In the West Bank, Israeli settlers raided Qarawat Bani Hassan before confronted by Palestinian residents. Israeli settlers attacked 1 Palestinian minor near Kisan, causing injuries. Elsewhere, Israeli settlers set fire to agricultural lands planted with olive trees in Jalud, causing extensive damage. Israeli forces violently dispersed Palestinian protesters commemorating Nakba Day throughout the West Bank, killing 1 Palestinian in Hebron and injuring 450, including 27 in Hebron, 29 in Qalqilya, 12 in Ramallah, 18 in Nablus, 9 in Tulkarm, 6 in Jenin, 2 in Bethlehem, and 1 in Tubas using live ammunition. 13 Palestinians were arrested, including 4 during late-night raids in Tulkarm and 9 during protests near Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 journalist and arresting 1. Israeli forces also violently dispersed Palestinian protesters in al-Tur, causing tear-gas related injuries and 1 arrest. 13 others were arrested during raids in Issawiyya, al-Tur, Silwan, and Sur Bahir. In Gaza, 17 Palestinians were killed, including 8 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 136 to 153, including 41 children and 2 pregnant women. The casualties included: 10 members of the same family in an Israeli air strike in al-Shati refugee camp, including 8 children; 1 infant was found in the rubble of the house and was the only survivor of the attack; 2 in an air strike on a market in Gaza City; 1 in an air strike while driving north of Gaza City; 1 in a drone strike on agricultural lands near al-Bureij; 1, and 1 injured in an air strike on al-Bureij; 1 in an air strike while riding a motorbike in al-Maghazi; 1 Palestinian succumbed to wounds sustained in an air strike on a car wash al-Zawaideh. Israel also demolished al-Jalaa tower, a 12-story building in Gaza City hosting the offices of AP, Al Jazeera, and other international media outlets along with residential apartments; Israel claimed that it also housed Hamas and Islamic Jihad in Palestine intelligence offices, saying that made it a legitimate target; residents and workers were given 1 hour to evacuate the building. AP said their reporting capabilities in Gaza were significantly reduced while Al Jazeera called it a war crime and an act to stop reporting. Air strikes also demolished the home of senior Hamas official Khalil al-Hayya and severely damaged the 14-story tower al-Qahira and the 12-story tower al-Andalus in Gaza City. Shelling from land and sea also caused significant damage and injuries in Khan Yunis and Bayt Hanun. Egypt sent 10 ambulances to Gaza to pick up injured Palestinians for treatment at Egyptian hospitals. In Israel, 1 Israeli was killed by a rocket fired from Gaza in Ramat Gan, raising the Israeli death toll to 10. 6 buildings were also damaged in Ramat Gan. Rockets were also fired at Beersheba, Ashkelon, and Ashdod from Gaza, causing damage in Beersheba and Ashdod. Hundreds of Palestinian-Israelis protested in Jaffa over the Israeli police’s inability to protect them as violence has been escalating in the neighborhood and 1 minor was seriously injured by a firebomb on 5/14. 67 Palestinian-Israelis were reported arrested, including 52 in ‘Akka and 15 in Lydda. In Lebanon, hundreds of protesters gathered along the Blue Line to show solidarity with Palestinians in Gaza and Shaykh Jarrah. U.S. president Joe Biden spoke with both Israeli prime minister Benjamin Netanyahu and PA president Mahmoud Abbas. It was the 1st time that President Biden and President Abbas have spoken since Biden took office in January. (HA, WAFA 5/15)

U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. In the West Bank, Israeli forces seized a tractor near Jericho and assaulted its 2 Palestinian owners as they tried to prevent the seizure, leading to hospitalization of 1 and arrest of the other. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 2 with sponge grenades. 2 Palestinians were arrested during late-night raids in Hizma and al-Shuyukh. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya; during the arrest in Silwan, Israeli forces also confiscated 1 Palestinian-owned vehicle. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. UNRWA announced that it will unify its food basket system in Gaza, canceling double portions for the most vulnerable families to expand its services to another 60,000 people. The Palestinian Centre for Human Rights warned that the move will harm the poorest people in Gaza and that UNRWA needs to enhance its food program. (PCHR 2/21)

PA president Mahmoud Abbas signed a decree banning police pursuits and detentions based on “reasons related to freedom of expression and political affiliation.” The decree also said prisoners held because of political affiliation or for voicing opinions should be released. In the West Bank, Israeli settlers threw stones at Palestinian vehicles at several places in the Nablus area. Israeli forces shot and killed 1 Palestinian near Bethlehem, claiming that he threw a knife at an Israeli soldier; Israeli forces later raided his hometown Bayt Umar, leading to clashes; tear-gas related injuries were reported. Israeli forces also demolished 1 agricultural structure in al-Khadir, delivered a stop-work notice for an agricultural road east of Tubas, demolished and uprooted 3,400 olive and grape trees in Dayr Balut, and delivered demolition notices for 13 commercial structures near Jenin. Elsewhere, Israeli forces violently removed Palestinian and international activists planting olive tree saplings east of Halhul. 6 Palestinians were arrested, including 5 during raids in Nabi Saleh, Tulkarm, and Nablus; 1 was arrested by the separation barrier west of Jenin. In East Jerusalem, Israeli settlers vandalized Palestinian-owned vehicles in the Old City. 3 Palestinians were arrested during raids in Issawiyya and Silwan. At a Gulf Cooperation Council summit in Saudi Arabia, Egypt, the UAE, Bahrain, and Saudi Arabia reconciled with Qatar after a 3.5-year dispute where the quartet of countries claimed that Qatar is sponsoring terrorism, an allegation Qatar has denied. A newly elected republican congresswoman Kat Cammack (R-FL) said that she would fly an Israeli flag outside her office because Palestinian American Rashida Tlaib (D-MI) has an office next to hers. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

Tensions remain high in East Jerusalem after the widespread and deadly clashes on 7/21; 1 Palestinian is killed and 14 are injured in clashes in al-‘Izzariya, Wadi al-Juz, Issawiyya and al-Tur. Clashes also break out outside Haram al-Sharif throughout the day, but there are no serious injuries. Meanwhile, Palestinians across the city largely observe a commercial strike to commemorate the 3 Palestinians killed on 7/21. Meanwhile, Israeli forces arrest 16 Palestinians during raids in Silwan, al-Tur, and the Old City. In the West Bank, a Palestinian youth is killed when he accidentally triggers a piece of unexploded Israeli ordnance nr. Tubas. IDF troops conduct raids in Kobar, the Ramallaharea village of the Palestinian who allegedly stabbed 4 Israeli settlers at the Halamish settlement on 7/21, threatening punitive demolition of his home and sparking minor clashes (there are no serious injuries). Hundreds of settlers from Halamish set up a new outpost nr. their settlement to protest the 7/21 attack. Settlers protest and throw stones at Palestinian vehicles across the West Bank in response to the attack, damaging several cars and causing no serious injuries. Meanwhile, IDF troops arrest 25 Palestinians during late-night raids in and around Hebron, Bethlehem, Jenin, Salfit, Tubas, Qalqilya, and Nablus; and patrol throughout the day nr. Hebron. COGAT Mordechai says that Israel is “willing to examine alternatives to the metal detectors” installed at Haram al-Sharif “as long as the solution of alternative[s] ensures the prevention of the next attack.” (YA 7/22)

Sweden, France, and Egypt call for the UN Security Council (UNSC) to hold an emergency meeting to address the escalating tensions at Haram al-Sharif. UN diplomats say they will discuss the situation on 7/24. The Middle East Quartet releases a statement of concern about the “escalating tensions and violent clashes.” (WAFA 7/22; TOI 7/23)

Several hundred right-wing Israelis gather at the illegal Amona settlement outpost nr. Ramallah, anticipating the outpost’s evacuation, which was ordered to take place by 12/25. They stay in camps at the outpost through the night. Elsewhere in the West Bank, Israeli settlers demolish a Palestinian home under construction nr. Nablus overnight. IDF troops arrest 4 Palestinians and issue 2 arrest summons during raids in Jenin and nr. Hebron and Ramallah, and patrol during the day nr. Nablus and Hebron. In East Jerusalem, Israeli police arrest a Palestinian in Bayt Hanina after finding weapons in his car. Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Along Gaza’s border, Israeli forces arrest 2 Palestinians attempting to cross into Israel for work. Separately, Egyptian authorities allow 500 Muslims from Gaza to pass through the Rafah border crossing for Hajj. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. Shipments of domestic-use gas into Gaza resume after a dispute between local officials and the PA unity govt. is resolved on 12/10. All public institutions, ministries, and charities go on strike in protest of the PA unity govt.’s failure to pay civil servants. Several civil society organizations coordinate cleaning campaigns in Gaza’s hospitals, as the sanitation workers’ strike continues for a 10th day. IDF troops stationed along the border e. of al-Bureij arrest 2 Palestinians attempting to cross into Israel. In the West Bank, 1,000s of Palestinians attend the funeral of Ziad Abu Ein in Ramallah. Palestinians gathered for the funeral clash with IDF troops in al-Bireh; 19 are injured from rubber-coated metal bullets. Meanwhile, over 100 Palestinians gather in c. Hebron to protest Abu Ein’s death, leading to 2 separate clashes with IDF soldiers. There are also demonstrations in Turmus ‘Ayya. Egyptian pres. Abdel Fattah al-Sisi travels to Jordan to hold talks with Jordan’s King Abdullah. They discuss the draft UNSC res. that Jordan plans to introduce on behalf of the Palestinians before 12/25. Meanwhile, Jordan’s House of Deps. votes to cancel its 9/2014 gas agreement with U.S. company Noble Energy.
