Several civil society organizations coordinate cleaning campaigns in Gaza’s hospitals, as the sanitation workers’ strike continues for a 10th day. IDF troops stationed along the border e. of al-Bureij arrest 2 Palestinians attempting to cross into Israel. In the West Bank, 1,000s of Palestinians attend the funeral of Ziad Abu Ein in Ramallah. Palestinians gathered for the funeral clash with IDF troops in al-Bireh; 19 are injured from rubber-coated metal bullets. Meanwhile, over 100 Palestinians gather in c. Hebron to protest Abu Ein’s death, leading to 2 separate clashes with IDF soldiers. There are also demonstrations in Turmus ‘Ayya. During the day, Israeli soldiers arrest Palestinians at a checkpoints nr. Ramallah and Hebron. The IDF conducts arrest raids nr. Jenin and Hebron; patrols in Tulkarm and n. of Jenin. Late at night, unidentified assailants open fire on the home of an imprisoned Hamas MP in Hebron, causing damage. In East Jerusalem, Israeli forces violently disperse 100s of Palestinians gathered to protest Abu Ein’s death in Shu‘fat r.c., Issawiyya, al-‘Izzariya, and Silwan. They conduct late-night arrest raids and house searches in Jabal Mukabir, Wadi al-Juz, Ras al-Amud, and Issawiyya. Meanwhile, 75 new security guards are added to the security detail at Haram al-Sharif in response to King Abdullah of Jordan’s request. Egyptian pres. Abdel Fattah al-Sisi travels to Jordan to hold talks with Jordan’s King Abdullah. They discuss the draft UNSC res. that Jordan plans to introduce on behalf of the Palestinians before 12/25. Meanwhile, Jordan’s House of Deps. votes to cancel its 9/2014 gas agreement with U.S. company Noble Energy. The French Senate passes a nonbinding res. inviting the govt. to recognize Palestinian statehood. The French parliament previously passed a similar res. on 12/2. Meanwhile, the Swiss govt. invites all states party to the Fourth Geneva Convention, which includes every UN mbr. and Palestine, to attend a summit on 12/17 to discuss the situation in the oPt. In the Gaza Strip, Egyptian authorities open the Rafah border crossing, which has been closed since 10/25, the day after 30 Egyptian security troops were killed by Sinai Province of the Islamic State (then known as Ansar Bayt al-Maqdis). In the West Bank, the IDF conducts house searches and raids in and around Hebron; closes the Hawara checkpoint at the s. entrance to Nablus; patrols nr. Hebron. In East Jerusalem, a mentally disabled Palestinian woman is detained and taken to the Russian compound detention center for questioning during a court hearing for her daughter, who was arrested for defending her mother from Israeli security forces on 11/25. Israeli forces conduct raids in Shu‘fat r.c. and Issawiyya. At a prison nr. Beersheba, Israeli security forces detain a Palestinian mother and her 2 infant children while they are visiting their incarcerated father. Senior Hamas official Musa Abu Marzuq criticizes the UN’s Gaza reconstruction mechanism, saying that its architect, UN Special Coordinator Robert Serry, did not reach out to confer with Hamas and that the group rejects the mechanism. Abu Marzuq also describes the mechanism as a way for PA Pres. Abbas to sidestep Hamas. (MEMO 11/26)

Israeli interior minister Gilad Erdan cancels the residency of the widow of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, effectively deporting her and her 3 children back to the West Bank. The woman remains in East Jerusalem while she appeals the decision. (TOI 11/26, 12/3; PCHR 12/4)

In the Gaza Strip, the IDF and armed Palestinian groups maintain the new 72-hour cease-fire. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Jenin, and 1 village each nr. Jericho and Salfit at night; patrols in 2 villages nr. Ramallah and 1 village nr. Jenin during the day. In East Jerusalem, Israeli security forces conduct widespread raids in the Old City, Silwan, Issawiyya, al-Tur, Suwana, and Shu‘fat, detaining 57 Palestinians. There are clashes in al-Tur and Issawiyya, and Israeli security forces injure 26 Palestinians with rubbercoated metal bullets.

During negotiations between reps. of Israel and the Palestinian delegation in Cairo, Israeli officials brief the media that there are large gaps remaining between the sides. These include disagreements over the opening of Gaza’s border crossings, including Rafah, and how the crossings will be supervised. According to a Palestinian source, Hamas insists on a total end to the blockade, rather than an “easing,” and objects to limitations on the entry of construction materials like cement and steel. Anonymous Egyptian sources express optimism about the possibility of reaching an agreement before the end of the cease-fire at midnight. Hamas official Ihab al-Ghossein says he is optimistic as “this time at least it is a real negotiation.” Islamic Jihad official Hassan Abdu says there have been “positive developments.” (AFP, AP, HA, JP, MNA, REU, YA 8/12; 8/13)

Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. The IDF continues its assault on the Gaza Strip, killing 61 Palestinians. Local officials say targets struck include 5 mosques and a soccer stadium, in addition to other Palestinian infrastructure and multiple tunnels. Prolonged Israeli shelling of Khan Yunis kills at least 6 and wounds more than 20. Also, the IDF strikes a UNRWA-run school in c. Gaza. Palestinian fighters kill 2 Israeli soldiers overnight and fire approximately 67 rockets and mortar shells into Israel, with 18 projectiles intercepted by Iron Dome batteries. In the West Bank, an Israeli citizen shoots and kills a Palestinian man between al-Ram and Hizma checkpoint n. of Jerusalem, reportedly after the Palestinian man threw stones at the Israeli’s car. IDF troops shoot and injure 5 Palestinians in ‘Askar r.c. nr. Nablus, during clashes in an arrest raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages nr. After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. At a monthly meeting of the EU Council, the 28 EU FMs issue a statement that “strongly condemns the indiscriminate firing of rockets into Israel by Hamas and militant groups in the Gaza Strip” and also “condemns calls on the civilian population of Gaza to provide themselves as human shields.” Meanwhile, Secy. of State Kerry meets with Egypt’s Pres. al-Sisi in Cairo to discuss Gaza, and afterward, affirms that “there is a framework available to end the violence, and that framework was the Egyptian initiative.” Senior Fatah official al-Ahmad flies in to Cairo to also meet with Kerry. In Israel, UN Secy.-Gen. Ban meets with PM Netanyahu and at a Tel Aviv press conference, Ban condemns the rocket attacks, while the Israeli leader accuses Hamas of committing a “double war crime” of targeting Israeli civilians while using Palestinian civilians as human shields. In the Gaza Strip, Palestinians fire an estimated 40 projectiles into s. Israel, causing no casualties, but rockets strike 2 houses in Sderot and cause damage. IDF troops launch air strikes against 3 al-Qassam Brigades training facilities, injuring 15. In the West Bank, IDF troops clash with Palestinian residents in Qalandia r.c., injuring 5. The IDF patrols in 1 village nr. Ramallah and in Salfit in the morning, in 1 village nr. Hebron in the afternoon, and in Hebron and 5 nearby villages, 3 villages nr. Ramallah, and 2 villages nr. Jericho at night. A Jewish settler opens fire on a Palestinian nr. Hebron, injuring him. In East Jerusalem, Israeli troops clash with Palestinian protesters in al-Ram, Shu‘fat, Silwan, and Issawiyya. Israeli PM Netanyahu says that if rocket fire from Gaza halts, then the IDF will also stop its attacks on Gaza. Specifically, the Israeli govt. issues Hamas a 48-hour period to either halt the projectile fire or face a significant Israeli strike. A spokesperson for al-Qassam Brigades says that an Israeli escalation will lead to an “hour of vengeance.” (HA, REU, ToI 7/3)

The IDF begins installing 12-m-high concrete barriers along a new segment of the separation wall northeast of Jerusalem that will separate Shu‘fat r.c., Anata village, and the neighborhoods of Ras alKhamis, Ras Shihada, and al-Salam from c. Jerusalem. In the West Bank, the IDF seals off the entrance of Issawiyya village leading to Jerusalem for the Yom Kippur holiday, sparking clashes with stone-throwing youths, injuring 7 Palestinians; conducts late-night patrols without incident in Dayr Ghassana village nr. Ramallah; conducts late-night arrest raids, house searches nr. Ramallah, Salfit. The IDF also fires rubbercoated steel bullets, tear gas, and stun grenades at Palestinian, Israeli, and international activists conducting a nonviolent march from Bayt Umar village to Karme Tzur settlement outside Hebron to protest land confiscations and settlement expansion; 10s suffer tear gas inhalation; 2 Palestinians, 1 American, and 1 British activist are arrested; and 1 Palestinian activist, 1 Israeli activist, 1 Japanese activist, and a Swedish journalist are moderately injured. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. As Israel continues widespread air and naval bombardment of Gaza for a 3d day, Israeli DM Barak declares “all-out war” on Hamas. The IDF declares a 2-mi. buffer zone around the Strip a closed military zone and continues amassing tanks and troops there, indicating further preparations for a ground invasion. Israeli military officials speaking anonymously say they have expanded the IDF’s target list to include Hamas’s support network and symbols of Hamas power, stating that “there are many aspects of Hamas, and we are trying to hit the whole spectrum, because everything is connected and everything supports terrorists against Israel” and that “anything affiliated with Hamas is a legitimate target.”

Israeli actions: The IDF reports hitting 100 sites today, including more Islamic University buildings (including the engineering dept., library); homes and offices of Hamas leaders; PA government buildings (including the Interior Min., Finance Min., Foreign Min., Labor Min., Construction and Housing Min., and a PA presidential guest house); Bani Suhayla’s municipal building; the alZawiyya Mosque in Jabaliya r.c. and Omar Bin al-Khattab Mosque in al-Bureij r.c.; more civil and naval police stations; more tunnels along the Rafah border; the headquarters of Hamas’s al-Aqsa TV; Gaza’s port (for a 2d day); and 1 Izzeddin al-Qassam Brigades training site. Target areas include Abasan, Bani Suhayla, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Rimal, al-Sabra, Shaykh Ajlin, Tal al-Hawa), Jabaliya town and r.c., Khan Yunis, Nussayrat r.c., al-Qarara, Rafah, Shati’ r.c., Tal al-Za‘atar. Just before strikes on Rafah, Israeli Military Intelligence makes 10,000 automated calls to Rafah residents warning of pending air strikes, breaks into Palestinian radio broadcasts to urge residents across Gaza to move to city centers. Palestinian medical officials report at least 364 Palestinians dead, 1,500 wounded since 12/27.

Palestinian actions: Palestinians fire 66 rockets, 14 mortars into Israel (twice as many as in the previous 24 hrs.), killing 3 Israeli civilians (1 each in Nahal Oz, Ashdod, Ashqelon; 1 of them an Israeli Palestinian) and wounding 5 (3 of them Israeli Palestinians), with 2 rockets hitting 23 mi. north in Gan Yavne/Ashdod. A Palestinian mortar hits an IDF base in Netivot, s. and e. of the Nahal Oz crossing, killing 1 IDF soldier (a Druze), seriously wounding 1, lightly injuring 4. The Israeli toll stands at 4–5 dead, about 20 injured. Reports circulate (e.g., NYT 12/30) of Hamas gunmen executing at least 5 accused collaborators with Israel inside hospitals; the 5 had been jailed for collaboration and transferred to hospitals after being wounded in IDF air strikes on jails.

Humanitarian notes: Israel allows 40 truckloads of humanitarian aid into Gaza; Egypt allows 23 truckloads of emergency goods in, some wounded out through Rafah. International aid groups (including Amnesty International, the UN) say aid transfers are insufficient, warn that the death toll is rising in part because of lack of medicines and medical supplies, food, and fuel.

Of note: One Israeli air strike heavily damages the UN Special Coordinator’s Office (UNSCO) headquarters in Gaza City, prompting the UN to issue a formal complaint. Egyptian TV reports that captured IDF Cpl. Gilad Shalit has been wounded in an Israeli air strike in recent days; Hamas does not comment. After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur.
