In the West Bank, the PA confirmed the 2d COVIID-19-related death since the outbreak of the pandemic. Israeli forces sealed off the main entrance to Bani Na‘im. Elsewhere, Israeli forces violently dispersed protests in Kafr Qaddum, leading to tear-gas related injuries; 1 house was damaged by live ammunition. Israeli forces also fired tear gas at Palestinian security and emergency crews looking for Palestinians returning from Israel near Qalqilya. In the West Bank, Israeli forces seized a shipping container and a vending stall south in Qalqas; and delivered stop-work orders for several residential and agricultural structures near Tubas and in Jiftlik. 3 Palestinians were arrested during late-night raids in and around Jenin, Ya‘bad, and ‘Araba. Israeli settlers attacked a Palestinian-owned house in Hebron, damaging a water tank and erecting an Israeli flag on the roof. Elsewhere, Israeli settlers with military escort raided Qusra, leading to confrontations with Palestinians; no injuries were reported. In East Jerusalem, Israeli authorities extended the detention of PA governor Adnan Ghaith. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah and Bayt Hanun; no injuries were reported. Israeli forces also made incursions to level land east of Khuza‘a. PA Jerusalem affairs minister Fadi Hidmi filed a complaint to the Israeli justice department for his arrest on 4/3. Minister Hidmi said that he was beaten and repeatedly forced to wear a dirty mask with blood on it. The complaint further said that Israeli police blasted down his front door without trying to knock on it and that the police seized $2,800. Hidmi was ultimately released 6 hours after his arrest without any charges. (HA 4/6)

Israeli prime minister Benjamin Netanyahu and Kahol Lavan leader Benny Gantz agreed on preliminary terms for a unity government, which includes that Netanyahu can propose to the Israeli cabinet a West Bank annexation plan if it’s backed by the U.S. (HA, JP 4/6)

In the West Bank, Israeli forces violently dispersed protests in Kafr Qaddum and near Tulkarm; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces also forced Palestinian workers checking Palestinians arriving from Israel for COVID-19 to leave in Atil. Israeli forces arrested 5 Palestinians during late-night raids in and around Jenin and Nablus. In East Jerusalem, Israeli forces arrested PA minister of Jerusalem affairs Fadi Hidmi during a late-night raid in al-Suwana and seized $2,800 from his house; he was released after hours of interrogation. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya on 2 separate occasions; no injuries were reported. PA president Mahmoud Abbas issued a decree extending the state of emergency for another 30 days. The PA also introduced new measures to curb the spread of the COVID-19 virus, including restricting movement in West Bank cities between 10 a.m. and 5 p.m. and forcing shops to close after 5 p.m. The extended state of emergency and new measures were introduced as 171 Palestinians had tested positive for COVID-19. In the West Bank, Israeli settlers attacked Palestinian herders in al-Twana, injuring 1 who was treated at a hospital. Israeli forces violently dispersed Palestinians during the weekly anti-settlement protests in Kafr Qaddum; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. In Gaza, Israel struck targets belonging to Hamas after a rocket was fired at Israel. Israeli authorities said it believed that Hamas operatives did not fire the rocket. Israeli forces also opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. In a letter to the U.S. State Department, 6 senators from the Democratic Party urged the Trump administration to release the funds allocated to humanitarian aid for Palestinians by U.S. congress to help curb the spread of the COVID-19 virus. Congress had allocated $75 million in aid to Palestinians for the 2020 fiscal year. The 6 senators who signed the letter were Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), Sherrod Brown (D-OH), Patrick Leahy (D-VT), Tom Udall (D-NM), Tom Carper (D-DE), Jeff Merkley (D-OR), and Bernie Sanders (D-VT). In the West Bank, Israeli forces arrested 6 Palestinians during late-night raids in and around Awarta, Beita, Qalqilya, Dura, and Ramallah. During a raid near Ramallah, Israeli forces clashed with Palestinians; no injuries were reported. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in the Old City. In the West Bank, Israeli settlers uprooted around 50 vine trees south of Bethlehem near the Gush Etzion settlement. After a 2d person tested positive for the COVID-19 virus in Tulkarm, the governor of the Tulkarm governorate issued a lockdown order for the city, banning entry and exit. In East Jerusalem, 9 Palestinians were arrested, including 8 workers sanitizing areas in Silwan and the Old City; 1 was arrested during a late-night raid. In a letter to U.S. secretary of state Mike Pompeo, more than 60 members of U.S. congress urged the administration to ensure that Israel is complaint to the Arms Export Control Act, which stipulates that U.S.-supplied equipment cannot be used to demolish Palestinian homes and forceful transfer of people. In the West Bank, the number of Palestinians infected with the COVID-19 virus rose to 31 confirmed cases. Israeli settlers visited an archeological site in Sabastiyya despite the PA closing tourist sites and banning gatherings. Elsewhere, in ‘Ayn Bus, Israeli settlers attacked Palestinian-owned homes, broke windows, and vandalized a car. Israeli forces demolished 2 Palestinian-owned houses and 2 animal barns near Bethlehem, displacing 8 people. Israeli forces arrested 12 Palestinians during raids in and around Bethlehem, Huwwara, Nablus, Tubas, and Ramallah. In East Jerusalem, 3 Palestinians were arrested by Israeli forces. In Gaza, the fire that broke out in a bakery on 3/5 claimed another life, raising the death toll to 16. Israeli forces opened fire on Palestinian shepherds east of Dayr al-Balah; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles west of Bayt Lahiya; no injuries were reported. In the West Bank, Israeli settlers uprooted some 200 olive trees and 80 vine trees in al-Khadir. Israeli forces demolished 2 residential structures and 2 animal barns south of Hebron; and 1 house and 1 workshop in al-Walaja. 12 Palestinians were arrested in and around Hebron, Jenin, Qalqilya, and Ramallah. 1 Fatah official from Jericho was placed in 6-month administrative detention without charges. During a raid in Jenin, Israeli forces and Palestinians clashed; 1 Palestinian was injured by a rubber-coated bullet. In East Jerusalem, 1 Palestinian minor was arrested. In Syria, an Israeli drone strike killed 1 person near Quneitra. Syrian opposition media reported that the man was a Hezbollah operative, while Syrian state media said he was a local policeman. (HA 2/27)

In the West Bank, Israeli settlers vandalized 8 Palestinian-owned cars and sprayed racist graffiti on buildings in Yasuf. Israel settlers and military escort toured Joseph’s Tomb near Nablus, leading to confrontations with Israeli protesters; 4 Palestinians were injured by rubber-coated bullets and 16 others suffered tear-gas related injuries. 25 Palestinians were arrested during late-night raids in and around al-Ram, Hizma, Ramallah, Nablus, Qalqilya, Jericho, and Bethlehem. During a raid in Hebron, Israeli forces seized machinery from a blacksmith. In East Jerusalem, 2 Palestinians were arrested during raids in Bayt Hanina. 50 former foreign ministers and leaders of European countries wrote an open letter sharply criticizing the U.S. administration’s peace plan, saying it “evoke[s] chilling associations with South Africa’s bantustans.” The letter called on the EU to reject the U.S. peace plan. In the West Bank, Israeli forces razed Palestinian-owned land in Huwwara in preparation to build a 5-mile-long settler-only road. Elsewhere, Israeli forces violently dispersed a protest against Israeli annexation plans east of Tubas, firing live ammunition, rubber-coated bullets, and tear gas canisters at the protesters, injuring 1 with live ammunition and 2 with rubber-coated bullets; others sustained tear-gas related injuries. 26 Palestinians, including a PA official, were arrested during raids in and around Hebron, Qalandia, Nablus, Tulkarm, and Jenin. In East Jerusalem, 2 Palestinians were arrested. Off the coast of Gaza, Israeli forces opened fire and sprayed water on Palestinian fishermen west of Dayr al-Balah, causing damage to 1 boat; no injuries were reported. For the 3d time since 2/20, Israel’s prime minister Benjamin Netanyahu announced new settlement expansion. In this new round, Prime Minister Netanyahu announced that had given instructions to “publish for deposits the plan to build 3,500 housing units in E-1." E-1 is an area next to the Ma’ale Adumim settlement and would connect the settlement to Jerusalem. E-1 was shelved in 2012 because of pressure from the U.S. Obama administration and the EU as it would split the West Bank in 2. The PA said that Netanyahu’s announcement “crossed all red lines.” (JP, REU, WAFA, WAFA 2/25)

In the West Bank, Israeli forces arrested 21 Palestinians during raids in and around Ramallah, Hebron, Bethlehem, Jericho, Qalqilya, Tubas, Jenin, and Nablus. Israeli forces injured 2 Palestinians with rubber-coated bullets during a raid in Bayt Sira. In East Jerusalem, 15 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, the rocket exchange continued from 2/23; there were no reports of casualties but reports of damage in Gaza, including to the power grid in Khan Yunis. A truce between Islamic Jihad in Palestine and Israel was implemented at the end of the day. Israeli forces also opened fire on Palestinian agricultural lands east of Khan Yunis and Dayr al-Balah; no injuries were reported. Israeli prime minister Benjamin Netanyahu ordered 12 West Bank settlement outposts, deemed illegal by Israel, to be connected to Israel’s electrical grid. The Israel Lands Authority also issued tenders for the construction of 1,077 housing units in the East Jerusalem settlement Givat Hamatos. (HA, HA 2/24)

The PA prime minister Mohammed Shtayyeh called on all Palestinians working in Israeli settlements to stop working there. According to the Palestinian Central Bureau of Statistics, around 23,000 Palestinians work in settlements in the West Bank and East Jerusalem. (WAFA 2/24)

In the West Bank, Israel issued demolition orders for 4 residential structures south of Hebron and 5 homes in the Ramallah area as punitive demolitions against alleged Palestinian attackers. Israeli forces violently dispersed a protest against the U.S. administration’s peace plan in Qalqilya, leading to tear-gas related injuries. 7 Palestinians were arrested during raids in and around Halhul, Ramallah, Salfit, and Anata. Israeli settlers severely beat 1 Palestinian doctor visiting patients near Bethlehem. In East Jerusalem, 3 Palestinians were arrested during late-night raids in and around Silwan and Issawiyya. Israeli prime minister Benjamin Netanyahu announced that Israel will expand 2 settlements, Har Homa and Givat Hamatos, in East Jerusalem with 2,200 and 3,000 housing units respectively. Prime Minister Netanyahu also said that Israel would apply sovereignty to al-Ibrahimi Mosque. The PA called Netanyahu’s announcement part of “a systematic destruction of the two-state solution.” (HA, NYT, WAFA 2/20; JP 2/23)

Israel and the PA ended its trade dispute, allowing Palestinian goods to exit the West Bank and Israeli agricultural products to enter the West Bank market. Israel started banning Palestinian goods to the Israeli market on 2/2 and later expanded the ban of export from the West Bank altogether. (HA, WAFA, WAFA 2/20)

In the West Bank, Israeli forces prevented some 200 Israeli activists from helping Palestinians plant trees in Yasuf village. 2 Israeli organizations, Rabbis for Human Rights and Zazim, had planned to help the Palestinians who had many trees vandalized during the harvesting season. Israeli forces violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Qalqilya, Kafr Qaddum, Qiffin, ‘Azun, and Ramallah; 2 Palestinians were injured by live ammunition, 1 was hit by a tear gas canister to the head and other suffered tear-gas related injuries. Israeli forces also clashed with Palestinians during raids in Dura and Bayt Umar, causing tear-gas related injuries. 4 Palestinians were arrested at checkpoints near Nablus and al-‘Arub refugee camp. In East Jerusalem, Israeli forces injured 1 Palestinian in Issawiyya during a raid. In Gaza, Israeli forces opened fire on Palestinian agricultural land east of Dayr al-Balah; no injuries were reported. Israeli forces also violently dispersed a protest against the U.S. administration’s peace plan in Qalqilya, causing several tear-gas related injuries. 15 Palestinians were arrested during raids in and around Bethlehem, Ramallah, and Kafr Qaddum. During 1 raid in Ramallah, Israeli forces clashed with Palestinians; 3 Palestinians were injured by rubber-coated bullets, others suffered tear-gas related injuries. In East Jerusalem, 1 Palestinian-owned home in the Old City partially collapsed due to Israeli excavations there. Israeli forces demolished a Palestinian-owned house in Silwan. According to Israeli officials, Hamas has informed Israel that it will halt all launchings of rockets and incendiary balloons. The official said that if Hamas keeps its promise, Israel would expand the fishing zone and allow 500 permits for Palestinian businesspeople in Gaza. (HA 2/13)

In the West Bank, Israeli forces killed 1 Palestinian during a protest in Tulkarm. 11 Palestinians and 2 Israeli soldiers were injured during clashes in ‘Azun, where Palestinians mourned the death of the PA police officer who was killed on 2/6; 8 of the Palestinians were shot by live ammunition. Israeli forces also violently dispersed protests against the U.S. administration’s peace plan in and around Nablus, Jenin, Kafr Qaddum, and Jericho, leading to tear-gas related injuries. 6 Palestinians were arrested, including 2 at checkpoints in Hebron and near Nablus, 1 during a house raid in Hebron, and 3 during clashes with Israeli forces near Ramallah. In East Jerusalem, Israeli forces raided the Haram al-Sharif compound, injuring 3 Palestinians. Israeli forces also arrested 1 Palestinian during a house raid in Ras al-Amud. In Gaza, Palestinians gathered to protest near Khuza‘a; several Palestinians suffered tear-gas related injuries when Israeli forces violently dispersed the protest. Israeli forces also opened fire on Palestinian farmland east of Dayr al-Balah and Rafah; no injuries were reported. In Israel, Israeli police turned back buses transporting Palestinians going to worship at the Haram al-Sharif compound. In the West Bank, 1 Palestinian prisoner stabbed and lightly wounded an Israeli warden at Ofer Prison. Israeli settlers attacked a Palestinian family in Hebron, causing light injuries. 2 Palestinians were hospitalized after being hit by rubber-coated bullets during a confrontation with Israeli forces in Hebron. Israeli forces also violently dispersed Palestinians protesting against the U.S. administration’s peace plan in and around Qalqilya and Tulkarm, leading to tear-gas related injuries. 18 Palestinians were arrested during late-night raids in and around Ramallah, Qalandia, Bethlehem, Hebron, Nablus, Qalqilya, and Jenin. In East Jerusalem, 1 Palestinian was arrested. Off the coast of Gaza, Israeli naval forces arrested 3 Palestinian fishermen off the shore of Dayr al-Balah within the allowed fishing area; their fishing boat was also confiscated. Separately, Israeli naval forces opened fire and sprayed skunk water on fishermen west of Rafah. The PA minister of agriculture announced that the PA had decided to ban entry of Israeli products to the Palestinian market. The decision comes a day after Israel started banning imports of agricultural products from the West Bank. (WAFA 2/3)

The Organization of Islamic Cooperation issued a statement after an extraordinary summit in Jeddah calling “on all member states not to engage with this plan [the U.S. administration’s peace plan] or to cooperate with the U.S. administration in implementing it in any form.” (HA, WAFA 2/3)

In the West Bank, Palestinians protested the U.S. administration’s peace plan in several places throughout the West Bank, leading to clashes with Israeli forces, causing 41 injuries, including 3 Palestinians shot by live ammunition in Ramallah and others suffering injuries from rubber-coated bullets and tear gas. 5 Palestinians were arrested, including 4 during late-night raids in and around Bayt Umar and Dura; and 1 was arrested at a checkpoint near Qalandia. In East Jerusalem, the gates to the Haram al-Sharif compound were closed by Israel temporarily after 2 Palestinians were arrested at the compound. Another 4 Palestinians were arrested in the vicinity of the compound, including a Waqf guard. In Gaza, Palestinians observed a general strike in protest over the U.S. administration’s peace plan. Israeli forces struck targets in Dayr al-Balah and Khan Yunis, causing damage and minor injuries to 2 Palestinian minors. Israel’s Central Elections Committee voted to prevent the Palestinian-Israeli politician Heba Yazbak from the Joint List from running during the Israeli elections in March. The committee claimed that she had expressed support for terrorists. Yazbak called the campaign against her a plot of the right wing in “trying to hide the real injustice of the occupation and the blockade.” The Israeli high court of justice will issue a final ruling. In the West Bank, Israeli settlers attacked a Palestinian mother and her daughter in Hebron using pepper spray. Israeli forces seized a truck and a bulldozer in Bayt Umar near Hebron. Israeli forces arrested 14 Palestinians, including 1 disabled teenager by al-Ibrahimi Mosque; 9 during late-night raids in and around Hebron, Qalqilya, and Ramallah; 3 at a northern entrance to Bethlehem; and 1 at a flying checkpoint north of Tulkarm. Meanwhile, Israeli forces seized tents and uprooted trees in Khirbat Tana and dismantled residential shacks and a barn near Tubas. During the incident near Tubas, a B’tselem fieldworker was detained and his car was seized. In East Jerusalem, 7 Palestinians were arrested at the Haram al-Sharif compound and in Silwan. Approximately 232 Israeli settlers with military escort toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian bird hunters east of Khan Yunis; no injuries were reported. 1 Palestinian trying to cross the Gaza fence was injured by Israeli live ammunition; he was hospitalized and interrogated before being released on 12/24. Israel’s civil administration said it had reversed its initial decision to not allow any Christians from Gaza enter Jerusalem and the West Bank for Christmas celebrations. It said that all 950 applicants would be allowed to travel, pending a security screening. (HA 12/23)

The Israeli high court of justice criticized the Israeli government’s decision to return $63 million from the Palestinian Workers’ Sick Fund to Israeli employers. The $63 million were accumulated by payments from Palestinian workers in Israel to the sick fund for paid sick leave. The court ordered a freeze in payment to the Israeli employers and gave the Israeli state 3 months to respond to the justices’ questions. (HA 12/26)

In the West Bank, Israeli settlers set fire to 2 Palestinian-owned vehicles and sprayed graffiti on a wall in Far’ata village west of Qalqilya. In Gaza, 45 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets at protesters during the 85th weekly Great March of Return protest. Israeli naval forces opened fire at Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli forces also fired tear gas at Palestinian shepherds east of Rafah, causing tear-gas related injuries. House Resolution 1865 was signed into law by U.S. president Donald Trump. H.R. 1865 is a 715 page-long appropriations bill for the 2020 fiscal year which allocates $150 million in aid to Palestine, $75 million in assistance to the PA security forces and $75 million for civilian and humanitarian programs and institutions not directly connected to the PA. The bill also seeks to “fix” the Anti-Terrorism Clarifications Act which became law on 10/3/2018 and effectively ended all aid for the PA, including security aid, as it subjected the PA to the jurisdiction of U.S. courts if the PA accepted any aid from the U.S. The “fix” gives U.S. courts jurisdiction if the PA or the PLO provides payments to any individual or family of an individual convicted of killing a U.S. citizen. The Chief Prosecutor of the International Criminal Court (ICC) Fatou Bensouda announced that there is basis to probe Israel for war crimes committed against Palestinians, but requested the ICC to decide on the question of the jurisdiction of East Jerusalem, the West Bank, and Gaza. In the West Bank, Israeli settlers vandalized 25 vehicles and wrote racist graffiti on Palestinian-owned buildings, including a mosque, in Qarawat Bani Hassan. Israeli forces ordered Palestinians southeast of Tubas to evacuate 28 dunams of land, uproot olive trees, and demolish a structure. Israeli forces also violently dispersed a protest in Bethlehem, leading to 30 Palestinians suffering tear-gas related injuries. 8 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. In East Jerusalem, 1 Palestinian was arrested in Issawiyya; he was badly beaten by Israeli police. Some 200 Israeli settlers toured the Haram al-Sharif compound. In Gaza, 9 Palestinians were killed in Israeli airstrikes, including a family of 8 in Dayr al-Balah with 5 children; 12 others were wounded. This brings the comprehensive death toll of the Israeli attack on Gaza starting on 11/12 to 33, with at least 111 Palestinians reported injured. Israel later admitted that killing the family in Dayr al-Balah was a mistake and that they believed the house was empty. The Faroe Islands’ foreign minister Jenis av Rana said that the country wants to open a diplomatic representation to Israel in Jerusalem against the wishes of the Danish government. Unidentified assailants assault and seriously injure a Fatah spokesperson in Gaza near his home in Bayt Lahiya. Later, a senior Fatah official in Gaza says that the assailants broke the man’s arms and legs and that Hamas was behind the “assassination attempt.” Hamas, for its part, denies the accusation and pledges to conduct a full investigation into the incident.
