In East Jerusalem, Israeli forces arrest 1 Palestinian during a patrol in Issawiyya, and arrest and assault a Palestinian in al-Tur. Senior Israeli officials say that PM Netanyahu is thinking about permitting International Criminal Court (ICC) officials to visit Israel and the oPt soon in the context of ICC prosecutor Fatou Bensouda’s preliminary examination into alleged war crimes during Israel’s summer 2014 assault on Gaza, as well as its settlement enterprise. According to ICC officials, the purpose of the visit would be “outreach and education,” rather than research and fact-finding. Israel decided to engage with Bensouda’s examination in 7/2015, after criticizing and boycotting it since its inception in 1/2015. (AFP, HA, JP 9/2)

Stabbing attacks continue in the West Bank today. Private Israeli settlement security guards shoot and kill a Palestinian youth at a checkpoint nr. Jenin after he allegedly stabs and injures an Israeli soldier. IDF troops shoot and injure a Palestinian youth after he stabs and lightly injures an Israeli soldier in the Gush Etzion settlement bloc nr. Bethlehem. (HA, MNA, YA 10/23; PCHR 10/29)

Elsewhere in the oPt, IDF troops clash with and violently disperse Palestinians throwing stones and protesting in 3 locations along Gaza’s border and across the West Bank, injuring 117 Palestinians and arresting 3. They also violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s separation wall, settlements, occupation, and recent violence in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, and Silwad) and Kafr Qaddum nr. Qalqilya; 1 Palestinian is seriously injured. Meanwhile, the IDF conducts raids and house searches in Jalazun r.c. nr. Ramallah and 1 village nr. Nablus, arresting 2 Palestinians; patrols in 2 villages nr. Ramallah and 1 each nr. Jenin and Nablus. Israeli forces destroy around 90 olive trees nr. Qalqilya during a military training exercise. Israeli settlers attack and attempt to stab the head of the Israeli group Rabbis for Human Rights while he is assisting with the Palestinian olive harvest nr. Nablus; attempt to attack the Nablus-area home of the Palestinian who was shot on 10/21 after IDF soldiers thought she was trying to sneak into a settlement. Palestinian stone-throwers in the area ward off the attack. For the 8th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones throughout the region, killing 2 Palestinians and injuring at least 142 (a 3d Palestinian will succumb to injuries sustained today on 10/23). Stabbing incidents continue, as IDF troops shoot and kill a Palestinian in the Kiryat Arba settlement nr. Hebron after he stabs and moderately injures an Israeli soldier. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians, Israelis, and international activists at Friday demonstations and violent protests in 4 areas nr. Ramallah (outside the Beit El settlement, Silwad, Budrus, and Bil‘in), and nr. Hebron, Bethlehem, Nablus, and Qalqilya, killing 1 Palestinian and injuring 73. The IDF patrols outside Ramallah and in Nablus, sparking clashes with stone-throwers (2 Palestinians are injured); conducts house searches and raids throughout the region, arresting 4 Palestinians. Palestinian gunmen open fire on IDF vehicles nr. Ramallah, causing minor damage. In East Jerusalem, the Israeli police bar Palestinian men under the age of 40 from entering Haram al-Sharif; clash with stone-throwing Palestinians in Ras al-Amud (2 Palestinians are injured); conduct raids nr. the Old City and Issawiyya (4 Palestinians are arrested). The UNSC convenes to discuss the recent violence in Israel and the oPt as well as Israeli restrictions on Palestinian access at Haram al-Sharif, at the request of Jordan. French amb. to the UN François Delattre says that France has prepared a draft presidential statement that would, inter alia, urge all parties to maintain the status quo at the sanctuary. IDF troops on the Gaza border e. of Bayt Lahiya fire warning shots at Palestinians walking nr. the border fence, critically injuring 1. Off the coast nr. Gaza City and then nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, injuring 2 fishermen and causing damage. A small armed group, with self-proclaimed affiliations to ISIS, fires mortar rounds at a Hamas military base; no injuries are reported. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 9 Palestinians are injured, including 3 photojournalists. The IDF also searches a home in a village nr. Hebron late at night, issuing a summons to a Palestinian; patrols in 2 villages nr. Jenin, 4 nr. Ramallah, 3 nr. Hebron, and 1 each nr. Tulkarm and Jericho. Israeli settlers cut the branches off 3 olive trees nr. Hebron. In the West Bank, IDF troops shoot and kill a 14-year-old Palestinian during a weekly protest in Silwad nr. Ramallah. The IDF says that the youth, also a U.S. citizen, was holding a Molotov cocktail, but Palestinian witnesses deny the claim. State Dept. spokesperson Jen Psaki calls for a “speedy and transparent investigation.” IDF troops violently disperse protests outside Ofer detention center and in Jalazun r.c. nr. Ramallah, injuring 7 with live ammunition. The IDF conducts house searches and arrest raids in 1 village nr. Tulkarm; patrols in Jericho, as well as 1 village and ‘Aqabat Jabir r.c. nearby, 2 villages nr. Ramallah, Jenin and 1 nearby village, and 1 village each nr. Hebron and Qalqilya. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Nil‘in) and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. In East Jerusalem, Israeli authorities deny men under 40 entry to Haram al-Sharif. Ansar Bayt al-Maqdis attacks Egyptian soldiers nr. Shaykh Zuwayd and in al-Arish in the Sinai Peninsula, killing 31 with a car bomb, rocket-propelled grenades, and small arms. It is the deadliest single attack on Egyptian security forces in Sinai since the escalation of violence began after the 7/2013 military ouster of thenpres. Mohamed Morsi. In response, Pres. al-Sisi convenes an emergency meeting of his senior defense advisers, declares a state of emergency in some parts of n. Sinai, and closes the Rafah border crossing. Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

In East Jerusalem, Israeli forces beat and fire rubber-coated steel bullets at Palestinians protesting against OCL nr. al-Aqsa Mosque (injuring 1) and in Ras al-Amud neighborhood (injuring 1). Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured.
