In the West Bank, 7 Palestinians were arrested during late-night raids in and around Bayt Rima, Ein Yabrud, Turmus ‘Ayya, Abu Njeim, Hebron, and Tulkarm. In East Jerusalem, 1 Israeli settler tried to strangle 1 Palestinian taxi driver, but the Palestinian was able to wrestle himself free, escaping with bruises. 4 Palestinians were arrested during house raids in al-Tur, Silwan, and the Old City. PA prime minister Mohammed Shtayyeh summarized Israeli prime minister Naftali Bennett’s policy toward Palestine as the “3 nos”: no to contacts with PA president Mahmoud Abbas, no to negotiations, no to a Palestinian state. Shtayyeh called on the international community to reflect on Bennett’s policy and its implications for feasibility of the 2-state solution. (WAFA 9/17; WAFA 9/20)

The PA said it was unable to provide cash aid to impoverished Palestinian families as the EU has not provided its annual aid to the PA, reportedly due to a technicality. (MEMO, WAFA 9/20)

In the West Bank, 3 Palestinians were arrested, including 1 during a late-night raid in Qalqilya and 2 in Hebron. In East Jerusalem, 3 Palestinians were arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. In Israel, Palestinian citizens of Israel protested outside of Gilboa prison in support of the Palestinian prisoners. 3 Palestinians were arrested after crossing into Israel from Gaza by the Gaza fence. The New York Times reported that Israel used a 1-ton “killer robot” placed in the bed of a Zamyad pickup truck to assassinate Iranian scientist Mohsen Fakhrizadeh on 11/27/2020 in Absard, Iran. According to the reporting, the “killer robot” had been smuggled into Iran over in several stages and was controlled by an Israeli sniper using a computer program to control a modified FN MAG machine gun. Lebanon called on the UN to intervene to prevent Israel from starting to drill for natural gas in a gas field within the maritime area disputed between Lebanon and Israel. (REU, JP 9/19; MEMO 9/21)

In the West Bank, Israeli settlers assaulted Palestinians outside of al-Ibrahimi Mosque. Israeli forces violently dispersed Palestinians protesting the closure of the eastern entrance to al-Mughayyir, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in al-Twana, injuring several by hitting them with rifle butts and tear gas, and 1 was injured by a sound bomb to his head; Israel later opened an investigation into the incident as 6 Israeli activists and 2 Palestinians were said to have been physically attacked by the Israeli forces. Elsewhere, Israeli forces violently dispersed a protest in Beita, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 2 with rubber-coated bullets and others suffered tear-gas related injuries. 4 Palestinians were arrested including 1 at his work in Beit Umar, and 3 at checkpoints in Hebron and Bethlehem. In East Jerusalem, Palestinians threw stones and Molotov cocktails at Israeli military vehicles in Silwan before being bombarded with tear gas and rubber-coated bullets. A similar scenario unfolded in al-Ram and 1 Palestinian was injured by a rubber-coated bullet. Israeli forces also violently dispersed a protest in Sheikh Jarrah, assaulting Palestinians and confiscating Palestinian flags. 1 was arrested during a house raid in the Old City. In West Jerusalem, 1 Palestinian bus driver was stabbed and injured by 3 Jewish Israelis in the Givat Shaul neighborhood. It was reported that the Israeli prison service had agreed to move all Islamic Jihad prisoners back to their original cells after dispersing them to various prisons in the immediate aftermath of the Gilboa prison break on 9/6. (HA 9/17)

The U.S. marked the 1-year anniversary of the normalization deals between Israel and the UAE, Bahrain, and Morocco in a video event. U.S. secretary of state Antony Blinken said that the Biden administration will continue to build on the normalization deals. Israel’s foreign minister Yair Lapid called on the Arab countries to help promote his plan for stabilizing Gaza through investment, while Israel continues its blockade of Gaza. In the West Bank, Israeli forces violently dispersed Palestinian protesters during a raid in Ya‘bad, causing tear-gas related injuries. Israeli forces also injured 1 Palestinian with a rubber-coated bullet during a daytime raid in Tuqu‘ near a secondary school; others suffered tear-gas related injuries. 3 Palestinians were arrested during house raids in Dura and Beitunia. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israel forces ordered Palestinian shop owners to close shops in the Old City and erected roadblocks around the city. 1 Palestinian was arrested during a house raid in Shu‘fat refugee camp. In the West Bank, Israeli forces fired tear gas and sound bombs at Palestinians near al-Ibrahimi Mosque in Hebron, leading to tear-gas related injuries. 21 Palestinians were arrested during late-night raids in and around Hebron, Sa‘ir, Harmala, al-Bireh, Kafr Ein, Ni‘lin, and Ya‘bad. Israel’s prime minister Naftali Bennett said that he opposes a Palestinian state during an interview with Israeli Kan news. Prime Minister Bennett also said he would not meet or speak to PA president Mahmoud Abbas, citing Abbas’s referral of Israel war crimes to the ICC. (TOI 9/14; ALM, JP 9/15)

Israeli defense minister Benny Gantz told Foreign Policy that Israel will accept a new Iran nuclear deal between the U.S. and Iran, but that he hopes the U.S. will make a “plan B.” Foreign Minister Gantz also said about a potential peace agreement, “Abbas is still dreaming of the 1967 lines, this won’t happen. He has to realize we’re staying here . . . We’re not taking down settlements.” (FP 9/14; ALM, HA 9/15; MEMO 9/16)

On the anniversary of the normalization deals between Israel, Bahrain, and the UAE, sponsored by the U.S., state department spokesperson Ned Price said that the U.S. is looking at advancing similar deals. Spokesperson Price also praised the normalization deal between Israel and Morocco, but did not mention the Sudan-Israel normalization deal. The U.S., during the Donald Trump administration, gave all 4 countries that normalized ties with Israel different political incentives to do so. The ambassadors of the U.S., Israel, the UAE, and Bahrain also met at an event hosted by former White House official Jared Kushner’s new non-profit organization The Abraham Accords Institute for Peace. The U.S. secretary of State Antony Blinken will host a virtual meeting on 9/17 to celebrate the normalization deals. UAE economy minister Abdulla bin Touq Al Marri also said on 9/13 that the UAE seeks to raise its trade with Israel to $1 trillion in the next 10 years. Jewish Currents reported that representatives Mark Pocan (D-WI), Alexandria Ocasio-Cortez (D-NY), and Rashida Tlaib (D-MI) were leading efforts to add an amendment to the National Defense Authorization Act blocking the delivery of Boeing-made Joint Direct Attack Munitions and Small Diameter Bombs to Israel for 1 year. Both types of munitions were used by Israel during Operation Guardian of the Wall. The amendment is unlikely to be part of the bill. (JC 9/14)

The state of New Jersey sent a letter to the company Unilever that it considers its subsidiary Ben & Jerry’s decision to stop selling its ice cream in West Bank settlements a boycott of Israel and therefore will divest from the company. In the West Bank, Israeli settlers opened fire at 1 Palestinian-owned house in Hebron, causing damage, and vandalized 3 Palestinian-owned vehicles. Israeli settlers also uprooted 50 olive seedlings in Kisan. Israeli forces violently dispersed a protest in Beita, injuring 1 journalist with a rubber-coated bullet. Israeli forces also violently dispersed a protest in Beit Umar; no serious injuries were reported. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets. Israeli forces also arrested in Arrabah 3 siblings of 1 of the 6 Palestinians who escaped the Gilboa prison on 9/6 and 2 cousins of another escapee in Bir al-Basha. 3 others were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, and al-Lubban ash-Sharqiya. In East Jerusalem, 1 Israeli settler opened fire at Palestinians in al-Ram; no injuries were reported. Israeli forces shot and killed 1 Palestinian man by the Lion’s Gate in the Old City, claiming that he had tried to stab an Israeli soldier; 1 Israeli soldier was lightly injured by a stray bullet fired by another Israeli soldier. Israeli forces let the man bleed to death without providing aid. Israeli forces also forcefully removed Palestinians during a sit-in protest at the Haram al-Sharif compound, arresting 3. In Gaza, 1 rocket was launched at Israel and was intercepted, after 2 of the Palestinian escapees were arrested. Israel subsequently conducted air strikes at 3 different locations in Khan Yunis and Dayr al-Balah; causing damage. Qatar’s ambassador to Gaza Mohammed al-Emadi said that the PA no longer will partake in facilitating getting Qatari aid to Palestinians in Gaza because of fears that banks in the West Bank could be exposed to lawsuits as Hamas is considered a terrorist organization in several countries. In East Jerusalem, Israeli forces demolished parts of al-Yusufiya cemetery near the Old City. 1 Palestinian family demolished parts of their own home in Bayt Hanina. In Gaza, Israeli forces shot and injured 1 Palestinian farmer working his land east of Juhor ad-Dik near the Gaza fence. In East Jerusalem, 1 Palestinian family started demolishing their 3 homes in Bayt Hanina, displacing 13. 3 Palestinians were arrested in the Old City. In Gaza, 1 Palestinian child succumbed to injuries sustained by Israeli forces using live ammunition during a protest by the Gaza fence on 8/21. Israeli forces violently dispersed Palestinian protesters by the Gaza fence, injuring 3 with live ammunition and 8 with rubber-coated bullets. In the West Bank, PA forces arrested 12 Palestinians for partaking or intending to partake in demonstrations against the PA in Ramallah; at least 23 others were arrested on the same grounds on 8/21. The UN and EU later criticized the PA for arresting its critics, as did prominent progressive congresspeople in the U.S. Israeli forces raided Araqah, dispersing Palestinians with tear gas and seizing security camera recordings at a shop. Israeli forces also shot and injured 1 Palestinian man with special needs at the container checkpoint near Bethlehem. 6 Palestinians were arrested, including 2 at checkpoints in Yatta and Bethlehem and 4 at raids in and around Hebron and Beit Fajjar. In the West Bank, Israeli settlers with military escort toured Joseph’s Tomb in Nablus; 5 Palestinians were injured by rubber-coated bullets and others by tear gas as Israeli forces violently dispersed Palestinians protesting the incursion. Israeli forces shot and killed 1 41-year-old Palestinian plumber who was returning home from work near Beita; the Israeli military said it would investigate why the man was killed as Israeli forces initially reported that he was advancing toward Israeli soldiers with an iron bar. Israeli forces subsequently injured 1 with live ammunition, 19 with rubber-coated bullets, and 72 with tear gas as they violently dispersed Palestinians protesting the killing of the man. Israeli forces also violently dispersed a protest in ‘Ain al-Hilweh against the creation of a settlement outpost, injuring 4 with pepper spray, and 1 was arrested. 3 others were arrested during late-night raids in Beit Fajjar and Jenin. In East Jerusalem, 1 Palestinian started demolishing part of his house in al-Tur. 3 Palestinians were arrested in the Old City and Sheikh Jarrah. The AP reported that PA president Mahmoud Abbas had fired the director of Ramallah’s national library Ehab Bseiso on 6/27 because of Bseiso’s criticism of the killing of Nizar Banat by PA forces on 6/24. PA forces also shut the office of J-Media in Ramallah. The director of J-Media Alaa al-Rimawi was previously arrested by PA forces after he gave a sermon at Banat’s funeral. The Jerusalem Post reported that the Israeli government will not evict Palestinians living in Sheikh Jarrah for the time being if the high court of justice rules the evictions permissible on 8/2. According to a government official, the government is concerned about the optics given the international campaign and general opposition to the forced expulsions of Palestinians from East Jerusalem and the potential for causing a situation akin to the escalation of tensions between Gaza and Israel in May. The Knesset approved an amendment to the Basic Law of Government allowing the 2 government leaders Naftali Bennett and Yair Lapid to rotate the prime minister position amongst them during the government’s 4-year term. (HA 7/28)

Iranian officials claimed that Iran had arrested members of a Mossad cell and seized weapons it had stored to allegedly use against Iranian forces during protests over water shortages in Iran. (ALM, HA 7/27; MEMO 7/28)

The U.S. arms company Lockheed Martin and the Israeli Rafael Advanced Defense Systems announced an agreement in principle to develop a laser air defense system to combat rockets. (JP 7/27; ALM 7/28)

The Human Rights Watch (HRW) released an investigation into Israel’s Operation Guardian of the Walls from May, in which the organization found that Israel committed war crimes. The investigation focused on 3 specific Israeli attacks against Palestinian civilians in which 62 were killed, the majority children. The HRW concluded that there were no military targets at or near the attacked areas, despite Israeli claims. HRW also concluded that Israel used U.S.-made munitions in at least 2 of the 3 attacks it investigated. In the West Bank, Israeli settlers with military escort obstructed a Palestinian protest march near Tubas against the establishment of a settlement outpost; no injuries were reported. Israeli settlers with military escort also threw stones at Palestinian houses in al-Twana. Elsewhere, Israeli settlers attacked journalists in the Tel Rumeida neighborhood of Hebron. Israeli settlers also attacked employees of the Palestinian Land Settlement Authority in Umm al-Shaqhan and stole 1 GPS device. Meanwhile, Israeli settlers attacked 1 Palestinian man working on his house near Qaryut. In East Jerusalem, 1 Palestinian demolished a structure added to his house in 2011 in Beit Safafa. 2 Palestinians were arrested in the Old City. In the West Bank, 3 Israeli settlers set fire to a Palestinian marble factory in Jamma’in near Huwwara, causing damage of around $920,000. 6 Palestinians were arrested during raids in Zabbuba and al-Walaja. In East Jerusalem, 4 Palestinians were arrested in the Old City. In Gaza, an explosion at the Zawiya market killed 1, injured 14, and caused damage. According to the Palestinian Centre for Human Rights (PCHR), the explosion was caused by explosives stored in a residential building at the market. After the PCHR reported its findings, it was smeared and threatened by the National and Islamic Factions’ Follow-up Committee in the Gaza Strip. Israel’s public security minister Omer Bar-Lev called PA president Mahmoud Abbas to wish him well on Eid al-Adha and said he used the oppounity to discuss more communications between the 2. (ALM, WAFA 7/22 HA 7/23)

Haaretz reported that although the ban on family reunifications for Israeli citizens married to Palestinians expired on 7/6, it has not been possible to make an appointment to process an application. According to Haaretz, interior minister Ayelet Shaked has ordered her ministry not to handle any of the requests until a new policy has been formulated. (HA, MEMO 7/22)

The Israeli government told the Israeli high court of justice that it would not grant work permits to Palestinians seeking asylum in Israel based on anti-LGBTQ persecution or domestic violence, saying that the PA “does not systematically persecute people because of their sexual orientation.” (HA 7/23)

In Syria, Israeli forces conducted air strikes for the 2d time in 1 week, this time in the Quseir region. It was unclear if there were any casualties. Syria’s military said its air defenses had intercepted most of the missiles. Russian officials later claimed that it was its air defenses in Syria that had intercepted the Israeli missiles. French president Emmanuel Macron called Israeli prime minister Naftali Bennett for clarification about Macron being a target of Pegasus spyware exported from the Israeli company NSO Group with Israeli government approval. (HA 7/24; MEMO 7/25)

The African Union (AU) said it would readmit Israel as an observer country. Israel was ejected as an observer 19 years ago after pressure from then brotherly leader of Libya Muammar Gaddafi. The Israeli foreign ministry had prior to the readmission sent a senior official to Addis Ababa in Ethiopia to meet with 30 ambassadors to the AU. Hamas later issued a statement calling the AU decision “shocking and reprehensible.” The South African government called the AU decision appalling, “unjust and unwarranted.” Algeria, Egypt, Comoros, Tunisia, Djibouti, Mauritania, and Libya later voiced opposition to Israel’s readmission, saying that the decision could divide the AU nations. Israeli forces violently dispersed Palestinians protesting against the Evyatar settlement outpost near Beita, injuring 10 with live ammunition, 15 with rubber-coated bullets, and at least 45 with tear gas. Israeli forces also violently dispersed Palestinian protesters In Kafr Qaddum, causing tear-gas related injuries. Palestinians protested the construction of a military road near Hizma. 6 Palestinians were arrested during late-night raids in Ya‘bad, Marah Rabah, and Shufa. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. In the West Bank, the prominent critic of the PA, Nizar Banat, died at a hospital after being arrested by PA forces in his home in Dura; the family of Banat said he was brutally beaten by 20 PA officers. The New York Times released a visual investigation of the killing of 44 Palestinians in Gaza by the Israeli military on 5/16. The investigation showed how the Israeli military used U.S.-manufactured munitions to strike civilian targets in the Rimal area of Gaza City. The investigation also said that Israel’s claim that it had sought to bomb an underground military facility in the heavily populated area was unsubstantiated and that Israel made no effort to warn the Palestinians living in the area that it would attack the alleged underground military facility. The new Israeli government decided to postpone a vote on the 2003 emergency regulation, the Provision to the Citizenship and Entry Law, which blocks family unification between Israeli citizens and Palestinians from the West Bank and Gaza. The regulation has been extended yearly since 2003, but the new government coalition did agree that the racist regulation should be extended. The regulation ends on 7/6 and the parties said they would work on a compromise. If the order expires, interior minister Ayelet Shaked is presumed to use her authority to reject family reunification applications from Palestinian citizens of Israel. Washington Post columnist David Ignatius wrote that the U.S., Saudi Arabia, and Israel were involved in the coup attempt against Jordan’s king Abdullah II by his half-brother Prince Hamza in April. According to Ignatius, former U.S. official Jared Kushner had grown frustrated with King Abdullah II because he refused to give up the custodianship of the Holy Places in Jerusalem, which Saudi Arabia’s crown prince Muhammad bin Salman required to formalize a normalization deal with Israel. Prince Hamza and people in his inner circle worked with Saudi Arabia, according to Ignatius, to undermine King Abdullah II. Ignatius also said that Israeli intelligence assured the Jordanian king that it was not involved in the scheme but implied that Netanyahu personally was. A video from 3/24/2019 surfaced showing Israeli prison guards at the Ketzion Prison in the Negev abusing 55 shackled Palestinian prisoners. The video shows that the prisoners were piled on top of each other and beaten with batons and kicked by the prison guards, even as they lie still on the concrete ground. Fatah and Hamas senior officials were in Cairo for talks with Egypt’s intelligence chief Abbas Kamel. The Hamas delegation included the leader of the politburo Ismail Haniyeh and the Fatah delegation was led by secretary general of the Fatah central committee Jibril Rajoub. The 2 groups were said to be discussing stabilizing the cease-fire between Hamas and Israel, and the reconstruction of Gaza. Haaretz reported that an Israeli spyware company with ties to the Israeli military, Quadream, had sold spyware to Saudi Arabia that can infiltrate iPhones without clicking on a link, which is usually necessary to activate. A settler leader moved his office to the Evyatar settlement outpost near Beita after Israel told the settlers they would have to leave the outpost within 8 days. 42 Israeli settler families have moved to the outpost since 5/3. 1 member of the Knesset from Shas, Moshe Arbel, also brought construction materials to the settlement outpost. Israel’s attorney general Avichai Mendelblit said he would not intervene in the eviction case against Palestinian families in Shaykh Jarrah. PeaceNow called Attorney General Mendelblit’s decision “a cynical attempt to evade responsibility,” and said the evictions are based on “laws that [discriminate] between Israelis and Palestinians.” (AJ, HA 6/7)

The Knesset passed a bill that would allow the Shin Bet to place citizens of Israel in West Bank prisons, in the 1st of 3 votes. The Association for Civil Rights in Israel criticized the bill for being unconstitutional and for the Knesset to pass legislation about the West Bank. Joint List lawmakers warned that the bill only would apply to Palestinian citizens of Israel. (HA 6/10)

Israel’s ambassador to the U.S. and UN, Gilad Erdan, visited the Associated Press headquarters in New York, meeting with AP’s president and CEO Gary Pruitt “to restore the relations between Israel and the Associated Press” in the wake of Israel’s air strike demolishing AP’s offices in Gaza on 5/15. Ambassador Erdan justified the air strike that demolished the high-rise by alleging that Hamas was using an office in the 14-story building to jam the Iron Dome missile defense system. Representative Ilhan Omar (D-MN) asked secretary of state Antony Blinken, during a house foreign affairs committee hearing, where victims of Israeli crimes should seek justice, if the U.S. opposes investigations by the ICC. In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. 2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court.
