In the West Bank, a Palestinian youth is killed when he accidentally triggers a piece of unexploded Israeli ordnance nr. Tubas. IDF troops conduct raids in Kobar, the Ramallaharea village of the Palestinian who allegedly stabbed 4 Israeli settlers at the Halamish settlement on 7/21, threatening punitive demolition of his home and sparking minor clashes (there are no serious injuries). Hundreds of settlers from Halamish set up a new outpost nr. their settlement to protest the 7/21 attack. Settlers protest and throw stones at Palestinian vehicles across the West Bank in response to the attack, damaging several cars and causing no serious injuries. Meanwhile, IDF troops arrest 25 Palestinians during late-night raids in and around Hebron, Bethlehem, Jenin, Salfit, Tubas, Qalqilya, and Nablus; and patrol throughout the day nr. Hebron. COGAT Mordechai says that Israel is “willing to examine alternatives to the metal detectors” installed at Haram al-Sharif “as long as the solution of alternative[s] ensures the prevention of the next attack.” (YA 7/22)

Sweden, France, and Egypt call for the UN Security Council (UNSC) to hold an emergency meeting to address the escalating tensions at Haram al-Sharif. UN diplomats say they will discuss the situation on 7/24. The Middle East Quartet releases a statement of concern about the “escalating tensions and violent clashes.” (WAFA 7/22; TOI 7/23)

After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. Separately, a White House spokesperson says that the U.S. is “very concerned” about the situation and calls on “the State of Israel and the Hashemite Kingdom of Jordan to make a good faith effort to reduce tensions and to find a solution that assures public safety and the security of the site and maintains the status quo.” (TOI 7/19; SA, TOI 7/20)

In its latest effort to pressure Hamas into giving up control of the region, the PA sends 6,145 of its employees in Gaza into early retirement. A PA spokesperson says that the move and any “previous procedures and any possible future procedures in this regard” are only temporary, and that the PA cabinet has agreed to roll back all of them if Hamas “retracted” its moves against the PA. The PA cabinet approves the formation of the National Team for the Demarcation of Palestine’s Maritime Border to work with neighboring countries to clarify Palestine’s maritime borders. In 2015, Palestine became a mbr. of the UN Convention on the Law of the Sea. (WAFA 7/4)

The UN Educational, Scientific and Cultural Organization’s (UNESCO) World Heritage Comm. passes a Palestinian-backed res. retaining the Old City of Jerusalem on the comm.’s List of World Heritage in Danger and condemning “the failure of the Israeli occupying authorities to cease the persistent excavations, tunneling, works, projects, and other illegal practices in East Jerusalem, particularly in and around the Old City of Jerusalem”. Israeli forces shoot and kill a Palestinian youth in the Old City of Jerusalem after she allegedly attempts to stab an Israeli police officer at Damascus Gate, causing no injuries. Palestinian witnesses say that she did not pose a threat to the police, and that she was “executed in cold blood.” Elsewhere in East Jerusalem, the Israeli police open a new station in Shu‘fat r.c. It’s the first of 5 new stations planned across East Jerusalem as part of the NIS 1 b. plan to increase security announced in 8/2016 (see JPS 46 [1]). The IPS releases footage, taken on 4/27 and 5/5, purportedly showing Marwan Barghouti eating cookies and candy in his prison cell. Barghouti, the Fatah leader who organized the Dignity Strike, is currently being held at Kishon Prison. Some IPS sources say that they provided him with the food to see if they could get him to break his strike. Barghouti’s lawyer and various Palestinian leaders dismiss the videos as forgeries. Israel’s Ministerial Comm. for Legislation approves a new version of the so-called nation-state bill, which would cancel Arabic’s status as an “official language” of Israel and codify Israel’s status as the “national home of the Jewish people”. Disagreements over previous drafts of this bill led to the dissolution of the Knesset and national elections in 3/2015 (see JPS 44 [3, 4]). Unlike earlier drafts, the version approved today does not subordinate Israel’s democracy to its Jewish character. (HA, JP, TOI 5/7)

Palestinian witnesses say that the police could have apprehended the assailant without killing him. The Israeli police then shut down the entrances to the Old City, sparking clashes with Palestinian youths; 2 Palestinians are injured, 1 is arrested, and several shop owners are issued arrest summons. Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands nr. Rafah, causing no damage or injuries. In the West Bank, Israeli forces raze 15 dunams (approx. 4 acres) of Palestinian-owned land nr. Bethlehem to clear space for the expansion of settlement infrastructure in the area. Israeli PM Netanyahu instructs the Foreign Ministry to reduce by $2 m. the amount of funds Israel transfers annually to the UN in response to “hostile proposals concerning Israel adopted by the UNHRC [on 3/24],” according to a Foreign Ministry spokesperson. In the West Bank, hundreds of Palestinians gather in Ramallah to protest the PASF’s violent assault on protesters on 3/12, and to call for PA pres. The Popular Front for the Liberation of Palestine (PFLP) announces that it will not be participating in the municipal elections set for 5/13 in protest of the PA’s repression of demonstrations against security coordination on 3/12. Meanwhile, a PA spokesperson announces that Ramallah’s chief of police Abd al-Latif al-Qaddumi has resigned, but denies that his resignation is coming as a result of the 3/12 protests against PA security coordination with Israel, which were held outside a court in Ramallah and violently dispersed by PA security forces. Jason Greenblatt, U.S. pres. Trump’s special representative for international negotiations, meets with Israeli PM Netanyahu in Jerusalem for 5 hours. According to a joint statement, they discussed settlements “in the hope of working out an approach that is consistent with the goal of advancing peace and security.” Later, Greenblatt meets with senior Palestinian officials in Ramallah, who tell him they are interested in the Trump admin. presenting its own plan for a peace deal. Israel’s Knesset passes a law barring foreign nationals who call for economic, cultural, or academic boycotts of Israel or “area under its control,” such as Israel’s settlements in the occupied Palestinian territories (oPt), from receiving entry visas or residency rights. The interior minister is granted the right to make exceptions on a case-by-case basis. (HA, JP, NYT 3/7)

IDF troops conduct raids in al-Duha village nr. Bethlehem, issuing arrest summons to 2 Palestinians and sparking clashes with stonethrowing youths; there are no serious injuries. The Tel Aviv military court sentences Elor Azariya, the IDF soldier who killed an injured Palestinian execution-style on 3/24/2016 in c. Hebron, to 18 mos. in prison, the minimum sentence allowed under his 1/4/2017 conviction on charges of manslaughter, and also demotes him to the rank of private. (HA, JP, MNA, NYT, TOI 2/21)

An Israeli stabs and injures 2 Palestinian street cleaners in Beersheba in the morning. The police say the motive behind the attack was “criminal” and do not offer further details. In the West Bank, IDF troops deliver stop-work orders to 16 Palestinian buildings under construction in the n. Jordan Valley. They also arrest 7 Palestinians during arrest raids in and around Qalqilya and Hebron, and patrol nr. Nablus, Ramallah, and Hebron. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 9 Palestinians during late-night raids in Jabal Mukabir, the Old City, and Issawiyya. A Palestinian family demolishes their own store in the Old City to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Rafah, causing no injuries or damage. Along Gaza’s border, a fighter with the Democratic Front for the Liberation of Palestine (DFLP) is injured by shrapnel from an Israeli artillery shell, according to the DFLP. Israel’s High Court of Justice delays by 1 mo. the demolition of 9 buildings in the Ofra settlement nr. Ramallah. The demolition was set to go forward by 2/8, but the court relented, arguing that a demolition this mo. would put undue burden on the residents, and promising to evacuate them peacefully in exchange for the delay. IDF troops shoot and kill a Palestinian driver after he allegedly rams his vehicle into a bus stop outside a settlement nr. Ramallah. The IDF later claims a knife was found on the driver. Elsewhere in the West Bank, Israeli forces exchange fire with a group of Palestinians nr. Ramallah; 1 Palestinian is injured. It’s unclear how the exchange started. They also demolish Palestinian sheds and an animal barn nr. Jericho. IDF troops patrol in ‘Askar r.c. nr. Nablus late at night, sparking minor clashes with stone-throwing Palestinians; 2 Palestinians are injured. They also arrest 6 Palestinians and confiscate 1 computer during late-night raids nr.
