In the West Bank, Israeli settlers with military escort raided Qaryut, leading to a confrontation with Palestinians; 2 were injured by baton rounds. Israeli forces shot and killed 1 Palestinian man during a raid in Hebron; Israeli forces claimed that the man had thrown a Molotov cocktail at the forces before they shot him in the head. Israeli forces also violently dispersed Palestinians commemorating Land Day in Bil‘in, injuring 1 with live ammunition and others with tear gas. Elsewhere, Israeli forces shot and injured 2 Palestinians using live ammunition during a raid in Bani Zeid. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9, including 3 minors, using baton rounds; others suffered tear-gas related injuries. 14 Palestinians were arrested during late-night raids in al-Yamun, Bayt Rima, Beita, Salfit, Bethlehem, and Hebron. In East Jerusalem, 1 Palestinian woman was arrested at the Haram al-Sharif compound. In Gaza, 1 19-month-old Palestinian girl died after waiting 5 months for a permit to go to Israel to get surgery for a hole in her heart. The UAE and Israel concluded negotiations on entering a free trade agreement, which will make 95% of trade products between the 2 countries custom free. The free trade agreement negotiations were part of the 2 countries’ normalization deal. (AJ, ALM, HA 4/1)

At the UN human rights council, 38 countries voted in favor of a resolution confirming the illegality of Israeli settlements in the occupied Palestinian territories and the Golan Heights. Ukraine, Lithuania, Brazil, Cameroon, and Honduras abstained and the U.S., the UK, the Marshall Islands, and Malawi voted against. 41 countries voted for a resolution confirming the Palestinian people’s right to self-determination. In the West Bank, Israeli settlers with military escort, for the 3d day in a row, tried to prevent Palestinian students from reaching their school in al-Lubban al-Sharqiya. Israeli forces violently dispersed the funeral procession for a 14-year-old boy who was killed by Israeli forces on 2/22, causing tear-gas related injuries. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Elsewhere, Israeli forces demolished 4 residential structures and 1 agricultural structure in Lasifer, displacing 30 Palestinians, and demolished 4 residential structures in Shaab al-Batm in the Masafer Yatta area, displacing 40 Palestinians. Israeli forces also delivered a punitive demolition notice against the home of 1 Palestinian prisoner in Silat al-Harithiya. 22 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Salfit, Nablus, Jenin, and Deir Jarir. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured Sheikh Jarrah in protest over the 2/22 Israeli court decision to freeze the eviction of the Salem family. 14 Palestinians from the West Bank were arrested near the Damascus Gate plaza for being in East Jerusalem without a permit. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. The climate conference was organized by Haaretz and Hebrew University. (HA, HA 2/23)

At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. Also at the security council meeting, the PA ambassador to the UN Riyad Mansour charged Israel with crimes of apartheid, listing a number of violations committed by Israel, while wearing a mask with the text “End Apartheid.” (MEMO, TOI 2/23; AJ, MEE, MEMO 2/24)

In the West Bank, 1 Israeli settler shot and killed 1 Palestinian and injured 1 other when the 2 confronted a group of settlers attempting to set fire to their crops near al-Rihiya, south of Hebron; +972 reported that the settlers mutilated the body of the Palestinian man they had shot dead. 10 Palestinians were killed and 209 wounded by Israeli forces throughout the West Bank. The casualties included: 1, and 39 injured during a protest in Shwaika near Tulkarm; several others were reported injured; 1 protester, and 2 injured in Salem; 1 protester in Asira; 1 protester, and 4 injured in Beita; 1 protester, and 18 others injured by live ammunition in Ya‘bad; 1 protester in Marda; 1 protester in Iskaka; 1 protester, and 4 injured in ‘Urif; 1 protester in Jericho; 1 Palestinian at a checkpoint, who allegedly tried to ram Israeli soldiers near Silwad; 148 protesters injured by live ammunition and rubber-coated bullets during protests in and around Dayr Nidham, Bayt Dajan, Bayt Furik, al-Fawar refugee camp, al-Khadir, Salfit, Tayassir, Huwwara, Aqraba, Ni‘lin, Jenin, Qalqilya, Tulkarm, and Qusra. 13 Palestinians were arrested, including 6 during late-night raids in and around Qalandia refugee camp, Bayt Umar, and Sa‘ir; 7 were arrested during protests at the al-Jalama checkpoint near Jenin. In East Jerusalem, Israeli forces shot and injured 19 Palestinians using live ammunition, rubber-coated bullets, and sound bomb canisters during protests in and around Shaykh Jarrah, Bayt Hanina, Silwan, and the Old City. 7 Palestinians were arrested during raids in al-Tur, Silwan, and Sur Bahir. In Gaza, 22 Palestinians were killed, including 6 children, and dozens injured, raising the comprehensive death toll since 5/10 from 114 to 136, including 33 children and 2 pregnant women. The casualties included: 9, including 3 children, and 73 injured, including 20 children, in air strikes on buildings in Bayt Lahiya and Bayt Hanun; 4 in an air strike on Gaza City, including 1 child; 3, including 1 child, in air strikes on Jabaliya; 1, and 16 injured, including 2 children, in air strikes on al-Bureij refugee camp; 1, and 1 wounded in an air strike on Abasan; 1 in an air strike while riding a motorbike in Rafah; 1 Palestinian was found dead in rubble from an air strike in Dayr al-Balah on 5/13; 1 Palestinian child succumbed to wounds sustained in an air strike on Gaza City on 5/12; 1 Palestinian succumbed to wounds sustained in an air strike on 5/12 in Bayt Lahiya. Israel also said it had assassinated 3 Hamas operatives, Shadi Abed Al-Hadi, Osama Shehadeh, and Zakaria Zarendah. Israeli air strikes also destroyed an interior ministry building west of Gaza City and 3 poultry farms near Rafah, killing more than 10,000 chickens. Israeli forces also struck the fishing ports in Gaza city and Khan Yunis. Damage to power lines in Gaza was reported, significantly reducing the amount of available electricity. In Israel, Israeli forces killed 2 people after several people crossed from Lebanon into Israel by Metula. Israel also said that 3 rockets were fired at Israel from Syria, with 2 landing in open land in the Israeli-occupied Golan Heights and 1 in Syria. 2 rockets from Gaza hit 2 houses in Sderot, causing damage and 1 injury. 1 rocket from Gaza lightly injured 1 Israeli driving near Beersheba. Israel barred people from outside of Lydda from entering the city from 4 p.m. and barred all its residents from leaving their homes after 9 p.m. 1 Palestinian-Israeli minor was seriously injured, and another minor lightly injured, after a firebomb was thrown at their house in Jaffa; Israeli police claimed without evidence that it was 2 Palestinian-Israeli men that had thrown the firebomb. Israeli forces were filmed kicking Palestinian-Israeli vehicles traveling in Umm al-Fahm and firing stun grenades at them for no apparent reason. Israeli forces shot and injured 1 Palestinian-Israeli minor in Lydda, claiming he tried to throw a firebomb at them. 5 Palestinian-Israelis were arrested in Umm al-Fahm after a fire was ignited at the town’s city hall. 9 Palestinian-Israelis were arrested in ‘Akka. Israeli forces violently dispersed Palestinian-Israeli protesters in Kafr Kana, injuring 28. Israel also told international news outlets that it would conduct a ground invasion of Gaza shortly and then later apologized to the news outlets for providing false information; analysts suspected that Israel used the media outlets to lure Hamas militants into tunnels before heavily bombarding said tunnels; Israel said that dozens were killed in the attack on the tunnels. Israel also shot down 1 drone sent from Gaza. 1 Israeli woman succumbed to injuries sustained after falling while running to a shelter in Neta’im on 5/11, raising the Israeli death toll to 9. In Jordan, some 500 protesters tried to enter the West Bank through the Allenby bridge, but were dispersed by Jordanian forces 3 miles from the border. In Amman, thousands of protesters called for the expulsion of the Israeli ambassador and ending the Jordanian-Israeli peace treaty. The Palestinian Health Ministry in Gaza said that 42% of the 119 people who have been killed in the Israeli attack on Gaza, at the time of reporting, were women and children. It also said 830 people had been injured. The UN estimated that 10,000 Palestinians have been internally displaced during the current escalation so far. (AJ, HA 5/14)

Spokesperson for PA president Mahmoud Abbas Nabil Abu Rudeineh said that the silence of the U.S. administration was encouraging Israeli war crimes in Gaza, East Jerusalem, and the West Bank. (WAFA 5/14)

The U.S. deputy assistant secretary for Israel and Palestinian affairs Hady Amr landed in Tel Aviv in an attempt by the U.S. administration to deescalate the situation. (AX, HA 5/14; HA 5/15)

A letter co-signed by 11 Jewish Democrats in the house of representatives, led by Jerrold Nadler (D-NY), urged the Biden administration to be more active in ending the escalation of violence between Israel and Hamas and to do more to end the Israeli-Palestinian conflict. The 11 members of Congress also expressed concern about the violence in East Jerusalem and urged Israel to halt the “unjust eviction” of Palestinians from their homes in Shaykh Jarrah, and said that the U.S. must address the deepening occupation. Democrats in the House also debated the attack on Gaza on the floor, with 1 group of 11 speaking in defense of Palestinians and 1 group of 10 defending Israel’s actions. (AJ, HA 5/14)

ICC chief prosecutor Fatou Bensouda said that she will continue with her inquiry into potential war crimes committed by Israelis and Palestinians in the occupied Palestinian territories despite Israel’s refusal to cooperate. Chief Prosecutor Bensouda also said that the investigation will include the current escalation of the conflict. (HA, REU 5/14)

The Italian trade union of port workers said that its members in Livorno had refused to load a shipment of weapons and explosives to be shipped to Israel, citing Israel’s attack on Gaza. (AA 5/15; WAFA 5/16; IN 5/17)

In the West Bank, Israeli forces demolished 13 buildings in 2 settlement outposts; 6 settlers were arrested. Israeli settlers attacked Palestinian property in Aqraba, damaging animal barns and solar panels and stealing goods. 7 Palestinians were arrested, including 1 at a military checkpoint west of Salfit, and 6 during late-night raids in and around Ramallah, Salfit, Nablus, and Tulkarm. In East Jerusalem, Israeli forces demolished 2 apartments and 4 storage units in Shu‘fat refugee camp. 7 Palestinians were arrested, including 5 during raids in al-Tur; 2 others were arrested while visiting a brother at the Russian Compound detention center. In Israel, Israeli authorities reported that 1 rocket was launched from Gaza; no injuries or damage were reported. Israel’s high court of justice ordered the Israeli government to explain why there has not been an investigation into the construction of unauthorized settlement units in the Hayovel settlement outpost. Peace Now petitioned the high court of justice in 2018 and no construction has resumed in the settlement outpost since the petition. (HA 6/16)

In a press conference, senior Hamas official Salah al-Bardawil called for united Palestinian resistance against Israel as plans for annexation of parts of the West Bank intensify. Al-Bardawil also called for meetings between Hamas and the PLO. (AJ 6/15)

Reuters reported that sources had told the news agency about plans to build a 5-mile settler bypass road in East Jerusalem to connect settlements in the south, central, and north West Bank. (AJ, REU 6/15)

According to reporting by Al Akhbar, Israel approved a $50 million transfer from Qatar to Gaza. (HA 6/15)

The Israeli cabinet approved a $2.3 million budget for an Israeli settlement in the Israeli-occupied Golan Heights named after U.S. president Donald Trump. The plans for Trump Heights were announced in 2019 but had not yet been funded. Israel is planning to build 120 settlement units there. (AJ, HA 6/14)

IDF troops shoot and injure 4 Palestinians during clashes sparked by an overnight arrest raid in Dahaysha refugee camp near Bethlehem. One of the injured Palestinians, a paramedic, succumbs to his wounds later in the day. Elsewhere in the West Bank, IDF troops violently disperse Palestinians gathering at Birzeit University to protest the recent killing in the West Bank and the recent violence in Israeli prisons; 8 protesters are injured. Israeli forces deliver stop-work orders to 5 Palestinian water wells under construction near Salfit. Along Gaza’s border, IDF troops shoot and injure a Palestinian approaching the border fence near al-Bureij refugee camp. They also violently disperse Palestinians gathering near Khan Yunis in the evening to set tires on fire, throw stones, and otherwise continue the Great March of Return; 3 Palestinians are injured. A delegation of Egyptian officials arrives in Gaza to continue the ongoing talks with Hamas on the situation in Gaza. The Egyptians reportedly caution restraint ahead of the planned protests on 3/29 and 3/30, which will mark the 1-year anniversary of the first Great March of Return demonstration. The UN Security Council convenes to discuss the U.S. recognition of Israeli sovereignty over the Golan Heights, which President Donald Trump formally conveyed on 3/25. The other 14 members of the council all condemn the move as detrimental to the long-term chances for peace in the region. During the meeting, a senior U.S. representative says that the U.S. would like for the UN Disengagement Observer Force to stay in the Golan Heights, where it has monitored the buffer zone between Israel and Syria since 1974. The Israeli Air Force conducts air strikes on ammunition depots outside the Aleppo International Airport late at night. According to the Syrian Observatory for Human Rights, 7 Iranian troops are killed in the strike. The Syrian army reports that the strike causes only material damage. (HA, JP, REU, YA 3/28)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. An unexploded piece of Israeli ordnance detonates near Bethlehem, injuring 3 Palestinian minors. Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). IDF troops shoot and kill a Palestinian at a junction near Salfit after he allegedly attempts to stab several of the soldiers. Elsewhere in the West Bank, Israeli settlers flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. Later, Palestinian and international solidarity activists block the roads leading into the village, sparking clashes with the Israeli forces attempting to prepare for the demolitions; 7 Palestinians are injured and 4 activists are arrested. Separately, IDF troops violently disperse Palestinians gathering in al-Lubban near Nablus to protest the recent closure of the village’s school; 1 Palestinian is injured. They also arrest 20 Palestinians and issue 1 arrest summons during raids near Bethlehem, Ramallah, Tulkarm, Hebron, Bethlehem, Qalqilya, and Salfit; and patrol near Nablus and Tulkarm. In response to the recent threats of a full-scale IDF operation in Gaza, Hamas puts out a statement: “The threats serve as an incentive for increased participation in the Great March of Return, its continuity and its development.” (JP 10/15)

The Australian press reports that Australian prime minister Scott Morrison recently told Israeli prime minister Netanyahu that he is considering following the U.S. lead and moving the Australian embassy in Israel to Jerusalem. “I am saying I’m open to considering it,” Morrison reportedly said. The Syrian authorities re-open the Qunaytra border crossing in the Golan Heights, allowing UN peacekeepers to travel between Israel and Syria for the first time in 4 years. The Syrian army recaptured the territory surrounding the crossing in 7/2018. (AP, HA, TOI, YA 10/15)

Along Gaza’s border, IDF troops open fire on small groups of Palestinians approaching the border fence near Bayt Lahiya and alBureij refugee camp, injuring 2 minors. Separately, Palestinians fly incendiary kites across the border fence into Israel, where they land and set fire to Israeli farmlands, causing damage. Israeli forces conduct a limited incursion to level land along the border fence near al-Bureij refugee camp. In East Jerusalem, Israeli forces arrest 8 Palestinians during raids in Issawiyya. (They arrest 19 Palestinians in the neighborhood within this week.) They also demolish a commercial facility and a gas station in Issawiyya. U.S. president Trump announces his decision to pull the U.S. out of the 7/14/15 Iran nuclear deal, the Joint Comprehensive Plan of Action (JCPOA), calling it “disastrous.” Trump reportedly plans to reimpose all sanctions waived in the context of the deal, and to impose new ones. Hours after Trump’s announcement, the IAF conducts air strikes on a military base near Damascus used by Iranian forces, killing at least 15 people, including 8 Iranian soldiers, according to the Syrian Observatory for Human Rights. On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. The IDF conducts military exercises in the Golan Heights. Meanwhile, IDF troops on the n. Gaza border make a brief incursion to detain 2 Palestinian teenagers scavenging for scrap metal from destroyed buildings nr. the border fence n. of Bayt Hanun, holding them for 12 hrs. of interrogation before releasing them. Israel allows Gazans to export 1 truckload of carnations (30,000 flowers), marking the first exports permitted since 4/27/09. In the West Bank, the IDF raids Khirbat Tana village, located in area C northeast of Nablus and w. of Mehola settlement, early in the morning, searching several homes and confiscating 4 tractors, stating the area is a closed military zone (see Quarterly Update for details). The IDF also shuts the Shavei Shomron checkpoint on the Jenin–Nablus route for road repair work that is expected to take 9 mos.; the closure creates long delays for Palestinians traveling between Jenin and the s.
