In the West Bank, 1 Palestinian was arrested in Hebron. Elsewhere in the West Bank, Israeli forces seized tents and solar panels in Nahalin. In East Jerusalem, 9 Palestinians in Silwan were arrested by Israeli forces. In the West Bank, Israeli forces demolished part of a house, a car wash, and another small structure in al-Jib. Israeli forces also razed land and set up caravans in Huwwara. Israeli settlers set up mobile homes on Palestinian-owned land near the Maskiyot settlement in the Jordan Valley. 8 Palestinians were arrested during late-night raids in and around Salfit, Jenin, and Bethlehem. In the raid near Bethlehem, Israeli forces clashed with local residents, leaving 1 Palestinian injured by live ammunition. In East Jerusalem, Israeli forces demolished a car wash in Sur al-Bahir, a commercial structure in Bayt Hanina, and 4 commercial structures in Silwan. Several heads of international organizations such as the UN, the World Bank, and the UNRWA called for Israel to halt planned demolitions of 10 residential buildings in Sur al-Bahir in East Jerusalem. The buildings are scheduled to be demolished on 7/18. (WAFA 7/17)

U.S. special representative for international negotiations Jason Greenblatt said in an interview with PBS that he rejects the term “occupied” to describe the West Bank, saying that, “Judea and Samaria . . . is disputed” rather than occupied. Of illegal Israeli settlement, Greenblatt said, “I don’t even like the word settlement. I think it’s a pejorative term. I use the term neighborhoods and cities.” (PBS 7/17; HA 7/18)

In the West Bank, Israeli forces detained 14 Palestinians during daytime and late-night raids in and around Ramallah, Jenin, Bethlehem, and Qalqilya. Israeli settlers from the Yitzhar settlement ignited a fire, destroying hundreds of Palestinian-owned olive trees in Burin. Separately, Israeli settlers cut down 160 olive trees near Susiya. Israeli forces demolished a cement wall in Hizma, a caravan in Idhna near Hebron, and seized a garbage truck in Bayt Furik. In East Jerusalem, Israeli forces forcefully evicted a Palestinian family from their home in Silwan to make way for Israeli settlers; at least 1 member of the family was arrested. Israeli forces also arrested 4 Palestinians during daytime and late-night raids in Qatanna and Silwan. In the West Bank, 4 Palestinians were injured by Israeli forces firing rubber-coated bullets at protesters in Kafr Qaddum during the weekly anti-settlement protests. In East Jerusalem, a Palestinian family of 4 was arrested by Israeli police during a late-night raid in Silwan; all 4 were reportedly beaten by Israeli police. In Gaza, 41 Palestinians were injured during the Great March of Return protest. 22 of the protestors were injured by Israeli-fired live bullets, 19 others were injured by rubber-coated bullets. In the West Bank, clashes erupted between Palestinians and Israeli forces in ‘Araqa near Jenin when Israeli forces stormed the village and set up a flying checkpoint. U.S. ambassador to Israel David Friedman and U.S. special representative for international negotiations Jason Greenblatt attended the inauguration ceremony of “Path of the Pilgrims,” an excavation of a large underground archeological site underneath Silwan in East Jerusalem. The excavation is led by the settler organization Elad, the Israeli antiquities authority, and the Nature and Parks Authority. The excavations have been going on for years and residents of Silwan have complained several times about damage to their properties due to the excavations. The presence of the 2 U.S. officials was seen as an implicit recognition of Israeli sovereignty over East Jerusalem by the Trump administration. (HA 6/30; HA, HA 7/2)

According to U.S. special representative for international negotiations Jason Greenblatt, the PA released the man from Hebron who had been arrested on 6/27 after returning to the West Bank from the U.S.-led Peace to Prosperity Bahrain Workshop. (HA 6/30)

Israel conducted air strikes on Syrian territory. According to the Russian foreign ministry, 16 people were killed, including a child. (HA 7/2)

In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The Chilean president Sebastián Pinera met with PA officials in East Jerusalem and toured the Haram al-Sharif compound. (HA 6/26)

The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

Iran shot down a U.S. drone in the Strait of Hormuz. U.S. officials said that the drone was flying in international airspace, while Iranian officials claimed it had entered Iranian airspace. (AJ, HA 6/20)

In the West Bank, Israel uprooted olive trees and demolished an agricultural structure in Qusra near Nablus. 7 Palestinians were arrested during over-night raids in and around Ramallah and Bethlehem. In East Jerusalem, a Palestinian family was ordered to leave their property after the Jerusalem District Court ruled that their house in Silwan was legally purchased by the Israeli settler association Elad. In Gaza, Israeli authorities reopened the Gaza fishing zone with a limit of 10 nautical miles from the coast. The fishing zone had been closed since 6/12. (HA, WAFA 6/18; HA, WAFA 6/19)

In the West Bank, Israeli settlers sprayed racist graffiti on several structures, including a mosque, and punctured the tires of 3 vehicles in Kafr Malik near Ramallah. Israeli settlers also uprooted 30 olive trees near Bani Na‘im. Israeli forces arrested 16 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, and Ramallah. Israeli authorities also approved cutting down around 2,000 olive trees south of Bethlehem. In Gaza, 5 Palestinians were hospitalized after suffering from tear gas inhalation east of Rafah. The chairman of Qatar’s National Committee for the Reconstruction of Gaza Mohammed al-Emadi met Israeli and Palestinian officials in Israel and Gaza to discuss the implementation of the cease-fire agreement reached between Israel and Hamas in May. The Qatari delegation also delivered $20 million for vulnerable Palestinians in Gaza and for humanitarian projects. Some 108,000 families will receive $400 in 4 $100 payments. (HA 6/16; HA 6/17)

Israeli prime minister Benjamin Netanyahu unveiled a sign for a planned community in the Golan Heights called Trump Heights, named after U.S. president Donald Trump. Netanyahu decided to dedicate a settlement construction project to President Trump after Trump unilaterally recognized Israel’s annexation of the Syrian Golan Heights. (HA 6/16)

U.S. special representative for international negotiations Jason Greenblatt told The Jerusalem Post that the U.S. administration may delay the unveiling of the U.S. peace plan until November 2019 because of the upcoming Israeli elections in September. In the interview, Greenblatt also said that he supports U.S. ambassador to Israel David Friedman’s statement from 6/8 that Israel has a right to annex parts of the West Bank. (AJ, HA 6/16)

In the West Bank, thousands of Palestinians marched to commemorate the 71st Nakba Day in Bethlehem and Ramallah. Israeli forces also arrested 7 Palestinians during late-night raids in and around Ramallah, Bethlehem, Jenin, and Nablus. In East Jerusalem, the Israeli civil administration delivered 20 demolition notices to Palestinian buildings in Issawiya and 2 for buildings in Shu‘fat refugee camp. 1 Palestinian was arrested during a late-night raid in Silwan. Also in East Jerusalem, 1 Palestinian teen was hospitalized after being assaulted by Israeli settlers, who during the assault, was yelling “Death to Arabs.” In Gaza, thousands of people commemorated Nakba Day along the Gaza fence. Israeli forces suppressed the commemoration protest using live ammunition, rubber-coated bullets, tear gas, and skunk spray, injuring 65 people. 16 Palestinians were wounded by live ammunition and 14 by rubber-coated bullets. One Palestinian was arrested trying to cross into Israel. Israeli officials reported 9 fires in Israel as a result of incendiary balloons. No injuries were reported in relation to the fires. The Israeli high court of justice rejected a petition by a Gaza company producing snacks to allow it to sell its products in the West Bank. The high court sided with the Israeli states argument that it was the PA’s fault that the company could not sell its products in the West Bank. According to Haaretz, there is no clear procedure to how a request the exporting of goods from Gaza to the West Bank. (HA 5/15)

Official data on Israeli government spending on Israeli settlements in the West Bank obtained by AP news agency shows that spending on settlements rose from $330 million in 2016 to $459 million in 2017, the year Donald Trump became the U.S. president. (AJ 5/15)

In East Jerusalem, Israeli forces blocked several streets in Silwan and the Old City, impeding Palestinians from going to mosques to perform prayers. All Gaza and West Bank crossings into Israel were closed except for medical and other emergencies for the 2d day in a row. The Qatari government announced that it will send $480 million to Palestinians in the West Bank and Gaza. $300 million is allocated for health and educational programs of the PA and $180 million for urgent humanitarian relief and for electricity in Gaza. (AJ 5/7)

U.S. secretary of state Mike Pompeo skipped a planned trip to Germany to meet German chancellor Angela Merkel to instead travel to Iraq and meet with Iraq’s president Barham Salih and Prime Minister Adil Abdul-Mahdi. Pompeo said he made the trip to Iraq because Iranian forces are “escalating their activity,” stating that Iranian threat of attacks were “very specific.” (AJ 5/8)

Israeli forces arrested 18 Israeli settlers while evacuating temporary homes at an Israeli-deemed illegal settlement east of the Ofra settlement. In East Jerusalem, Israeli authorities issued 2 demolition orders for 2 buildings in Shu‘fat refugee camp. Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. Israeli naval forces also removed and destroyed all fishing nets placed outside of the 6-nautical-mile fishing zone. In Israel, 2 Israelis were sentenced to 1 year in prison for assaults made on 4 Palestinian citizens of Israel in 2017 to deter them from dating Jewish women. The EU called on Israel not to deport Human Rights Watch director for Israel and Palestine Omar Shakir, who was denied a petition at the Jerusalem district court to halt his pending deportation on 4/16. (HA 4/30)

The EU asked the PA to accept the reduced tax revenue Israel is offering until a solution to the PA’s financial crisis is found. The EU stressed that the request “does not constitute a legal or political endorsement of Israeli deductions.” (HA 4/30; HA 5/1)

The U.S. government is working to designate the Muslim Brotherhood a foreign terrorist organization, said the White House. According to New York Times reporting, U.S. president Donald Trump was urged by Egyptian president Abdel Fattah al-Sisi to make the designation while on an official visit to Washington on 4/9. In a joint statement by U.S. democrats in the House of Representatives, concern was expressed for the Israeli-planned demolition of Khan al-Ahmar and Susiya. Member of the House of Representatives Betty McCollum (D-MN) reintroduced her bill H.R.2407 “Promoting Human Rights for Palestinian Children Living Under Israeli Military Occupation Act.” The bill, if passed, would amend the Foreign Assistance Act, cutting assistance to foreign countries that uses “military detention, interrogation, abuse, or ill-treatment of children in violation of international humanitarian law,” and authorize $19 million annually to NGOs monitoring human rights abuses associated with Israel’s military detention of children. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. Additionally, Israel summoned France’s ambassador to Israel Hélène Le Gal to the Israeli foreign ministry for a reprimand for Araud’s statements. (HA 4/30)

The United Kingdom announced that it was contributing $11.7 million to help build a water desalination plant in Gaza. (WAFA 4/30)

The EU contributed $4.1 million to the PA’s private sector reconstruction agricultural program to help farmers in Gaza. In a separate announcement, EU foreign policy chief Federica Mogherini said that the EU was contributing with an additional $24.5 million in humanitarian assistance to Palestinians in Gaza and the West Bank. In East Jerusalem, Israeli forces arrested 4 Palestinians during late-night raids in Issawiyya. Elsewhere in East Jerusalem, a Palestinian family demolished their home in Silwan to avoid excessive fees imposed by Israel. Israel released 2 Syrian prisoners to Syria through the Qunaytra crossing in the Golan Heights. Both prisoners allegedly asked not to be returned to Syria. Israeli officials said that the release was a gesture of “good will” for the return of Israeli soldier Zachery Baumel’s body on 4/3. (AJ, HA 4/28)

In the West Bank, over 20,000 Israeli settlers visited the al-Ibrahimi Mosque in Hebron while the holy site was sealed off for Muslim worshippers. In Sabastiyya, Israeli settlers escorted by Israeli forces stormed an archeological site. Meanwhile, the village was sealed off by Israeli forces impeding the movement of its Palestinian residents. Elsewhere in the West Bank, 11 Palestinians were injured when Israeli settlers escorted by Israeli forces stormed Joseph’s Tomb near Nablus. Israeli forces arrested 6 Palestinians during late-night raids in and around Bethlehem and Tulkarm. In East Jerusalem, Israeli forces injured a Palestinian in Silwan. Israeli prime minister Benjamin Netanyahu announced that he is planning to name a town in the occupied Golan Heights after U.S. president Donald Trump. Netanyahu said that it was a gesture of appreciation for the U.S. recognition of Israeli sovereignty over the Golan Heights. (MNA 4/24)

At a Time magazine event, President Trump’s senior adviser and son in-law Jared Kushner indicated that the U.S. “peace plan” does not include a sovereign Palestinian state. Kushner said that past negotiations over a 2-state solution had failed and that “New and different ways to reach peace must be tried.” When asked directly if 2 states are part of the U.S. plan, Kushner responded, “If people focus on the old traditional talking points, we’re never going to make peace.” (HA 4/24)

In the West Bank, Israeli forces fired tear gas near a Hebron elementary school, causing tear gas inhalation injuries among students and teachers. Israeli forces raided Sabastiyya near Nablus and set up roadblocks on 3 entrances to the village. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Shu‘fat, Ramallah, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 4 Palestinians were released after 2 weeks of detention but were banned from returning to their homes in Silwan for 7 days. Hundreds of Christians from Gaza were denied permits by Israel to visit Christian holy sites in East Jerusalem and Bethlehem for Easter holidays. In Israel, 1 Palestinian construction worker from the West Bank died while being arrested by Israeli police for working illegally in Israel. In Egypt at an Arab League meeting, PA president Mahmoud Abbas called on Arab League members to reject the Trump administration’s “peace plan.” The Arab League pledged $100 million a month to help the PA economy as Israel continued to withhold PA tax revenue. In the West Bank, Israeli forces gave evacuation notices for land seizure to several Palestinians in Bittir near Bethlehem and Halhul and Bayt Umar near Hebron. Israeli forces also gave notice to Palestinians in 7 villages in the Nablus area that 406 dunams (100 acres) will be seized by Israel for a settler-only road and 384 dunams (94 acres) for a military road in the northern Jordan Valley. In Hebron, several Palestinian students, a teacher, and a janitor suffered from tear gas inhalation when Israeli forces fired tear gas into the school yard. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. Off the coast of Gaza, Israeli naval forces fired at Palestinian fishermen 3 nautical miles offshore from al-Sudaniyya. After the postponement of the Palestinian prisoners’ hunger strike reported on 4/7, Palestinian prisoners in Israeli jails started an open-ended hunger strike to protest their treatment by the Israelis. (HA, WAFA 4/8)

A French employee at the French consulate in Jerusalem was sentenced to 7 years in prison by an Israeli court for smuggling arms from Gaza to the West Bank. He confessed to having smuggled 30 guns, receiving $7,200 for his services. (HA 4/8; MEMO 4/9)

Russian president Vladimir Putin said weeks after U.S. president Donald Trump’s recognition of Israeli sovereignty of the Golan Heights that the U.S. change of policy is “a violation of the United Nations Security Council Resolutions.” (MNA 4/9)

In response to Israeli prime minister Benjamin Netanyahu’s comment on 4/6 that he would extend Israeli sovereignty to the West Bank, the Arab League’s assistant secretary-general Saeed Abu Ali said that such actions would lead to “dangerous repercussions” and called for an “immediate official investigation” by the International Criminal Court of “the ongoing settlement crimes in the Palestinian territories.” (MEMO 4/9)

In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. Prime Minister Netanyahu later tweeted on his Hebrew language account, “Thank you for the answer to another important request that serves the interests of our country and the region,” implying that the terror designation was made upon request by Netanyahu. Al-Monitor reports that the Egyptian authorities decided to largely close the Rafah border crossing on 1/5 in part due to the PA’s withdrawal from the Palestinian side of the crossing, as was previously reported, but also in part out of displeasure with the Qatari transfers of money to Gaza. According to a Hamas source, the Egyptians were “furious” about Qatar’s growing influence in Gaza and wanted to punish Hamas. Israel’s Public Security Minister Gilad Erdan signs an order extending the ban on several Palestinian institutions in East Jerusalem, including the Palestinian Prisoner’s Club, the Center for Palestinian Studies, and the Orient House, which once housed the PLO’s headquarters in East Jerusalem. “The PA has recently been trying to strengthen its presence in East Jerusalem in sophisticated ways, including the transfer of significant funds for activities,” Erdan says. “I will continue to strengthen Israeli sovereignty throughout Jerusalem, and prevent any Palestinian attempt to create a foothold in the eastern part of the city.” (JP, TOI 1/31)

Hezbollah leader Hassan Nasrallah says that Hezbollah, Iran, and the Syrian government are considering ending their policy of not retaliating against Israel for its sorties in Syrian territory. “At any moment the Syrian leadership and the axis of resistance can take a decision to deal with the Israeli aggression in a different manner,” he says. YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. They are all intercepted by Israel’s Iron Dome missile defense system. Late at night, Israeli forces strike approximately 10 government weapons depots, intelligence sites, and other targets in Syria, killing 21 people, including 12 member of Iran’s Revolutionary Guards Corps, according to the Syrian Observatory for Human Rights. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says. In East Jerusalem, Israeli settlers harass a group of Palestinian minors in Silwan, sparking a minor physical confrontation; 4 Palestinians are injured when Israeli forces intervene. Israeli forces also arrest 1 Palestinian during a late-night raid in Bayt Duqqu. In the West Bank, IDF troops arrest 1 Palestinian during late-night raids near Ramallah and Tulkarm; and patrol near Hebron and Jenin. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Khan Yunis, causing no damage or injuries. Along Gaza’s coast, IDF troops violently disperse a few hundred Palestinians gathering near al-Bureij refugee camp to continue the Great March of Return; 1 Palestinian is injured. The Israeli and Palestinian press reports that the Israeli authorities are planning to shut down all UNRWA-run schools in East Jerusalem before the 2019–20 school year. The Israeli government reportedly decided to revoke UNRWA’s permits to operate the schools back in 12/2018. Later, an UNRWA spokesperson says that the agency has received no official notice from the Israeli authorities about a planned shutdown. “UNRWA’s existence in Jerusalem is not a gift from Israel,” he says. “There are bilateral agreements binding on Israel to respect the agency’s installations, jurisdiction and immunity in Jerusalem.
