In the West Bank, Israeli settlers assault 2 Palestinians during a raid in al-Rakiz in the Masafer Yatta area. Israeli settlers also attempt setting fire to property in Burqa but are chased away by Palestinians. Israeli forces shoot and kill a Palestinian man during a raid in Silat al-Harithiya. Israeli forces also shoot and injure a Palestinian child at the Qalandia checkpoint. Elsewhere, Israeli forces arrest 3 Palestinians during late-night raids in Beita and Awarta. 7 Israeli soldiers are injured in an attack outside of the Homesh settlement outpost. In East Jerusalem, Israeli forces assault Palestinians at the Haram al-Sharif compound. Israeli forces also close much of the Old City to restrict movement during the annual settler marathon. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Dayr al-Balah, Jabalia refugee camp, and Gaza City, killing at least 78 people. 5 Palestinians are killed and others injured when they are hit by an airdropped aid parcel after the parachute did not open in Shati’ refugee camp. 3 children die of starvation at al-Shifa Hospital, bringing the death toll from starvation to at least 23 people. An Israeli soldier is killed in combat. In Lebanon, Hezbollah attacks 5 Israeli sites near Kafrchouba and Jal al-Alam. Israeli forces attack Marwahin and Ayta ash Shab. More than 30,878 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,402 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 417 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 246 Israeli soldiers have been killed and 1,469 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 236 trucks carrying aid enter Gaza. UN high commissioner for human rights Volker Turk says 2023 set a record for the most new Israeli settlement units since the UN began monitoring them in 2017. 24,300 new housing units were advanced between 11/1/2022 and 10/31/2023. UNRWA says some of its employees that have been arrested by Israeli forces in Gaza have been forced, under torture, to falsely state that they support Hamas and took part in Operation Al-Aqsa Flood. Among the reported torture methods employed against the Palestinians are beatings, use of nail guns on knees, sexual abuse of men and women, use of electrified metal sticks in prisoners’ rectums, waterboarding, and threats to harm family members. U.S. secretary of state Antony Blinken discusses ceasefire negotiations with Egyptian foreign minister Sameh Shoukry and Saudi foreign minister Faisal bin Farhan Al Saud in separate calls. In the West Bank, Israeli settlers assaulted 1 Palestinian man and stole his donkey in Halaweh in the Masafer Yatta area. Israeli forces shot and injured 5 Palestinians during a raid in Jenin refugee camp, including 1 who was rushed to a hospital in Haifa for treatment; 3 were arrested. Israeli forces also demolished 1 Palestinian home in Tura. 11 Palestinians were arrested during late-night raids in Kobar, Kafr Malik, Tammun, ‘Askar refugee camp, Kafr Qaddum, al-Eizariya, and Deir Sammit; 1 Palestinian was injured by live ammunition during the raid in Tammun. In East Jerusalem, Israeli forces assaulted and arrested 1 Palestinian woman in the Old City, claiming she had tried to stab an Israeli police officer. The Israeli Attorney General’s office informed the family of Eyad Hallaq that it would not appeal the decision of the Jerusalem District Court to acquit the police officer who shot and killed Hallaq in Jerusalem on 5/30/2020. The Lebanese newspaper Al-Akhbar reported that Libyan prime minister Abdul Hamid Dbeibeh met with Mossad chief David Barnea in 2022 to discuss potential normalization. The talks reportedly included Jordanian, UAE, and U.S. officials. The reporting follows unrest in Libya after Foreign Minister Cohen disclosed a meeting with Libyan foreign minister Najla Mangoush on 8/27, leading to the dismissal of Mangoush by Dbeibeh. (TOI 9/4)

New Barcelona mayor Jaume Collboni reversed his predecessor Ada Colau’s decision to end the city’s twinning agreement with Tel Aviv. Colau canceled the city twinning agreement in February, citing Israel’s apartheid policies. (MEE 9/4)

In the West Bank, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian accused of killing 2 Israelis on 2/26 before being shot dead a week later. 2 Palestinians were wounded by live ammunition, 5 by baton rounds, and 185 by tear gas during the raid, while 60 were forced to leave their homes and were detained at a nearby mosque during the demolition. 3 homes in the same building as the demolished apartment were damaged along with 2 nearby buildings. Israeli forces issued 2 demolition orders for homes in al-Khader and 7 stop-work orders for homes in Sarta. 22 Palestinians were arrested during late-night raids in Kobar, Abu Dis, Zababdeh, Siris, Aida refugee camp, al-Azza refugee camp, and Beit Umar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 3 Palestinians were arrested during raids in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniya; no injuries were reported. The Israeli Education Ministry accepted Finance Minister Bezalel Smotrich’s refusal to fund a program that prepares Palestinian residents of East Jerusalem for higher education in Israel, canceling the program. (HA, REU 8/8; ALM 8/9)

Israeli defense minister Yoav Gallant said during a tour of the Lebanese border with Israeli-occupied Golan Heights that if Hezbollah escalates tensions with Israel “we will send Lebanon back to the Stone Age.” (HA, REU 8/8; AJ, ALM 8/9)

Israeli national security minister Itamar Ben-Gvir met with the Cypriot justice and public order minister Anna Koukkides-Procopiou in Cyprus, marking the first time an EU member-state minister has met with Ben-Gvir. (HA 8/8)

Hamas Political Bureau deputy head Saleh al-Arouri said Russia had invited Hamas officials for an official visit to Moscow. Al-Arouri also congratulated Iran and Saudi Arabia on their steps to reestablish diplomatic ties, announced on 3/10. (ALM, HA 3/14)

In response to an op-ed written by EU high representative for foreign affairs Josep Borell on 3/9, which was highly critical of Israel, Israeli foreign ministry officials said that Borell would not be allowed to visit Israel and Palestine. (HA 3/14; AP, HA, IN, TOI 3/15)

France, Denmark, the UK, Belgium, Bulgaria, Cyprus, Finland, Greece, Ireland, Mexico, the Netherlands, Norway, Poland, Portugal, Slovenia, Spain, and Sweden issued a joint statement demanding that Israel not displace 6 Palestinian families in Silwan, Sheikh Jarrah, and the Old City. (HA 3/14)

In the West Bank, Israeli forces demolished 8 houses under construction in al-Dyouk al-Tahta. 18 Palestinians were arrested during late-night raids in al-Khader, al-Asakra, Tadduh, Burqa, Nablus, Zawata, and Tulkarm refugee camp. 25 Palestinians traveled from the West Bank to Cyprus via Ramon airport in Israel. The Israeli airport authority said the flight was not part of the postponed plan for Palestinians to be able to use the Ramon airport south of the West Bank, which was shelved earlier this month. The PA urged Palestinians not to use the Ramon airport, saying Israel should allow the PA to operate the Qalandia airport. (REU 8/22; ALM, MEMO 8/23; MEMO, REU 8/24)

Thousands of Palestinians held in Israeli prisons began a protest against the Israel Prison Service, saying it had failed to ease punitive restrictions in the prisons. The Guardian reported that a CIA study of the material provided by Israel did not amount to evidence to support Israel’s claim that 6 Palestinian rights organizations should be categorized as terrorist organizations. The Israeli ministry of education told the Tel Aviv-Jaffa municipality that they could not use maps that depicted the Green Line for educational purposes or as posters in classrooms. After the municipality defied the ministry’s guidance and hung the maps up in some 2,000 classrooms, the ministry ordered the municipality to take them down on 8/24. It was reported that Iran had dropped some demands as the U.S. and Iran were getting closer to agreeing on reentering the Iran Nuclear Deal, through European intermediaries. Israel’s defense minister Benny Gantz said he was opposed to the nuclear deal and would travel to the U.S. this week to “exert influence on the matter.” Among the demands reportedly dropped by Iran was for the U.S. to remove the Iranian Revolutionary Guard Corps from its list of terrorist organizations. A U.S. district judge rejected Ben & Jerry’s request to prevent its parent company Unilever from selling Ben & Jerry’s ice cream in Israeli West Bank settlements. In the West Bank, Israeli forces raided the Palestine Technical University in Tulkarm, leading to a confrontation with students; 2 were injured by baton rounds and 16 suffered tear-gas related injuries. Israeli forces also seized 1 residential tent, demolished an agricultural structure, and seized agricultural equipment in Beit Samia. 17 Palestinians were arrested during late-night raids in Nablus, Bethlehem, Hebron, Tulkarm, Tubas, and Salfit. In East Jerusalem, 4 Palestinians were arrested in the Old City and Shu‘fat. In Israel, Israeli police shot and killed 1 Palestinian man from Hebron who was working at a construction site in Ashkelon after he stabbed a police officer. The Israeli police officer approached the Palestinian man who was working at the construction site without a permit before he lightly wounded the officer. The Israeli Civil Administration signed an order declaring 22,000 dunams (5,445 acres) of land in Area C south of Jericho an Israeli nature reserve. The nature reserve, dubbed Nachal Og Nature Reserve, is situated on 6,000 dunams (1,483 acres) of privately-owned Palestinian land. The nature reserve designations means that Palestinians will not be allowed to cultivate the land or have their livestock graze on it, without approval from the Israeli nature reserve officer. The office of the Israeli attorney general approved connecting Israeli settlement outposts built on Israel-declared state lands in the West Bank to the electrical grid. In the decision, the attorney general’s office also said that Palestinian villages in Area C, not recognized by Israel, should be given equal consideration in being connected to the electrical grid, citing international law of non-discrimination. Representatives from Ireland, Belgium, Cyprus, Estonia, Finland, France, Greece, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Spain, and Sweden signed a letter to EU enlargement commissioner Olivér Várhelyi of Hungary, urging him to disburse EU aid to the PA. Commissioner Várhelyi has been withholding the aid, saying that the PA needs to reform its schoolbooks to conform with a pro-Israeli narrative. (WAFA 4/12)

In the West Bank, Israeli forces delivered a stop-work notice for renovations at a cemetery near Yatta. Israeli forces also seized 1 bulldozer in Bardala. 4 Palestinians were arrested, including 3 at checkpoints in Jericho and Bethlehem, and 1 during a house raid in Hizma. In East Jerusalem, for the 6th night in a row, Palestinians protested the Israeli-imposed restrictions on the Old City during the month of Ramadan; Israeli police violently dispersed the protest with water cannons and stun grenades and 3 Palestinians were arrested. In Israel, Palestinian-Israelis protested the sale of a building in Jaffa to a Jewish religious organization, saying their community is being settled by Jewish-Israelis; 3 members of the Jewish organization were reportedly assaulted and clashes with police ensued. Gaza saw the highest COVID-19 death toll in a 24-hour period as 23 Palestinians died in Gaza of the virus. 761 people have died of COVID-19 in Gaza since the start of the pandemic. This occurred as Israel reopened society after vaccinating the majority of people within the Green Line while refusing to provide vaccinations to the people in its occupied territory. PA president Mahmoud Abbas spoke, via video link, at the annual J Street conference, where he said that the PA is “ready to resume negotiations with our Israeli counterpart on the basis of international legitimacy, resolutions and signed agreements and under the auspices of the International Quartet.” He also said that moving away from a 2-state solution would lead to apartheid. President Abbas also commended the Biden administration for resuming aid and restoring bilateral relations. (HA 4/18)

Israel and Greece signed a defense procurement deal worth $1.65 billion. According to the deal, the Greek air force will get a training center operated by Elbit Systems, and Elbit will maintain the Greek air force fleet for 20 years. The deal was signed in Cyprus after a meeting between the foreign ministers of Israel, Greece, Cyprus, and the UAE. (AJ, HA, REU 4/18)

The Guardian reports 2 Palestinians were arrested by police in Madrid last week while allegedly planning to blow up Syrian embassy and assassinate ambassador.
