In the West Bank, Israeli settlers set fire to 2 Palestinian-owned vehicles and sprayed graffiti on a wall in Far’ata village west of Qalqilya. In Gaza, 45 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets at protesters during the 85th weekly Great March of Return protest. Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli forces also fired tear gas at Palestinian shepherds east of Rafah, causing tear-gas related injuries. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Chief Prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced that there is basis to probe Israel for war crimes committed against Palestinians, but requested the ICC to decide on the question of the jurisdiction of East Jerusalem, the West Bank, and Gaza. Chief Prosecutor Bensouda said that her preliminary investigation has found that “war crimes have been or are being committed in the West Bank, including East Jerusalem, and the Gaza Strip.” (AJ, Guardian, HA, HA, WAFA 12/20; HA 12/21)

In the West Bank, Israeli forces opened fire and fired tear gas at Palestinians near the separation barrier north of Tulkarm, causing injuries. Israeli forces injured a Palestinian in Bayt Jala who allegedly threw a Molotov cocktail at an Israeli military vehicle; the man was hospitalized for his injuries. Israeli settlers vandalized road construction equipment in the northern part of the Jordan Valley. In East Jerusalem, Israeli forces demolished the 2d floor of a Palestinian-owned building in Issawiyya. In Gaza, Israeli forces killed a Palestinian, who was allegedly approaching the Gaza fence, in an airstrike. In the West Bank, Israeli forces shot and injured a Palestinian near the West Bank separation barrier southwest of Jenin. In a separate incident, Israeli forces opened fire on Palestinians near a checkpoint by the West Bank separation barrier north by Nazlat Issa, causing 5 Palestinians to be hospitalized with gun wounds and others to suffer tear-gas related injuries. A raid by Israeli forces near Ramallah led to clashes with Palestinians; 2 Palestinians were injured by rubber-coated bullets. Israeli settlers began fencing off a piece of Palestinian-owned land in Burin. 11 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces arrested 2 Palestinians: 1 during a late-night raid in Issawiyya and 1 employee of the Islamic Waqf at the Haram al-Sharif compound. The PA sent a request to Israel to allow Palestinians in East Jerusalem to be able to partake in the planned Palestinian parliamentary and presidential elections. Israeli officials said that the Israeli security cabinet would decide on the request. (HA 12/10)

The Netherlands informed the UNRWA that it will resume funding of the agency after suspending its funding on 31 July due to allegations of misconduct in UNRWA leadership. (WAFA 12/10)

Japan signed a contract to fund construction of hearing and speech units at the Maghazi Community Rehabilitation Society in Gaza amounting to $84,191. The EU contributed with $11 million to support PA payments of social allowances to vulnerable families in Gaza and the West Bank. (WAFA, WAFA 12/10)

In the West Bank, Israeli setters punctured tires and wrote graffiti on 2 vehicles belonging to Israeli forces near the Yitzhar settlement. 3 Palestinians were arrested, including 1 during a late-night raid in Hebron, and 2 teenagers were arrested in 2 separate incidents at al-Ibrahimi Mosque after knives were allegedly found on their person. In the West Bank, Israeli settlers set a car on fire and wrote racist graffiti on walls in Taybeh, and 3 cars were vandalized with graffiti and slashed tires in Dayr ‘Ammar. Israeli settlers also vandalized 30 Palestinian-owned olive trees in al-Sawiya. Israeli forces opened fire on Palestinians trying to enter Israel south of Tulkarm; 1 Palestinian was injured by live ammunition. Elsewhere, in al-‘Arub refugee camp, Israeli forces and Palestinians clashed at a checkpoint, leading to tear-gas related injuries. There was no mass organized protest in Gaza, as the organizing committee behind the Great March of Return called off the protest on 11/27. However, some 300 Palestinians still protested east of Khan Yunis; Israeli forces violently dispersed the protest and 1 minor was killed and 7 others injured by live ammunition. Later, 1 rocket was fired toward Israel, causing no damage or injuries, and Israel conducted several airstrikes in Gaza, causing damage but no injuries. Iraq’s prime minister Adel Abdul Mahdi resigned after days of protest in Baghdad, where Iraqi security forces have killed at least 40 protesters. (AJ 12/1)

In the West Bank, Israeli forces violently dispersed Palestinians protesting in Surif, firing tear gas and rubber-coated bullets; 1 Palestinian photojournalist lost his eye when he was hit by a rubber-coated bullet. In Gaza, rockets were exchanged for the 4th day in a row despite a ceasefire agreement on 11/14; however, no injuries were reported. Israeli authorities said that they would probe the death of a family of 8, including 5 children, that was killed during the Israeli airstrikes on Gaza on 11/14. (REU 11/15)

At the UN General Assembly, 170 countries voted to renew UNRWA’s mandate for another 3 years. The U.S. and Israel voted against, while Canada, Cameroon, Guatemala, Vanuatu, Micronesia, the Marshall Islands and Nauru abstained. (HA 11/15; WAFA 11/17)

In the West Bank, Israeli forces violently suppressed a demonstration against Israeli aggression in Gaza. In Bethlehem, 1 Italian tourist was injured when he was hit by a tear gas canister; others suffered tear-gas related injuries. Elsewhere, in al-‘Arub refugee camp, a Palestinian-owned house caught on fire after an Israeli tear gas grenade landed in it during a raid. Israeli forces also razed some 400 (99 acres) dunams of land in Bayt Umar and demolished a house under construction in Atuf. 7 Palestinians were arrested during late-night raids in and around Silwad, Jenin, Hebron, and Bethlehem. In East Jerusalem, a Palestinian family demolished 4 animal barns to avoid exorbitant demolition fees. 4 Palestinians were arrested during raids in Kafr ‘Aqab and Issawiyya. In Gaza, for the 2d day in a row, Israel and Islamic Jihad in Palestine exchanged rockets; 16 people were killed in Gaza and at least 40 were injured, making the comprehensive death toll since 11/12 26, including several minors. No Israelis have been reported killed and 1 person was reported injured. Officials in Gaza said that at least 48 housing units had been damaged, some completely destroyed. In the West Bank, Israeli settlers stole olive harvest in Qaryut and flooded 5 dunams (1.2 acres) of Palestinian farmland planted with olive trees with sewage waste in al-Jaba‘. Israeli settlers also threw stones at Israeli forces at Yitzhar settlement. Israeli forces delivered notices that 2,522 dunams (623 acres) of land would be seized, including 2,000 in al-Jaba‘, 372 south of Hebron, and 150 near Bayt Liqya. 10 Palestinians were arrested during late-night raids in and around al-Ram, Yatta, Nablus, Jenin, and Ramallah. In East Jerusalem, Israeli forces summoned 2 members of the parents’ committee that organized a school strike in Issawiyya on 11/2 in protest over Israeli forces breaking into the school and arresting 1 student; 1 of the 2 members was arrested and clashes between Israeli forces and local Palestinians broke out, resulting in the arrest of 3 Palestinian minors. In Gaza, Israeli forces opened fire on Palestinian farmlands east of Khuza‘a; no injuries were reported. The Israeli housing cabinet approved the controversial cable car project which would connect Western Jerusalem with East Jerusalem’s Old City. The project is currently under review by Israel’s attorney general and it would need a final procedural approval by the Israeli government. The project, if approved, would likely be challenged in the Israeli high court of justice. (HA 11/4; CNN 11/5 BBC 11/6)

After Jordan recalled its ambassador to Israel on 10/29 in protest of Israel holding 2 Jordanian citizens in administrative detention, Israel’s prime minister Benjamin Netanyahu said that the 2 would be released to Jordan. (HA 11/4)

In the West Bank, Israeli forces arrested 2 Palestinians, including a minor during a late-night raid in Bayt Liqya, and a former prisoner during a raid in Jalazun refugee camp. Israeli forces clashed with Palestinians during a raid in al-Fawar refugee camp; 1 Palestinian was injured by live ammunition, others suffered tear-gas related injuries. In Gaza, 144 Palestinians were injured during the 81st weekly Great March of Return protest, including 73 by live ammunition and at least 31 by rubber-coated bullets; others suffered tear-gas related injuries. Later, some 10 rockets were fired at Israel; Israel bombed several places in Gaza, killing 1 Palestinian and wounding 3 others. Damage was reported in Gaza and Israel, where rocket shrapnel hit a house. Separately, a bullet fired from the Israeli side of the Gaza fence hit a window of a Palestinian house in Khuza‘a. In the West Bank, Israeli settlers chop down 25 Palestinian-owned olive trees in Nahalin. Israeli forces violently dispersed an anti-settlement protest in al-Humma, causing 5 tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed a protest in support of hunger-striking prisoners in Israeli jails, causing tear-gas related injuries and arresting 2 of the protesters. In Gaza, 1 Palestinian was injured by Israeli forces while driving a sanitation vehicle east of Khan Yunis. Separately, Israeli forces opened fire on Palestinian farmers; no injuries were reported. A Palestinian working for Amnesty International was briefly detained at the Allenby Bridge and told he was not allowed to leave the West Bank. The Secretary-General of Amnesty International, Kumi Naidoo, called it “a sinister move imposed as punishment for work defending human rights of Palestinians.” (Amnesty 10/31; HA 11/1; AJ 11/2)

In the West Bank, for the 2d day in a row, Israeli settlers from the Yitzhar settlement clashed with Israeli forces. Israeli settlers also damaged a Palestinian-owned home near Jalud. Israeli forces shot and injured a Palestinian minor who allegedly was throwing stones near Qalqilya. Israeli forces handed out notices in Qaryut informing residents of plans to seize 700 dunams (173 acres) of Palestinian-owned land. Elsewhere, in ‘Azun, Israeli forces closed a metal gate on an eastern entrance and put up a flying checkpoint on the western entrance to the town. 2 Palestinians were arrested, including 1 at a checkpoint in Qalqilya; and 1 during a house raid in Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; at the same time, Israeli forces arrested 5 Palestinians in the area. In Gaza, the Erez border crossing was closed by Israel. After 5 days of protests in Lebanon, the Lebanese cabinet approved new measures to deal with the country’s economic crisis, including cutting the salaries of top officials in half. Prime Minister Sa’d Hariri said that the measures would reduce the country’s deficit by $3.4 billion in 2020. (HA 10/21)

In the West Bank, Israeli settlers attacked Israeli forces with stones near the Yitzhar settlement. 5 Palestinians were arrested, including 3 who attempted to enter Israel for work; 1 of the 3 was shot by live ammunition. Israeli forces forced Palestinian farmers picking olives to leave their fields in Qaryut. In East Jerusalem, 4 Palestinians were arrested during raids in Silwan. Hundreds of Israeli settlers toured the Haram al-Sharif compound. Israeli forces violently dispersed Palestinian worshipers holding a sit-in in protest demonstrating against the settler incursion. In the West Bank, Israeli force seized a vehicle near Tubas and demolished a house under construction near Nablus. Elsewhere, Israeli forces raided the office of the Union of Palestinian Women’s Committees in Hebron and seized computer hard drives. 16 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished a Palestinian-owned barn in Silwan and a house under construction in al-Tur; during the latter demolition, 2 Palestinians were arrested and video shows family members who owned the property were assaulted by Israeli police. In Gaza, Israeli forces fired tear gas at Palestinian farmers east of Rafah. Separately, Israeli forces made incursions to level land east of Dayr al-Balah. Broward County in Florida unanimously passed a resolution condemning the Boycott, Divestment and Sanctions movement. The resolution argued that the demand for Right of Return effectively would destroy the State of Israel as a homeland of the Jewish people. (MDW 9/27)

In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 2 Palestinians with rubber-coated bullets. Israeli forces also confiscated a bulldozer belonging to the Taqqua municipality. Israeli settlers assaulted a Palestinian man on his land in Baytin and smashed the windshields of 3 Palestinian-owned cars in the area. In East Jerusalem, 1 Palestinian was arrested during a house raid in Issawiyya. An Israeli court ordered the eviction of 18 Palestinians from their home in Silwan, handing their property to the Jewish National Fund (JNF). The eviction order ends a 30-year-long legal battle between the family and the JNF. In Gaza, 109 Palestinians were injured during the 75th Great March of Return protest, including 52 injuries by Israeli live ammunition. In the West Bank, 1 Palestinian woman was killed by Israeli forces using live ammunition by a checkpoint in Qalandia after allegedly trying to stab an Israeli soldier. Israeli forces also chopped down more than 100 olive trees in Burqin, delivered stop-work orders for a number of houses under construction in Barta‘a, razed 145 dunams (35.8 acres) of agricultural land for expansion of the Karni Shomron settlement near Qalqilya, and demolished 2 agricultural structures in Atuf in the Jordan Valley. 2 Palestinians were arrested, including 1 during a late-night raid in Aida refugee camp and 1 at a checkpoint near Jaba‘. In East Jerusalem, Israeli forces handed demolition orders for several homes in Issawiyya. In Gaza, 7 Palestinians were injured after rockets fired from Gaza landed inside the territory. In the West Bank, Israeli forces arrested 10 Palestinians during late-night raids in and around Hebron, Bethlehem, Nablus, and Ramallah. In Ramallah, Israeli forces also stormed an office of the Democratic Front for the Liberation of Palestine, seizing documents, and stormed several stores, seizing surveillance cameras. The raids in Ramallah led to confrontations with local residents; no injuries were reported. Elsewhere in the West Bank, Israeli forces uprooted 250 olive trees and destroyed 5 water wells near Tammun. In East Jerusalem, Israeli forces entered a mosque in Issawiyya and fired tear gas canisters inside, causing tear-gas related injuries. Israeli forces also arrested 1 Palestinian during a late-night raid in Kaft ‘Aqab. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khan Yunis; no injuries were reported. According to Israeli forces, machine gun fire in Israel activated the Iron Dome system which fired a rocket, ultimately landing in Israel. In the West Bank, Israeli forces arrested 17 Palestinians during late-night raids in and around Qalqilya, Ramallah, Tubas, Jenin, Hebron, and Nablus. In Gaza, an Israeli drone was intercepted by Hamas. Later, rockets were fired from Gaza into Israel, close to where Israeli prime minister Benjamin Netanyahu was addressing a crowd; he was subsequently evacuated. Israel then struck 15 different targets in Gaza, causing damage but no injuries were reported. Israel forces also opened fire near the Gaza fence; no injuries were reported. Prime Minister Netanyahu announced that, if reelected, he would annex the Jordan Valley from the northern part of the West Bank to the southern part, effectively surrounding the West Bank by Israel and creating small enclaves of Palestinian cities and villages in the area annexed, including Jericho. Netanyahu’s announcement drew condemnation from many countries and organizations. The U.S. responded that, “[t]here is no change in United States policy at this time.” PA president Mahmoud Abbas warned that if Israel annexed parts of the West Bank, the PA would end all agreements with Israel. In the West Bank, a Palestinian journalist was injured by Israeli forces while covering a protest organized by students from Birzeit University at a checkpoint north of Ramallah. Later in a separate incident, a Palestinian child was injured by a rubber-coated bullet to the chest fired by Israeli forces in Bayt Rima; 1 Palestinian was arrested during the incident. An additional 10 Palestinians were arrested during late-night raids in and around Jenin, Hebron, Ramallah, and Nablus. Israeli forces also demolished an agricultural building near Tarqumiyya. In East Jerusalem, 1 Palestinian turned himself in to the police after Israeli forces had raided his home and handed his family an arrest summons. 2 other Palestinians were arrested during daytime raids in Issawiyya. In Gaza, Israeli forces opened fire on Palestinian agricultural land on 2 separate occasions; no injuries were reported. Israel’s high court of justice ruled that Israel is permitted to hold the bodies of accused terrorists for the purpose of negotiating with terrorist organizations, overturning a previous ruling by the court. (HA, WAFA 9/9)

Israeli prime minister Benjamin Netanyahu claimed that Israel had uncovered sites of Iran’s nuclear program. Iran refuted Netanyahu’s accusation. (HA 9/9; AJ, HA 9/10)

In the West Bank, Israeli settlers destroyed 3 Palestinian-owned vehicles in Asira. Israeli authorities issued 2 military orders to seize 100 dunams (24.7 acres) of land in Qaryut and Jalud south of Nablus. Israeli forces also raided Bayt Umar, leading to clashes with Palestinians; several suffered tear gas inhalation and 1 vehicle was seized. 3 Palestinians were arrested, including 1 during a late-night raid in Hebron. In East Jerusalem, 2 Palestinians were arrested on separate occasions, including 1 after he and his mother were pepper-sprayed by Israeli police near Shu‘fat refugee camp; and 1 at his workplace in Issawiyya. According to the Israeli military, 1 missile was fired from Gaza toward Israel but landed inside of Gaza. A delegation of Egyptian security officials also met with Hamas and Islamic Jihad in Palestine members after days of rocket fire between Gaza and Israel. (HA 9/8)

Hezbollah forces downed an Israeli drone in the Lebanese town of Ramyah. It was also reported that missiles were fired from Syria toward Israel, but they failed to penetrate Israeli territory. (AJ, HA, HA 9/9)

In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. Israeli forces also demolished a Palestinian-owned house and restaurant in Bayt Jala near Bethlehem. 25 Palestinians were arrested by Israeli forces during late-night raids in and around Ramallah, Abu Dis, Nablus, Jenin, and Salfit. In Gaza, 3 rockets were launched toward Israel, causing no damage. Later, Israel struck targets east of Bayt Lahiya allegedly belonging to Hamas; damage was reported but no injuries. Hamas later denied responsibility for the rockets launched. Off the coast of Gaza, Israeli forces opened fired on Palestinian fishermen 3 nautical miles from the shore of Bayt Lahiya; no injuries were reported. Israel’s prime minister Benjamin Netanyahu announced via Twitter that 300 new settlement units in the Dolev settlement would be sent for approval to the Planning Committee. Prime Minister Netanyahu also announced that Israel was cutting allowed oil imports to Gaza by 50% after rockets were fired at Israel. (HA, Twitter, WAFA 8/26)

It was reported by the Lebanese state-run media outlet National News Agency that Israel attacked a base for the Popular Front for the Liberation of Palestine – General Command with 3 missiles in Qusaya in Northern Lebanon, causing damage to structures but no injuries. Iraqi president Barham Salih and prime minister Adel Abdul-Mahdi condemned Israel’s attack on Iraqi groups on 8/25, calling it an “attack on Iraqi sovereignty.” The U.S. Department of Defense issued a statement opposing Israel’s attacks in Iraq, saying that the U.S. supports Iraqi sovereignty and opposes “external actors” operating in Iraq. In the West Bank, Israeli settlers wrote racist graffiti and slashed tires on 5 Palestinian-owned vehicles in Haris near Salfit. Israeli forces handed demolition notices for some 20 Palestinian-owned structures in Qalandia and demolished a water well in the northern Jordan Valley. Israeli forces arrested 4 Palestinians, including a 13-year old girl, at the Allenby bridge crossing, in Qalqilya and Salfit. In East Jerusalem, Israeli forces demolished a building in Bayt Hanina. Israeli forces also arrested 4 Palestinians during late-night raids in Shu‘fat refugee camp. In the West Bank, Israeli forces demolished a water line and irrigation network in ‘Ayn al-Bayda in the Jordan Valley. Israeli forces also arrested 7 Palestinians during raids in and around Bethlehem and Qalqilya. In East Jerusalem, 1 Palestinian was arrested near Bab al-Rahma on the Haram al-Sharif compound. In the West Bank, Israeli forces set up roadblocks between Nablus and Jenin after alleging that a man fired at Israeli soldiers north of Nablus. Near Ramallah, Israeli forces raided Dayr Nidham leading to confrontations with residents; during the confrontation Israeli forces detained 21 people who were all released after being interrogated. Israeli forces arrested 3 Palestinians during late-night raids in and around Qalqilya, Hebron, and Jenin. Israeli settlers with military escort toured a religious site southeast of Nablus. In East Jerusalem, Israeli forces detained 35 children and 5 instructors riding a school bus. The children were allowed to leave after the bus was taken to an Israeli facility, however the 5 instructors were arrested. Israeli forces also later arrested 1 Palestinian in Issawiyya; the Palestinian teen suffered several fractures during the arrest. The U.S. senate confirmed Kelly Craft as the next U.S. ambassador to the UN. During the confirmation hearing, Craft promised to continue former Ambassador Nikki Haley’s efforts to fight anti-Israel resolutions and actions. (HA 8/1)

In the West Bank, 1 Palestinian 10-year-old was seriously injured by Israeli forces during the weekly anti-settlement protests in Kafr Qaddum. Elsewhere, Israeli settlers seized a water well in the northern part of the Jordan Valley. Also in the northern part of the Jordan Valley, 3 Palestinians were detained at the Hamra checkpoint; all 3 are members of the Palestinian security forces. In Gaza, 34 Palestinians were injured by live ammunition and others were injured by rubber-coated bullets and by tear gas inhalation during the Great March of Return protest. 1 Palestinian teenager’s condition was reportedly serious. Israeli authorities reported that 2 rockets were fired from Gaza to Israel. The rockets were reportedly shot in revenge for the murder of a member of Hamas the Israeli military killed by mistake on 7/11, according to Israeli forces. In the West Bank, Israeli forces arrested 33 Palestinians during daytime and late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, Jenin, and Nablus. Israeli forces also stopped work on a water tank in Kardala in the Jordan Valley. Israeli forces demolished a house in Bayt Umar In East Jerusalem, Israeli forces detained 2 Palestinian children and separately arrested 5 in Issawiyya. Elsewhere in East Jerusalem, Israeli settlers took over a Palestinian-owned building with 4 separate apartments in al-Suwana. The settlers were escorted by Israeli police. The Israeli military claimed to have found a tunnel from Gaza to Israel during construction of a barrier that is said to prevent more tunnels from being dug. The Israeli military also claimed to have shot down a drone near the Gaza fence; it did not report whether the drone was privately-owned, Israeli, or Palestinian, nor the type of drone. (HA, HA 7/8)

A court in Jerusalem found that the PA was liable for damages for 17 incidents where Palestinians killed Israelis during the 2d Intifada in the early 2000s. Several incidents were not committed by PA personnel, nor did the PA have knowledge that they would be carried out. The judge ruled that the PA was retroactively responsible for the incidents because they explicitly or implicitly endorsed them after they happened. The judge ordered the PLO, PA, and Yasir Arafat’s estate to pay $1.6 million for the cost of the trial. A different judge will determine how much the 3 entities must pay in damages. (HA 7/9)

In the West Bank, Israeli forces arrested 14 Palestinians during late-night raids in and around Ramallah, Birzeit, Hebron, Qalqilya, Salfit, and Bethlehem. 7 of the arrested were students at Birzeit University. Additionally, 2 Palestinians were run over by Israeli forces and detained near Jenin. Elsewhere, near Nablus, Israeli settlers toured the Sabastiyya archeological site with Israeli military protection for the 2d day in a row. In al-Jalama near Jenin, Israeli forces handed out stop-work notices for 3 houses and an industrial facility. In East Jerusalem, Israeli forces arrested 15 Palestinians during late-night raids. Israeli authorities handed over the body of the Palestinian who was killed on 6/27 by Israeli forces in Issawiyya. In Gaza, Israel returned a number of fishing boats belonging to Palestinian fishermen in Gaza after the Israeli high court ruled that Israel needed to return the boats it had kept for up to 3 years. In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

The chairman of Qatar’s National Committee for the Reconstruction of Gaza Mohammed al-Emadi met Israeli and Palestinian officials in Israel and Gaza to discuss the implementation of the cease-fire agreement reached between Israel and Hamas in May. The Qatari delegation also delivered $20 million for vulnerable Palestinians in Gaza and for humanitarian projects. Some 108,000 families will receive $400 in 4 $100 payments. (HA 6/16; HA 6/17)

Israeli prime minister Benjamin Netanyahu unveiled a sign for a planned community in the Golan Heights called Trump Heights, named after U.S. president Donald Trump. U.S. special representative for international negotiations Jason Greenblatt told The Jerusalem Post that the U.S. administration may delay the unveiling of the U.S. peace plan until November 2019 because of the upcoming Israeli elections in September. In the interview, Greenblatt also said that he supports U.S. ambassador to Israel David Friedman’s statement from 6/8 that Israel has a right to annex parts of the West Bank. (AJ, HA 6/16)

In the West Bank, Israeli forces seized agricultural equipment belonging to a Palestinian farmer in Khirbat Jabara near Tulkarm. In Nablus, Israeli forces fired at Palestinian security forces in what Israeli forces called a mistake; 1 Palestinian police officer was injured. 12 Twelve Palestinians were arrested by Israeli forces during late-night raids in and around Tulkarm, Nablus, Ramallah, and Hebron. In East Jerusalem, 3 Palestinians were arrested during late-night raids. Meanwhile, a Palestinian was handed a demolition order for his house. In Gaza, a Palestinian medic who was shot during the Great March of Return protests in May succumbed to his wounds. This brings the death toll stemming from the Great March of Return to 222. The Israeli supreme court ruled in favor of the settlement group Ateret Cohanim’s acquisition of 3 buildings in the Christian quarter of the Old City in East Jerusalem belonging to the Greek Orthodox church. The ruling ended a 14-year-long legal battle that started when church officials sold the buildings without the knowledge of the larger body of church officials, leading to the ousting of the then patriarch. The International Atomic Energy Agency chief Yukiya Amano said that Iran had increased its uranium enrichment. Iran had previously announced that it would start increasing its uranium enrichment if Joint Comprehensive Plan of Action signatories did not uphold their commitments to the agreement. (HA 6/10)
