The Egyptian authorities partially open the Rafah border crossing, allowing a group of Palestinian Muslims to leave Gaza on their pilgrimage to Mecca. (MNA 8/27; OCHA 9/14)

Israel’s Justice Ministry announces that the Israeli settler families that took over the 2d and 3d floors of the Palestinian-owned Abu Rajab house in central Hebron on 7/25 have been ordered to leave within 1 week. Israel’s state prosecutor says that they took over the building without finalizing a legal purchase. (HA, TOI 8/27; MNA, WAFA 8/28)

Israel’s Defense Ministry announces that it has finalized a deal with U.S. defense contractor Lockheed Martin to buy 17 additional F-35 stealth fighter jets. The initial order of 33 jets was set to be complete by 2021. Five of the jets have already been delivered. The new order will bring the total size of the fleet to 50 jets by 2024. The Israeli cabinet authorized the purchase in 11/2016. (JP, JTA, TOI, YA 8/27)

In the Gaza Strip, the Gaza power plant resumes operation of 1 of its 4 turbines, having received new shipments of fuel after shutting down completely on 12/28. However, scheduled power outages stay at up to 18 hours per day. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Also, the IDF begins pulling troops stationed nr. Gaza, as announced 12/28. In the West Bank, 1 Palestinian is injured during a clash in Hebron between stone-throwing Palestinians and private Israeli settlement security guards. IDF troops rebuild mounds of earth outside a village nr. Salfit, closing the main entrance. The village’s residents cleared the mounds on 12/31 during demonstrations marking Fatah’s 50th anniversary. In East Jerusalem, an Israeli court bars 5 Palestinian women (arrested on 1/1) from entering Haram al-Sharif for 21 days. Israeli forces detain another Palestinian woman as she exits the sanctuary. A senior Israeli FM official says that Israel is not planning any new settlement construction in response to the Palestinians’ accession to the ICC. Meanwhile, PM Netanyahu and DM Ya’alon agree to use NIS 70 m. (around $17.8 m.) from the Defense Ministry’s budget to strengthen infrastructure in the Beit El settlement and relocate an IDF base to make room for 300 new residences. Then-Fin. Min. Lapid blocked their prior attempt on 11/25. Separately, the Israeli High Court of Justice freezes construction on the separation wall in the Battir Valley of the West Bank, responding to complaints from the Palestinian residents and UNESCO’s 6/20 decision to place Battir’s terraces on its list of World Heritage sites. Egyptian authorities prepare for the demolitions and evictions required to expand the buffer zone along the Gaza border to 1 km. The 2,044 families that live in the 1,200 homes set to be demolished will receive 1,500 Egyptian pounds (approximately $209) to pay for 3 mos. of housing, and 700–1,200 Egyptian pounds per sq. m of their house that is demolished. Obama signs into law the U.S.-Israel Enhanced Security Cooperation Act, which calls for an unprecedented strengthening of military, intelligence, and technology cooperation intended to preserve Israel’s qualitative military edge. The House votes down (185–233) a Democratic procedural motion concerning the energy appropriations bill that would have provided an additional $1 m. to the $2 m. already proposed for the U.S.-Israel Energy Cooperation programs for FY 2013 (see QU in JPS 164). The vote fell along party lines, with Republicans defeating the motion, accusing Democrats of adding money that Israel had not requested to deflect attention from their last minute inclusion of funding for pork barrel projects sought by Democratic constituents. Analysts noted (Jewish Telegraphic Agency [JTA] 6/8) that this was ‘‘at least the fourth attempt this Congress by Democrats to add pro-Israel language to a bill at the last minute’’ in order to push through approval. In Cairo, Fatah and Hamas sign an agreement laying out a timetable for implementing the 5/2010 national unity accord: (1) the Palestinian Central Election Commission (CEC) is to begin updating voter registrations in Gaza on 5/22 (previously blocked by Hamas); (2) PA pres. and Fatah head Mahmud Abbas and Hamas leader Khalid Mishal are to form an interim government within 10 days; and (3) elections are to be held and a new permanent government installed within 6 mos. Some 30,000 Israeli Jews march through East Jerusalem and the Old City to mark Israel’s 45th Jerusalem ‘‘reunification’’ day, celebrating Israel’s seizure of East Jerusalem in the 1967 war. In commemoration, Israel’s cabinet allocates $91 m. for the creation of ‘‘public spaces’’ (not identified) in Jerusalem over the next 6 yrs. to develop tourism and infrastructure. Quartet officials meet in Washington on 4/11 to discuss the status of the peace process, afterward calling on the Israeli and Palestinian sides to resume talks as soon as possible. Netanyahu quickly responds (4/11) with a public appeal to Abbas to resume their direct talks immediately, without preconditions. (JP 4/11; WT 4/13)

U.S. Secy. of State Hillary Clinton invokes rarely used powers to override a congressional hold on $152 m. in assistance to the Palestinians that was placed by Rep. Ileana Ros-Lehtinen (R-Fla.), the chairwoman of the U.S. House of Representatives Foreign Affairs Committee, to punish PA Pres. Abbas for seeking Palestinian statehood recognition at the UN (see QU in JPS 163). The State Dept. argues that the funds “provide critical support to the Palestinian people and those leaders seeking to combat extremism within their society and build a more stable future.” (JTA 4/11)

Palestinian and Israeli peace teams hold a 2d very low-profile meeting in Amman. The sides downplay the meeting, calling them “exploratory sessions,” so as not to raise expectations of a negotiating breakthrough. An anonymous Palestinian official says that the Israelis did not offer anything today that would move the peace process forward. Judeh does not issue a formal statement, and Israel refuses to comment. (NYT, WT 1/10)

On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley. American Jewish organizations praise the selection of Lew, an Orthodox Jew who is very involved in Jewish events in Washington, stating that since Dennis Ross’s departure as Obama’s chief adviser on the Middle East they had worried that there was no one “left to call in a White House that has hemorrhaged top Jews over the last year or so” that could directly weigh in with the pres. on issues of concern to Israel. The IDF carries out a late-night drone missile strike on a car nr. Rafah, assassinating the head of Islamic Jihad’s military wing Isma’il Asmar, injuring a girl nearby. Islamic Jihad responds by firing 4 Qassam rockets and several mortars into Israel, lightly wounding an Israeli infant. (Egyptian officials say that a Palestinian rocket fired fr. Rafah landed on the Egyptian side of the border, in Egyptian Rafah, injuring 1 woman.) Israel responds with 2 drone missile strikes on a suspected rocket-launching team nr. Dayr al-Balah, wounding 2 armed Palestinians. In the West Bank, IDF soldiers enter Tulkarm, randomly stopping Palestinians and checking their IDs; conduct late-night arrest raids, house searches in Hebron. Jewish settlers fr. Bet Ayn nr. Hebron uproot 10s of olive and plum trees on nearby Palestinian land. The Israeli High Court rejects an appeal by residents of al-Walaja who challenged the separation wall route on the grounds that it would cut off the village from Bethlehem, holding that the residents did not prove that the planned route would severely harm the village. The Gaza cease-fire generally holds, though unidentified Palestinians fire 4 rockets into Israel during the day, causing damage in 1 instance but no injuries. The PRCs now say (see 8/21) that they will abide by the cease-fire because it “serves the interests of the Palestinian people.” In the West Bank, the IDF raids and searches 15 houses in Hebron, arresting 1 Palestinian; patrols in 2 villages nr. Jenin, 1 each near Qalqilya and Tulkarm. (JTA, YA 8/22; WP 8/23; PCHR 8/25; OCHA 8/26)

Unidentified assailants armed with heavy weapons and explosives enter s. Israel fr. the Egyptian Sinai and stage coordinated attacks on a bus, several cars, and an IDF patrol, killing 7 Israelis (1 IDF soldier, 6 civilians) and wounding up to 40, marking the deadliest attack on Israel since 3/2008. The attacks begin at midday with gunfire on a bus nr. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13). As the quarter opens, Israel maintains a tight siege on Hamas-controlled Gaza, imposing a 300-meter no-go zone inside the full length of the Gaza border and limiting the Palestinian fishing zone off Gaza to 500–1,000 m. off Bayt Lahiya and Rafah and 3 naut. mi. elsewhere. In the West Bank, governed by the Fatahled Palestinian Authority (PA), Israeli military operations are relatively low. Israeli troops on the Gaza border fatally shoot a mentally handicapped Palestinian teenager who approaches the border fence e. of Dayr al-Balah in c. Gaza. In the West Bank, the Israel Defense Forces (IDF) patrols 6 villages nr. Jericho, Qalqilya, Ramallah, and Tulkarm during the day and 2 villages nr. Jenin and Ramallah late at night. An Israeli military court says it is holding Samer Allawi, a senior Palestinian journalist who serves as al-Jazeera satellite network’s Kabul bureau chief, on suspicion of being a Hamas mbr. but has not yet indicted him; the IDF confirms that it detained him on 8/9/11 at a border crossing to Jordan when he attempted leave the West Bank, where he had visited family in Nablus; Allawi denies any Hamas connection. Israel approves construction of 277 new apartments in Ariel settlement deep in the West Bank, which Israel seeks to retain under final status. The Quartet condemns the decision, stating that “unilateral action by either party will not be recognized by the international community.” During the day, IDF troops on the Gaza border fire on Palestinian fishermen on the beach nr. Bayt Lahiya (wounding 1) and on farmers who stray too nr. the border fence e. of Khuza in s. Gaza (wounding 1). Late in the evening, unidentified Palestinians fire 2 Grad rockets fr. Gaza into Israel, causing no damage or injuries. Late at night, the IDF retaliates with 9 air strikes on 3 Hamas training facilities (Gaza City, Khan Yunis, Rafah) and a smuggling tunnel on the Rafah border, wounding a 7-yr.-old boy outside his home. Separately, the IDF makes an air strike on 3 armed Palestinians preparing to fire another rocket into Israel, killing 1 Hamas mbr. and seriously wounding 2. As a gesture to the PA to mark the start of Ramadan, Israel releases 200 Palestinian prisoners who were set to complete their sentences soon, including senior Hamas official Shaykh Hassan Yousef (arrested in 2006 and set for release in 9/2011). At the same time, however, Israel’s Interior Min. gives final approval for the construction of 930 new settlement housing units in East Jerusalem’s Har Homa/Jabal Abu Ghunaym. Meanwhile, the PA orders its security forces to prevent violence after the UN vote in 9/2011 and informs Israel of its intention to keep the peace and avoid confrontation. In Gaza, unidentified Palestinians fire 2 Qassam rockets into Israel, causing no damage or injuries. The IDF retaliates late at night with 2 artillery shells and 7 air strikes on 5 Hamas sites in c. and s. Gaza, injuring 2 Hamas mbrs. and killing 500 chicks at a poultry farm. As many as 150,000 Israelis in Tel Aviv, Haifa, Jerusalem, Beersheba, and 6 other cities protest the high cost of living, demanding economic reforms, “social justice,” and “a welfare state now.” In previous days, the Histadrut, Israel’s labor federation, said it strongly supports the demonstrations. The IDF intercepts 2 Palestinians in a rubber dinghy ferrying 10 assault rifles and ammunition across the Dead Sea from Jordan to the West Bank; Israel says it is treating the case as smuggling and not an attempted terrorist attack. The Knesset fails to pass (by a vote of 28-57) 2 bills calling for parliamentary inquiries into leftwing NGOs: one bill calls for an investigation of the damage done to the IDF by left-wing NGOs that focus on IDF repression of Palestinians; the other calls for investigating the origins of foreign contributions received by left-wing NGOs. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. A Knesset committee disqualifies (3-5) a bill submitted by Israeli Palestinian MK Ahmad Tibi (United Arab List) that would amend the 3/2011 “Nakba Law” (see Quarterly Update in JPS 160) to bar state funding to any organizations or authorities that deny the Nakba, arguing that it “rejects Israel as a Jewish and democratic state.” (JP 7/4; WP 7/5)

Israel’s Prawer Commission issues its final report on how best to implement the 2008 Goldberg Commission’s recommendation that Israel should legalize unrecognized bedouin villages in the Negev, so long as their territory does not overlap with existing land settlement plans for the benefit of the Jewish population.
