In East Jerusalem, Israeli settlers harass a group of Palestinian minors in Silwan, sparking a minor physical confrontation; 4 Palestinians are injured when Israeli forces intervene. Israeli forces also arrest 1 Palestinian during a late-night raid in Bayt Duqqu. In the West Bank, IDF troops arrest 1 Palestinian during late-night raids near Ramallah and Tulkarm; and patrol near Hebron and Jenin. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Khan Yunis, causing no damage or injuries. Along Gaza’s coast, IDF troops violently disperse a few hundred Palestinians gathering near al-Bureij refugee camp to continue the Great March of Return; 1 Palestinian is injured. The Israeli and Palestinian press reports that the Israeli authorities are planning to shut down all UNRWA-run schools in East Jerusalem before the 2019–20 school year. The Israeli government reportedly decided to revoke UNRWA’s permits to operate the schools back in 12/2018. Later, an UNRWA spokesperson says that the agency has received no official notice from the Israeli authorities about a planned shutdown. “UNRWA’s existence in Jerusalem is not a gift from Israel,” he says. “There are bilateral agreements binding on Israel to respect the agency’s installations, jurisdiction and immunity in Jerusalem.
