In the West Bank, Israeli settlers open fire at Palestinian homes, uproot 10 olive trees, and bring their livestock to graze on farmland in Badia Umm Qissa in the Massafer Yatta area. Israeli settlers also place mobile homes on Palestinian-owned land in Wadi Rahal. Israeli forces raid 2 printing houses in Ramallah and Beitunia, destroying equipment. Israeli forces also issue a notice that Israel will seize 18 dunams (4.5 acres) of land in Deir Dibwan. Elsewhere, Israeli forces erect a metal gate at the entrance to Burin, obstructing movement to the village. Israeli forces arrest 20 Palestinians during late-night raids in and around Tulkarm, Bethlehem, Hebron, Nablus, and Jenin. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli forces demolish a Palestinian-owned parking lot located next to the Yusufiya Cemetery at the walls of the Old City. Israeli forces also storm the Nasser Hospital in Khan Yunis after besieging it for 25 days. 1 Israeli soldier is killed in combat. More than 28,663 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 68,396 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 389 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,499 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 230 Israeli soldiers have been killed and 1,361 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. Hamas denies Israeli claims that it has a presence at the Nasser Hospital in Khan Yunis, saying on several occasions it has asked international organizations to inspect hospitals to debunk the Israeli claims that it uses them. President Joe Biden speaks with Israeli prime minister Benjamin Netanyahu, telling him that Israel should not proceed with plans to invade Rafah “without a credible and executable plan for ensuring the safety of and support for the civilians.” In a tweet on X, Netanyahu says Israel “continue[s] to oppose the unilateral recognition of a Palestinians state.” U.S. National Security Council spokesperson John Kirby tells reporters “I wish I could tell you that flour was moving [into Gaza] but I cannot do that right now.” During a phone call, UK prime minister Rishi Sunak urges Netanyahu to fully open the Karem Abu Salem (Kerem Shalom) crossing to allow more aid to enter. Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 1 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron, assaulting 1 and firing tear gas. Elsewhere, Israeli forces prevented students and teachers from reaching 27 schools in the Masafer Yatta area. Israeli forces also closed the Ibrahimi Mosque to Muslim worshippers, citing the Jewish celebration of Sukkot. Meanwhile, Israeli forces erected dirt mounts on 3 roads leading to Sabastia and its Roman ruins, preventing Palestinian travel. In the West Bank, 1 Palestinian man, described as a bystander, was killed during an exchange of fire between Palestinian militants and PA forces in Tulkarm. Palestinian militants threw an explosive device at Israeli soldiers who were escorting Israeli settlers to Joseph’s Tomb in Nablus, injuring 4. Israeli settlers assaulted 1 Palestinian man in Khirbet Umm Zuqah in the Jordan Valley. Israeli forces shot and injured 1 Palestinian man before arresting him, claiming he had attempted to ram Israeli soldiers near Hebron; his father at their home in Karma. Israeli forces also violently dispersed Palestinians in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces demolished an agricultural structure in Khirbet Tiba. 14 Palestinians were arrested during late-night raids in Jericho, Tulkarm, and Ramallah. In East Jerusalem, an Israeli settler shot and killed 1 Palestinian minor in Bab a-Zahara, claiming he had stabbed 1 Israeli soldier. Israel denied the director of the Bisan Center for Research and Development, Ubai Aboudi, exit to Jordan via the Allenby crossing, summoning him for questioning. UNRWA made an appeal for $15.5 million to rebuild infrastructure, provide new schooling locations, and give cash assistance to Palestinian refugees who were displaced due to the fighting in Ain al-Hilweh refugee camp in Lebanon earlier this month. (AP 8/30)

Axios reported that the PA has provided Saudi Arabia with a list of possible deliverables in exchange for not opposing Saudi-Israeli normalization. PLO secretary-general Hussein al-Sheikh was reported to have given Saudi national security advisor Musaed bin Mohammed al-Aiban the list 3 months ago. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. In the West Bank, Israeli settlers attacked Palestinian herders in al-Thaala in the Masafer Yatta area, forcing them to leave their pastures. Israeli forces shot and killed 1 Palestinian and wounded 2 others with live ammunition and 170 with tear gas during a punitive demolition raid in Nablus. The Israeli forces demolished the family home of 1 Palestinian accused of having killed an Israeli soldier in October 2022. Israeli forces also raided Ya’bad, razing a road, damaging 2 vehicles, and raiding the Electricity Authority building. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Bayt Jala. Israeli forces also demolished 8 residential structures east of Tubas, displacing 16. In East Jerusalem, an Israeli settler threw stones at the Cenacle Christian site, damaging windows. PA president Mahmoud Abbas met with Chinese prime minister Li Qiang in Beijing. At the end of Abbas’ 4-day trip, the PA and China issued a joint statement where the PA supported China’s treatment of its Muslim minority in Xinjiang, which has been severely condemned by human rights organizations. A conference on spitting attacks by Jewish people on Christians in the Old City organized by the Center for the Study of Relations Between Jews, Christians, and Muslims at the Open University of Israel was forced to change its venue from the Tower of David Museum in the Old City of Jerusalem after pressure from the Israeli-run municipality, including from the mayor’s office. Jerusalem deputy mayor Arieh King called the conference “anti-Semitic.” Officials from the Israeli Foreign Ministry and Jerusalem municipality were invited to attend the conference but refused. A CNN investigation confirmed Palestinian eyewitness accounts that Israeli forces did not intervene to protect Palestinians from the Israeli settler pogrom in Huwwara on 2/26. An Israeli soldier told CNN that he and the other soldiers knew of the threat posed by the Israeli settlers but chose not to intervene and instead allowed the settlers to enter Huwwara. The CNN investigation also said that Israeli soldiers only intervened to prevent Palestinian residents from trying to repel the settler attack. (CNN, HA 6/15)

Elsewhere, Israeli settlers vandalized some 40 olive tree saplings in al-Khader. Israeli forces shot and killed 2 Palestinians and injured 1 other during a late-night raid in Jalazun refugee camp. Israel claimed the 3 attempted to ram Israeli soldiers with a car, but this was disputed by Palestinians present at the scene. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. Elsewhere, Israeli forces demolished 1 house and 2 storage facilities in al-Rifaya in the Masafer Yatta area, 1 house in Beit Einun, displacing 11, and 1 house near Jabal Johar, displacing 8. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw. 1 Palestinian cancer patient died in Gaza while waiting to obtain a permit from Israel to travel to East Jerusalem for treatment. The man is the 6th Palestinian in Gaza to die of cancer this year while waiting for Israeli permission to travel for treatment. (PCHR 9/21)

A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. In the West Bank, Israeli settlers destroyed a memorial for 1 Palestinian rights activist who was killed by Israeli forces on 1/5 in Umm al-Khair. Israeli settlers also assaulted 1 Palestinian farmer in Kisan. Israeli forces shot and killed 1 Palestinian man and injured 3 by live ammunition and 2 with baton rounds during a raid in Halhul. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Nablus. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Jenin refugee camp. Israeli forces also raided Jayyus, injuring 1 Palestinian with live ammunition and confiscating 1 bulldozer. Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. In an interview with the Jerusalem Post, Israeli prime minister Naftali Bennett reiterated his opposition to a Palestinian state, saying, “I think it would be a terrible mistake to create a Palestinian diplomatic entity in our land.” Prime Minister Bennett said he would not prevent his ministers from meeting with Palestinian representatives, as long as they did not talk diplomacy. Bennett also said that he had rejected U.S. pressure to reopen the U.S. consulate to Palestinians in Jerusalem. The PA condemned Bennett for rejecting negotiations with the PA. In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 3 others during a late-night raid in Nablus, Israel claimed that explosives had been thrown at the Israeli forces as they raided the city; no Israeli was injured during the raid; the PA condemned the killing. 23 Palestinians were arrested, including 1 at the Allenby Bridge and 22 during raids in Beitunia, Bayt Liqya, Ramallah, al-Bireh, al-Eizariya, Hebron, al-Arroub refugee camp, Qarawat Bani Hassan, Bidya, Ras al-Ain, Jamma‘in, and Qalqilya. In East Jerusalem, the Israeli municipality began razing land seized from 4 Palestinian families in Sheikh Jarrah, which served as a parking lot and car wash in preparation for construction of a settler park. 5 Palestinians were arrested during late-night raids in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. Haaretz reported that the Custodian General’s unit in the Israeli Justice Ministry is exploring plans to build 5 Jewish settlements in East Jerusalem: 1 in Sheikh Jarrah, 1 near the Damascus Gate, 1 in Sur Baher, 1 in Bayt Hanina, and 2 in Bayt Safafa. The Custodian General manages private property claimed by Israel to have unknown owners. Most of the properties managed by the Custodian General are in East Jerusalem. (HA, MEE 12/13)

Israel’s public security minister Omer Bar-Lev told Undersecretary Victoria Nuland that he views settler violence “severely” and is taking action against it. Public Security Minister Bar-Lev’s comments drew the ire of Israeli politicians in his coalition and further right, who said that there is no issue with Israeli settler violence toward Palestinians. In the West Bank, the prominent critic of the PA, Nizar Banat, died at a hospital after being arrested by PA forces in his home in Dura; the family of Banat said he was brutally beaten by 20 PA officers. Banat was a candidate for the Liberation and Dignity party before the PA canceled the elections scheduled for 5/22. The PA said it would open an investigation into how Banat died. Protests against the PA broke out in several places in the West Bank and PA forces violently dispersed the protesters using tear gas and batons. Israeli forces violently dispersed Palestinians protesting against the Evyatar settlement outpost near Beita, injuring 1 with live ammunition. Israeli forces arrested 11 Palestinians during late-night raids in and around Nablus, Hebron, Salfit, and Bethlehem. In East Jerusalem, 7 Palestinians were arrested in Shaykh Jarrah and the Old City. The New York Times released a visual investigation of the killing of 44 Palestinians in Gaza by the Israeli military on 5/16. The investigation showed how the Israeli military used U.S.-manufactured munitions to strike civilian targets in the Rimal area of Gaza City. The investigation also said that Israel’s claim that it had sought to bomb an underground military facility in the heavily populated area was unsubstantiated and that Israel made no effort to warn the Palestinians living in the area that it would attack the alleged underground military facility. 73 House Democrats led by Gerry Connolly (D-VA), Peter Welch (D-VT), and Jan Schakowsky (D-IL) urged the Biden administration to formally withdraw from the Trump administration’s peace plan, reopen the U.S. consulate in Jerusalem, restate that settlements are inconsistent with international law, and oppose expulsions of Palestinians from their homes. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. U.S. secretary of state Antony Blinken landed in Tel Aviv for meetings with Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and defense minister Benny Gantz. Later in the day, Secretary Blinken met with PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh in Ramallah, as well as Palestinian activists at the offices of AMIDEAST. At a press conference with Prime Minister Netanyahu, Blinken reiterated the Biden administration’s support for Israel’s “right to defend itself” and said that the U.S. will help rebuild Gaza while preventing Hamas from benefiting from any U.S. aid. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. The Trump administration closed the consulate and merged it with the Israeli embassy after it was moved to Jerusalem. Blinken also said that the Biden administration is asking Congress to approve $75 million in aid to Gaza and another $30 million to UNRWA. U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The U.S. state department issued new guidelines of how to refer to products produced in Gaza and the West Bank as secretary of state Mike Pompeo was visiting Israel and Israeli settlements in the West Bank. Under the new guidelines, products imported to the U.S. from Area C of the West Bank would have to be labeled “Made in Israel.” Products can no longer be labeled “Made in West Bank/Gaza,” so products made in Gaza should be labeled “product of Gaza” and products made in Area A and B of the West Bank should be labeled “product of West Bank.” In a statement by Secretary Pompeo, he said that the U.S. is adhering to a “reality-based” approach, which would indicate that the new guidelines are a way for the U.S. administration to recognize Israel’s annexation of Area C. The statement also stipulated that “Gaza and the West Bank are politically and administratively separate and should be treated accordingly.” Secretary Pompeo also made another policy announcement during a press conference with Israeli prime minister Benjamin Netanyahu. At the press conference, Pompeo announced that the State Department regards the Boycott, Divestment and Sanctions (BDS) movement as anti-Semitic and that the U.S. would start identifying organizations that support BDS to penalize them. The BDS movement released a statement reiterating that it rejects “all forms of racism, including anti-Jewish racism” and said it would resist “these McCarthyite attempts to intimidate and bully Palestinian, Israeli and international human rights defenders into accepting Israeli apartheid and settler-colonialism as fate.” The American Civil Liberties Union responded to Pompeo’s announcement that “[c]riticism of Israel, or any government, is fully protected by the First Amendment. Threatening to block government funds to groups that criticize Israel is blatantly unconstitutional.” Secretary Pompeo also visited the Israeli-occupied Golan Heights and was the 1st secretary of state to do so. Pompeo’s visit to Israeli settlements in the West Bank was also a 1st for a U.S. secretary of state. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . In East Jerusalem, Israeli forces raided a Palestinian school in the Old City, alleging that the PA operates inside of the school; Israeli forces confiscated files from the building, raided and shut down Palestine TV’s office in East Jerusalem and banned it from operating for 6 months, and similarly raided and shut down for 6 months the Education and High Education Directorate in Jerusalem. 1 journalist from Palestine TV was summoned for interrogation and the head of the Education and Higher Education Directorate in Jerusalem was arrested. An Israeli border police officer was indicted for shooting a Palestinian in the back using a rubber-coated bullet at a checkpoint in the West Bank near Jerusalem “for the fun of it” on 5/25/2018. A video of the incident shows that he was slowly walking away from the officer with his hands in the air as she shot him in the back. The officer was charged with battery, hasty and negligent handling of a weapon, and obstruction of justice. (HA 11/21)

In the West Bank, Israeli forces sealed off ‘Azun east of Qalqilya. Israeli forces also demolished and confiscated a barrack and confiscated a welding machine and other tools in Dura near Hebron. Israeli forces arrested 21 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, and Bethlehem. Israeli settlers with military escort performed religious rituals and prayers at Joseph’s Tomb near Nablus, leading to confrontations with local residents suffering tear gas inhalation. In East Jerusalem, Israeli forces handed demolition orders for several structures to Palestinians in Issawiyya. In the West Bank, Israeli settlers slashed the tires of 2 Palestinian-owned vehicles and sprayed racist graffiti on the walls of a mosque, a clinic, and residential structures in ‘Ayn Bus near Nablus. It was reported that the settlers were from the Yitzhar settlement. Israeli forces razed 1.2 acres of Palestinian-owned land in Asira near Nablus to expand an Israeli military camp. In East Jerusalem, Israeli forces arrested 3 employees from the Islamic Waqf in the Old City of Jerusalem. In Gaza, for the 2d day in a row, a rocket exchange unfolded in Gaza after Israeli forces said that a rocket from Gaza had hit a building in Sderot, causing damage but no injuries. In Hebron, a Palestinian man was rushed to a hospital after being shot in the face by Israeli forces. The teacher and janitor were taken to a hospital for treatment. Israeli forces also halted construction of a road west of Yatta near Hebron. South of Bethlehem, a Palestinian was hospitalized after an Israeli settler rammed his car. In East Jerusalem, 2 Palestinians were injured and 3 arrested by Israeli police after a confrontation with Israeli settlers. Israeli settlers also sealed the door to the Shaykh Makki Mosque in the Old City for a 3d time (2 previous sealings happened in March). An Israeli court released 5 Palestinians who had been detained since March but banned them from returning to their homes in Silwan for 30 days. In a White House statement, President Trump announced that the U.S had decided to designate Iran’s Islamic Revolutionary Guard Corps as a foreign terrorist organization. In the West Bank, armed Palestinians open fire on IDF troops setting up a mobile checkpoint outside the Ofra settlement, killing 2 soldiers and critically injuring 2 more. After the shooting, the IDF shuts down all roads leading into Ramallah and conducts extensive raids in the area searching for the assailants; 40 Palestinians are arrested. Meanwhile, IDF troops shoot and kill a Palestinian driver after he allegedly rams a group of Israelis outside al-Bireh, lightly injuring 1. Some Palestinian witnesses say that the initial collision appeared to be an accident. Amid an uptick in Israeli violence against Palestinians in the West Bank, PA president Mahmoud Abbas accuses Israel of creating a climate of incitement through repeated incursions into major Palestinian cities. “Our constant policy is to reject violence, incursions and settlers’ terror and that incitement should stop and not to create an atmosphere that contributes to the aggravation of the situation.” Israeli prime minister Benjamin Netanyahu, for his part, announces plans to promote the retroactive authorization of thousands of Israeli settler homes in the West Bank, the construction of 82 new homes in the Ofra settlement, and the establishment of 2 new settlement industrial zones in response to the violence. “They are thinking of uprooting us from our land, but they will not succeed,” he says. Czech president Milos Zeman formally inaugurates the new Czech House, a cultural center in Jerusalem that he has described as the “first step” toward moving the Czech embassy in Israel to Jerusalem. Unidentified Palestinians launch 2 rockets toward southern Israel from Gaza; 1 hits an Israeli home in Beersheba, causing major damage, and the other lands in the Mediterranean Sea. Israeli aircraft then conduct approximately 20 air strikes on sites across Gaza, killing 1 Palestinian, injuring at least 7, and causing extensive damage. Hours after the exchange, there are reports “intensive” Egyptian mediation efforts and a temporary cease-fire agreement. In a joint statement, Hamas and Islamic Jihad in Palestine appear to disavow the rocket fire: “We welcome the Egyptian effort to fulfill the Palestinian people's demand to remove the [Israeli] siege, and reject any irresponsible attempts meant to incite and sabotage the effort.” The Israeli authorities reject their statement, arguing that only Hamas has access to rockets with sufficient range to strike Beersheba. Hours after the exchange of rocket fire and air strikes in Gaza overnight, Israeli defense minister Avigdor Lieberman orders the Kerem Shalom and Erez border crossings into Gaza closed indefinitely and the fishing zone off Gaza’s coast reduced to 3 nautical miles. In the evening, Israel’s security cabinet convenes for 5 hours to discuss the situation in Gaza. They agree to impose new “rules of the game” on the weekly protests along Gaza’s border that have been held every Friday since 3/30/18, which are widely referred to as the Great March of Return. The cabinet instructs the IDF to gradually toughen its response to Palestinian attempts to damage or cross Gaza’s border fence, including incendiary balloons and kites. The new policy is reportedly based on a zero-tolerance approach. There are no further details as the cabinet agrees not to discuss the policy with the media. The Israeli forces sporadically clash with Palestinian and international solidarity activists in the village; 4 protesters are injured and 1 is arrested. ICC chief prosecutor Fatou Bensouda says that Israel’s planned evacuation and demolition of the Jerusalem-area Bedouin village Khan al-Ahmar could constitute a war crime. “Extensive destruction of property without military necessity and population transfers in an occupied territory constitute war crimes [under the Rome Statute],” she says. “I will not hesitate to take any appropriate action within the framework of my authority according to the Rome Statute.” (HA, JP 10/17)

The UN General Assembly votes to confirm the State of Palestine’s status as next chair of the Group of 77 and China, with 146 votes in favor, 15 abstentions, and 3 opposed (Australia, Israel, and the U.S.). The Group of 77 and China is a group of developing countries who work together at the UN to promote their collective economic interests. It is so called because it had 77 members when it was founded and because China participates but does not consider itself a member. Approximately 1,500 right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 20 Palestinians are injured, including 2 journalists. Elsewhere in the West Bank, IDF troops raid a Palestinian boys school near Nablus, sparking minor clashes; there are no reported injuries. They also arrest 3 Palestinians during raids in Qalqilya; and patrol near Hebron and Tulkarm. Separately, PA security forces arrest dozens of Hamas affiliates during raids across the West Bank. The raids come one day after Hamas security forces summoned dozens of Fatah members for interrogation in Gaza. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" He also calls on Hamas to implement their 12/7/17 reconciliation agreement and give up control of Gaza to the PA. In response, Hamas releases a statement calling Abbas’s speech a “declaration of failure” on the stalled Palestinian reconciliation process. Jordan’s Foreign Minister Ayman Safadi says that Germany, Sweden, the EU, Japan, and Turkey, as well as a number of other countries, collectively pledged $118 million to UNRWA at a meeting on the sidelines of the UN General Assembly in New York City this week. Meanwhile, the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, meets in New York to discuss an proposed humanitarian aid package for Gaza. With the Church of the Holy Sepulchre in the Old City of Jerusalem closed in protest for a 3d day, Israeli PM Netanyahu’s office releases a statement announcing the freeze of a recent Jerusalem Municipality program to collect taxes on church-owned property not directly used for worship as well as a new bill percolating in the Knesset that church leaders say would allow the government to take over church properties leased to private companies. Netanyahu says that he plans to appoint a “professional team” to find a resolution to the taxation issue. After the announcement, church officials say they will reopen on 2/28.
