In the West Bank, Israeli settlers built a structure in the Homesh settlement outpost with approval from Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant. Israeli settlers also set fire to palm trees in Burqa, near the Homesh outpost. Israeli forces shot and killed 1 Palestinian intelligence officer and injured 8 others during a late-night raid in Jenin. Israeli forces also demolished 1 house in Artas and 1 in Jericho. Elsewhere, Israeli forces seized a tractor and construction tools in Beitunia. 12 Palestinians were arrested during late-night raids in Tammun, Jenin, Nablus, and Dura. The U.S., UK, and EU criticized the Israel decision to allow Israeli settlers to build a new structure at the Homesh settlement outpost and to allow settlers a permanent presence there. The U.S. said it was “deeply troubled” and that it “violates Israel’s commitment to the Biden administration.” The UK urged Israel to “honor recent commitments made in Aqaba and Sharm El-Sheikh.” (HA 5/30; MDW 6/1)

At a cabinet meeting, Israeli justice minister Yariv Levin defended his position that the government needs more control over the appointment of judges to the Supreme Court, saying “Arabs buy apartments in Jewish communities in the Galilee and this is causing Jews to leave these areas because they don’t want to live with Arabs,” noting that judges should understand that. In the West Bank, Palestinian militants opened fire at the Israeli town of Gan Ner from the West Bank, causing light material damage. The Jenin Brigades took responsibility. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya. Israeli forces shot and injured 1 Palestinian man with a baton round during a late-night raid in Tulkarm refugee camp. Israeli forces also raided Arrabah, causing tear-gas related injuries. Israeli attorney general Gali Baharav-Miara said she opposed Israeli legislation that would make the Nation State Law the guiding principal for all government decisions, saying that it cannot take precedence over the government’s obligation to treat all citizens equally. (HA, TOI 5/28)

The Knesset Ministerial Committee on Legislation postponed discussing a bill that would deny academic degrees to anyone who waves or displays the Palestinian flag. The bill had received criticism from Attorney-General Baharav-Miara and several Israeli universities. (HA 5/28)

A boat carrying nearly 2 dozen active and retired intelligence officers from Italy and Israel’s Mossad capsized on Lake Maggiore in Italy, resulting in the death of 1 former Mossad agent, 2 Italian intelligence officers, and a Russian woman. It was reported that the remaining Israeli intelligence officers left the country on a military flight without returning their rental cars. It was also reported that at least 10 Mossad agents were on the boat when it capsized and that the gathering was a birthday celebration. In the West Bank, Palestinians in Burqa protested the Israeli government’s decision to reopen the Homesh settlement outpost. Israeli settlers set up a caravan on Palestinian-owned land in Umm al-Qiba. Israeli forces shot and injured 1 Palestinian during a raid in Beit Umar; others suffered tear-gas related injuries. Israeli forces also assaulted 1 Palestinian man at a checkpoint in Sa’ir. In Tel Aviv, tens of thousands of Israelis protested against the Israeli government for the 21st Saturday in a row. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man at the Teneh Omrim settlement near Hebron; the man was allegedly attempting to stab settlers. Israeli settlers also raided Turmus Ayya and al-Mughayyir opening fire at Palestinians, injuring 1 with a shot to the head and 4 with stones and setting fire to vehicles and bales of hay. Palestinians said that Israeli soldiers were at the scene but did not prevent the settler attacks nor arrest any settlers. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, causing tear-gas related injuries. Israeli forces continued to close the main entrance to al-Mughayyir for the fourteenth day in a row. 3 Palestinians were arrested during late-night raids in Qabatiya, Faqqua, and Balata refugee camp. The Washington Post published an investigation into an Israeli raid in Jenin on 3/16, detailing how Israeli forces killed a 14-year old Palestinian bystander while assassinating 2 Palestinians. The investigation also found that the 2 Palestinians who were targeted were not armed and confirmed initial reporting that 1 of the targets was shot several times despite being incapacitated. Belgium, France, Italy, Spain, Sweden, the UK, Denmark, Finland, Germany, Ireland, and the EU released a statement called on Israel to compensate the EU for demolitions and confiscations of EU-funded items, amounting to $1.3 million. The group also called on Israel to halt all demolitions and confiscations and condemned Israeli policies in Masafer Yatta and Israel’s failures to addressing settler violence. In the West Bank, Israeli settlers damaged 5 dunams (1.25 acres) of wheat crops with pesticides in Beit Umar. Israeli settlers also razed land in Burqa, near the Homesh settlement outpost. Initially the Israeli military prevented the work from being carried out, but stopped intervening on the orders of Defense Minister Yoav Gallant. Israeli forces shot and injured 13 Palestinians with live ammunition and arrested 14 during raids in Aqabat Jaber refugee camp, where at least 50 Palestinian homes were raided, including the home of the Jericho governor Jihad Abu al-Assal. Israeli forces also violently dispersed Palestinians protesting a raid in Beit Umar, leading to tear-gas related injuries. U.S. president Joe Biden released a 60-page document on how his administration seeks to combat anti-Semitism. It was feared that the document would adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism. However, the highly controversial definition was only mentioned as being “embraced” by the administration. In the West Bank, Israeli settlers with a military escort raided Burqa, attacking Palestinians and setting a barn and olive trees on fire; tear-gas related injuries were reported. Israeli forces demolished 1 house in Dahariya, 1 agricultural structure in Beit Jala, 1 agricultural structure in Hebron, and 1 commercial structure in al-Walaja and razed land in Sur Bahir. A delegation of EU officials met with Sebastia mayor Mohammad Azem to learn about the recent Israeli measures to seize Sebastia’s archeological site. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli authorities demolished 1 house in Jabel Mukaber, displacing 5. 4 Palestinians were arrested during raids in al-Tur and Ras al-Amud. 3 Israeli soldiers were sentenced for abducting and assaulting 1 Palestinian man before releasing him in a remote area. 2 of the soldiers were sentenced to 60 days in prison while the third was sentenced to 40 days. (TOI, TOI 5/24; AJ 5/25)

The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. The bill would impose a 65% tax on non-profits that receive funding from foreign governments while engaging in public advocacy. According to the bill it seeks to curb foreign interference. PayPal shareholders warned the company that they will take action if it does not expand access to the platform to Palestinians in the West Bank and Gaza. At the same time, U.S. congressperson Mark Pocan (D-WI) circulated a letter among his colleagues calling on PayPal CEO Dan Shulman to allow Palestinians equal access to the company’s services. Forensic Architecture released an investigation in cooperation with Adalah on the Tantura Massacre committed by the Israeli army 1 week after the establishment of Israel. In the West Bank, Israeli forces raided Ni‘lin and punitively demolished the family home of a Palestinian man who was killed after he allegedly killed 1 Israeli woman in Tel Aviv on 3/9; 2 Palestinians were injured by live ammunition while protesting the demolition. The punitive demolition was carried out in a 4-story apartment building on the second floor with explosives, causing damage to other apartments. Israeli forces also shot and injured 2 Palestinians during a raid in Qabatiya. Elsewhere, Israeli forces issued a demolition order for a house under construction in Tura. Israeli forces also seized 2 tractors in Deir Sharaf. Meanwhile, Israeli forces raided Bardala, sealing water wells. 18 Palestinians were arrested during raids in Qabatiya, al-Jalama, Tubas, al-Am’ari refugee camp, Nablus, Salem, al-Arroub refugee camp, Birzeit, al-Mughayyir, and al-‘Awja. The head of the Israeli police’s operational division Sigal Bar-Zvi said that Israel should declare a state of emergency over the continuing rise in gun violence in the Palestinian cities and towns in Israel. So far this year, 80 Palestinian citizens of Israel have been murdered. Bar-Zvi blamed organized crime for the rise in the murder rate. (HA 5/24)

Haaretz reported that the second largest Israeli spyware company QuaDream had announced that it would shut down due to its failure to get authorization from the Israeli Defense Ministry to sell its Reign spyware to Morocco and other new clients. Morocco was reportedly barred by Israel from buying QuaDream’s spyware as it had used NSO Group’s Pegasus spyware to target senior officials in Europe, including French president Emmanuel Macron. In the West Bank, Israeli forces shot and killed 3 Palestinians and injured 6 others during a late-night raid in Balata refugee camp. PA presidential spokesperson Nabil Abu Rudeineh called the killings a massacre. Al-Aqsa Martyr’s Brigades said the 3 were members of the organization. Israeli forces also notified 4 Palestinian families in Khirbet Humsa that they will be forced to leave their homes overnight for Israeli military drills on 5/23, 5/31, and 6/13. Elsewhere, Israeli forces demolished 1 house and 1 residential tent in Maeen and 1 house in Umm Safa. 178 Palestinians in Ein Samia left their homes to relocate elsewhere due to persistence settler violence in their area and Israeli demolitions of their property. PA prime minister Mohammad Shtayyeh called the events leading to the relocation of the community ethnic cleansing. The EU called the demolitions and the settler violence in the area appalling. The Israeli state prosecutor announced that it will oppose granting Palestinian prisoner Walid Daqqa parole ahead of a hearing on 5/24. Daqqa, who was convicted for killing an Israeli soldier in 1986, is terminally ill with bone marrow cancer. He was set to be released this year, but 2 years were added to his sentence in 2017 for allegedly smuggling cell phones. Daqqa was moved to a hospital for treatment on the same day as the prosecutor made its announcement. The hearing was postponed from 5/24 to 5/31 due to Daqqa’s treatment. In the West Bank, Israeli settlers assaulted 2 Palestinian shepherds with pepper spray in al-Hama. 1 person rammed an Israeli soldier in Huwwara, lightly injuring the soldier. Israeli forces subsequently forced shops in Huwwara to close and set up flying checkpoints in the town. Israeli forces also razed 30 dunams of land planted with onions and eggplant and damaged water pipes in Nu’eima and a tract of land in ‘Asira al-Qibliya. Meanwhile, Israeli forces notified Palestinians in Tell, Jit, and Far’ata that Israel will seize 14.5 dunams (3.6 acres) to expand the Havat Gilad settlement outpost. In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, saying in a statement “[a]ll the threats from Hamas will not help them, we are in charge of Jerusalem and all of the land of Israel.” Ben-Gvir did not coordinate the tour with the Islamic Waqf. In response to National Security Minister Ben-Gvir’s tour of the Haram al-Sharif compound, the PA said that he “will not bring about Israeli sovereignty over the complex,” warning that Ben-Gvir may ignite a religious war. The Israeli cabinet held a meeting in the controversial “Western Wall Tunnels” built under the Muslim Quarter of the Old City of Jerusalem. Agreements were made at the meeting to allocate $16 million to the settler organization Western Wall Heritage Foundation and $8 million to the settler organization Elad Foundation. Ahead of the cabinet meeting, Finance Minister Bezalel Smotrich forced through the removal of a discussion of a 5-year plan to improve life in East Jerusalem. Haaretz reported that the members of the Negev Forum will meet in Morocco on 6/25 and that Israel and the U.S. are working to add “an African country with a Muslim majority” to the summit. Israel’s Channel 13 News reported that Morocco, Egypt, Bahrain, and the UAE had asked Israel and the U.S. to change the forum’s name to something not related to Israel. Al Monitor reported that Israeli foreign minister Eli Cohen believed that a breakthrough in Saudi-Israeli normalization can reached before the end of 2023. However, according to Israeli officials Saudi Arabia could demand a settlement freeze and commitments to Muslim control over the Haram al-Sharif compound. In the West Bank, Israeli settlers shot and injured 1 Palestinian shepherd near Madama. Israeli forces shot and injured 1 Palestinian minor near the separation wall southwest of Jenin. Israeli forces also razed land in Deir al-Hatab to expand the Elon More settlement and notified Palestinians in Shufa that Israeli will seize 5 dunams (1.25 acres) of land. In East Jerusalem, Israeli settlers with a police escort marched and assaulted Palestinians in the Old City, Ras al-Amud, and al-Tur, causing injuries and damage to property. Israeli settlers also gathered at the entrances to the Haram al-Sharif compound, chanting provocations at Muslim worshippers for the third day in a row. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of Gaza City and 5 nautical miles northwest of Khan Yunis; no injuries were reported. In Tel Aviv, Israelis protested for the twentieth week in a row against the government’s planned judicial reform. Police in Berlin arrested 12 people participating in a Nakba Day rally for chanting “From the river to the sea, Palestine will be free.” The demonstration was a small rally of 400 people arranged by Jewish organizations in Berlin because a larger Nakba Day rally was banned by Berlin police, claiming it could lead to “anti-Semitic incitement.” The ban was upheld by a regional court in Germany. In the West Bank, Israeli settlers with a military escort attacked Palestinians at a water spring in Qaryut, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Beita and Bayt Dajan, injuring 14 with tear gas. Israeli forces also violently dispersed Palestinians protesting in Beit Umar, causing tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 Palestinians with baton rounds and others with tear gas. Israeli forces also raided Tulkarm, detonating an explosive at a carpentry shop and causing it to burn down. 10 Palestinians were arrested during raids in Tulkarm, Sanur, and al-Mughayyir. In East Jerusalem, Israeli settlers gathered at the entrances to the Haram al-Sharif compound, attacking Palestinians and their property and chanting provocations at Muslim worshippers for the second day in a row. At the 32nd Arab Summit in Jeddah, Syrian president Bashar al-Assad attended for the first time since Syria was suspended from the Arab League in 2011. Ukrainian president Volodymyr Zelenskyy also attended. UNRWA commissioner-general Philippe Lazzarini addressed the attendees, calling on the Arab states to increase their funding for the agency. The Arab states affirmed the centrality of the Palestinian cause to the Arab League in its final communique. In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. Thousands of Israeli settlers, including Negev and Galilee development minister Yitzhak Wasserlauf and MKs Dan Illouz, Amit Halevi, and Ariel Kallner toured the Haram al-Sharif compound. Later Israeli forces also prevented the call to prayer before the sunset prayer from al-Aqsa Mosque. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. The subcommittee for settlements under the Higher Planning Committee in the Civil Administration approved 552 housing units for construction in the Givat Ze’ev settlement. The Knesset approved a preliminary vote to ban flying the flag of a “hostile entity,” including the Palestinian flag. Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. PA president Mahmoud Abbas addressed the UN to commemorate the 75-year anniversary of the Nakba. It was the first time that the UN officially commemorated the Nakba. In his address, Abbas called on the UN to suspend Israel or enforce the resolutions made on Israel and Palestine and called on the international community to intervene to protect Palestinians, invoking the settler attack on Huwwara and the genocidal rhetoric from the current Israeli government. Hamas political bureau head Ismail Haniyeh spoke to Islamic Jihad secretary-general Ziyad al-Nakhalah, offering his condolences for the Islamic Jihad members killed by Israel in the latest assault on Gaza. Haniyeh also said in a press statement that Hamas and Islamic Jihad had managed the response to Israel through the Joint Operations Room. An Egyptian and Qatari mediated ceasefire took effect in the late evening after 5 days of Israeli airstrikes on Gaza, dubbed Operation Shield and Arrow. 33 Palestinians were killed in Gaza, including 6 children and 4 women, and 190 were injured, including 64 children and 38 women. The UN said at least 12 of those killed were civilians. 2 people were killed by rockets fired from Gaza, including 1 Israeli woman and 1 Palestinian from Gaza working at a construction site; 9 were injured. 103 housing units in Gaza were completely destroyed and hundreds of others damaged, displacing 1,244 Palestinians. Airstrikes also damaged al-Aqsa Hospital in Dayr al-Balah, the Indonesian hospital, 2 health-care clinics, and 6 UNRWA and 20 PA schools. According to Islamic Jihad the ceasefire agreement included Israel stopping its assassination campaign. Israeli officials claimed that Hamas had not been an active participant in the alleged firing of more than 1,000 rockets at Israel, 865 of which were said to have crossed into Israel from Gaza. On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. An apology, which that was not, is not accountability.” Memorial services for Abu Akleh have been carried out in Washington D.C., Ramallah, and Doha. Abu Akleh’s family members, U.S. lawmakers, Al Jazeera, and several press associations marked the anniversary by demanding accountability for her death. The Israeli military refused to investigate the trashing of a Palestinian-owned apartment building in Huwwara by Israeli forces. The building was temporarily seized by Israeli forces after the large-scale settler attack in February. According to the Palestinian owner, the Israeli soldiers had vandalized his property leaving trash and feces throughout the building and burned 2 water meters and a portable toilet. (HA 5/11)

In Israel, rockets launched from Gaza caused damage in Ashkelon and Sderot, injuring 1 Israeli. 2 Israeli Channel 13 journalists were assaulted by an Israeli man using pepper spray while reporting in Tel Aviv. In response to Israel’s attack on Gaza (see above), Hamas spokesperson Hazem Qassem said, “[w]e do not accept that this is an attack specifically directed at the Islamic Jihad. EU ambassadors to Israel announced that they will not participate in the EU Europe Day event in Tel Aviv because of Israeli national security minister Itamar Ben-Gvir’s insistence on participating and speaking at the event. The decision was made at an emergency meeting where only the Hungarian and Polish representatives did not oppose participating in the event. The EU delegation issued a statement saying, “we have decided to cancel the diplomatic reception, as we do not want to offer a platform to someone whose views contradict the values the EU stands for.” Ben-Gvir insisted on 5/7 that he will attend to voice criticism of the EU stance on the Palestinian-Israeli conflict. The Supreme Court of Israel denied a petition to immediately expel Palestinians living in Khan al-Ahmar. The World Food Programme announced that it will suspend food aid to 200,000 Palestinians, about 60% of current recipients in Palestine, from June due to severe shortage in funds. U.S. State Department spokesperson Vedant Patel told reporters that the U.S. has been seeking accountability for the Israeli killing of Al Jazeera journalist Shireen Abu Akleh by asking Israel to review its rules of engagement. The Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) released a report saying that a strategic shift by the parties and the international community is necessary to reverse the negative trajectory of the PA. UNSCO proposed that a policy change that would include “addressing the continuing drivers of conflict and instability;” “strengthening Palestinian institutions and addressing the challenge of Palestinian governance;” “improving access, movement, and trade and thereby creating space for the Palestinian economy to grow;” and “better aligning the framework of economic and administrative relationships with the economic transformations of the past decades.” (WAFA 5/2; UNSCO 5/3)

Khader Adnan, a popular member of Islamic Jihad, died in his cell in the Magen-Nitzan prison in Ramle after an 86-day hunger strike in protest over his administrative detention. Adnan was the first Palestinian prisoner to die while on hunger strike since 1992 and several organizations had for weeks warned about his condition. In response to the death of the 45-year-old Adnan, Hamas and Islamic Jihad fired rockets at Israel, injuring 3 Chinese nationals working at a construction site in Sderot. Islamic Jihad spokesperson Daoud Shihab said that Israel had ignored attempts by Islamic Jihad, through Egyptian mediators, to secure Khader Adnan’s release. Amnesty International released the report “Automated Apartheid,” saying that Israel is using a new advanced facial recognition technology called Red Wolf to collect biometric data on Palestinians in the West Bank. The facial recognition cameras are installed at checkpoints in Hebron and are linked to the Blue Wolf and Wolf Pack database systems. EU high representative for foreign affairs Josep Borrell met with Israeli foreign minister Eli Cohen in Brussels more than a month after Cohen signaled that Borrell would not be allowed to visit Israel and the West Bank due to his criticism of the Israeli occupation. Israeli finance minister and minister in charge of settlement policy at the Israeli Defense Ministry Bezalel Smotrich told members of his Religious Zionist Party that Khan al-Ahmar needs to be demolished because of its strategic location and not because it is unrecognized by Israel, as has been the official Israeli line so far. Smotrich said “[i]t is the area that will decide if heavens forbid there will be territorial contiguity that will connect Bethlehem with Nablus and Ramallah.” (HA 5/1)
