In the West Bank, Israeli settlers raided Qarawat Bani Hassan before confronted by Palestinian residents. Israeli settlers attacked 1 Palestinian minor near Kisan, causing injuries. Elsewhere, Israeli settlers set fire to agricultural lands planted with olive trees in Jalud, causing extensive damage. Israeli forces violently dispersed Palestinian protesters commemorating Nakba Day throughout the West Bank, killing 1 Palestinian in Hebron and injuring 450, including 27 in Hebron, 29 in Qalqilya, 12 in Ramallah, 18 in Nablus, 9 in Tulkarm, 6 in Jenin, 2 in Bethlehem, and 1 in Tubas using live ammunition. 13 Palestinians were arrested, including 4 during late-night raids in Tulkarm and 9 during protests near Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 journalist and arresting 1. Israeli forces also violently dispersed Palestinian protesters in al-Tur, causing tear-gas related injuries and 1 arrest. 13 others were arrested during raids in Issawiyya, al-Tur, Silwan, and Sur Bahir. In Gaza, 17 Palestinians were killed, including 8 children, and dozens were injured, raising the comprehensive death toll since 5/10 from 136 to 153, including 41 children and 2 pregnant women. The casualties included: 10 members of the same family in an Israeli air strike in al-Shati refugee camp, including 8 children; 1 infant was found in the rubble of the house and was the only survivor of the attack; 2 in an air strike on a market in Gaza City; 1 in an air strike while driving north of Gaza City; 1 in a drone strike on agricultural lands near al-Bureij; 1, and 1 injured in an air strike on al-Bureij; 1 in an air strike while riding a motorbike in al-Maghazi; 1 Palestinian succumbed to wounds sustained in an air strike on a car wash al-Zawaideh. Israel also demolished al-Jalaa tower, a 12-story building in Gaza City hosting the offices of AP, Al Jazeera, and other international media outlets along with residential apartments; Israel claimed that it also housed Hamas and Islamic Jihad in Palestine intelligence offices, saying that made it a legitimate target; residents and workers were given 1 hour to evacuate the building. AP said their reporting capabilities in Gaza were significantly reduced while Al Jazeera called it a war crime and an act to stop reporting. Air strikes also demolished the home of senior Hamas official Khalil al-Hayya and severely damaged the 14-story tower al-Qahira and the 12-story tower al-Andalus in Gaza City. Shelling from land and sea also caused significant damage and injuries in Khan Yunis and Bayt Hanun. Egypt sent 10 ambulances to Gaza to pick up injured Palestinians for treatment at Egyptian hospitals. In Israel, 1 Israeli was killed by a rocket fired from Gaza in Ramat Gan, raising the Israeli death toll to 10. 6 buildings were also damaged in Ramat Gan. Rockets were also fired at Beersheba, Ashkelon, and Ashdod from Gaza, causing damage in Beersheba and Ashdod. Hundreds of Palestinian-Israelis protested in Jaffa over the Israeli police’s inability to protect them as violence has been escalating in the neighborhood and 1 minor was seriously injured by a firebomb on 5/14. 67 Palestinian-Israelis were reported arrested, including 52 in ‘Akka and 15 in Lydda. In Lebanon, hundreds of protesters gathered along the Blue Line to show solidarity with Palestinians in Gaza and Shaykh Jarrah. U.S. chair of the senate foreign relations committee Bob Menendez (D-NJ) said, after Israel demolished the building housing the offices of AP and Al Jazeera, that he was “deeply troubled by reports of Israeli military actions that resulted in the death of innocent civilians in Gaza as well as Israeli targeting of buildings housing international media outlets.” Menendez is known as 1 of the staunchest supports of Israel among the senate Democrats. In the West Bank, Israeli settlers threw stones at cars traveling near Burqa, leading to clashes between Israeli forces and Palestinians confronting the Israeli settlers. Israeli settlers also physically assaulted 2 Palestinians near al-Ibrahimi Mosque. Israeli forces razed Palestinian-owned land planted with almond trees west of Ramallah. Israeli forces also razed land in Bruqin and Nil‘in. 6 Palestinians were arrested, including 3 during raids in Jenin refugee camp and Hebron, and 3 at a checkpoint near Jit. In East Jerusalem, Israeli settlers attacked 2 Palestinian minors in Issawiyya; no serious physical injuries were reported. Israeli forces violently dispersed protests in Bayt Hanina, leading to clashes, and arrested 4 Palestinians. Israeli forces also briefly dispersed Palestinians celebrating by the Damascus Gate but allowed the celebrations to carry on shortly after. 2 Palestinians were charged with hate crimes after throwing coffee on an Israeli settler and putting a video of the incident on social media on 4/22. In Gaza, Israel closed the Gaza fishing zone, citing 3 days of rocket fire toward Israel; Israel claimed that 4 Israelis were injured due to the rocket fire, all from tripping while seeking shelter. Israeli forces violently dispersed Palestinians protesting at the Gaza fence for the 3d day in a row, leading to tear-gas related injuries. 2 Palestinians were arrested for crossing into Israel. The PA announced it will build a new city near Jericho, to be named Sama Qarantal. The city will accommodate between 15,000 and 20,000 people. (WAFA 4/26)

2 Egyptian officials said they had been briefed that PA president Mahmoud Abbas will postpone the Palestinian elections this week, citing Israeli unwillingness to let Palestinians in East Jerusalem partake in the elections. Israeli member of Knesset, former minister, and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich threatened that “Arabs are citizens of Israel, for now at least, and they have representatives at the Knesset, for now at least” during a party meeting. Smotrich further said that Palestinian-Israelis can only be “legitimate partners” if they accept Israel as a Jewish state. (HA 4/26)

In the West Bank, Israeli settlers vandalized 70 olive trees in al-Walaja. Israeli forces arrested 2 Palestinian children aged 6 and 8 in Hizma and 2 others during late-night raids in Rummana and Idha. In East Jerusalem, Israeli authorities delivered 1 demolition notice for a 2-story apartment building in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In Gaza, Palestinians protested outside UNRWA offices in 8 refugee camps after UNRWA announced cuts in food aid. It was reported that the PA had delivered a letter for U.S. president Joe Biden to his deputy assistant secretary for Israeli and Palestinian affairs Hady Amr saying that all Palestinian factions, including Hamas, are committed to a 2-state solution on the 1967 borders with East Jerusalem as the capital of Palestine. Israel also reported that a large oil spill off the coast of Gaza and Israel led to the deaths of sea creatures, including sea turtles and whales. Israeli forces punitively demolished 1 house by explosion in Tura belonging to the family of 1 Palestinian accused of killing 1 Israeli settler on 12/21/2020, displacing a family of 6, including 4 children; clashes erupted during the demolition, leading to the hospitalization of 1 elderly Palestinian who suffered tear gas inhalation and damage from the explosion was reported at 4 other houses in the vicinity. Israeli forces also delivered stop-work notices for 11 houses and 1 playground in Yasuf. Elsewhere, Israeli forces shot and injured 1 Palestinian trying to enter Israel for work by the separation barrier near Barta‘a. Israeli forces also seized 1 residential tent in Khirbet al-Rakiz, 1 tent near Susiya, and 1 tent used as a health care unit east of Yatta. After a relatively calm day in Gaza, the Israeli Air Force (IAF) conducts dozens of air strikes on Hamas sites near Rafah and Khan Yunis late at night, causing extensive damage. The IDF says that the strikes were retaliation for previously unreported incendiary balloons launched into southern Israel earlier in the day. A senior Palestinian official says that the IAF has destroyed 30 residential buildings and damaged at least 500 others since the recent campaign of air strikes began on 3/25. After the air strikes resume, unidentified Gazans fire a projectile into southern Israel, causing no damage or injuries. Meanwhile, hundreds of Palestinians gather along the border fence near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return. A number of protesters sneak across the border fence and set fire to an IDF post before returning to Gaza. IDF troops violently disperse the demonstrations, injuring 1 Palestinian minor. In the West Bank, Israeli settlers attempt to enter 2 Palestinian elementary schools in Tuqu‘ village near Bethlehem. Palestinian teachers and staff block them, but they are forced to dismiss their students early. A senior Israeli official says that despite the reports of an Egypt- and UN-brokered cease-fire late last night, the Israeli assault on Gaza that began on 3/25 is “not over.” The official also says that the IDF struck “very harsh blows” on Hamas. “We’re ready to deal even more.” Separately, Palestinian sources in Gaza say that the Israelis are demanding an end to all resistance activities along the border fence, including the planned Great March of Return protest this Friday, in exchange for a cease-fire. Unidentified Palestinians fire a rocket from Gaza into southern Israel overnight, and Israel’s Iron Dome missile defense system intercepts it near Ashqelon. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

In the West Bank, IDF troops conduct raids in Bayt Rima nr. Ramallah, confiscating 1 car and sparking minor clashes with stonethrowing Palestinian youths; there are no serious injuries. The Gaza Electricity Distribution Company announces that Egyptian power lines feeding s. Gaza were damaged during the 7/7 clashes in n. Sinai, exacerbating the ongoing electricity crisis across the region. Meanwhile, the Hamas-run energy authority in Gaza reports that the PA recently “stopped all the financial transaction through Palestinian banks to Egypt to buy fuel,” which halts fuel delivery from Egypt on 7/6. A PA spokesperson does not comment on the energy authority’s report of blocked payments except to say, “the main reason for the worsening situation in Gaza is Hamas as they rejected [PA pres. Several hundred right-wing Israelis gather at the illegal Amona settlement outpost nr. Ramallah, anticipating the outpost’s evacuation, which was ordered to take place by 12/25. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. Fatah spokesperson Ahmad Assaf responds to reports of Hamas conducting long-term cease-fire negotiations with Israel, saying “Hamas aims, through these talks, to dedicate its rule to the Gaza Strip, protect its leaders and stick to the instructions of its regional donors, even if at the expense of the Palestinian cause, national unity and suffering of Gazans.” PA pres. Abbas says, “I can confidently say that there are direct negotiations between Hamas and Israel aimed at establishing a state in [the] Gaza region.” Hamas dep. chief Abu Marzuq responds to the comments, saying that Hamas wants “a state not just in Gaza, but in all of Palestine” and that Hamas is not coordinating with Israel on the formation of a state in Gaza. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages.
