that were attacked to attract donations for the organization instead of properly handling bodies of deceased Israelis and spread accounts of atrocities that never happened to garner media attention. The Israeli military decided from 10/7/2023 to let Zaka handle the bodies of the dead instead of using its unit trained in the identification and collection of human remains. (HA 1/31)

Ynet reports that Prime Minister Netanyahu told the UN envoys from Malta, Bulgaria, Czechia, Hungary, Romania, Ukraine, Slovenia, and Sierra Leone that UNRWA must be replaced during a meeting in Jerusalem. (AJ, AP, REU 1/31)

Axios reports that U.S. secretary of state Antony Blinken has instructed the State Department to review and present policy options on U.S. and international recognition of a Palestinian state. A senior U.S. official tells Axios that some people in the Biden administration think that recognition of a Palestinian state should be the first step toward ending the Israeli occupation rather than the last. U.S. National Security Council spokesperson John Kirby says the U.S. is looking for an extended pause in fighting in Gaza. State Department spokesperson Matthew Miller says the U.S. has warned Israel about reducing the size of Gaza. (AJ, HA 1/31)

A federal judge in Oakland, California, dismisses a lawsuit brought by Palestinian Americans seeking to end U.S. support for Israel’s campaign in Gaza on the basis of genocide, saying he would have issued an injunction but is legally not able to do so due to a lack of jurisdiction. The judge, Jeffrey White, instead implores the Biden administration to “examine the results of their unflagging support” of Israel on the basis that “it is plausible that Israel’s conduct amounts to genocide.” (NYT 1/31; AJ, INT, HA 2/1)

The city of Chicago follows a number of other U.S. cities in calling for a ceasefire in Gaza. Some 70 cities in the U.S., including Atlanta, Minneapolis, Seattle, Detroit, and St. Louis, have passed resolutions on the Israeli attacks on Gaza with most calling for a ceasefire. Israeli forces shoot and kill a Palestinian child during a raid in Arrabah. Israeli forces also shoot and injure a 9-year-old Palestinian in Kobar. Elsewhere, Israeli forces shoot and injure a Palestinian during a raid in Dura. Israeli forces also raid a home in al-Minya, vandalizing it and seizing money and a vehicle. Meanwhile, Israeli forces issue stop-work orders for 3 agricultural structures in Khallet al-Farn in the Masafer Yatta area. In Gaza, mobile phone services are cut off again after they were partially restored on 1/19, internet services have been cut off since 1/12. Israeli forces storm al-Khair Hospital in Khan Yunis, arresting medical staff. Israeli forces also surround the Red Crescent ambulance headquarters in Khan Yunis, preventing ambulances from rescuing wounded people. Meanwhile, Israeli forces exhume graves at a cemetery in Khan Yunis. Hamas says Israeli forces bombed their own tank after it is incapacitated by Hamas fighters, suggesting that Israeli soldiers were still in the tank when Israel bombed it. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. Israeli forces shot and killed 6 Palestinians during raids in Halhul, Beit Fajjar, and Tulkarm. Israeli forces also shot and injured 8 Palestinian during raids in al-Khader, Tulkarm, Ya’bad, Beit Fajjar, and Halhul. Elsewhere, Israeli forces assaulted 1 Palestinian in ‘Azzun. 70 Palestinians were arrested during late-night raids in and around Ramallah, Dura, Nabi Salih, Qalqilya, Shu’fat refugee camp, ‘Anata, Hebron, and Nablus, including prominent activist Ahed Tamimi and senior Fatah member Marouf Rifai. The Palestinian Prisoners Commission said 2,150 Palestinians have been arrested since 10/7. In East Jerusalem, Israeli police shot and killed 1 Palestinian minor after he allegedly stabbed 2 Israeli soldiers in the Old City. 1 of the soldiers later died of her wounds. In Gaza, telecommunications were gradually restored in the morning after Israel cut the internet and phone connection on 11/5. 252 Palestinians were killed and 1,200 injured in Israeli airstrikes. Israel said it had attacked 450 sites overnight and assassinated Hamas member Jamal Musa. Israeli airstrikes targeted al-Shifa Hospital, killing 1 and injuring 170 others, and the Nasser Medical Complex, killing at least 8. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Israeli finance minister Bezalel Smotrich sent a letter to Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, demanding that the Israeli military creates “security zones around the settlements and roads” and prevents Palestinians from approaching them. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza. U.S. secretary of state Antony Blinken met with Turkish foreign minister Hakan Fidan in Ankara. U.S. National Security Council spokesperson John Kirby said President Joe Biden and Prime Minister Netanyahu had discussed “tactical pauses.” Axios later reported that Biden asked Netanyahu for a 3-day ceasefire to allow sufficient aid to enter Gaza. In return, Hamas would release 10-15 captives and verify the identities of the remaining captives, a proposal Netanyahu reportedly rejected. Netanyahu told ABC News that a ceasefire depended on the release of the Hamas-held captives, but that Israel could allow “tactical pauses.” Netanyahu also said Israel will maintain the “overall security responsibility” for Gaza for “an indefinite period” when Israel has finished its campaign. The U.S. military said a nuclear submarine had arrived in the eastern Mediterranean. The submarine was said to have not been carrying nuclear weapons but Tomahawk missiles. It was also reported that the U.S. planned to send Israel $320 million worth of Spice Family Gliding Bomb Assemblies, a precision guided munition for fighter jets. EU commission president Ursula von der Leyen presented 5 principles for after Israel’s war on Gaza; 1) Gaza cannot be a haven for terrorists; 2) Hamas cannot rule Gaza; 3) there cannot be a long-term Israeli security presence in Gaza; 4) no forced displacement of Palestinians; 5) no continuous siege on Gaza. In the West Bank, Israeli settlers injured 5 Palestinians in Yasuf, including 3 with live ammunition and 2 with stones. Israeli settlers also assaulted Palestinians harvesting olives in Deir Istiya and al-Khader. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. Israeli forces shot and killed a Palestinian minor during a raid in Jericho. Israeli forces also shot and injured 10 Palestinians with live ammunition during raids in Askar refugee camp, Beita, and Deir as-Sudan. Elsewhere, Israeli forces punitively demolished the home of a Palestinian man in Aqabat Jaber refugee camp using explosives. Israeli forces also seized Hamas political bureau deputy leader Salah al-Arouri’s home in Bani Zeid al-Sharqiya, turning it in to a Shin Bet facility. Meanwhile, Israeli forces prevented Palestinians from harvesting olives in Duma, Burin, Zabbuba, and Sebastia. More than 120 Palestinians were arrested during late-night raids in Aroura, Rantis, Bethlehem, Hebron, Deir Sammit, and Nablus. The Palestinian Prisoners Club said at least 1,070 Palestinians have been arrested in the West Bank since 10/7. In Gaza, around 250 Palestinians were killed in Israeli airstrikes. Rockets were fired at Israel; no new fatalities were reported. In Lebanon, anti-tank missiles fired at Israel wounded an Israeli soldier and Israel attacked Hezbollah-linked sites. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 84 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 26 children. More than 1,653 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,629 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. 43 unidentified Palestinians were buried in a mass grave in Gaza City. It was the second time Palestinians in Gaza were buried in mass graves this week. The Palestinian Health Ministry said 37 medical personnel have been killed since 10/7 and 7 hospitals no longer are operational. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. Israeli military spokesperson Daniel Hagari said fuel will not enter Gaza via the Rafah crossing. UNRWA said 17 of its staff members have been killed and 35 of its buildings damaged in Israeli airstrikes since 10/7. Leaders from the PA, Egypt, Jordan, Bahrain, Qatar, Italy, Spain, Greece, Cyprus, South Africa, the UAE, UN, and EU, and senior government officials from Kuwait, Germany, France, Japan, Norway, Russia, and China met at the Cairo Peace Summit on Israel’s war on Gaza. Jordanian king Abdullah II said “[t]oday Israel is literally starving civilians in Gaza but for decades Palestinians have been starved of hope, of freedom and of future,” complaining that Israel is never held accountable and calling its actions in Gaza a war crime. UN secretary-general Antonio Guterres said Hamas’ attack does not justify “collective punishment of the Palestinian people.” PA president Mahmoud Abbas called on Hamas and Israel to release all captives and prisoners. The summit ended without agreement on a joint statement. AP said, based on videos, its experts have determined that it was likely an errant rocket that caused the explosion at al-Ahli Arab Hospital on 10/17. French and Canadian intelligence also suggested that an errant rocket fired by Palestinian militants caused the explosion.
